PLEASED TO WELCOME, UH, MR. CHRIS GOUNON, UH, THE ECONOMIC, UH, DEVELOPMENT LEAD AT THE VIRGINIA PORT AUTHORITY.

UH, CHRIS APPROACHED OUR STAFF SOME TIME AGO AND WONDERED IF IT MIGHT BE APPROPRIATE FOR, UH, THE PORT TO MAKE A PRESENTATION TO THIS BODY.

AND WE SAID, SURE.

UH, PROBABLY EVERYBODY IN THIS ROOM AND MOST PEOPLE WATCHING ON TV KNOW THAT THREE PILLARS OF THE HAMPTON ROADS ECONOMY ARE TOURISM, THE FEDERAL GOVERNMENT AND THE PORT.

UM, AND I THINK WE GENERALLY DEAL WITH THE PORT, KIND OF LIKE PEEPING OVER THE FENCE SINCE THEY DON'T HAVE ANY FACILITIES IN YORK COUNTY.

UH, BUT WE THOUGHT IT WOULD BE VERY INFORMATIVE FOR YOU ALL TO HEAR AN UPDATE OF ALL THE, UH, VERY, UH, POSITIVE THINGS THAT THE PORT AUTHORITY IS DOING IN HAMPTON, THE ROADS AND, AND REALLY FOR THE COMMONWEALTH OF VIRGINIA.

AND, UH, I WILL GO AHEAD AND GET STARTED.

SO, AGAIN, I THINK, UH, IT'S UNDERSTOOD, UH, THE PORT OF VIRGINIA, UH, WE REPRESENT REALLY SIX FACILITIES SPREAD THROUGHOUT THE COMMONWEALTH.

WE HAVE OUR FOUR PRIMARY FACILITIES DOWN IN THE HAMPTON ROADS HARBOR, WHICH I WOULD GUESS MOST OF YOU ARE FAMILIAR WITH.

UH, TWO OF THE FACILITIES WE OPERATE DOWN IN THE HAMPTON ROADS HARBOR, NORFOLK INTERNATIONAL TERMINALS AND VIRGINIA INTERNATIONAL GATEWAY ARE REALLY OUR PRIMARY CONTAINER HANDLING FACILITIES.

THIS IS WHERE THE MAJORITY OF OUR ACTIVITY AND, AND COMMERCIAL BUSINESS IS TAKING PLACE.

WE ALSO OPERATE A BRAKE O TERMINAL THERE IN NEWPORT NEWS, UH, ADJACENT SORT OF NEXT TO THE COAL FACILITY ON THE MONT ME MAC AT 6 64.

IT'S REALLY A GENERAL PURPOSE.

HANDLES, UH, VEHICLES, LUMBER, HEAVY EQUIPMENT, STUFF THAT DOESN'T GO IN A SHIPPING CONTAINER.

AND THEN OUR FOURTH FACILITY IS THERE IN PORTSMOUTH, PORTSMOUTH MARINE TERMINAL.

AND THAT IS A FACILITY THAT'S HAD A LONG LEGACY OF SERVING VARIOUS COMMERCIAL INTERESTS, CONTAINERS, VEHICLES, BIG EQUIPMENT, MILITARY.

BUT TODAY WE'RE ACTUALLY REPOSITIONING THAT ASSET TO SUPPORT THE DEPLOYMENT OF OFFSHORE WIND, NOT JUST HERE IN VIRGINIA, BUT THE DOMINION ENERGY SEA, A PROJECT, BUT MORE IMPORTANTLY, TRYING TO SUPPORT AND REALLY CAPTURE AN OPPORTUNITY THAT IS UP AND DOWN THE ENTIRE EAST COAST.

AND SO THERE'S A LOT OF NEAT THINGS GOING ON AT P AND T AND AND MORE TO COME.

WE ALSO OPERATE TWO INLAND FACILITIES.

SO THESE ARE FACILITIES NOT IN THE HARBOR.

WE HAVE THE RICHMOND MARINE TERMINAL ALONG THE JAMES RIVER.

AND THEN WE HAVE A FACILITY UP IN FRONT ROYAL, UH, CALLED THE VIRGINIA INLAND PORT.

SO WE HAVE THOSE SIX TERMINALS, AND WE'VE COINED A PHRASE, UM, COMING SORT OF OUT THROUGH THE PANDEMIC AS THE VIRGINIA MODEL.

AND THAT IS, WE ARE AN OWNER AND OPERATOR.

SO THE, THE COMMONWEALTH VIRGINIA OWNS OR LEASES SIX OF THOSE FACILITIES LIKE YOU'VE JUST SAWD.

UM, AND WE NOT ONLY DO WE OWN THOSE FACILITIES, BUT WE ALSO OPERATE THEM.

SO WE HAVE A, A SISTER COMPANY THAT'S A TERMINAL OPERATOR RUNNING THE, UH, ASSETS DAY TO DAY.

UH, WE HAVE THE AUTHORITY IN THE OWNERSHIP RIGHTS, AND THEN WE ALSO INTEGRATE TECHNOLOGY.

THAT'S A BIG PART OF WHO WE ARE.

BELIEVE IT OR NOT, THE PORT OF VIRGINIA COMING INTO COVID HAD A LITTLE BIT OF OPPORTUNITY IN THAT WE AS A STATE, HAVE INVESTED UPWARDS OF ABOUT 800 MILLION IN OUR CONTAINER HANDLING FACILITIES UP INTO ABOUT 20 20, 20 21.

AND A LOT OF THAT INVESTMENT IS AROUND EQUIPMENT AND AUTOMATION TECHNOLOGY TAKING AND OPTIMIZING OUR STACKS AND USING SEMI-AUTOMATION EQUIPMENT TO MOVE FREIGHT, WHICH IS ALL VERY, VERY HIGH TECH.

A LOT OF PREDICTABILITY, A LOT OF DATA.

SO WE'RE ALREADY ON THE FOREFRONT OF TECHNOLOGY INTEGRATION.

AND REALLY IN THE VIRGINIA MODEL, WE DO THAT EVEN BETTER TODAY WITH OUR CUSTOMERS.

AND SO THAT'S A BIG PART, AND THAT'S WHY WE RECOGNIZE IT AS A NODE ASSETS AND EQUIPMENT.

WE CONTINUE TO INVEST IN ASSETS AND EQUIPMENT, AND YOU CAN THINK OF THAT AS THE, UH, THE BIG CRANES THAT YOU SEE ALONG THE BURSTS.

THE BIG SHIP TO SHORE CRANES TO THE TRACTOR TRAILERS, PULLING CONTAINERS WITHIN OUR FACILITIES, UH, THE YARD EQUIPMENT WE INVEST IN ALL OF THAT.

AND THEN FINALLY, THE INTERMODAL CHASSIS.

AND THIS IS ONE MOST PEOPLE DON'T REALIZE HOW CRITICAL, UH, THE WHEELS THAT

THE CONTAINERS REST ON THE TRAILER, HOW IMPORTANT THAT IS.

AND IN FACT, VIRGINIA FOR OVER 20 YEARS HAS OPERATED A GRAY FLEET TO CHASSIS.

AND THAT WAS CRITICAL DURING THE PANDEMIC WHEN THERE WAS ALL THIS CARGO FLOODING THE US AND THERE WERE, YOU KNOW, THE SUPPLY CHAIN IS TRULY ONLY AS STRONG AS THE WEAKEST LINK, AND THE CHASSIS WAS ONE OF THOSE WEAK LINKS THAT WEREN'T ENOUGH CHASSIS OUT THERE.

WE HAVE 20,000 UNITS OUR CUSTOMERS COULD USE OUR UNITS, AND WE NEVER HAD AN ISSUE.

UNFORTUNATELY, THAT WASN'T THE CASE AT OTHER PORTS THROUGHOUT THE US AND THOSE, A REAL BENEFIT, JUST TO GIVE YOU A SENSE, SPEED TO MARKET IS CRITICAL.

WE ARE VERY FORTUNATE HERE IN THE HAMPTON ROADS, UH, IN THE COMMONWEALTH TO BE RIGHT THERE IN THE HEART OF THE MID-ATLANTIC.

HAVING ACCESS BOTH TO NORTHEAST, SOUTHEAST, AND MID-ATLANTIC MARKETS, TRULY WITHIN ABOUT A 1000 MILE OR TWO DAY TRUCK DRIVE, WE CAN CAPTURE ABOUT 75% OF THE THE MARKET.

AND THAT IS CRITICAL WHEN YOU THINK ABOUT BOTH IMPORTS.

SO PRODUCTS COMING INTO COMMERCE AND SUBSEQUENTLY THOSE FINISHED PRODUCTS THAT MIGHT BE LIVING, LEAVING OUR COUNTRY, GOING ABROAD, HAVING THAT REACH TO MARKETS IS CRITICAL.

WELL, WHAT DOES THAT, WHAT DOES THE BUSINESS LOOK LIKE? WELL, FOR US, WE'RE COMING OFF OUR SECOND RECORD YEAR IN VOLUME.

IN FACT, WE HANDLE 3.7 MILLION 20 FOOT EQUIVALENT UNITS.

THAT'S WHAT THE ACRONYM T EEU STANDS FOR.

TE IS JUST ONE OF THE MANY TERMS, RIGHT? YEAH.

40 FOOT CONTAINERS, WHICH MAINLY WE HANDLE 40 FOOT CONTAINERS.

UM, SO I ALWAYS JOKE A MARKETER CAME UP WITH THIS T EEU BRANDING THAT ALL PORTS USE CUZ THE NUMBER LOOKS LARGER.

WE ACTUALLY, IF YOU SEE, WE PROBABLY HANDLED ABOUT ONE POINT, UM, I WOULD SAY 1.8 MILLION CONTAINERS.

BUT WHEN YOU TAKE IT AND MAKE IT TEUS, IT'S 3.7.

SO, UH, IT'S A LOT OF FREIGHT.

I CAN TELL YOU THAT WE ACTUALLY GREW OVER THE PAST 24 MONTHS, ABOUT 700,000, UH, TEUS.

SO IT'S SIGNIFICANT GROWTH.

NONE OF THAT GROWTH COULD HAVE REALLY COME TO FRUITION IF WE HADN'T AS A STATE, BEEN INVESTING AGAIN BACK IN 20 15, 16, 17, 18, AND THOSE YEARS TO ADD CAPACITY AND TECHNOLOGY TO ALLOW FOR US TO REALLY TAKE ADVANTAGE IN THE OPPORTUNE TIME.

OF ALL THIS CARGO ENTERING THE US MARKET, WHAT'S THAT IMPACT LOOK LIKE? WELL, WE DO A, UH, ECONOMIC IMPACT, UH, YEAR OVER YEAR ANALYSIS.

THIS IS A FISCAL YEAR.

LOOK, WE USE THE COLLEGE OF WILLIAM AND MARY.

UH, THEY CONDUCT THIS STUDY FOR US.

UM, AND I THINK THE ONE THAT REALLY IS IMPORTANT TO ALL OF US, UM, IS, IS JUMPS.

BECAUSE REALLY THE PORT OF VIRGINIA IS ONE OF THOSE PILLARS.

IT IS DRIVING THE ECONOMY HERE IN THE COMMONWEALTH.

AND APPROXIMATELY, UH, ONE IN 11, UH, ONE IN 10 JOBS HERE IN COMMONWEALTH ARE ASSOCIATED WITH PORT RELATED ACTIVITY.

UM, THAT'S SOMETHING WE'RE VERY PROUD OF.

560,000 JOBS HERE THROUGHOUT THE COMMONWEALTH ARE TIED BACK TO PORT RELATED ACTIVITY.

WE CAN'T STOP INVESTING.

SO WE'VE INVESTED, WE'VE SEEN GROWTH, BUT AS A PORT AND AS A COMMONWEALTH, WE NEED TO CONTINUE TO INVEST IN THIS WORLD CLASS ASSET.

AND SO UP HERE I HAVE A, A, A COUPLE PHOTOS AND IT REPRESENTS ABOUT $1.4 BILLION, UM, AND INVESTMENT.

I'M GONNA HIT ON TWO OF THE BIG INVESTMENTS TONIGHT FOR YOU ALL.

UH, THE FIRST ONE BEING THE DREDGING, WHICH IS UP IN THE TOP LEFT, UH, CORNER, AND THEN THE OPTIMIZATION AND EXPANSION, UH, THERE IN THE BOTTOM LEFT CORNER OF NORFOLK INTERNATIONAL TERMINALS.

SO DREDGING IS CRITICAL.

VIRGINIA HAS BEEN SO VERY FORTUNATE AND BLESSED TO HAVE A NATURAL DEEP HARBOR.

AND WE'VE HAD ACTUALLY A 50 FOOT INBOUND OUTBOUND SHIPPING CHANNEL NOW SINCE REALLY THE LATE EIGHTIES.

BUT AS THE SHIPS HAVE CONTINUED TO GROW IN LENGTH, THEY ALSO GROW IN WIDTH.

AND, AND SO IT'S NOT AS THOUGH, UM, WE CAN'T HANDLE THE DEPTH TODAY.

IT'S REALLY THE WIDTH OF THE VESSELS AND THE CONSTRAINT THAT EXISTS PER TWO-WAY TRANSIT.

AND SO THERE'S REALLY NOT A SHIP THAT'S CALLING EAST COAST AND CAN'T CALL VIRGINIA.

IN FACT, THEY EL CAN.

BUT IT'S REALLY THAT TWO-WAY TRANSIT OPPORTUNITY, WHICH WE ARE WIDENING THESE CHANNELS.

NOT ONLY ARE WE MAKING THEM DEEPER FOR THE NEXT WAVE OF BIGGER SHIPS, BUT WE'RE WIDENING THOSE VESSELS OR WIDENING THE CHANNELS SO WE CAN HAVE THE TWO-WAY TRANSIT, MEANING IT'S MORE EFFICIENT FOR ALL MOVEMENT OF COMMERCIAL ACTIVITY AND, AND ALSO EFFICIENT FOR THE MOVEMENT OF, OF OPERATIONS SUPPORTING, UH, THE NAVY IN AND OUTTA THIS HARDWARE.

SO THIS PROJECT IS WELL UNDERWAY, SET TO BE COMPLETED, UH, TOWARDS THE END OF 2024.

THIS IS A COST SHARING AGREEMENT BETWEEN THE ARMY CORPS OF ENGINEERS, SO THE FEDERAL GOVERNMENT AND THE COMMONWEALTH.

UM, IT'S UPWARDS OF A 450 MILLION, UH, PROJECT THAT'S TAKEN, UH, MANY YEARS.

BUT WE'RE HAVING, YOU KNOW, TREMENDOUS PROGRESS.

AND BY THE END OF THIS YEAR, WE'LL HAVE A SECTION OF THE THIMBLES CHANNEL.

SO THE, THE FURTHER, UH, EASTERN SECTION OF THE THIMBLE SHOALS WILL BE WIDE ENOUGH TO ALLOW FOR TWO-WAY TRANSIT.

TWO.

AND THAT IS, THAT IS CRITICAL, UH, THAT IS A GAME CHANGER.

THERE IS REALLY NOT ANOTHER PORT ON THE EAST COAST TALKING ABOUT THAT BECAUSE THEY REALLY AREN'T ABLE TO REPLICATE WHAT WE'RE GONNA DO HERE IN VIRGINIA.

QUESTION HOW MANY RIGHT NOW, HOW

MANY SHIPS HAVE TO STAND OUT IN THE WATER TO GET THROUGH? SO IT'S A GREAT QUESTION.

AT THE PORT OF VIRGINIA, THE CONTAINER VESSELS, WE DO NOT HAVE A QUEUE AT THIS MOMENT.

AND IN FACT, REALLY THROUGHOUT THE PANDEMIC, UM, I KNOW WE ALL SAW THE 60 MINUTES, YOU KNOW, AND THEN WE SAW THE, UH, PHOTOS AND AERIALS FROM LA LONG BEACH.

OH YEAH.

50, 50, A HUNDRED CONTAINER SHIPS, RIGHT? THAT WASN'T SO MUCH THE CASE IN VIRGINIA BASED ON THE EFFICIENCIES AND WHERE WE LIE ALONG THE COASTLINE, WE HAD MOMENTS, BUT NEVER ARE WE TALKING DAYS.

THEY MIGHT BE A CUE OF A FEW HOURS WHILE THEY CYCLE OUT VESSELS.

MM-HMM.

, WHAT YOU'LL SEE OCCASIONALLY IS IN THE CHESAPEAKE BAY, OUTSIDE OF CAPE CHARLES, IF YOU'RE SITTING THERE ON THE, UH, WESTERN SIDE OF THE EASTERN SHORE, THOSE ARE BULK VESSELS THAT ARE, ARE, ARE QUEUED UP.

THOSE ARE SUPPORTING FOLKS LIKE KEN MORGAN, UH, NORFOLK, SOUTHERN COAL PIER, AND OTHER BULK TERMINALS THAT ARE HERE IN THE HARBOR.

BUT THAT'S NOT A PORT AUTHORITY, UH, TERMINAL.

THAT'S WHAT ARE YOU DOING WITH THE DREDGING, THE SPOILS? UH, ARE WE PUTTING 'EM ON CRANNY ISLAND OR WE, UH, OCEAN DUMPING THEM? WE HAVE SORT OF THREE SOLUTIONS THERE.

FIRST AND FOREMOST, WE LOOK FOR OPPORTUNITIES TO REPURPOSE THE GOOD MATERIAL.

MM-HMM.

AND SO WE HAVE, UH, MOU WITH BOTH THE CITY OF VIRGINIA BEACH, THE CITY OF MAL, TO PROVIDE THE GOOD SAND, THE SAND FOR THE BEACH.

YES.

THEN OFF TAKEN TO THE, UH, CRAN ISLAND MM-HMM.

AND IF THERE'S METERING GOING ON, OCCASIONALLY YOU'D HAVE OFFSHORE DR.

DISPOSAL.

BUT TYPICALLY WE'RE TRYING TO BUILD IT INTO CRANIAL ISLAND.

THE OTHER BIG PROJECT WE'RE ABOUT TO KICK OFF IS, UM, NORFOLK, INTERNATIONAL TERMINALS NORTH OPTIMIZATION.

I HAVE, EXCUSE ME, I GOT A QUESTION.

IT'S, UM, JOEY, LOOK AT THE DEPTH HERE AND, UH, YOU KNOW, WE'RE PUTTING IN A NEW, UH, OF COURSE OUR NEW TUNNEL'S GONNA BE WAY DOWN UNDERNEATH THE GROUND MM-HMM.

, BUT THE OLD TUNNEL ISN'T.

IT'S KIND OF THERE.

YES.

SO ARE WE, UH, ARE WE REACHING A POINT WHERE THERE'S A, WE'RE GETTING INSIDE THAT ZONE WHERE WE CAN'T GO ACROSS THE, UH, WELL, I, I CAN JUST TELL YOU THIS, WITH THE CURRENT DRAG PROJECT, UH, THE AMOUNT OF, UH, REGULATORY AND ENGINEERING EFFORTS THAT WENT INTO GETTING IT TO THE POINT OF CONSTRUCTION WERE EXTENSIVE, AND THOSE FACTORS WERE TAKEN INTO CONSIDERATION.

I KNOW THAT THE CHESAPEAKE BAY BRIDGE MM-HMM.

, WE DID TAKE IN, UM, THERE ARE CERTAIN THINGS THAT WERE MADE OR PUT IN PLACE TO, YOU KNOW, PROTECT IT.

BUT I DON'T THINK THAT IT BY ANY MEANS.

DOES THE DREDGING HAVE ANY IMPACT ON THE TUNNELS IN A, IN A NEGATIVE FACTOR? WELL, I'M NOT THE, IN, NOT THE DREDGING ITSELF, BUT THEY'RE TALKING ABOUT THE SIZE OF THE SHIPS BECAUSE, YOU KNOW, WE, UM, THE HOLES YOU SEE THAT, UH, RIGHT HERE, THE PICTURE YOU'RE SEEING 56 FEET AND, UM, YOU KNOW, IT'S, THEY'RE, IF THEY'RE REQUIRING DEEPER CHANNELS THAN WHAT WE HAVE, THEN SOMEWHERE THE TUNNELS STAYING EXACTLY THE SAME DEPTH.

AND SO WE HAVE, UM, THE PILOTS TYPICALLY HAVE A THREE FOOT UNDER KEEL REQUIREMENT, SO YOU'LL SEE A MAX OF ABOUT 53 FEET IN THEORY.

AND THEN WE HAVE A THREE FOOT TITLE RANGE, SO YOU COULD PLAY THE RANGE A LITTLE BIT, BUT I DON'T KNOW OF A SINGLE CONTAINER SHIP RIGHT NOW.

AND THESE ARE ONES THAT ARE MUCH LARGER THAN WHAT ARE CALLED THE US.

THESE ARE ONES CALLING ASIA TO NORTH EUROPE THAT ARE DRAWING MORE THAN 50 FEET OR 51 FEET.

I THINK WE'RE IN A REALLY GOOD SPACE.

OKAY.

THIS WILL KICK OFF NORTH END IT OPTIMIZATION HERE.

UH, SHORTLY THIS YEAR, UH, WE RECEIVED A, UH, 262 MILLION INVESTMENT FROM THE COMMONWEALTH TO KICKSTART THIS PROJECT.

AND THIS IS TAKING A NON-AUTOMATED CONTAINER HANDLING FACILITY AND REALLY TAKING THE SAME TECHNOLOGY WE ALREADY HAVE IN PLACE THAT WE HAVE REALLY PERFECTED AND REPLICATING IT THERE ON THE NORTH END.

SO TAKING ALL OF OUR CONTAINER OPERATIONS AND ADDING SIM AUTOMATION STACKING, WHICH JUST ADDS FOR MORE EFFICIENCY MM-HMM.

AND MORE IMPORTANTLY, ADDS FOR SAFETY.

AND IT REALLY TAKES OUT THE, THE RISK OF, UH, INDIVIDUAL INTERACTION WITH THE MOVEMENT OF, UH, OCEAN SHIPPING CONTAINERS, WHICH, UM, IS DANGEROUS.

AND SO WE ARE VERY FORTUNATE TO HAVE THIS ADVANCED TECHNOLOGY AND BE ABLE TO REPLICATE IT AND PUT IT IN PLACE AT NORTH N IT WE'LL ALSO BE PUTTING IN NEW CRANES, WE'LL HAVE TO, UH, REMOVE THE CURRENT CRANES.

THERE'S SOME HEIGHT, UH, LIMITATIONS TO THOSE CRANES.

AND ALSO SOME HEIGHT LIMITATIONS BASED ON OUR LOCATION ADJACENT AND NAVY BASE.

I THINK OF MANY PEOPLE IN THE REGION SAW THE

LONG TERM ADVANTAGES OF A MORE CONSOLIDATED OPERATION, THE OPPORTUNITIES FOR EFFICIENCY AND, YOU KNOW, TECHNOLOGY COMPATIBILITY AND THINGS LIKE THAT.

UH, BUT IT'S A HARD AND COMPLICATED THING TO DO.

UH, TWO ISSUES HAVE KIND OF CONVERGED TO CAUSE IT THIS OPPORTUNITY TO SORT OF COME BEFORE US AT THIS POINT.

ONE WAS, UM, 9 1 1 CENTERS ALL OVER THE COUNTRY ARE HAVING EXTREME LABOR MARKET CHALLENGES.

YEAH.

AND, UH, JAMES CITY COUNTIES, UM, AMONG OTHERS HAS BEEN HAVING THAT ASSETS HOURS, BUT TO A LESSER DEGREE.

AND THEN, UM, THERE WAS A, AN ELECTRICAL FIRE AT THE JAMES CITY COUNTY 9 1 1 CENTER, I GUESS ABOUT THREE MONTHS AGO.

AND SO, UH, BECAUSE OF SOME PRIOR ADVANCED PLANNING AND GOOD WORK, UM, THEIR PEOPLE WERE ABLE TO COME TO OUR CENTER AND IN GOOD ORDER CONTINUED TO PROVIDE SERVICE ALONG WITH OUR EXISTING PERSONNEL.

AND I DO THINK THAT EVENT KIND OF OPENED SOME EYES ABOUT, YOU KNOW, THE POSSIBILITIES OF BRINGING EVERYBODY TOGETHER.

AND IT WAS NO LONGER THIS THEORETICAL THING THAT COULD HAPPEN.

THEY WERE BASICALLY HERE.

AND THE QUESTION WAS, YOU KNOW, HOW COULD WE, UH, YOU KNOW, THOUGHTFULLY MAKE THIS A PERMANENT ARRANGEMENT? AND AS YOU ALL ARE AWARE, THE JAMES CITY COUNTY BOARD HAS TAKEN A COUPLE ACTIONS TO INITIATE THIS.

SO THE, THE SITUATION WE HAVE RIGHT NOW IS WE HAVE SOME EMPLOYEES OF THE JAMES CITY COUNTY 9 1 1 CENTER THAT ARE WORKING IN OUR CENTER UNDER, UH, BASED ON A, A MEMORANDUM OF AGREEMENT I HAVE WITH THE COUNTY ADMINISTRATOR OF JAMES CITY.

UH, MR. HALL SUPERVISES THEM AND SCHEDULES THEM ON A DAY-TO-DAY BASIS.

BUT, UM, THE CONSOLIDATION WOULD FINISH THE JOB AND ACTUALLY, UH, MAKE THOSE FOLKS YORK COUNTY EMPLOYEES.

UM, WE STARTED THIS CONVERSATION WITH JAMES CITY COUNTY SAYING, WE'RE OPEN TO IT.

WE DON'T WANT TO BURN UP A LOT OF TIME AND ENERGY, YOU KNOW, IF THIS IS A REAL THING AT THIS POINT, IT'S CLEAR THAT JAMES CITY COUNTY IS SERIOUS.

AND THEN WE SAID, OKAY, WHAT IS THE FAIR WAY TO DO THIS? AND AGAIN, AND I KNOW THEY'LL HAVE SOME QUESTIONS ABOUT THAT, AND TERRY'S GOT SOME THINGS TO SAY, BUT ESSENTIALLY, UM, THE CHALLENGERS ARE IN A FEW CATEGORIES.

THE BIGGEST ONE IS TRANSITIONING EMPLOYEES.

YES.

WITH DIFFERENT PAY SYSTEMS, DIFFERENT BENEFIT SYSTEMS, DIFFERENT LEAVE ACCRUALS.

UM, AND THOSE FOLKS KNOWING THAT THEY COULD COME HERE WITH THE ASSURANCE THAT THEY WERE, UH, THEY GOT CREDIT FOR PEOPLE THAT ARE MID-CAREER AND NOT HAVING TO START FROM SCRATCH MM-HMM.

AND BE TREATED FAIRLY BY YOUR COUNTY.

AND AT THE SAME TIME, WE DON'T WANT TO DISADVANTAGE OUR OWN FOLKS, UH, WITH PEOPLE COME HERE WITH, YOU KNOW, UH, WORK CONDITIONS THAT ARE DIFFERENT THAN THOSE THAT WE REQUIRE OF OUR OWN PEOPLE.

SO WHAT DOES ALL THAT LOOK LIKE? HOW ARE WE FAIR ABOUT OUR COST TO HEALTHCARE? HOW ARE WE FAIR ABOUT TO YORK COUNTY ABOUT THE COST OF THIS PERSONNEL? NOT, NOT ONLY THE ONES WHO WOULD COME OVER IMMEDIATELY, BUT ALSO THE VACANCIES THAT JAMES CITY COUNTY HAS THAT WE WOULD REALLY URGENTLY NEED TO FILL IN PART BECAUSE OF THE CONSOLIDATION AND WHAT DOES THAT COST LOOK LIKE? SO THE BIGGEST NUMBERS HAVE TO DO WITH THE LABOR COSTS OF BRINGING SURE PEOPLE OVER AND THE PEOPLE THAT WOULD COME IN, UH, THAT WE ARE CURRENTLY LOOKING FOR.

BUT THEN THERE'S ALSO A WHOLE HOST OF ISSUES RELATED TO TECHNOLOGY COMPATIBILITY THAT TERRY AND HIS TEAM ARE IN THE MIDDLE OF.

AND ALSO LESS COMPLICATED THINGS ABOUT FACILITIES, LIKE THE BATHROOMS NEED TO BE EXPANDED AND THINGS LIKE THAT.

UM, SO THE STRUCTURE WE'VE COME UP WITH TO KIND OF MOVE THIS FORWARD, BUT ALSO BE REALISTIC ABOUT THE TIME IT TAKES TO WORK SOME OF THESE THINGS OUT IS WE, WE ALREADY HAVE AN AGREEMENT THAT BASICALLY SAYS, FOR THE TIME BEING, FOR OPERATING PURPOSES AND SCHEDULING, EVERYBODY WORKS FOR MR. HALL.

THE NEXT STEP WOULD BE THIS ORDINANCE, WHICH WE HOPE YOU WILL CONSIDER TONIGHT.

AND THEN JAMES CITY COUNTY HAS ON THEIR AGENDA FOR NEXT WEEK.

SO I WOULD SAY WE'RE ABOUT 90% ON THOSE DETAILS, BUT THERE'S NO, I'M NOT GONNA RUSH THAT.

YEAH, HE WAS HERE FOR QUITE A WHILE.

SO SOME OF, SOME OF THE FOLKS, SO WE'LL REMEMBER HIM.

BUT, UH, I WANT TO GIVE A SHOUT OUT NOT ONLY TO CHIEF ASH, RAY IS HERE, RAY FLIPPING WITH MY TEAM, UH, AND THE OUTSTANDING GROUP OF FOLKS THAT WE HAVE WORKING ON THIS TO INCLUDE ALL OF OUR FINANCIAL MANAGEMENT, HR, LEGAL FOLKS FROM BOTH JURISDICTIONS.

IT TRULY IS A TEAM APPROACH.

I THINK MR. MORGAN COVERED A LAB, I'LL PROBABLY PROBABLY ADD A LITTLE BIT OF TALKING POINTS IN IT.

UM, THEY HAVE BEEN SUFFERING A CRITICAL STAFFING SHORTAGE FOR YEARS.

WE LOOKED AT THIS IN 2019 BECAUSE OF THE STAFFING SHORTAGE THEY HAVE.

BUT TO, UH, MR. MORGAN TOUCHED VERY BRIEFLY ON IT, THIS IS AN EPIDEMIC IN ALL 9 1 1 CENTERS.

YEAH.

NOT ONLY HERE IN THE, NOT ONLY HERE IN HAMPTON ROADS IN THE COMMONWEALTH AND ACROSS THE UNITED STATES.

IT'S PUBLIC SAFETY DRIVEN.

YOU'RE HAVING THE SAME PROBLEMS WITH POLICE, FIRE, EMS AND 9 1 1.

IF Y'ALL REMEMBER, UH, MR. MORGAN GIVEN A BRIEFING THAT HAMPTON WAS IN OUR CENTER.

THEY WERE THERE FOR ABOUT NINE MONTHS, STAFFING ISSUES.

OKAY.

SO WHEN, UH, JAMES CITY COUNTY, UH, TOOK A VOLTAGE SPIKE IN THEIR CENTER AS A, AS A RESULT OF A, OF A VENDOR PUTTING IN SOME NEW TECHNOLOGY, THEIR CENTER WENT DARK VERY QUICK.

AND THEY BASICALLY WERE SITTING IN THERE LIKE THEY WERE STRUCK BY LIGHTNING OR AN EARTHQUAKE.

THEY LITERALLY WENT RUNNING ACROSS THE PARKING LOT TO TELL THE FIRE DEPARTMENT THAT THEY NEEDED TO RESPOND TO THEIR OWN BUILDING.

FIRST PERSON OUT THE BUILDING WAS THEIR DIRECTOR WHO CALLED US ON OUR CELL PHONE.

THE NATURE OF ME THANKING THESE FOLKS, WE NEVER MISSED ONE PHONE CALL OR ONE RADIO TRAFFIC FROM ANYBODY, ANY CITIZEN IN YORK, PACOS IN WILLIAMSBURG OR JAMES CITY COUNTY BECAUSE OF THE REDUNDANCY AND THE EXISTING WORKING RELATIONSHIP WE'VE HAD FOR MANY YEARS.

SO I, I WANT TO POINT THAT OUT.

IT WORKED THAT WAY BECAUSE WE PRACTICE IT, IT WAS DESIGNED AND WE HAVE A LONG TERM WORKING RELATIONSHIP SHIFT.

SO ON APRIL 20, UH, FIFTH, THE JAMES CITY COUNTY BOARD OF SUPERVISORS APPROVED AN ORDINANCE FOR THE, UH, A JOINT EXERCISE OF POWERS AGREEMENT.

WANT TO GIVE A LITTLE BIT OF HISTORY.

SO WE ARE RICH IN HISTORY IN, IN OUR TECHNOLOGY.

IN 2003, THREE OF THE MEMBERS SITTING HERE TONIGHT, YOU KNOW, APPROVED A VERY LARGE REGIONAL RADIO SYSTEM THAT ENCOMPASSED NOT ONLY YORK COUNTY, BUT JAMES CITY.

WE'VE FORMED THAT PARTNERSHIP.

AND SINCE 2003, IT'S WORKED PRETTY FLAWLESS.

WE HAVE BUILT A LARGE SYSTEM.

WE'VE NOW INCLUDED GLOUCESTER COUNTY INTO IT.

AND WE HAVE SOME 2000 TO 3000 FOLKS THAT ARE TENANTS ON THE SYSTEM WHERE THEY ACTUALLY JOIN US FROM A PUBLIC SAFETY POINT OF VIEW.

BUT THEY BASICALLY ARE TENANTS ON OUR SYSTEM AND SHARE THE SYSTEMS FOR INTEROPERABILITY FOR PUBLIC SAFETY.

IT WORKS FLAWLESS OUR REGIONAL 9 1 1 SYSTEM.

IT JUST GAVE YOU THE BEST SUCCESS STORY YOU COULD HAVE.

ONE CENTER TAKES A HIT, THE OTHER ONE PICKS IT UP WITH NO LOSS OF SERVICES.

WE'VE ENJOYED THAT SINCE 2003 AS WELL.

WE'RE NOW DEPLOYING WHAT'S CALLED NEXT GENERATION NINE ONE.

ONE STATE HAS MANDATED THAT EVERY 9 1 1 CENTER AT COMMONWEALTH VIRGINIA WILL PUT IN NEXT GENERATION 9 1 1.

IT'S A PARTIALLY FUNDED MANDATE BY WHICH THE STATE'S SPENDING NORTH OF 60 MILLION TO DEPLOY THIS IN EVERY 9 1 1 CENTER IN THE COMMONWEALTH.

WE'RE DOING THAT JOINTLY WITH JAMES CITY CURRENTLY.

AND THIS PROGRAM WILL CONTINUE TO, TO ENHANCE THAT.

SEVERAL YEARS AGO WE CAME TO THE BOARD AND Y'ALL APPROVED US RECEIVING A GRANT FOR A CAD TOCA INTERFACE WHERE WE HOOKED OUR DISPARATE TECHNOLOGIES TOGETHER SO THAT WE COULD DECREASE THE AMOUNT OF TIME IT TOOK TO PHYSICALLY MAKE A PHONE CALL TO ANOTHER CENTER.

STILL SLOW, BUT BETTER THAN MAKING PHONE CALLS.

THAT SYSTEM WAS UP AND OPERATIONAL UNTIL IT TOO HAD A PROBLEM HERE.

UH, AS A RESULT OF THE FEBRUARY 22ND,

FOR YEARS WE HAVE HAD AUTOMATIC MUTUAL AID BETWEEN YORK COUNTY, WILLIAMSBURG, AND JAMES CITY FIRE.

IT IS WORK FLAWLESS, OUR RADIO SYSTEMS AND ALL THE TECHNOLOGIES THAT ARE DEPLOYED.

IF YOU LISTEN TO THE RADIO TRAFFIC, IT DOESN'T MATTER WHERE THE URGENCY IS, WE SEND THE CLOSEST UNIT OUT OF ALL THREE OF THOSE.

I CAN'T BEGIN TO TELL YOU HOW NICE THIS IS.

I WAS TALKING TO CHIEF ASH JUST BEFORE THE MEETING.

WE HAD A STRUCTURE FIRE ACROSS FROM THE POTTERY THIS PAST WEEK.

SUBSTANTIAL DAMAGE TO A RESIDENCE UP THERE, HAVING THREE DISPATCHERS SITTING IN THE SAME ROOM FOR THREE DIFFERENT AGENCIES WORKING MUTUAL AID.
