THE PURPOSE OF WHICH IS TO ADVISE THE BOARD OF SUPERVISORS ON LAND USE PLANNING ISSUES AFFECTING THE COUNTY.

THIS RESPONSIBILITY IS EXERCISED THROUGH RECOMMENDATIONS CONVEYED BY RESOLUTIONS OR OTHER OFFICIAL MEANS, AND ALL OUR MATTERS OF PUBLIC RECORD.

THE COMMISSION IS COMPRISED OF SEVEN CITIZEN VOLUNTEERS APPOINTED BY THE BOARD WITH ONE REPRESENTATIVE FROM EACH VOTING DISTRICT, AND TWO AT LARGE MEMBERS.

THE APPLICANT IS WORLEY'S HOME SERVICES PROPERTY IS OUTLINED IN BLUE ON THE ZONING MAP.

UM, AS YOU CAN SEE, IT'S FAIRLY NARROW, FAIRLY DEEP PARCEL, UH, GOES BACK ALMOST ABOUT 1,450 FEET FROM ROUTE 17.

UH, THE AVERAGE WIDTH, WIDTH OF THE PARCEL IS ONLY ABOUT 150, 160 FEET.

PROPERTY IS ZONED GB GENERAL BUSINESS, UH, CONTRACTOR SHOPS ARE ALLOWED IN JB ZONING DISTRICT WITHOUT A SPECIAL USE PERMIT, BUT WHEN THERE IS OUTDOOR STORAGE DOES REQUIRE A SPECIAL USE PERMIT.

SO THAT'S WHY WE'RE HERE TONIGHT.

THE SURROUNDING PROPERTY, UH, TO THE EAST AND SOUTH, UH, YOU CAN SEE THE R 13.

IT'S HIGH DENSITY RESIDENTIAL.

THAT'S THE, UH, YORK MEADOWS, UH, SUBDIVISION, SINGLE FAMILY DETACHED HOMES.

AND, UH, UH, THE RC RESOURCE CONSERVATION THAT YOU SEE DOWN THERE, UH, IS, UH, IS, UH, UH, LAND HOLDINGS, UH, FOR LANGLEY AIR FORCE BASE.

THE, UH, REASON, UH, FOR THIS APPLICATION, UM, IS THAT, UH, IT, UH, CAME TO THE ATTENTION OF ONE OF OUR ZONING OFFICERS, UH, THAT THERE WERE, UH, SOME STORAGE CONTAINER UNITS, UH, IN THE, UH, FENCED, UH, CONTRACTOR'S STORAGE YARD.

UH, THE FENCE WAS OPEN AND THE ORDINANCE SAYS THAT CONTRACTOR STORAGE YARDS DO HAVE TO BE SCREENED FROM VIEW, FROM PUBLIC RIGHTS OF WAY, AND, UH, UH, NEIGHBORING PROPERTIES.

SO THE APPLICANT, UH, WAS ADVISED THAT THEY NEEDED TO APPLY FOR A SPECIAL USE PERMIT.

SO HERE IS AN AERIAL PHOTO OF THE PROPERTY, LIKE I SAID, UH, VERY DEEP, VERY NARROW.

UH, EVEN THOUGH IT IS 5.2 ACRES, WORLEY'S HOME SERVICES IS ONLY UTILIZING ABOUT SEVEN TENTHS OF AN ACRE UP THERE, UH, ALONG ROUTE 17.

AND HERE'S A BETTER LOOK OF THE PART OF THE PROPERTY THAT'S ACTUALLY BEING UTILIZED.

YOU CAN SEE THE PARKING AREA,

AND THEN, UH, TO THE SOUTH IS THE CORPORATE OFFICE FOR COUNTY GRILL RESTAURANT THAT'S IN THE SHOPPING CENTER ACROSS THE STREET.

AND HERE YOU CAN SEE THE, UH, STORAGE YARD.

YOU SEE THE BLACK FENCING.

UM, AND, AND ON THE OTHER SIDE, UH, YOU'VE GOT FENCING, UH, BETWEEN THEM AND THE COUNTY GRILL, UH, CORPORATE OFFICE.

AND, UH, HERE YOU CAN SEE THE OPENING IN THE FENCE, MAKING THE STORAGE YARD VISIBLE FROM ROUTE 17.

AND ALSO, UH, THERE'S NO FENCING HERE ALONG THE, UH, NORTH SIDE CHURCH OF CHRIST, UH, PROPERTY.

UH, NOT THAT THERE'S ANYTHING THERE, , IT'S REALLY JUST VEGETATED AS IS, UH, MOST OF THIS PARCEL.

THE, UH, AS YOU SAW IN THE PHOTOS, THERE IS FENCING, OPAQUE FENCING PARALLEL TO ROUTE 17.

UH, THERE'S ALSO EXISTING FENCING ALONG THE SOUTH SIDE OF THE PROPERTY ADJACENT TO THE COUNTY GRILL BUILDING, UH, AND BACK HERE.

UM, SO AS, UH, PART OF THIS APPLICATION, THE APPLICANT WILL BE REQUIRED TO ADD FENCING ALONG THE PROPERTY, UH, NORTHSIDE CHURCH OF CHRIST'S PROPERTY, UH, TO SCREEN VIEWS FROM THAT PROPERTY.

AND, UH, THE CONEX BOXES, UH, EITHER HAVE BEEN, WILL NEED TO BE REMOVED, RELOCATED, UH, BACK HERE BEHIND THE BUILDING.

SO THEY'LL BE SCREENED BY THE BUILDING AND THE FENCING, UH, WE'RE NOT REQUIRING ANY FENCING TO THE REAR OF THE STORAGE YARD BECAUSE IT'S ALL VEGETATED AND IT'S ALL THEIR PROPERTY.

SO THEY'D ONLY BE SCREENING STORAGE YARD FROM THEMSELVES AND FROM THE WOODED AREA.

SO THERE'S REALLY NO NEED FOR, UH, FENCING BEHIND THE STORAGE.

THE ASPHALT THAT YOU SEE HERE, UH, THAT IS THE LIMITS, THE LIMIT OF STORAGE YARD.

NO STORAGE WOULD BE PERMITTED BEYOND THE ASPHALT, UH, THAT WRAPS AROUND THE BUILDING HERE.

SO, AS I JUST SAID, OUTDOOR STORAGE WILL BE LIMITED TO THE EXISTING, UH, STORAGE YARD.

UH, OPAQUE FENCING HAS A CONDITION OF APPROVAL BE INSTALLED ALONG THE NORTHERN PROPERTY BOUNDARY, AND THE STORAGE CONTAINERS WILL BE LOCATED BEHIND THE EXISTING BUILDING.

SO THEY'LL BE FULLY SCREENED, UH, FROM YORK MEADOWS, FROM NORTHSIDE CHURCH OF CHRIST FROM ROUTE 17.

SO GIVEN THAT STORAGE YARD WILL BE FULLY SCREENED IN ACCORDANCE WITH THE ZONING ORDINANCE REQUIREMENTS.

UH, AND, UH, UH, AND THE STORAGE YARD EXPANSION, I SHOULD NOTE, IS, OR, OR ANY EXPANSION OF THE STORAGE YARD, UH, WOULD BE LIMITED TO 5%, UH, INCREASE IN, UH, LOT COVERAGE.

SO IT'S ABOUT 615 SQUARE FEET THERE.

AND THE REASON I SAY THAT IS STORAGE YARD WOULD BECOME A LEGALLY CONFORMING SPECIAL USE IF THIS APPLICATION IS APPROVED.

AND FOR SPECIAL USES, ANY EXPANSION GREATER THAN 5% HAS TO BE APPROVED BY THE BOARD OF SUPERVISORS.

AND I EMPHASIZE THIS BECAUSE THERE WAS A, A LETTER THAT CIRCULATED IN THE YORK MEADOWS, AN ANONYMOUS LETTER THAT CIRCULATED, UH, THROUGH THE YORK MEADOWS, UH, SUBDIVISION, WHICH IN CONTAINED, UM, SOME MISINFORMATION, SOME FALSE CLAIMS ABOUT THE APPLICATION.

AND THERE WAS AN INSINUATION THAT, UH, WORLEY'S COULD EXPAND, UH, THE STORAGE YARD, YOU KNOW, ALL THE WAY BACK TO YORK MEADOWS, UH, HAVE STORAGE BACK THERE.

UH, THERE WAS TALK ABOUT, UH, THAT THEY COULD HAVE, UH, A BOAT AND RV RENTALS BACK THERE, WHICH IS COMPLETELY UNTRUE.

NOTHING IN THIS USE PERMIT WOULD ALLOW THEM TO DO THAT.

UM, AND WHEN YOU'RE TALKING ABOUT A 5% EXPANSION, THAT WOULD BE VERY SMALL.

UH, UH, IT'D BE ABOUT A FOUR FOOT EXTENSION OF THESE EXISTING STORAGE YARD.

SO IT WOULD BE STILL NOWHERE NEAR THE FIRST HOME IN YORK MEADOWS.

SO I JUST WANTED TO STRAIGHTEN THAT OUT SINCE THERE WAS SOME MISINFORMATION CIRCULATING OUT THERE.

SO WITH THAT, WE RECOMMEND APPROVAL OF THE APPLICATION SUBJECT TO, UH, THE CONDITIONS AND RESOLUTION PC 23 DASH 29.

YEAH, I HAVE, UM, SPENT A LOT OF MONEY PUTTING ALL THAT FENCE UP AND, AND DOING ALL, I THOUGHT I WAS TRYING TO GET AHEAD OF THE CURVE THAT ANYBODY WOULD HAVE ANY PROBLEMS. I'VE MET WITH YORK MEADOWS AND, UM, WITH THE HOMEOWNERS ASSOCIATION.

I MET WITH THE CHURCH, I THINK WHERE EVERYBODY'S FRIENDLY.

THERE WAS, I SAID, ANYBODY HAS A PROBLEM OR CALL ME.

I'M EASY TO GET ALONG WITH.

AND NOTHING UNTIL I GOT THE LETTER THAT I GUESS FROM THE CITY INSPECTOR DIDN'T LIKE IT.

UH, SOMETHING THAT, I GUESS WHEN SHE DROVE BY, SHE SAW IT.

UM, BUT I PUT UP ALL THAT FENCE.

THE REASON I DIDN'T PUT IT, I'M, I DON'T HAVE IT UP ON THE SCREEN LIKE HE DID, BUT THERE WAS WOODS TO THE BACK, SO I DIDN'T PUT A FENCE UP BECAUSE IT WAS WOODS.

AND THEN THE, TO THE SIDE WHERE THE CHURCH IS THE, THEY TORE DOWN THAT THERE WAS A HOUSE THERE.

THE HOUSE IS GONE.

'CAUSE THEY HAD VAGRANTS LIVING THERE AND BEHIND MY BUILDING BEFORE WE MOVED IN.

SO I DIDN'T BOTHER PUTTING A FENCE UP, SPENDING ANY EXTRA MONEY, PUTTING A FENCE UP ON THAT SIDE.

'CAUSE IT WAS ME AND AN OWL.

I MEAN, THERE WAS JUST TREES THERE.

SO I DID NOT PUT FENCE ON THAT SIDE BECAUSE IT WAS JUST TREES BEHIND ME, TREES ON THE SIDE.

UM, THE, THE HOUSES CANNOT SEE ME THROUGH THE, YOU KNOW, A HUNDRED PLUS FEET OF TREES.

SO I DIDN'T THINK IT WAS A BIG DEAL NOT HAVING A, A FENCE THERE.

BUT WE'VE REALLY FIXED UP THAT RIPS BUILDING.
