A COUPLE OF PRESENTATIONS, AND OUR FIRST PRESENTATION IS AGAIN, TO MR. THOMAS, YOUR HONOR, IS GOING TO GIVE US A PRESENTATION ON THE, FOR THE YORK COUNTY YOUTH COMMISSION QUARTERLY REPORT.

MR. YOUR HONOR, YOU HAVE THE PODIUM.

GOOD EVENING.

MY NAME IS THOMAS SHRINER, AND I'M A SENIOR AT BRUTON HIGH SCHOOL AND THE CHAIRMAN OF THE YORK COUNTY YOUTH COMMISSION.

I'M HERE TONIGHT TO GIVE YOU ALL A REPORT ON OUR ACTIVITIES SO FAR THIS YEAR, AND A BRIEF LOOK INTO WHAT'S TO COME.

OUR MOTTO IS YCYC, YOUR COMMUNITY, YOUTH COMMUNITY, AND OUR GOALS THIS ARE TO THIS YEAR, ARE TO PARTICIPATE AND OFFER COMMUNITY SERVICE OPPORTUNITIES, CONDUCT STUDENT SURVEYS, AND CONTRIBUTE TO THE COMMON GOOD OF THE COMMUNITY.

IN AUGUST, THE YOUTH COMMISSION HELD AN ORIENTATION WHERE MEMBERS WERE ABLE TO LEARN MORE ABOUT THE YOUTH COMMISSION AND ITS PURPOSE.

LATER THAT DAY, WE BONDED OVER MANY HIGHLY COMPETITIVE ROUNDS OF BOWLING AND VARIOUS ARCADE GAMES.

SINCE THEN, AT MANY OF OUR REGULAR MEETINGS, WE HAVE HAD GUEST SPEAKERS TALK TO US ABOUT THEIR ROLES IN THE COMMUNITY AND HOW THEY'VE GOTTEN WHERE THEY ARE TODAY.

IN SEPTEMBER, MS. CATHERINE GOFF, YORK COUNTY SCHOOL DIVISION'S, PUBLIC RELATIONS AND COMMUNICATIONS OFFICER, AND DR. ANDREA EVANS, Y CSCS SCHOOL COUNSELING COORDINATOR, DISCUSS THE ADVANCEMENTS AND CHANGES CURRENTLY BEING IMPLEMENTED IN OUR SCHOOLS AND COUNSELING DEPARTMENTS, AND ANSWERED MANY OF OUR QUESTIONS REGARDING GUIDANCE.

WE WERE ABLE TO GIVE SUGGESTIONS FOR, FOR FURTHER OUTREACH PROGRAMS THAT MAY BE HELPFUL TO INCREASE STUDENT PLANNING FOR LIFE BEYOND THEIR HIGH SCHOOL YEARS.

IN NOVEMBER, MR. NEIL MORGAN, FORMER YORK COUNTY ADMINISTRATOR, TAUGHT US THE INS AND OUTS OF LOCAL GOVERNMENT, AND GAVE US A DEEP DIVE INTO THE STRUCTURE AND FUNCTION OF ALL THE DEPARTMENTS THAT MAKE UP YORK COUNTY.

IN FEBRUARY, MR. CHUCK WORLEY, FOUNDER AND CEO OF WORLEY'S HOME SERVICES TAUGHT US THE IMPORTANCE OF BRANDING AND GAVE US INSIGHT INTO THE CHALLENGES WE MIGHT FACE AS WE ENTERED THE WORKFORCE OR START OUR OWN BUSINESS.

MOST RECENTLY AT OUR MARCH MEETING, SHERIFF RON MONTGOMERY, SHERIFF AT YORK KOSIN SHERIFF'S OFFICE TOLD US ABOUT MAJOR PUBLIC SAFETY ISSUES.

THE SHERIFF'S OFFICE IS WORKING ON FIXING AND CALLED ON OUR HELP TO REDUCE SPEEDING IN SCHOOL ZONES, REDUCE DRUG USE AMONGST TEENS, AND EXEMPLIFY PROPER INTERNET SAFETY.

AT OUR MEETINGS, MR. R HAS LED A LEADERSHIP SERIES EDUCATING US ON WHAT IT MEANS TO BE A LEADER, HOW TO LEAD EFFECTIVELY, AND WHAT LEADERSHIP LOOKS LIKE IN THE COMMUNITY.

MR. R HAS TRULY

BEEN A WONDERFUL ROLE MODEL, AND WE ARE VERY THANKFUL FOR HIS WISDOM.

THE YOUTH COMMISSION HAS VOLUNTEERED AT MULTIPLE MARKET DAYS.

DOWN AT THE YORKTOWN WATERFRONT YOUTH COMMISSIONERS HELPED WITH THE FALL FESTIVAL, PAUSE AT THE RIVER, THE MARITIME FESTIVAL, THE HARVEST FESTIVAL, AND THE MISSILE TOE MARKET.

AT THESE MARKET DAYS, COMMISSIONERS HELPED KIDS WITH ARTS AND CRAFTS PROJECTS AND HANDED OUT CANDY TO MARKET GOERS.

ON NOVEMBER 18TH, COMMISSIONERS VOLUNTEERED TO HELP WITH THE MAYFLOWER MAYFLOWER FOOD MARATHON, A FOOD DRIVE, SPONSORED BY THE VIRGINIA PENINSULA FOOD BANK TO HELP FAMILIES ENJOY A PROPER THANKSGIVING DINNER.

WE HELPED WITH UNLOADING, QUANTIFYING, AND SORTING DONATIONS.

OVERALL, THE MAYFLOWER FOOD MARATHON DISTRIBUTES ABOUT 730,000 MEALS OVER THE COURSE OF A FEW DAYS AROUND THANKSGIVING.

ON DECEMBER 1ST, THE YOUTH COMMISSION HELPED WITH THE CHRISTMAS TREE LIGHTING AT THE YOURTOWN WATERFRONT.

WE HELPED PEOPLE WRITE CARDS FOR SOLDIERS OR LETTERS TO SANTA.

OTHER COMMISSIONERS HELPED PASS OUT CANDLES BEFORE THE TREE WAS LIT.

ON FEBRUARY 9TH, ALA XO VOLUNTEERED TO HELP RUN VALENTINE'S DAY BINGO AT THE SENIOR CENTER.

SHE DISTRIBUTED PRIZES AND KEPT PEACE AMONG SOME VERY COMPETITIVE SENIORS.

, THAT'S GREAT.

FOR OUR WINTER SERVICE PROJECT, THE YOUTH COMMISSION SPONSORED A CLOTHING DRIVE TO BENEFIT THE BARGAIN BOX THRIFT STORE.

THE BARGAIN BOX USES ALL OF THEIR PROFITS TO ESTABLISH EMERGENCY FUNDS FOR FAMILIES, SPONSOR VOCATIONAL SCHOLARSHIPS, FUND DAYCARE SERVICES, AND DONATE TO OTHER CHARITABLE ORGANIZATIONS IN THE AREA.

BOXES WERE PLACED AT EACH YORK COUNTY HIGH SCHOOL, AND OVER THE COURSE OF A MONTH, ENOUGH CLOTHES WERE DONATED TO FILL THE BACK OF A LARGE VAN.

GRAFTON LOAN DONATED ABOUT 550 ARTICLES OF CLOTHING IN THE LAST WEEK.

THE WINNERS OF THE, OF THE OUTSTANDING YOUTH AWARDS WERE CHOSEN BY ME, NIKHIL SOLI, SECRETARY OF THE YORK COUNTY YOUTH COMMISSION, MS. SARONE, CHAIRMAN OF THE BOARD OF SUPERVISORS, AND MS. LINDA FAIRMAN, CHAIR OF THE SCHOOL BOARD.

THERE IS ONE WINNER SELECTED IN EACH OF THE CATEGORIES OF COMPASSION, COURAGE, COMMUNITY SERVICE, AND OVERALL ACHIEVEMENT.

THESE WINNERS WILL BE GIVEN A THOUSAND DOLLARS SCHOLARSHIP AND WILL BE ANNOUNCED AND HONORED AT THE MAY BOARD OF SUPERVISORS MEETING IN THE COMING WEEKS.

THE YOUTH COMMISSION IS PREPARING FOR THE ANNUAL TOWN HALL MEETINGS LED BY YOUTH COMMISSIONERS AT THEIR SCHOOLS.

ONE SUPERVISOR FROM THE BOARD OF SUPERVISORS AND ONE SCHOOL BOARD REPRESENTATIVE WILL BE POSED 10 QUESTIONS REGARDING YOUTH CONCERNS FOR THE COUNTY AND SCHOOLS RESPECTIVELY.

BEYOND THIS, THE COMMISSION IS PLANNING A MOVIE NIGHT THAT IS TENTATIVELY PLANNED TO BE AT MCREYNOLDS SPORTS COMPLEX.

IN MAY IN THE COMING MONTHS, MORE INFORMATION WILL BE SHARED ABOUT THE MOVIE NIGHT AS IT COMES CLOSER.

FINALLY, APPLICATIONS FOR THE 20 24, 20 25 YOUTH COMMISSION ARE DUE TO THE PARKS AND REC OFFICE BY 5:00 PM ON MARCH 29TH.

AND ALL THE SCHOOL WORK THERE, YOU KNOW, CARRYING, UH, COLLEGE PREPARATION CLASSES, GETTING READY FOR COLLEGE OR THE MILITARY OR THE JOB MARKET AFTERWARDS.

A LOT OF THEM PARTICIPATE IN SPORTS, SO THEY'RE DOING ALL OF THIS AND THEIR PRESENTATION AND STILL HAVING A SOCIAL LIFE AND GETTING IT ALL DONE AND GETTING READY TO GRADUATE HIGH SCHOOL .

SO I REALLY, MY, MY, YOU KNOW, MY HAND, MY HEART'S OUT TO YOU GUYS DOING A GREAT JOB.

KEEP IT UP, GET A COUPLE MORE MEETINGS AS WE WRAP UP THE SEASON.

I WON'T READ THEM TO YOU, BUT IF YOU HAVE ANY, UH, DESIRE TO SEE THEM AGAIN, THEY ARE ON THE WEBSITE, ON THE BOARD OF SUPERVISORS PAGE.

THE BUDGET PROCESS STARTED IN OCTOBER IN THIS VERY ROOM, UH, THERESA HAD THE BUDGET CALL.

WE BROUGHT ALL THE DEPARTMENTS IN AND THE PEOPLE THAT WOULD BE WORKING ON THE BUDGET, THEY ALL CAME HERE.

THERESA, UH, SHARED INSTRUCTIONS FOR THE DEVELOPMENT OF THE BUDGET.

UH, I SHARED SOME EXPECTATIONS FOR WHAT, UH, WE WERE HOPED TO HAVE WHEN IT'S ALL DONE, UH, THAT PRODUCT.

SO THIS IS WHERE IT ALL STARTED RIGHT HERE.

SO DURING A PROCESS, UH, WE HAVE MET, AS I SAID EARLIER, WITH ALL THE DEPARTMENTS.

WE'VE HAD COMMITTEE MEETINGS AS WELL, AND THEN HERE WE, HERE WE ARE TODAY IN MARCH, HAVING THE RECOMMENDED BUDGET.

I'D LIKE TO REMIND YOU ALL THAT.

UM, LAST YEAR, MR. SHEPHERD, AS THE CHAIRMAN, CHALLENGED THE STAFF TO ENGAGE THE PUBLIC, UH, IN THIS BUDGET PROCESS.

AND WHAT WE'VE DONE DIFFERENTLY IS THIS BUDGET HEARING THAT WE'LL HAVE COMING UP AT, AT, UH, THE YORKTOWN LIBRARY.

WE'VE MADE SOME VIDEO SHORTS THAT HAVE COME FROM QUESTIONS FROM THE, FROM THE PUBLIC.

AND THEN WE'VE BEEN ANSWERING THOSE QUESTIONS THAT HAVE COME IN ONLINE AS WELL.

SO IT, IT HAS BEEN A MUCH DIFFERENT EXPERIENCE, AT LEAST FOR STAFF AND HOW WE'VE PUT THAT ALL TOGETHER.

SO WE'RE VERY PROUD OF HOW ALL THAT HAS COME TOGETHER.

SO, ONE OTHER POINT I'D LIKE TO MAKE IS FOR THIS TOWN HALL MEETING THAT'S COMING UP ON THE 26TH.

SO IT'S ACTUALLY A WEEK FROM TONIGHT AT SEVEN.

AS I SAID, AT THE YORKTOWN LIBRARY, WE DO ENCOURAGE EVERYONE TO PRE-REGISTER.

THAT FACILITY HAS A LIMITED NUMBER OF SEATS AVAILABLE JUST BY SIZE.

AND SO WE WILL, UH, PUT THE PEOPLE IN THAT HAVE REGISTERED.

UH, THEY'LL GET FIRST SHOT AT THEIR SEATS.

WE'LL GIVE 'EM RESERVED SEATS.

IF THERE ARE ANY LEFTOVER SEATS, WE'LL, ACTUALLY, WE'LL TAKE WALK-INS AS WELL.

BUT ONCE WE GET TO CAPACITY, WE'LL HAVE TO STOP.

UH, GIVEN THE ASSESSMENT, WE, WE EXPECTED THAT THERE WOULD BE A DESIRE FOR A REAL ESTATE TAX CUT.

UM, AND THEN LAST YEAR WE

HAD A COUPLE CONVERSATIONS ABOUT THE ELIMINATION OF THE VEHICLE LICENSE FEE AS WELL.

SO THOSE WERE, UH, TWO BIG ISSUES THAT WE WANTED TO ADDRESS IN THIS BUDGET.

UH, WE WANTED TO PROVIDE SU SUFFICIENT FUNDING TO MAKE SURE THAT WE MAINTAINED, UH, THE CUSTOMER SERVICE THAT WE AND THE SCHOOLS WERE KNOWN FOR.

WE WANTED TO MAKE SURE THAT WE TOOK CARE OF OUR EMPLOYEES BY PROVIDING A REASONABLE, UH, COMPENSATION ADJUSTMENT FOR THIS NEXT YEAR.

AND THEN A AND A CONTINUED, UH, INVESTMENT IN THE SCHOOLS AS WELL.

WE WILL EXPERIENCE AN INCREASE IN HEALTH INSURANCE.

THE VIRGINIA RETIREMENT SYSTEM, WHICH IS RUN BY THE STATE.

UH, THEY HAVE A BUNCH OF ACTUARIALS, UH, SITTING AROUND DECIDING WHAT THEY NEED TO PAY OUT THEIR RETIREMENTS, AND THEY TELL US THEY'RE GONNA NEED JUST A LITTLE BIT MORE FROM US IN THE FUTURE.

SO WE'LL TALK A LITTLE BIT ABOUT THAT HERE IN A COUPLE SLIDES.

AND THEN THE CIP FUNDING AND SOME PUBLIC SAFETY FUNDING, UH, WHICH I THINK YOU ALL ARE AWARE OF, AOF ALL IN THE 2025 BUDGET THAT I'M RECOMMENDING IS $266 MILLION ACROSS ALL THE COUNTY FUNDS.

THAT WOULD INCLUDE THE GENERAL FUND, THE ENTERPRISE FUNDS.

AND IF YOU REMEMBER, ENTERPRISE FUNDS ARE FUNDS THAT ARE SELF-SUPPORTING, MUCH LIKE WASTE MANAGEMENT THAT WE HAD THE CONVERSATION ABOUT THE OTHER NIGHT IN THE WORK SESSION.

AND THEN ALSO THE UTILITIES.

UH, FUND IS ALSO AN ENTERPRISE FUND.

UH, OTHER FUNDS WOULD BE, UH, INTERNAL SERVICE FUNDS OR SPECIAL REVENUE FUNDS, SUCH AS THE TOURISM.

MM-HMM.

NOW, OFTENTIMES WE TRANSFER MONEY BETWEEN THESE FUNDS, SO WE DON'T WANNA DOUBLE COUNT IT.

SO THAT IS THE LESS TRANSFERS BETWEEN FUNDS.

SO THAT GIVES US, UH, $266.3 MILLION FOR THE TOTAL COUNTY BUDGET.

AND THE GENERAL FUND, THAT FIRST FUND LISTED ON THE PREVIOUS SLIDE, THAT PROPOSED GENERAL FUND BUDGET IS $190 MILLION.

THAT'S A GENERAL FUND.

AND THAT'S A 8.8% INCREASE.

SO THE HIGHLIGHTS OF THE GENERAL FUND, AND, AND THIS IS REALLY THE MEAT OF THE PRESENTATION, I THINK THIS IS REALLY WHAT YOU ALL CAME TONIGHT TO SEE.

SO WHAT WE'RE RECOMMENDING, I'M RECOMMENDING IS A 3 CENT REAL ESTATE TAX CUT, THE VEHICLE LICENSE FEE TO BE ELIMINATED.

THOSE TWO ITEMS TOGETHER ARE $5.5 MILLION OF AVOIDANCE AND TAX PAYING FOR OUR RESIDENTS.

AGAIN, WE WANTED TO PROVIDE SUFFICIENT FUNDING TO SUSTAIN EXCELLENCE, EMPLOYEE COMPENSATION, 4% AND $500 ANNUALIZED.

SO ON AVERAGE, FOR A $50,000 A YEAR EMPLOYEE, WHICH IS PRETTY CLOSE TO OUR MEAN SALARY, UH, THAT RUNS RIGHT AT 5%.

FOR THOSE THAT ARE LOWER ON THE PAY SCALE, THEIR EFFECTIVE INCREASE WOULD BE HIGHER.

FOR THOSE THAT ARE HIGHER ON THE PAY SCALE, THEIR EFFECTIVE RATE WOULD BE LESS.

EARLY ON IN THE BUDGET PROCESS, UH, THERESA AND I MET WITH, UH, THE SUPERINTENDENT OF SCHOOLS AND BILL BOWEN, THEIR FINANCE OFFICER, AND MET AND HAD A CONVERSATION ABOUT WHAT WE MIGHT BE ABLE TO DO FOR SCHOOLS, WHAT WE MIGHT BE ABLE TO CONTRIBUTE.

WHAT WE TYPICALLY DO IS COME UP WITH WHAT WE CALL A WORKING NUMBER.

MM-HMM.

SO WHAT WE AGREED ON AT THAT TIME WAS $2.3 MILLION.

SO THAT'S WHERE THAT NUMBER CAME FROM AS A GROUP DECISION FROM US AND WHAT WE FELT LIKE WE MIGHT BE ABLE TO AFFORD AT THE TIME.

UM, WE KNOW THERE'S GONNA BE AN INCREASE IN HEALTH INSURANCE.

UH, AS I'VE PLANNED IT OUT NOW, 12% WILL BE ABSORBED BY THE COUNTY, AND 2% OF THAT WILL BE INVOL, YOU KNOW, PAID BY THE EMPLOYEE, UH, WHICH IS RELATIVELY NEGLIGIBLE.

AS AN EXAMPLE, UH, IN THE DENTAL PLAN, THAT'S, UH, 50 CENTS.

OKAY.

SO THEY WILL REALLY REALIZE THE EFFECT OF HAVING THAT NICE RAISE.

THEY WILL NOT SEE IT, UH, GO AWAY IN HEALTH INSURANCE OR DENTAL PREMIUMS. SO I, I FEEL LIKE THAT'S A REALLY GOOD PLACE FOR US TO BE GIVEN THIS LABOR MARKET.

UH, THE VIRGINIA RETIREMENT SYSTEM, AS I SAID EARLIER, GAVE US NOTICE THAT, UH, THEY WERE GONNA HAVE TO RAISE OUR RATES.

SO WE'LL BE PAYING AN ADDITIONAL 7.3% ON RETIREMENTS AS WELL.

THE BOARD HAS BEEN INTERESTED, UH, PREVIOUSLY IN INCREASING OUR CASH FOR THE CIP.

SO WE ARE RECOMMENDING, I'M RECOMMENDING

A $750,000 INCREASE, WHICH MAKES OUR TOTAL CASH IN FOR NEXT YEAR IS, UH, 4.75 MILLION.

AND THEN PUBLIC SAFETY INVESTMENTS.

UH, WE ARE GOING TO RECOMMEND SOME PUBLIC SAFETY, UH, POSITIONS, AND I'LL TALK ABOUT THOSE HERE.

I THINK ON THIS VERY NEXT, NOT, NOT THAT SLIDE, BUT IN THE NEXT ONE OR TWO, UM, THE 2025 PROPOSED TAX RATES, AS I MENTIONED, A 3%, A 3 CENT REDUCTION, UH, ON THE REAL ESTATE RATE, NO REDUCTION ON PERSONAL PROPERTY TAX, ALTHOUGH WE WILL BE ELIMINATING THE FEE.

AND I, THIS IS GENERAL FUND STUFF, AND, AND I DO WANNA MAKE THE POINT THAT I SHOWED YOU EARLIER A SLIDE THAT SAID $18.1 MILLION.

THAT IS NOT WHAT WE'RE ASKING FOR.

I KNOW IT WOULD BE EASY TO CONFUSE THAT, BUT THAT'S THE STARTING POINT.

IT'S 18.1 MILLION MINUS THE REDUCTION IN TAXES THAT WE JUST TALKED ABOUT.

SO THAT MAKES IT 12.6.

SO EVEN THOUGH YOU SEE 18 MILLION ON THE SLIDE, I WANNA MAKE SURE THAT YOU UNDERSTAND THIS IS 12.6 MILLION, NOT 18.1.

AND WE'RE, AND WITH REGARDS TO, UM, THE TAX RATES, I WANNA POINT OUT TO YOU THAT WE STILL HAVE IN PLACE THE TAX RELIEF FOR THE ELDERLY AND DISABLED PROGRAM, THE DISABLED VETERANS, AND LAST YEAR YOU ALL ADDED SURVIVING SPOUSE EXEMPTIONS.

SO THOSE ARE ALL STILL IN PLACE.

IN ADDITION TO ADDING THE SURVIVING SPOUSE EXEMPTION, YOU ALSO TIED A, UH, INFLATIONARY FACTOR TO THESE.

SO THEY WILL AUTOMATICALLY GO UP AND IMPROVE, UH, INDEXED THE BENEFIT TO THOSE FOLKS THAT QUALIFY FOR THIS PROGRAM.

JUST TO GIVE YOU SOME COMPARISON, WHAT WE'VE PROPOSED IS 74 CENTS THAT WOULD MAKE US ROUGHLY THE CHEAPEST FULL SERVICE PROVIDER OF MUNICIPAL SERVICES IN HAMPTON ROADS.

THESE FIGURES THAT YOU SEE HERE, OBVIOUSLY OURS IS 74 CENTS AS PROPOSED.

THE OTHERS HERE ARE WHAT THEY CURRENTLY HAVE, BECAUSE WE'RE ONE OF THE FIRST ONES TO START DEVELOPING A BUDGET.

SO AT THIS MOMENT, I DON'T HAVE ANY IDEA WHETHER THEY PLAN TO LOWER THEIR TAXES AT, AT ALL.

SO WE'RE USING WHAT THEY HAVE ON THE BOOKS TODAY.

SO THAT'S HOW WE COMPARE AGAINST EVERYONE ELSE IN THE REGION.

AND OBVIOUSLY, JAMES CITY IS THE CLOSEST TO US IN TERMS OF DEMOGRAPHICS, SIZE, ET CETERA.

OKAY.

PERSONAL PROPERTY TAX RATE, UH, $3 AND 90 CENTS.

AGAIN, UH, THE, ONE OF THE LOWEST IN THE REGION.

SO THE ADOPTED BUDGET LAST YEAR WAS $174 MILLION.

UH, IN 2025, REVENUES EXPECT TO BE 192 MILLION.

THE ESTIMATED INCREASE IN REVENUES OF $18.1 MILLION, 10.4%.

THIS IS THE WAY WE ALLOCATED THAT $18.1 MILLION.

AND AGAIN, $18.1 MILLION IS NOT WHAT I'M ASKING FOR.

IT'S LESS THOSE TAXES THAT WOULD NOT BE PAID.

SO THAT'S 12.6.

SO AGAIN, WE SPENT $3.9 MILLION ON A 3 CENT REAL ESTATE REDUCTION, $1.6 MILLION ON THE VEHICLE LICENSE FEE.

AND I WON'T GO THROUGH THEM ALL, BUT YOU CAN, YOU CAN LOOK THROUGH HERE AND SEE WHAT THIS ALL ADDS UP TO.

THE $18.1 MILLION, THE EMPLOYEE COMPENSATION, I DON'T THINK I'VE MENTIONED THAT YET.

UH, THAT'S ACTUALLY GONNA RUN US $1.7 MILLION.

SO THAT'S HOW THOSE FUNDS WOULD BE ALLOCATED IN TOTAL FOR THE EMPLOYEES.

THAT WOULD MEAN THAT WE WOULD SPEND AN ADDITIONAL $3.8 MILLION THAT INCLUDES THEIR RAISE, PLUS THE AMOUNT WE WOULD SPEND ON HEALTH INSURANCE, PLUS THE AMOUNT WE ARE OBLIGATED TO PAY UNDER VRS.

AGAIN, THE SCHOOL CONTRIBUTION INCREASED $2.3 MILLION AND THE INCREASE IN CASH CAPITAL.

WHAT I'M GONNA RECOMMEND TO YOU IS THAT WE AUTHORIZE THE SHERIFF TO HAVE FOUR NEW DEPUTIES IN JULY WHEN THE FISCAL YEAR STARTS.

AND THEN IN JAN, SOMEWHERE IN THE JANUARY TO APRIL TIMEFRAME, DEPENDING ON OUR FINANCIAL PERFORMANCE, WE'LL AUTHORIZE ANOTHER FOUR.

SO IN TOTAL FOR THIS FISCAL YEAR, THE SHERIFF WOULD RECEIVE EIGHT NEW DEPUTIES, FIREFIGHTERS MUCH THE SAME WAY, FIREFIGHTERS IN JULY AND FIREFIGHTERS IN JANUARY THREE EACH.

WE DID, UM, RECLASS, AN ANIMAL CONTROL OFFICER FROM WORK IS REQUIRED OR WILL RECOMMEND THAT TO YOU.

UM, THERE IS ENOUGH WORK AS REQUIRED MONEY TO OFFSET THEIR SALARY.

SO IT SEEMED TO MAKE SENSE THE CHIEF EXPRESS THE DESIRE TO BRING THAT POSITION TO FULL TIME THAT HE FELT LIKE IT WOULD BE BETTER FOR SERVICE TO THE RESIDENTS.

SO, UH, CERTAINLY EVERY IN AGREEMENT WITH BETTER SERVICE.

SO IF THAT'S THE CASE, THAT'S WHAT WE WANT.

UH, THE CLERK OF COURTS, UH, MS. NELSON ASKED FOR, UH, THREE POSITIONS.

AND WHAT I'M RECOMMENDING TO YOU IS ONE, UH, I ASKED HER IF WE COULD ONLY DO ONE, WHICH ONE WOULD SHE WANT? MM-HMM, .

AND THIS IS THE ONE THAT SHE TOLD ME THAT SHE WOULD WANT.

UM, THE LAST ITEM HERE THAT I WANT TO SHARE WITH YOU IS JAMES CITY COUNTY, AND THE CONSOLIDATION, YOU'RE ALL AWARE OF THAT.

AND THE NET INCREASE TO OUR POSITIONS IS 23 FROM, FROM FOLDING THOSE INTO, UH, MR. HALL'S OPERATION THAT ADDED 23 FTES, UM, TO THE COUNTY'S ROLES.

BUT I WOULD LIKE TO TELL YOU THAT WHATEVER THOSE 23 COST US, JAMES CITY COUNTY IS PAYING.

SO IT'S A WASH FOR US.

THEY'RE NOT ADDING ANYTHING EXTRA TO OUR BUDGET IN TERMS OF FUNCTION, IF YOU HAD ANY DESIRE TO KNOW, UM, HOW THIS GENERAL FUND WOULD BE IMPACTED, UH, IN TERMS OF FUNCTIONS, THIS IS THE DIFFERENCES.

PUBLIC SAFETY WOULD GO UP BY $7 MILLION.

AND AS I MENTIONED, THAT INCLUDES THE JAMES CITY COUNTY, UH, CONSOLIDATION.

THE OTHER BIG ONE IS OBVIOUSLY THE SCHOOLS.

AND AGAIN, THAT IS DRIVEN BY THE $2.3 MILLION, UH, THAT WE WOULD BE GIVEN THE SCHOOLS.

THERE'S ADDITIONAL FUNDS IN THERE THAT WE WOULD BE, UH, HANDING OFF TO KEVIN SMITH IN THE LIBRARY AS WELL.

IN THE ENTERPRISE FUNDS.

AS I MENTIONED EARLIER, ENTERPRISE FUNDS ARE SEWER FUND, UH, SOLID WASTE, WHICH WE TALKED ABOUT AT THE LAST WORK SESSION, AND WE'LL TALK ABOUT AGAIN AT THE UPCOMING WORK SESSION.

AND THE WATER FUND IN OUT YEARS HAS A COUPLE PROJECTS THERE.

AND THEN THE CIP FOR THE SCHOOLS, AND YOU CAN SEE THAT WHEN WE VOTE ON MAY 7TH, WE'LL BE LOOKING AT THE CIP FOR THE SCHOOLS AT $14.2 MILLION.

SINCE THE LAST PRESENTATION, WE HAVE HAD A COUPLE CHANGES, UH, THAT THE BOARD ASKED FOR, AND THEN A, A CHANGE THAT I HAVE INCORPORATED.

THEY ARE RUNNING A LADDER ON CALLS, UH, WHICH IS A, YOU KNOW, AN ENORMOUS SIZE TRUCK TO BE RUNNING UP AND DOWN THE ROADS, AND IT'S VERY HARD ON IT, AND IT'S A VERY EXPENSIVE PIECE OF EQUIPMENT.

AS STAFF AND I WORK ON THE 2025 FISCAL BUDGET, WE'D LIKE TO HEAR FROM YOU THE CITIZENS OF YORK COUNTY.

THE COUNTY HAS MANY FORMS OF GENERAL FUND REVENUES.

THE TWO LARGEST REVENUE SOURCES

ARE THE REAL ESTATE TAX AS WELL AS THE PERSONAL PROPERTY TAX.

AND THEY MAKE UP ABOUT 61% OF THE GENERAL FUND REVENUE.

TECHNICALLY, WE DON'T ACTUALLY BUDGET FOR A SURPLUS.

OUR GENERAL FUND IS BALANCED IN WHICH REVENUES AND EXPENDITURES ARE THE SAME EACH YEAR.

BUT WE DO CONSERVATIVELY BUDGET SO THAT WE PLAN FOR A SURPLUS.

THE STATE PROVIDES 52% OF OUR FUNDING.

UM, AND SO IN FY 24, UH, THAT'S $99 MILLION.

ON THE LOCAL SIDE, THE COUNTY PROVIDES 34% OF OUR FUNDING, OR $61 MILLION, AND THE FEDERAL GOVERNMENT PROVIDES 13% OF OUR FUNDING, OR $24 MILLION.

THE LAST INCREASE TO RESIDENTS FOR SOLID WASTE SERVICES WAS FIVE YEARS AGO.

IN 2019, WE CONTINUE TO WORK WITH OUR PROVIDERS TO DELIVER THESE SERVICES AT THE LOWEST PRICE POSSIBLE.

THE COUNTY IS GOING TO INCREASE ENERGY EFFICIENCY BY DECREASING COSTS.

AND HOW WE'RE GONNA DO THAT IS BY A PRETTY MUCH A NUMBER OF METHODS.

IT'S OUR ACTIVE UTILITY REDUCTION PROJECTS, PARTICULARLY TOWARDS OUR FACILITIES AND OUR SANITARY SEWER INFRASTRUCTURE.

WE LOOK FORWARD TO HEARING FROM YOU THROUGHOUT THE BUDGET SEASON.

WELL, WHILE THEY'RE TRYING TO WORK ON THAT, I COULD TELL YOU WHAT'S ON THE NEXT SLIDE.

SO ON THE NEXT SLIDE IS UPCOMING BUDGET DATES.

AGAIN, THE ONE ON THE 26TH, UH, WHERE WE HAVE LISTENING SESSION AT YORKTOWN LIBRARY THAT I'VE ALREADY TALKED ABOUT.

UH, ON APRIL 2ND, WE HAVE A WORK SESSION.

UH, AS I MENTIONED EARLIER, I BELIEVE WE'RE BRINGING BACK, UH, WASTE MANAGEMENT TO THAT, THAT WORK SESSION AS WELL.

WELL, I, I PREPARED A SPEECH AND I'VE, I'VE MADE, I'VE MARKED IT UP, UH, THROUGH THE NIGHT.

UH, AS MORE AND MORE INFORMATION CAME IN, IT BECAME OBVIOUS THAT SOME OF MY NUMBERS ARE, ARE, UH, MISLEADING.

BUT I, I WANTED TO START WITH A HISTORY LESSON.

I I WAS BACK HERE IN JUNE OF LAST YEAR AT THE CITIZEN COMMENT PERIOD, TALKING ABOUT THE BUDGET, AND I TALKED ABOUT MY FAVORITE TOPIC, WHICH WAS PERSONAL PROPERTY TAX.

AND I, UM, I SUGGESTED TO THE CHAIRMAN AT THAT TIME, MR. SHEPHERD, THAT, UH, WE IN FACT WERE LOOKING AT A $9 MILLION SURPLUS IN THE CURRENT FISCAL YEAR IF WE DID NOT FURTHER REDUCE THE PERSONAL PROPERTY TAX, UM, AT E AT MIDYEAR.

SO IN THE DECEMBER INVOICES, WE WERE THREE AND A HALF MILLION DOLLARS SURPLUS ON PERSONAL PROPERTY TAX.

I WENT BACK TO,

UH, MS. SARAH WEBB, UH, COMMISSIONER OF REVENUE THIS PAST WEEK TO GET UPDATES ON WHERE WE ARE IN TERMS OF VEHICLE VALUES AND WHERE WE ARE IN TERMS OF THE TOTAL NUMBER OF VEHICLES IN YORK COUNTY AND WHAT THE TOTAL ASSESSMENT VALUE IS.

AND MS. UH, WEBB DID A PHENOMENAL JOB OF TURNING THAT AROUND AND, AND GETTING THAT INFORMATION TO ME.

AND I, I THANK HER FOR THAT.

NOW, I RECOGNIZE, AND AS MR. BELLAMY POINTED OUT TO ME AT THE BEGINNING OF THE MEETING, THAT BOOK VALUE THAT, UH, THAT I WAS PROVIDED IS BEFORE REBATES, AND IT'S BEFORE STATE, UH, UH, STATE FUNDING THAT WE DO RECEIVE.

UH, SO IT'S NOT THE ABSOLUTE NUMBER THAT WE BASE OUR TAXES ON, BUT AT THE END OF THE DAY, UM, THE SURPLUS GENERATED BY THAT NUMBER WOULD BE $8.9 MILLION.

SO I WANTED TO CONGRATULATE, UH, MR. SHEPHERD, UH, BACK IN JUNE WHEN HE SAID, I DIDN'T KNOW MY NUMBERS AND THAT, THAT THEY WERE DEAD WRONG.

I WANT, I WANTED TO, TO REMIND HIM OF THAT POINT.

IT'S UNFORTUNATE HE'S NOT HERE TONIGHT.

I, I WOULD TRULY ENJOY THAT.

UM, THE MESSAGE THAT I'M DELIVERING IS THAT WE DO HAVE A FAIRLY SIZABLE SURPLUS IN OUR PERSONAL PROPERTY TAX.

IT'S, IT'S NOT 9 MILLION BECAUSE I GRANT YOU THAT STATE FUNDING, ET CETERA, UH, DOES AFFECT SOME OF THAT NUMBER.

BUT WE WERE THREE AND A HALF MILLION AT MIDYEAR.

SO IT'S REASONABLE TO EXPECT THAT WE'RE 7 MILLION FOR THE YEAR.

UH, I WOULD LIKE TO SEE A GOOD PORTION OF THAT SURPLUS ROLLED BACK INTO THE REAL ESTATE RATE.

UH, WE'RE PAYING 11% IF I, IF MY NUMBERS ARE CORRECT, 74 4 CENTS INSTEAD OF 64 CENTS.

64 WOULD BE THE BREAK EVEN FROM LAST YEAR.

74 CENTS IS 11% INCREASE IN IN TAX THAT OUR CITIZENS WOULD BE PAYING ON PROPERTY.

AND THAT'S TOO HIGH.

OUR BUDGET IS 7%.

WHY CAN'T WE BRING OUR TAX RATE IN CLOSER TO THAT 7%? AND MY, MY RECOMMENDATION IS WE TAKE THAT BUDGET SURPLUS THAT'S BEEN ACHIEVED IN PERSONAL PROPERTY VEHICLE TAX, AND ROLL THAT INTO OUR REAL ESTATE RATE.

I BELIEVE WE CAN GET DOWN INTO THE 70 OR 69 CENT RATE AND BE BALANCED ON OUR BUDGET.

UH, SO THAT'S MY RECOMMENDATION.

UM, I DON'T WANT TO SEE, UM, I DON'T WANNA SEE, UH, TAX CUTS THAT RESULT IN SALARIES BEING CUT OR, UH, PEOPLE BEING LAID OFF.

THAT'S NOT MY INTENT.

MY INTENT IS TO FIND THE SURPLUSES THAT ARE AVAILABLE AND BUILD THEM BACK INTO OUR RATES SO THAT WE'RE GIVING A FAIR TAX RATE TO THE CITIZENS, SOMETHING THAT'S MUCH CLOSER TO THE RATE OF INFLATION RATHER THAN, RATHER THAN 11%.

UM, FIRST OF ALL, I WANT TO THANK, UH, MR. BELLAMY AND HIS STAFF GETTING US TO THIS MAJOR MILESTONE IN, IN THE BUDGET PROCESS.

IT'S ALREADY THINKING ABOUT THE NEXT YEAR, WHAT DO WE NEED TO DO, WHAT WE NEED TO ACCOMPLISH.

SO AGAIN, CONGRATULATIONS GETTING US THIS MAJOR MILESTONE.

UM, IT IS A HUGE COLLABORATIVE EFFORT, NOT JUST WITHIN COUNTY STAFF, BUT ALSO WITH COLLABORATION WITH OUR SCHOOL, SCHOOL DIVISION.

WHAT DO THEY NEED? HOW, HOW CAN WE HELP THEM? AND ALSO, ALL OF OUR CONSTITUTIONAL OFFICES AS WELL AS SHERIFF'S DEPARTMENT, CONGRESS, ATTORNEY, CLERK OF COURTS, UH, TREASURER COMMISSIONER, REVENUE, UH, AT THE END OF THE DAY, THE STATE AND FEDERAL FUNDS DO NOT COVER ALL THE EXPENSES THAT THOSE DEPARTMENTS AND THE SCHOOL DIVISIONS NEED IN ORDER TO PROVIDE THE SERVICES THAT EVERYBODY HERE EXPECTS.

SO IT'S UP TO THE COUNTY TO FIGURE OUT HOW TO FILL THAT GAP.

SO THEY SPEND A LOT OF TIME WORKING WITH ALL THESE OTHER DEPARTMENTS TO FIGURE OUT HOW TO MAKE THAT HAPPEN.

SO CONGRATULATIONS ON THAT.

BUT LIKE I SAID, THIS IS A MILESTONE.

IT'S NOT THE END OF THE ROAD YET.

THERE'S STILL A LOT OF SLICING AND DICING THAT WE NEED TO DO.

TO ME, THOSE ARE THE TWO BIG PILLARS OF, OF THIS BUDGET.

THERE'S THE THIRD PILLAR I WANNA LOOK AT, AND MR. RO KIND OF ADDRESSED IT ALREADY, IS, ALRIGHT, WHAT ABOUT THE PERSONAL PROPERTY TAX RATE? WHAT OPPORTUNITY DO WE HAVE THERE? TONIGHT I AM SPEAKING ON BEHALF OF THE SENIOR CITIZENS THAT ARE 55 AND OLDER IN THE VILLAS OF YORKTOWN.

WE ARE REQUESTING THAT THE COUNTY TAKE OVER THE LANDSCAPE PATH AND STREETLIGHTS AROUND 17.

THEY'RE LOCATED ON YORK COUNTY PROPERTY, NOT VILLA PROPERTY.

THIS PRO AREA IS ON ROUTE 17, ABOUT A QUARTER OF A MILE FROM THE BEGINNING OF COOK ROAD ALL THE WAY TO FALCON ROAD.

THE DEVELOPER HAD A DEAL WITH YORK COUNTY TO INSTALL A PAST STREETLIGHTS AND MAINTAIN THIS PROPERTY.

I THINK IT'S CALLED A PROFFER.

UNFORTUNATELY, THE MAINTENANCE OF THIS PROPERTY WAS PASSED ON TO OUR COMMUNITY AND HAS BECOME A GREAT EXPENSE TO THE HOMEOWNERS.

IN 13 YEARS, YORK COUNTY HAS TAKEN IN OVER $2 MILLION FROM OUR COMMUNITY AND JUST REAL ESTATE AND PERSONAL PROPERTY TAXES.

THIS DOESN'T COUNT WHAT OUR COMMUNITY SPENDS IN GROCERIES, BUYING GAS, FALL CARS, RESIDENT RESTAURANTS, BEAUTY SHOPS, AND ET CETERA.

KEEP IN MIND, WE'RE SENIOR CITIZENS AND WE DON'T STRAY FAR FROM HOME TO SHOP.

WE ARE AT NO COST TO THE COUNTY.

WE MAINTAIN OUR OWN ROADS, OUR OWN STREET LIGHTS, AND WE HAVE NO CHILDREN IN YORK COUNTY SCHOOL SYSTEM.

AS I WROTE DOWN ROUTE 17 FROM NEW NEWS TO GLOUCESTER, I DO NOT SEE ANY STREETLIGHTS ON ANY OF YORK COUNTY'S PROPERTY EXCEPT AT THE AREA WHERE THE VILLAS OF YORKTOWN ARE.

AND THE SIDEWALKS I SEE ARE MAINTAINED BY YORK COUNTY.

WE WOULD LIKE FOR THE COUNTY TO PUT THIS IN YOUR PRESENT BUDGET AND NOT WAIT FOR YEARS TO DO THIS.

THIS PROPERTY IS A HUGE BURDEN ON OUR SMALL, ELDERLY, ELDERLY COMMUNITY, BUT IT WOULD NOT BE A BURDEN FOR THE COUNTY CONSIDERING THE HUGE REAL ESTATE ASSESSMENT THAT YOU JUST PASSED ON TO YOUR CITIZENS.

OUR COST FOR THIS PROPERTY IS AROUND $7,000.

YOUR COUNTY WILL TAKE IN FROM OUR COMMUNITY JUST THIS YEAR OVER $200,000 IN REAL ESTATE AND PERSONAL PROPERTY TAXES.

IN CLOSING, I WOULD LIKE TO TAKE JUST A MINUTE AND THANK SHERIFF MONTGOMERY AND HIS STAFF FOR THE SAFETY OF VAL COUNTY AND THE BEST OF THE BEST TO STEVE KUSKI AND HIS FIRE DEPARTMENT AND THEIR SERVICE.

AND WE CANNOT ASK FOR BETTER CITIZENS THAN YORK COUNTY HIGH SCHOOL IN THE 13 YEARS THAT I HAVE LIVED THERE, WE HAVE NEVER HAD THE FIRST PROBLEM WITH THE STAFF OF THE CHILDREN AT THAT HIGH SCHOOL.

HAMPTON ROAD SALES TAX WAS RAISED TO 6% BECAUSE WE ARE PAYING FOR THE EXPANSION OF THE HRBT AND WHEN IT IS COMPLETE, WE WILL BE PRIVILEGED WITH A TOLL TO USE THE BRIDGE TUNNEL.

WE ALREADY FUNDED THE HISTORIC TRIANGLE SALES TAX RAISED US TO 7% THE HIGHEST IN ALL OF VIRGINIA BECAUSE TOMMY NORMAN AND THREE GOVERNING BOARDS WANTED TO SUBSIDIZE THE TOURIST INDUSTRY UNDER THIS MANDATE.

WE ALSO ARE REQUIRED TO PAY THE WILLIAMSBURG CHAMBER OF COMMERCE $400,000 YEARLY WITHOUT ANY CONTROL OVER HOW THOSE FUNDS ARE EXPENDED.

NOW, THESE SAME GOVERNING BODIES WANT THE YORK COUNTY TAXPAYERS TO FUND AN $80 MILLION SPORTS COMPLEX

THAT IS GUARANTEED TO BE A LOSING ENDEAVOR.

WE WILL UNDERWRITE THE LOSS BY FUNDING 400,000 IN YEAR ONE AND 800,000 IN TWO YEARS, TWO THROUGH FIVE FOR YEAR SIX THROUGH 30.

WE WILL PROVIDE 300 TO $800,000 ANNUALLY DEPENDING ON THE INCOME OR LACK THEREOF FROM THIS COMPLEX.

THIS BOARD GAVE 6.4 ACRES OF TAXABLE COUNTY LAND TO THE VICTORY FAMILY YMCA.

AS A NONPROFIT, THEY PAY NO TAXES.

AND IF I WANT TO JOIN AT A SENIOR SINGLE MEMBERSHIP, I MUST PAY $710 PER YEAR.

LIKE THE SPORTS COMPLEX, THE HRBT TOURISM AND YMCA ARE SUBSIDIZED BY THE TAXPAYERS.

BUT, BUT IF WE WANT TO USE THEM, WE ALSO HAVE TO PAY AGAIN FOR THE PRIVILEGE.

NOW OUR REAL, UH, REAL ESTATE ASSESSMENTS HAVE RISEN AN OBSCENE AMOUNT.

MINE INCREASED 84,900 AND MY DAUGHTER'S INCREASED 99,200.

UNTIL WE SELL OUR HOMES, WE SEE NO BENEFIT FROM AN INCREASED VALUE.

I HAVE BEEN PAYING TAXES ON MY HOME FOR 38 YEARS.

SO IF I SOLD MY HOUSE TODAY, MY PROFIT WOULD BE DIMINISHED BY ALL THOSE YEARS OF TAXES ALREADY PAID.

I KNOW YOU'RE PLANNING TO REDUCE THE REAL ESTATE TAX TO OFFSET SOME OF THESE ASSESSMENT INCREASES.

AND I KNOW THE COST OF OPERATING A GOVERNMENT ONLY RISES.

BUT PLEASE CONSIDER USING THE FUNDS YOU DO GET FROM THE CITIZENS BY TAXES AND FEES FOR PROJECTS THAT WORK FOR ALL OF US NOT LOSING MONEY AND BY, UH, NOT LOSING MONEY AND THE TAXPAYERS WILL NOT HAVE TO PAY EVEN MORE TO USE THEM.

I SAT THROUGH FOUR LIGHT CYCLES OF TRAFFIC JUST TO NAVIGATE THE INTERSECTION TONIGHT I WAS LATE FOR THREE LIGHT CYCLES ON ROSHAMBO UP IN DISTRICT ONE IN FEBRUARY.

LOST IN ALL THE DRAMA INVOLVING THE SCHOOL BOARD MEETINGS.

WAS AN INDEPENDENT CONSULTANT REPORT PROVIDING SPECIFIC NUMBERS ON THE OVERCROWDING OF OUR ELEMENTARY SCHOOLS AND THE NEED TO RE REDISTRICT CHILDREN THROUGH DIFFERENT SCHOOLS JUST TO MAKE THEM ALL FIT.

FOR NOW, MOVING ELEMENTARY SCHOOL CHILDREN TO DIFFERENT SCHOOLS IS TRAUMATIC.

BASED ON THE CONSULTANT'S REPORT, THERE WILL BE A WHOPPING 267 ELEMENTARY SCHOOL STUDENTS ADDED TO OUR SCHOOL SYSTEM JUST BASED ON DEVELOPMENTS IN THE PIPELINE RIGHT NOW.

THAT INCLUDES 153 STUDENTS THAT ARE CURRENTLY IN TRAILERS IN MAGRUDER ELEMENTARY SCHOOL.

AND THAT NUMBER WILL GO TO 328 STUDENTS, ELEMENTARY SCHOOL STUDENTS IN ELEMENTARY SCHOOLS AND DISTRICT ONE WHEN THIS PIPELINE IS COMPLETE HERE, JUST ON THE CURRENT DEVELOPMENT PIPELINE, THERE ARE NO SCHOOL EXPANSIONS PLANNED BEYOND TRAILERS.

MAKE NO MISTAKE, MUCH OF THE INCREASE YOU SAW TONIGHT IN THE BUDGET ARE THE BILLS NOW COMING DUE DUE TO THE REZONING FRENZY OF THE LAST SAYS 2000 UP TILL 2021.

PEOPLE MOVE TO YORK COUNTY FOR THE SCHOOLS FOR NOW THEY MOVE TO YORK COUNTY FOR THE RELATIVELY I TAXES FOR NOW.

THEY MOVE HERE TO GET AWAY FROM THE BIG CITY.

FOR NOW THEY MOVE HERE FOR THE OVERALL HISTORY, CHARACTER AND CHARM OF OUR COUNTY.

FOR NOW, PEOPLE DON'T MOVE TO YORK COUNTY FOR APARTMENTS RYAN AND DH HUNT'S HOMES, AND DARE I SAY, FOREIGN CRUISE SHIPS.

I'M CALLING FOR YOUR COMMITMENT TONIGHT TO BEGIN TO REPAIR THE DAMAGE.

FIRST I CALL FOR A THREE YEAR MORATORIUM ON REZONINGS AND SUVS THAT INCREASE THE RESIDENTIAL HOUSING OF 25 UNITS OR MORE OVER BUYRIGHT DEVELOPMENT.

THIS INDUSTRY HAS DEMONSTRATED SUSPECT BUSINESS PRACTICES AND A DISREGARD FOR THE ENVIRONMENT, WHICH THEY POLLUTE.

THEIR TRACK RECORD OF EXPLOITATION IS CLEAR FROM THE PORTS THEY TRAVEL TO AND THE COMMUNITIES THEY HAVE HURT FOR THESE REASONS AND OTHERS.

WE WILL CONTINUE TO PUSH TO KEEP THIS INDUSTRY OUT OF YORKTOWN.

WE KNOW THAT THE INDUSTRY HAS SIDESTEPPED OTHER LOCAL GOVERNMENTS IN SEVERAL INSTANCES TO PROMOTE THEIR OWN AGENDA.

DESPITE COMMUNITY OUTCRY, WE ARE CAUTIOUSLY OPTIMISTIC AND RECOGNIZE THAT THIS COULD BE A TURNING POINT ON THE ISSUE FOR THE COUNTY.

AND THAT WAS FOR THE BUSH INDUSTRIAL PARK.

AND IT WAS FOR SIMILAR ISSUES WITH, UM, LARGER TRUCKS PARKING ALONG THE ROAD.

THE BUILDINGS ARE KIND OF JAMMED IN THERE.

AND SO THERE IS, THIS IS THE REASON WHY THEY'RE HAVING DIFFICULTY GETTING ALL OF THEIR VEHICLES ON THEIR LOTS.

UM, IT IS A DIFFICULT SITUATION.

AND WE DON'T WANT ANYTHING PARKED ALONG THE SIDES, THE ROAD THAT WOULD NARROW THE DISTANCE THE VEHICLES TO GET THROUGH IN TWO-WAY TRAFFIC.

SO, UM, THE UNFORTUNATE ISSUE IS THAT WE'VE GOT IN ONE LOCATION WHERE WE'VE GOT PARKING ON THE, UH, LEFT SIDE OF THE ROAD.

WE'VE ALSO GOT PEOPLE PARKING ON THE RIGHT SIDE OF THE ROAD WITH BOTH SIDES OF THE ROAD, UM, CONSTRICTING IN IT BECOMES AN ISSUE.

UM, SO I TOOK SOME PICTURES FRIDAY, UH, WENT UP AND DOWN THE ROAD.

YOU CAN SEE IN THE UPPER PICTURE THERE'S A VEHICLE THAT WITH NO LICENSE PLATE ON IT.

UH, HOWEVER, IT DOES NOT SET THE APPLICABLE FEES, UH, OR WHEN THOSE FEES CAN BE EVENLY OR CHARGED CONSISTENTLY.

UH, IN 2021, THE SHERIFF'S OFFICE ASSUMED RESPONSIBILITY AS BEING THE PRIMARY LAW ENFORCEMENT AGENCY FOR ACCIDENT INVESTIGATION IN YORK COUNTY.

AND OUR POLICE REQUESTED TOES, UH, HAVE SINCE QUADRUPLED IN THAT TIME.

UM, THIS RIGHT HERE SHOWS A LITTLE BIT OF A BREAKDOWN FROM WHERE WE WERE AT IN 2020 FOR OUR POLICE REQUESTED TOES.

UH, IF YOU GO BACK AND LOOK AT FEBRUARY OR MARCH OF 2020, UH, FEBRUARY, WE HAD ABOUT 18 MARCH, WE HAD 15.

UH, GOING FORWARD NOW TO 2023, YOU SEE THAT THOSE NUMBERS HAVE GONE UP, UH, QUITE A LOT.

AND BEFORE I CAME IN TODAY, I LOOKED BACK AT FEBRUARY AND OUR NUMBER FOR FEBRUARY WAS JUST OVER 70.

SO WE'VE GONE FROM TOWING 18 VEHICLES IN FEBRUARY OF 2020 UP TO ABOUT 70, UH, LAST MONTH.

SO IF YOU LOOK AT THE FAR RIGHT, YOU SEE WHERE WE'VE GONE FROM 167 POLICE AUTHORIZED TOES, UH, ALMOST TO 800 TOES IN THAT PERIOD.

SO THE CURRENT TRENDS AND ISSUES, UH, WITH THE SIGNIFICANT INCREASE OF THE POLICE REQUESTED TOES SINCE 2021, UH, THE SHERIFF'S OFFICE HAS ALSO SEEN AN INCREASE IN SUSPICIOUS FEES, UH, AND SOME OBVIOUS OVERCHARGING.

UH, BUT WHEN A CITIZEN FILES A COMPLAINT WITH THE SHERIFF'S OFFICE, UH, CONCERNING THESE TOWING SERVICES AND FEES CHARGED, UH, SOMETIMES IT'S VERY DIFFICULT TO VALIDATE THEIR COMPLAINT BECAUSE THE SHERIFF'S OFFICE DOES NOT REGULATE THESE FEES.

SO WHEN THEY CALL US OR THEY MAKE A COMPLAINT ABOUT HOW MUCH THEY WERE CHARGED, WE ARE UNABLE TO REALLY SAY THAT THIS IS A VIOLATION BECAUSE THERE IS NO, UH, SET RULES ON THAT.

SO, MINUS THE COUNTY CODE TO STANDARDIZE THESE FEES AND THE REQUIREMENTS ASSOCIATED WITH THE TOWING, UM, THERE REMAINS NO MECHANISM, UH, TO PROVIDE CONSISTENCY OF THE BILLING.

UH, THIS NOT ONLY AFFECTS SHERIFF'S OFFICE TOWS, UH, BUT ALSO THE VIRGINIA STATE POLICE, UH, WHO TOW VEHICLES THROUGHOUT YORK COUNTY TO INCLUDE I 64.

SO IT'S NOT JUST THE CITIZENS OF YORK COUNTY, BUT IT'S ALSO THOSE THAT PASS THROUGH YORK COUNTY, UH, THAT MAY BE OPERATING ON THE SIDE ROADS AS WELL AS I 64.

UH, I'VE SPOKEN WITH MY COUNTERPARTS WITH VIRGINIA STATE POLICE.

UH, SOME OF THEIR SUPERVISORS THAT HAVE WORKED IN OTHER JURISDICTIONS SAY THAT IT'S MUCH EASIER TO REGULATE THESE COMPLAINTS.

BUT HOWEVER, SINCE YORK COUNTY DOES NOT HAVE ANYTHING, THEY ARE ALSO POWERLESS WHEN A CITIZEN FROM THE INTERSTATE, UH, HAS AN ACCIDENT OR A DISABLED VEHICLE, UH, THEY'RE NOT ABLE TO REGULATE THOSE FEES EITHER.

UM, THESE FEES CAN EXCEED $10,000 WHEN COMMERCIAL MOTOR VEHICLES AND HEAVY DUTY RECORDS ARE INVOLVED.

AND I'VE SEEN BILLS MUCH HIGHER THAN THAT ALSO.

SO THIS IS THE ATTORNEY GENERAL'S, UH, OPINION FROM 2009.

UM, AND HE SAID, IN THE ABSENCE OF A TOWING ADVISORY BOARD, A LOCAL POLICE DEPARTMENT MAY ADOPT CERTAIN PROCEDURES FOR SELECTING PRIVATE TOWING AND RECOVERY SERVICE COMPANIES TO PROVIDE SAFE AND EFFICIENT REMOVAL, STORAGE AND SAFE KEEPING OF VEHICLES, UH, INVOLVED IN TRAFFIC ACCIDENTS OR OTHER HIGHWAY SAFETY INCIDENTS, WHICH WE HAVE DONE AND WE HAVE BEEN DOING FOR MANY YEARS.

WE HAVE ADOPTED THE POLICIES TO DO THIS.

UH, HOWEVER, SUCH PROCEDURES MAY NOT INFRINGE UPON THE AUTHORITY OF THE LOCAL GOVERNING BODY TO REGULATE TOWING, AND MAY ADDRESS MATTERS THAT ARE RELATED TO PUBLIC SAFETY.

SO, UH, WE HAVE DONE AS MUCH AS WE ARE ABLE TO DO WITH SHERIFF'S OFFICE POLICY.

UM, AND THAT IS REFLECTED ALSO BY THE

UH, THE MISSION OF THE YORK COUNTY TOWING ADVISORY BOARD WILL BE TO PROTECT THE PUBLIC AND PROVIDE OVERSIGHT BY ESTABLISHING STANDARDS FOR CONSISTENT PRICING, PROFESSIONALISM, AND QUALIFICATIONS FOR THOSE SEEKING TO PROVIDE TO THE PUBLIC AS POLICE REQUESTED, TOWING AND RECOVERY PROFESSIONALS.

AGAIN, THIS IS NOT REGULATING PRIVATE PROPERTY TOWS.

THIS IS NOT REGULATING, IF YOU CALL YOUR OWN TOW TRUCK OUT, THIS IS WHEN A LAW ENFORCEMENT OFFICER REQUESTS A WRECKER ON YOUR BEHALF, EITHER BECAUSE YOU MAY BE IN A AMBULANCE ON YOUR WAY TO THE HOSPITAL, UM, OR YOU MAY HAVE A DISABLED VEHICLE YOU MAY BE PASSING THROUGH AND NOT KNOW ANYBODY IN THE AREA, UH, OR FOR SOME OTHER REASON, YOU'RE JUST NOT ABLE TO MAKE THAT REQUEST ON YOUR OWN.

THIS IS ONLY TO REGULATE POLICE REQUESTED TOES.

UM, ALSO VIRGINIA COUNTIES WITH ESTABLISHED TOWING ADVISORY BOARDS.

I'VE ALSO INCLUDED IN THAT, UH, INCLUDE CHESTERFIELD, CALL PEPPER FAIRFAX, FAKI, UH, LOUDOUN COUNTY SPOTSYLVANIA, UH, AS WELL AS STAFFORD COUNTY.

SO THE NEXT STEP IS UPON APPROVAL OF THE TOWING ADVISORY BOARD BY THE YORK COUNTY BOARD OF VISORS.

THE TOWING ADVISORY BOARD WILL REQUIRE APPOINTMENTS CONSISTING OF LOCAL LAW ENFORCEMENT OFFICERS, TOWING AND RECOVERY OPERATORS, AND GENERAL PUBLIC, UH, IN, IN ACCORDANCE WITH THE STATE CODE.

UH, AND THEN THE TOWING ADVISORY BOARD WILL THEN BEGIN MEETING ON A REGULAR BASIS TO MAKE SUCH SUGGESTIONS NECESSARY FOR THE CREATION OF THE CORRESPONDING COUNTY CODES TO THE BOARD.

FOR EXAMPLE, THEY WANNA START PLANNING A LITTLE EARLIER.

UH, THEY WANNA MAKE THE, THEY DON'T WANT THE OFFERS TO BE SO RESTRICTIVE.

THEY WANNA GIVE THEM A LITTLE MORE ROOM TO PARTICIPATE AND THEY WANT TO PUT OUT HARD COPIES WITH THE LISTING.
