UM, THIS EVENING, UH, FOR THE INVOCATION, THIS REVEREND SON KIM FROM THE, UH, ST.

LUKE'S UNITED METHODIST CHURCH.

AND, UH, REVEREND KIM, THANK YOU FOR COMING UP.

CAN YOU, BEFORE YOU START THE INVOCATION, CAN YOU TELL US A LITTLE BIT ABOUT YOUR CHURCH? THANK YOU, SIR.

VERY NICE TO MEETING YOU.

UH, SAINT LUKES UNITED METHODIST CHURCH IS LOCATED ON 300 ELA TAYLOR ROAD IN YORKTOWN, AND IT IS A ONE OF KIND CHRISTIAN CONGREGATION, AND WE ARE STRIVING TO LOVE THE LORD WITH ALL OUR HEARTS AND MINDS, SOUL AND, UH, STRENGTH, AND AS WELL AS OUR NEIGHBORS, TOO.

AND, UH, SAINT LUKE IS WELL KNOWN AS, UH, UM, FOOD, FOOD PANTRY FOR THE COUNTY, YO COUNTY, AS WELL AS A PERCUSSION AREA.

AND, UH, WE SERVE, UH, UH, WONDERFUL COMBINATION OF FOOD TO THE, UH, PEOPLE WHO ARE IN NEED EVERY WEDNESDAY.

SO TOMORROW IS WEDNESDAY.

AND THEN, UH, WE ARE ALSO KNOWN AS, UH, UM, EASTER EGG.

AND WE, UH, MAKE SEVERAL THOUSAND EASTER EGG TO SELL, TO RAISE FUND, TO HELP OUT, UH, VARIOUS PLACES, UH, TO PUTTING US JUSTICE.

AND, UH, AND OUR CONGREGATION IS VERY MINDFUL OF, UH, NURTURING AND RAISING UP CHILDREN AND YOUTH, UH, TO BE GREAT CITIZENS, UH, IN THE STATES, AS WELL AS IN GOD'S KINGDOM.

UM, IT'S GREAT TO BE HERE WITH YOU TONIGHT ON BEHALF OF THE YMCA'S BOARD OF DIRECTORS, UM, I'M EXCITED TO GIVE YOU AN UPDATE ON, UM, THE VICTORY Y M A AS WELL AS OUR WILKINSON Y M C AND WILLIAMSBURG, UH, WITH ME.

I WON'T INTRODUCE THEM ALL, BUT WE HAVE SOME OF OUR LONGTIME VOLUNTEERS AND STAFF MEMBERS HERE SUPPORTING THIS THAT ARE,

UM, I DO ALSO WANNA MENTION TOM TINGLE, WHO IS OUR ARCHITECT, UM, AND DONE A LOT OF WORK WITH OUR YMCAS.

UM, SO BELIEVE IT OR NOT, UM, THE VICTORY Y M C A IS 20 YEARS OLD THIS SEPTEMBER.

UH, SO FOR 20 YEARS, UM, OUR Y M C A HAS BEEN SERVING, UH, YORK COUNTY AND OUR WILLIAMSBURG, Y M C A IS 15 YEARS OLD.

UM, I FOUND, UH, THIS, I, UH, WAS, I WAS PREPARING AND I FOUND A CASE STATEMENT, UH, YELLOW PAPER AND ALL BACK TO THE YEAR 2000, UH, TWO INTERESTING POINTS IN THIS CASE STATEMENT.

UM, IT SAYS, THANKS TO THE LEADERSHIP OF THE YORK COUNTY BOARD OF SUPERVISORS AND STAFF, WE WERE ABLE TO SECURE 6.4 ACRES TO BUILD A NEW Y M C A.

AND, UH, WHAT I'M GONNA SHOW YOU TONIGHT, THE NUMBERS ARE A LITTLE DIFFERENT, UM, BUT, UH, THAT Y M C A VICTORY COST US 6.2 MILLION ALL IN, UH, 20 YEARS AGO.

UM, SO, UH, THANK YOU GUYS FOR LETTING US TALK ABOUT OUR FUTURE.

UM, SO AT THE Y WE DO REALLY FOUR THINGS.

UM, AND THIS IS WHAT THE PARTNERSHIP HAS ABLE US TO, UH, ALLOWED US TO DO OVER THE YEARS.

SO WE HELP KIDS SUCCEED.

SO IF YOU GO TO THE VICTORY Y OR THE WILKINSON Y TODAY, THERE'S HUNDREDS OF KIDS IN DAY CAMP THAT WOULDN'T HAVE A PLACE TO GO IF THEY WEREN'T AT THE Y M C A DURING THE DAY.

OUR AFTERSCHOOL PROGRAMS AND BEFORE, UH, CARE PROGRAMS HELP GET, UH, GIVE KIDS A SAFE PLACE TO GO.

AND WE HAVE EARLY LEARNING PROGRAMS AT OUR WILKINSON, Y M C A, UM, WE PREPARE TEENS FOR LIFE.

UM, IF YOU KNOW WHAT'S HAPPENING IN OUR WORLD, AS YOU GUYS SEE, UH, GETTING TO OUR YOUTH AND GIVING THEM A SAFE ENVIRONMENT HAS BEEN, IS, UH, MORE CRITICAL THAN THAN EVER.

UM, AND WE DO THAT THROUGH OUR TEEN LEADERS PROGRAM.

OUR YOUTH AND GOVERNMENT PROGRAM AND COUNSELORS AND TRAINING PROGRAM ARE NAME A FEW OF THOSE.

UM, AT THE Y WE PREVENT DROWNING.

UH, IF YOU SAW THE NEWS THE LAST COUPLE DAYS, THERE WAS A HEARTBREAKING SITUATION WITH AN EIGHT YEAR OLD THAT DROWNED IN WILLIAMSBURG AT THE GREEN SPRINGS.

UM, THAT BREAKS MY HEART, IS THE Y M C A CEO, BECAUSE WE PREVENT THAT.

THAT'S WHAT WE DO.

WE GET UP EVERY DAY TO MAKE SURE THAT THAT DOESN'T HAPPEN IN OUR COMMUNITIES.

AND AT THE Y WE HAVE LIFEGUARD TRAINING, WE HAVE SECOND GRADE LEARN TO SWIM AND SWIM LESSONS.

UM, THOUSANDS OF KIDS GO THROUGH OUR PROGRAMS TO ENSURE THAT THAT DOESN'T HAPPEN, UH, TO THEM.

AND THEN WE HELP PEOPLE GROW HEALTHIER AND SPIRIT, MIND AND BODY.

SO HOW DO WE MAKE OUR COMMUNITY HEALTHIER THROUGH ALL AGES FROM INFANTS, ALL THE WAY TO OUR SENIOR CITIZENS THROUGH OUR PROGRAMMING? UM, AND BECAUSE OF THIS PARTNERSHIP, WE'VE BEEN ABLE TO DO THAT, UM, OVER THE YEARS.

UM, UH, NOT TO, UH, TALK ABOUT THIS TOO MUCH TODAY, BUT JUST A REMINDER, THIS WAS NOT POSSIBLE WITHOUT THE BOARD OF SUPERVISORS.

UM, UH, THE VICTORY Y M C A WAS A PARTNERSHIP, UM, UH, THAT STARTED AND HAD 10 YEARS OF FUNDING.

THE WILKINSON FUNDING IS STILL IN PROGRESS, UH, AND OUR Y M C A WOULD NOT BE HERE.

NOT ONLY DO WE HAVE, UM, TWO GREAT YMCAS, UH, WE ALSO HAVE A FIRST TEE PROGRAM IN OUR COMMUNITY, UM, WHERE WE TEACH KIDS GOLF, UH, VALUES TO THE GAME OF GOLF.

UM, AND SO WHEN I LOOK BACK, UM, HERE'S, HERE'S WHAT HAS OCCURRED AT OUR YMCAS OVER THOSE 15 AND 20 YEARS.

UM, ON AVERAGE, UH, WE HAVE OVER 5,000 MEMBERS OF THE WILKINSON Y M C A, AND WE HAVE OVER 14, ALMOST 15,000 MEMBERS OF THE VICTORY Y M C A EVERY YEAR, 85,000, UH, VISITS TO THE WILKINSON Y M C A AND 200 SE OVER 270,000, UH, DID THE MATH.

THAT'S OVER 5 MILLION VISITS TO THE VICTORY Y M C A DURING THIS PARTNERSHIP.

SO IT SHOWS YOU THE IMPACT WE'RE HAVING ON THE COMMUNITY AND THE LIVES THAT WE'RE, UM, AFFECTING.

UM, AT THE Y WE'RE VISIONING THE FUTURE.

SO I TALKED ABOUT THE HISTORY AND HOW WE'VE PARTNERED TOGETHER AND THE IMPACT THAT WE'VE HAD, BUT IT'S TIME TO LOOK AT THE FUTURE.

AND SO WE DID A REAL ESTATE INVESTMENT STUDY, UM, AND WE REALLY LOOKED AT OUR FACILITIES, AND OUT OF ALL OUR FACILITIES, VICTORY CAME UP TOP OF THE LIST AS AN OPPORTUNITY FOR US TO RE, UH, INVEST IN, IN THE FUTURE.

AND WILKINSON WAS, UH, NUMBER TWO OR NUMBER THREE ON THAT LIST.

AND SO, UM, WHAT IT TOLD US WAS, WE NEED TO INVEST FOR THE FUTURE.

WE NEED TO MODERNIZE OUR FACILITIES TO KEEP THEM RELEVANT SO WE RELEVANT SO WE CAN CONTINUE TO HAVE THE IMPACT THAT WE'RE HAVING.

UM, AND REALLY WHEN YOU LOOK AT THE NEED, UM, UH, WE TALKED A LITTLE BIT ABOUT IT, BUT PROVIDING A SAFE ENVIRONMENT FOR CHILDREN AND TEENS TO THRIVE, UM, IS MORE CRITICAL THAN EVER.

UM, FOR THE PAST 20 YEARS, THE VICTORY FAMILY, Y M C A HAS BEEN THE CENTRAL HUB FOR YOUTH TO CONNECT, GROW, AND EXCEL IN A SAFE SPACE.

OUR VISION TO PROTECT OUR KIDS IN THE FUTURE IS TO LOOK AT THE FACILITY A LITTLE DIFFERENTLY AND PUT ALL OF OUR CHILDCARE SPACES AT THE BACK OF THE BUILDING, UM, SO THAT WAY WE WOULD BE ABLE TO HANDLE ANY EMERGENCIES THAT WOULD COME UP AND HAVE DIRECT ACCESS TO THE FIELD SPACE.

UM, FOR THE PROGRAMMING, UH, THE YOUTH DEVELOPMENT PROGRAMS, THEY FILL UP AS SOON AS WE OPEN THE REGISTRATION, UM, CHILDCARE PROGRAMS SPECIFICALLY, WE DON'T HAVE ENOUGH ROOM TO, TO MEET THE NEED.

WE ACTUALLY ARE PARTNERING WITH LOCAL CHURCHES TO RUN PROGRAMS OUTSIDE OF OUR, OUR Y M C A, UH, WALLS, JUST TO MAKE SURE THAT WE CAN SERVE THE COMMUNITY

NEED, UM, AND THEN THE MODERNIZATION OF OUR WELLNESS CENTER, UM, TO REALLY CONTINUE TO MEET THE HEALTH NEEDS OF OUR COMMUNITY INTO THE FUTURE.

UM, SO THE NEED IS, THE NEED IS GREAT.

SO WHAT WE WANTED TO DO IS JUST KIND OF GIVE YOU A LITTLE BIT OF A PICTURE OF, UM, WHAT WE'RE PLANNING TO DO IN THE FUTURE.

AND SO THIS IS THE RENDERING OF WHAT THE VICTORY Y M C A ENTRANCE WOULD LOOK LIKE.

AND IF YOU CAN SEE, IF YOU KNOW THE CURRENT Y ON THE RIGHT SIDE, UM, THAT'S CURRENTLY WHERE OUR THERAPY PARTNER IS, WE WOULD RELOCATE THEM TO THE BACK OF THE BUILDING AND BE ABLE TO REALLY OPEN UP, UM, THE WELLNESS SPACE THERE.

UM, IT'S INTERESTING WHEN I SHOW YOU THIS PICTURE, WE'RE ONLY LOOKING TO ADD 2300 SQUARE FEET, UM, BECAUSE WE DO HAVE, WE WANNA BE, UH, CONSCIOUS OF THE LAND, UH, THAT WE HAVE AVAILABLE.

UM, BUT WITH SOME REWORKING OF THE INTERIOR SPACES, REMOVING SOME WALLS, RELOCATING SOME SERVICES, WE ACTUALLY GAINED 6,000, UH, SQUARE FEET OF USABLE FEES, UH, USABLE SPACE WHILE PRESERVING OUR GREEN SPACE, UM, AND LETTING KIDS STILL, UM, GO OUTSIDE AND, AND, AND PLAY IN THE SPACES THAT WE NEED FOR SUMMER CAMP.

THE, THE WILKINSON Y OUR FUTURE PLANS THERE TO REALLY JUST DOUBLE THE WELLNESS FLOOR.

UH, THE CURRENT FLOOR, UH, FLOOR IS ABOUT 4,000 SQUARE FEET.

AND IF YOU GO TO THAT Y YOUR ELBOW TO ELBOW WITH PEOPLE, UM, AND WE REALLY WANT TO JUST MAKE THAT SPACE, UM, UH, BIGGER.

SO, UH, THIS IS KIND OF, UM, UH, A PICTURE OF WHAT OUR NEW RENDERING, UH, WOULD LOOK LIKE.

WHEN YOU ENTER THE Y YOU CAN SEE THE COMMUNITY SPACES, YOU CAN SEE THE OPEN SPACES FOR PEOPLE TO CONNECT.

UM, AND THE, THE SIGN THAT YOU SEE THERE IS A, IS A NEW VERSION OF WHAT'S BEEN HANGING THERE FOR 20 YEARS.

IT'S THE YMC AND NEW YORK COUNTY PARTNERSHIP SIGN.

UM, THIS IS A BRIEF LOOK AT THE FACILITY.

UM, RIGHT NOW, UH, OUR FACILITY IS KIND OF, UH, MIXED.

THERE'S CHILDCARE UP FRONT AND THE BACK GROUP EXERCISE IN THE FRONT AND ON THE SIDE.

AND SO THIS IS REALLY JUST LOOKING IN THE CURRENT SPACE.

UM, PHASE ONE WOULD BE BRINGING ALL GROUP EXERCISE UP FRONT, UM, DOUBLING THE SIZE OF OUR GROUP EXERCISE SPACE FOR SENIORS AND FOR OUR ADULT WELLNESS PROGRAMS. UM, AND THEN PUTTING ALL OF OUR CHILDCARE IN THE BACK, AND AGAIN, EXPANDING THE OPPORTUNITY TO SERVE MORE KIDS THROUGH OUR PROGRAMS. AND THEN THE FINAL PART OF THIS PHASE IS WE WOULD EXPAND THE FRONT.

WE'D RELOCATE OUR, UM, UH, THERAPY PARTNER, AND WE'D, UH, ADD ANOTHER 2000 SQUARE FEET TO THE FRONT OF THE BUILDING, UH, BY MOVING THEM TO JUST GIVE MORE EXERCISE ROOM, UH, TO REALLY HELP THE Y UH, CONTINUE TO MEET OUR MISSION.

UH, AND THIS IS A VIEW OF THE WILKINSON Y M C A.

UM, AND THIS WOULD BE LOOKING THE NEW SPACE, LOOKING INTO THE OLD SPACE, UM, UH, DOUBLING, DOUBLING THAT SPACE.

UH, AND YOU CAN SEE THIS ONE PHASE ONE WOULD BE TO JUST DOUBLE THE WELLNESS FLOOR.

UM, WE'RE IN PARTNERSHIP CONVERSATIONS WITH, UM, HOSPITAL PARTNERS ABOUT HOW WE CAN CONTINUE TO SERVE AND EXPAND THAT WHY, UH, UH, TO SERVE OUR, OUR SENIOR POPULATION AS WELL.

UM, SO, UH, YOU KNOW, YORK COUNTY AND THE Y M C A, WE'VE PARTNERED FOR OVER 20 YEARS.

UM, UH, AND WE'VE SERVED THE COMMUNITY.

I THINK WE'VE HAD A GREAT RETURN ON THAT INVESTMENT WITH THE LIVES THAT WE'VE CHANGED, UH, TOGETHER.

UM, BUT IT'S TIME TO THINK ABOUT WHAT DOES THE NEXT 20 YEARS LOOK LIKE.

WE WANT TO MAKE SURE THAT OUR YMC HAS CONTINUED TO BE RELEVANT, TO CONTINUE TO SERVE THE COMMUNITY AND CONTINUE TO MEET OUR MISSION.

UM, WE CAN'T DO THAT, UH, WITHOUT PARTNERSHIPS AND SUPPORT AND HELP.

UM, LIKE THESE TWO YS WOULD NOT BE HERE IF, UM, THE LEADERS 20 YEARS AGO DIDN'T COME TOGETHER AND MAKE THAT HAPPEN FOR US.

SO, UH, WE REALLY, UH, THANK YOU FOR YOUR TIME.

UM, AS I MENTIONED BEFORE, UM, THE VICTORY, Y M C A NEW BUILDING ALL IN WAS 6.2 MILLION.

OUR CURRENT NUMBERS ARE ROUGHLY EIGHT AND A HALF FOR THE RENOVATION.

SO THAT TELLS YOU HOW INFLATION IS A REAL THING.

AND, UH, THINGS, UH, CHANGE.

THE, THE WILKINSON PROJECT WOULD BE ABOUT TWO AND A HALF MILLION DOLLARS.

UM, YOU KNOW, UH, THESE ARE ROUGH ESTIMATES AT THIS POINT.

THESE NUMBERS CHANGE, UM, YOU KNOW, DAILY.

AND SO, UM, WITH THAT, UM, JUST WANTED TO SEE IF YOU GUYS HAVE ANY QUESTIONS ABOUT OUR FUTURE PLANS.

UH, WE ARE, UH, UH, ALSO INTERESTED IN PARTNERING WITH THE COUNTY AND POTENTIALLY BECOMING A, UM, UH, UH, SHELTER IF NEEDED.

UH, BY EQUIPPING THIS RENOVATION WITH A GENERATOR, UH, WE'D BE ABLE TO BE AN AUXILIARY, UM, UH, SHELTER.

SO YOU WOULDN'T HAVE TO ALWAYS USE THE HIGH SCHOOL, UH, AN EVENT THAT YOU DIDN'T NEED TO CLOSE DOWN THE WHOLE HIGH SCHOOL.

AND WE'VE GOT SOME IDEAS OF WHAT THAT COULD LOOK AND REALLY KIND OF PARTNER AND, AND CONTINUE TO BE AN ASSET TO THE COMMUNITY, UH, AND SERVE YORK COUNTY, UH, ALL INTO THE FUTURE.

UM, CAN YOU ELABORATE ANY ON THE, ON THE PROGRAMS? THERE'S TWO PROGRAMS THAT'S NEAR AND DEAR TO MY HEART.

I'D LIKE YOU TO TALK ABOUT A LITTLE BIT MORE IS THE LEARN TO SWIM PROGRAM, WHICH IS PRETTY POPULAR ON THE, ON THE PENINSULA, AND THEN OTHER, OTHER AREAS.

SURE.

AND THEN THE OTHER ONES, THE FIRST T PROGRAM.

SURE.

CAN YOU TALK A LITTLE BIT MORE ABOUT THOSE? YEAH, ABSOLUTELY.

SO, UM, THE Y M C A, UH, WAS THE FIRST ORGANIZATION IN THE COMMUNITY TO RUN A SECOND GRADE LEARN TO SWIM PROGRAM.

SO LAST YEAR WE TAUGHT SECOND, THIRD, AND FOURTH GRADERS THE PROGRAM TO MAKE SURE WE DIDN'T MISS ANYBODY.

BUT THAT'S A DIRECT PARTNERSHIP WITH THE SCHOOL SYSTEM WHERE WE GO IN, THEY BUS THE KIDS TO THE Y M C A, WE PROVIDE THE SWIM LESSONS THROUGH OUR ENDOWMENT PROGRAM.

SO IT'S REALLY NO COST TO THE SCHOOL SYSTEMS OTHER THAN THE TRANSPORTATION.

UM, AND THEN WE HAVE OUR SWIM LESSONS, YOU KNOW, GENERAL SWIM LESSONS WHERE WE PUT THOUSANDS OF KIDS.

I WILL TELL YOU IN OUR AGREEMENT, YOU KNOW, YOU GUYS, UH, KNOW THE YORK COUNTY, UM, RESIDENTS GET, UM, FIRST, UH, REGISTRATION AND THEY FILL UP BEFORE ANYBODY ELSE CAN SIGN UP.

AND SO, UM, THE NEED FOR SWIM LESSONS IS GREAT.

UM, AND WE HAVE A COACH, UH, AT THE STAGE TODAY.

UH, SO, UH, TOM IS ONE OF OUR COACHES AND, UM, SHEPHERD'S ONE OF OUR COACHES.

SO, UM, WE WOULD LOVE TO JUMP RIGHT BACK ONTO THAT AND MAYBE BY THIS FALL, HAVE A PILOT PROGRAM.

UM, WE ARE IN NEWPORT NEWS.

LONG AS THERE'S A PARTNERSHIP AND RELATIONSHIP WITH THE SCHOOL SYSTEM, WE CAN MAKE IT WORK.

WE'RE, UM, UH, BACK TO OUR NUMBERS THAT WE, UH, AT THE END OF LAST YEAR, WE ACHIEVED THE NUMBERS THAT WE WERE AT BEFORE THE PANDEMIC.

UM, UH, WE ARE ABOUT TO LAUNCH A POWER SCHOLARS PROGRAM, WHICH IS DESIGNED SPECIFICALLY TO HELP KIDS IN THE SUMMER MAKE SURE THAT WE ATTACK THE LEARNING LOSS.

SO WE KNOW THAT KIDS, UM, UH, FROM CERTAIN HOUSEHOLDS WILL, UM, UH, ACTUALLY SLIDE BACK IN THE SUMMER AND IT TAKES 'EM A MONTH OR TWO TO GET CAUGHT UP, AND THEY NEVER CATCH UP WITH THEIR PEERS.

SO WE'VE GOT A PROGRAM THAT WE'RE ABOUT TO ROLL OUT THAT SPECIFICALLY FOCUSES ON CLOSING THAT GAP.

AND I SAID, THE PEOPLE OF YORKTOWN ARE NOT READY FOR A FULLY AUTOMATIC AUTOMATED BUS ROUTE, BUT, UH, WHAT IS GOING ON WITH THAT? ARE YOU SEEING A MOVEMENT TO THAT? AND THEY HAD NAMED SOME CITIES SUCH AS LAS VEGAS, UH, THAT WERE USING FULLY AUTOMATED BUSES.

FOLLOWING FEBRUARY'S PRESENTATION TO THIS BOARD, UM, COUNTY ADMINISTRATOR AGREED TO SUBMIT A REQUEST TO AGE CONSULTING, UH, TO EVALUATE THE FEASIBILITY OF PROVIDING A TEMPORARY ACCESS ROAD THROUGH HAWK'S NEST.

THAT REPORT IS NOW AVAILABLE.

I'VE HAD THE OPPORTUNITY TO BOTH REVIEW IT, UH, AND, AND COMMENT ON IT.

IT IS BOTH ACCURATE AND THOROUGH.

UH, IT CLEARLY POINTS OUT THE PERMITTING REQUIREMENTS ARE THE MAJOR ISSUE IN TERMS OF THE TIMELINE FOR, UH, EXECUTING A TEMPORARY ROAD, AND IT PUSHES IT TO GREATER THAN THREE YEARS, WHICH I THINK WE ALL AGREE IS BEYOND THE TIMELINE OF THE TRANQUILITY, UH, CONSTRUCTION PERIOD.

IT DOESN'T MAKE SENSE TO GO FORWARD WITH THAT.

UH, THAT BRINGS ME BACK TO A RECOMMENDATION I HAD MADE IN FEBRUARY AND, UH, DURING MY PRESENTATION TO THIS BOARD, I HAD, UH, SUGGESTED THAT IT WOULD BE A VERY MAGNANIMOUS, UH, GESTURE BY THE BOARD TO PROVIDE A PROPERTY TAX REBATE TO THE RESIDENTS OF SPRINGFIELD ROAD FOR THE PAST YEAR.

I THINK THE, UH, TROUBLE IN THE, UH, CHALLENGE THAT THEY'RE GOING THROUGH WOULD, UH, WOULD, WOULD, UH, MAKE SENSE THAT WE WOULD REACH OUT TO THEM AND TRY AND OFFER SOME SORT OF A SOLUTION.

THERE SEEMS TO BE AN ONGOING LACK OF TRUST IN OUR COUNTY GOVERNMENT TO DO THE RIGHT THING FOR THE GOOD OF ALL YORK'S RESIDENTS.

AND WE FEEL THAT ADOPTING BASIC ETHICAL GUIDELINES FOR YOURSELVES AS A BOARD IS ESSENTIAL AND LONG OVERDUE.

I WOULD FIRST POINT TO THE SPRINGFIELD ROAD DEBACLE, THE LONG TERM RESIDENCE THERE HAVE ENDURED ALMOST TWO YEARS OF HEAVY CONSTRUCTION TRAFFIC ON THEIR PREVIOUSLY QUIET ROAD, AND ARE LIKELY LOOKING AT SEVERAL MORE YEARS BEFORE THE BUILD.

OUT OF ABOUT 200 HOMES IN THE SO-CALLED TRAN TRANQUILITY DEVELOPMENT IS COMPLETE.

THE IRONY OF THE NAME IS NOT LOST ON ANYONE.

AND IF YOU'VE DRIVEN THAT ROAD ON A RECENT WEEKDAY, YOU'LL KNOW WHAT I MEAN.

THESE RESIDENTS DON'T DESERVE THE TREATMENT THEY'VE RECEIVED BY THE COUNTY IN APPROVING THE PROJECT WITH INAPPROPRIATE CONSTRUCTION ACCESS.

UM, SHOWING NO REGARD FOR THE FAMILIES WHO'VE LIVED THERE FOR GENERATIONS PROMISES BY THE COUNTY TO SOMEHOW REMEDIATE THE PROBLEM ARE STILL JUST PROMISES.

SPECIAL INTERESTS ALWAYS SEEM TO COME FIRST.

THE SECOND URGENT CASE IN POINT IS THE PLAN TO BRING PRINCESS LINE CRUISE SHIPS TO YORKTOWN.

YOU MAY DISMISS THE OPPOSITION AS BEING ABOUT A FEW RESIDENTS NOT WANTING TO HAVE OUR PRETTY VIEW SPOILED OR WANTING TO KEEP YORKTOWN TO OURSELVES.

IMAGINE A NEW YORK CITY BLOCK FLOATING DOWN THE YORK RIVER DESCENDING ON OUR SMALL WATERFRONT BEACH THAT RUNS A HALF A MILE FROM COMP DEGRA STREET TO WATERMAN'S MUSEUM.

IT WOULD BE AN AMAZING, SPECTACULAR SITE.

I HAVE TO AGREE WITH THAT.

BUT AFTER THE SIXTH VISIT, THE 10TH VISIT, THE 20TH VISIT, THE 30TH VISIT, OR THE 60TH VISIT, IT MAY NOT SEEM SO SPECTACULAR.

UM, THE FIRST OF ALL, THE, THE ONLY MEETING THAT HAS OCCURRED, AND FOR ME IN REFERENCE TO THAT WAS WHEN A REPRESENTATIVE OF THE CRUISE LINE, UH, ASKED TO MEET WITH THE SUPERVISORS ONE ON ONE OR TWO ON ONE BECAUSE OF THE LAW ABOUT HAVING MORE THAN THREE OF US TOGETHER, UM, TO GIVE US A PRESENTATION.

UH, THAT WAS THE FIRST I HAD HEARD OF THIS, OF THIS PROJECT.

UM, ONE OF THE THINGS THAT WAS INTERESTING, UH, AND I'VE BEEN, I'M GONNA KIND OF TRY TO ADDRESS JUST A FEW RUMORS HERE.

FIRST, I HEARD THAT, UH, ONE RUMOR WAS THAT THE BOARD SUPERVISORS WENT OUT AND CAMPAIGNED TO GET THIS, GET THIS, UH, THIS CRUISE SHIP HERE.

IF IT DID, IT WASN'T, IT DIDN'T INVOLVE ME AND I DOUBT IT INVOLVED ANY SUPERVISOR BECAUSE DIDN'T INVOLVE ME BECAUSE IT WAS, IT WAS, THIS WAS OUT OF NOWHERE.

I DIDN'T THINK, UH, THAT CRUISE SHIPS WOULD EVEN BE INTERESTED IN, IN, OTHER THAN THE SMALLER ONES WE SEE COME IN HERE.

SO, UM, THAT WAS, THERE WAS NO EFFORT BY THIS BOARD OF SUPERVISORS THAT I, OR ANY OF THE STAFF THAT I'M AWARE OF TO EVEN DO THIS.

UM, WE DO LIKE TO BRING IN TALL SHIPS BECAUSE THEY'RE UNIQUE AND, AND IT'S KIND OF REALLY FITS IN.

AIRONE WAS HERE AND WE'VE HAD SEVERAL OTHERS OVER TIME, UM, AND HIS DRUG IN SOME, UH, PRETTY INTERESTING PEOPLE LIKE TO GOVERNOR THE COM, UH, THE, ONE OF THE, UH, THE COMMISSIONERS OF FRANCE AND, AND THE AMBASSADOR OF FRANCE.

SO WE'VE UH, GONNA CONTINUE OUR RELATIONSHIP WITH THEM TO DO INSTRUCTIONAL CLASSES AND THINGS LIKE THAT.

BUT THEY'VE OFFERED US WITH THIS CONTRACT TO GO

AND THEN THEY GOTTA CLOSE UP A, YOU GOTTA CLOSE UP A SEWER TANK IF YOU'VE GOT WHAT YOU'RE LIVING, MOST OF THESE WILL BE ON SOME SORT OF SEPTIC SYSTEM.

THEY GOTTA PAY FOR THAT.

SO WE, UH, WE ALLOW IN THE COUNTY THAT YOU CAN PAY OVER TIME IN ADVANCE SO THAT WHEN THIS OCCURS, AND IN FACT IF YOU PAY FOR YOUR TAP FEE IN ADVANCE AND WE RAISE THE PRICE AND IT'S THAT YOU'RE STICKING WITH THE ONE THAT YOU PAID FOR.

SO, UM, I JUST, WE, I REMEMBER GETTING THAT PUT ON OUR, IN OUR CODE.

SO WE NEED TO MAKE SURE THAT PEOPLE UNDERSTAND THAT WE CAN, WE CAN SEND LETTERS BACK OUT.

SO BACK IN FEBRUARY THE 22ND, WHEN JAMES CITY CAME TO US, UH, THERE WAS MUCH DISCUSSION AND WE'VE DONE PRESENTATIONS BOTH TO THIS BOARD IN JAMES CITY AND CONSOLIDATION WAS PUT FORWARD.

IN FACT, IT BECAME EFFECTIVE ON MONDAY AT UH, 12:00 AM SO THIS ALLOWED US TO GO IN AND SOLICIT THE VIRGINIA E 9 1 1 SERVICES BOARD FOR MILLION DOLLARS TO HELP WITH THE COST OF THE CONSOLIDATION.

THIS CAN PAY FOR TECHNOLOGY, BRICKS, MORTAR PERSONNEL, COST, AND SO ON.

SO IT'S HELP MEANT TO OFFSET THE COST OF IT.
