[00:00:05]
GOOD EVENING, LADIES, GENTLEMEN.
[Call to Order ]
WELCOME TO THE MAY 2ND, 2023 BOARD SUPERVISOR WORK SESSION.UM, I'LL CALL THE MEETING TO ORDER.
MR. CHAIRMAN, YOU HAVE A QUORUM.
UM, WITHOUT OBJECTION, I'M GOING TO ADJUST THE AGENDA AND I WANT TO GET THE, UH, THE BUDGET AND, UM, MINUTE OR THE CONSENT AGENDA ITEMS OUTTA THE WAY FIRST, AND THEY'LL GIVE, UH, TIME.
THEN WE CAN OPEN IT UP FOR THE, THE, UH, UH, THE SHERIFF TO GIVE US HIS PRESENTATION.
[3 Proposed Fiscal Year 2024 Budget and Tax Rates. Consider adoption of proposed Ordinance No. 23-7 to set the Tax Rates for Calendar Year 2023 for the County of York and Approval of the Budget and Appropriation of Funds for the Fiscal Year Beginning July 1, 2023, and Ending June 30, 2024, for the County of York, and the York County School Division. a. Memorandum from County Administrator. b. Proposed Resolution R23-58. c. Proposed Ordinance No. 23-7. ]
THE FIRST THING WE'LL BEGIN WITH THEN IS THE, UH, PROPOSED FISCAL YEAR, UH, 2024 BUDGET AND TAX RATE.UM, DOES ANYBODY HAVE ANY QUESTIONS CONCERNING THIS? YOU GUYS HAVE HEARD IT? YOU'VE SEEN IT, DIGESTED IT? OKAY.
SO THE, UM, I DON'T HAVE ANY AMENDMENT ORDER ON HERE.
UH, NOT THE AMENDMENT, BUT EXCUSE ME.
OH, WAIT A MINUTE, YOU ORDERED THIS.
SO THE FIRST ONE ON THE TAX BUDGET, AND THAT'S THE ORDINANCE.
UM, SO LET'S HAVE A, UH, A MOTION ON, UH, THE ORDINANCES.
ANY QUESTIONS AGAIN? NONE THAT DISCUSSION.
THE MOTION MADE BY MRS. NOEL IS TO ADOPT PROPOSED ORDINANCE NUMBER 23 DASH SEVEN TO IMPOSE TAX LEVIES UPON POTENTIAL PERSONAL PROPERTY, MACHINERY AND TOOLS, MOBILE PHONES AND REAL ESTATE FOR CALENDAR YEAR 2023, PRO RATE TAXES ON MOBILE PHONES AS AUTHORIZED BY THE CODE OF VIRGINIA.
IT SHOWS, UM, THEY ASKED FOR THE MOTION FOR THE APPROPRIATE ADOPTION OF RESOLUTION 2358.
WHAT IS THAT? UM, WELL, THERE'S BOTH A RESOLUTION AND AN AUDIENCE.
I KNOW WE GOT THE SECOND PART, BUT I DIDN'T SEE THAT PART.
YEAH, SO YOU REALLY PROBABLY NEED TO GO BACK AND YOU NEED TO GO BACK TO RESOLUTION R 2358.
SO WE'LL NEED A MOTION ON, YOU'LL MOVE THAT ONE, SHEILA, I'LL MOVE THAT ONE.
SHEILA MOVES OUR 23 DASH 58 LOW CALL.
THE MOTION MADE BY MRS. NOEL IS TO ADOPT PROPOSED RELU RESOLUTION R 2358 TO APPROVE THE BUDGETS AND APPROPRIATE FUNDS FOR THE COUNTY OF YORK AND NEW YORK COUNTY SCHOOL DIVISION FOR FISCAL YEAR BEGINNING JULY 1ST, 2023, AND ENDING JUNE 30TH, 2024.
[4 Proposed Fiscal Year 2024-2029 Capital Improvements Program. Consider adoption of proposed Resolution R23-59 to adopt the FY2024-2029 Capital Improvements Program as a long-range planning document. a. Memorandum for County Administrator.]
THE CAPITAL IMPROVEMENT, UH, PROGRAM.IS THERE ANY QUESTIONS ON THE CAPITAL IMPROVEMENT PROGRAM? NOT SEEING NONE.
AND I'LL ASK FOR A MOTION ON 23 DASH 59.
I'LL MOVE RESOLUTION 23 DASH 59.
THE RESOLUTION MADE MOTION MADE BY MR. GREEN IS TO ADOPT PROPOSED RESOLUTION R 2359 TO ADOPT THE FISCAL YEAR 2024 AND FISCAL YEAR 2029.
[5 Designation of Real Property Tax for School Purposes. Consider adoption of proposed Resolution R23-60 to designate a portion of the real property tax for school purposes. a. Memorandum from County Administrator. b. Proposed Resolution R23-60. ]
THE, UH, DESIGNATION OF REAL PROPERTY TAXES FOR SCHOOL PURPOSES.UM, ANYBODY HAVE ANY QUESTIONS ON THAT? THERE'S A NUMBER THAT HAS TO BE ADJUSTED ON THIS, I BELIEVE.
RIGHT? AND YEAH, THE ONE BEFORE YOU, THE ARE, HAS THE CORRECT NUMBER.
AND, UM, WHAT WAS THE REVISION, THE NUMBER AND THE RESOLUTION? TERESA, MAYBE YOU CAN HELP ME OUT.
THE PERCENTAGE WAS JUST A LITTLE BIT HIGHER THAN IT'D BE DETAINING.
AND THE RESOLUTION, AGAIN, RE REMEMBER WHAT THIS IS, IS IT'S, UH, IT'S KIND OF A BOILER PLATE THING WE DO TO GET THE IMPACT AID.
SO HONESTLY, EITHER NUMBER WOULD'VE WORKED FINE, BUT IT, IT WAS NOT THE RIGHT NUMBER WAS NOT IN THE RESOLUTION.
EXPLAIN IMPACT AID JUST FOR THE FOLKS IN TV LAND.
UH, SO YORK COUNTY IS THE LARGEST PER CAPITA RECIPIENT OF FEDERAL EDUCATION AID CAUSE OF THE LARGE NUMBER OF MILITARY AND CIVILIAN FEDERAL WORKERS AND THEIR FAMILIES THAT LIVE IN THE COUNTY.
AND SO THIS IS THIS ACTION, UH, WE HAVE TO DO IT, UH, AS ONE OF THE THINGS WHEN WE ADOPT THE BUDGET EVERY YEAR SINCE BASICALLY SOME PAPER WE SEND TO THE DEFENSE DEPARTMENT, THE DEPARTMENT
[00:05:01]
OF EDUCATION, SO THAT THE SCHOOLS GET APPROXIMATELY EIGHT AND A HALF MILLION DOLLARS A YEAR OF IMPACT AID, WHICH IS SOMETHING LIKE 8% OF THEIR BUDGET, LARGEST PER CAPITA IN VIRGINIA OR COUNTRY IN THE COUNTRY.WHAT SAN DIEGO WAS UP THERE, THEY'RE LARGEST GROSS, BUT PER CAPITA WE'RE BIGGER, WE'RE CAPITA.
UM, AND I'LL ASK FOR A MOTIONAL AND RESOLUTION 23 DASH 60 R.
THE MOTION MADE BY MR. RON IS TO AJO PROPOSED RESOLUTION R 23 DASH 60 R TO DESIGNATE A PORTION OF THE REAL PROPERTY TAX FOR SCHOOL PURPOSES.
[CONSENT CALENDAR ]
THE CONSENT CALENDAR ITEMS, UH, IT'S ITEM SIX IS APPROVAL OF MINUTES.UH, ITEM SEVEN'S A ACCOMMODATION FOR THE 2223, UM, YOUTH COMMISSION, ITEM EIGHT, WILLIAMSBURG WILLIAMS, WILLIAMSBURG, WILLIAMSBURG, EXCUSE ME.
AREA TRANSIT AUTHORITY BOARD OF DIRECTORS.
AND THAT'S WHERE WE, I THINK WE PUT, UM, TWO OF OUR COUNTY STAFF MEMBERS ON THE BOARD.
SO, ANY DISCUSSION OR QUESTIONS ON THAT? I KIND OF WANT A QUICK FOLLOW UP ON THE, THE, UM, COMMISSION, YOUTH COMMISSION AT THE AWARD YOUTH THIS ON YOUTH COMMISSION.
UH, WE GOT THE WATER YOUTH AWARD RECIPIENTS COMING UP NEXT, NEXT, UH, ON THE 16TH.
SEEING NOTHING, UH, MAKE A MO REQUEST A MOTION.
I'LL MOVE THE CONSENT CALENDAR.
SHE'LL MOVE THE CONSENT CALENDAR.
BOTH CALL THE MOTION MADE BY MRS. NOLES TO APPROVE CONSENT.
[1* Virginia Department of Health Department. Receive presentation from Dr. Natasha Dwamena, Health District Director. ]
BACK TO THE PRESENTATIONS AND, UH, OKAY.UM, INVITE HER TO COME FORWARD.
SO, UH, THE, UH, UH, YOU'RE DIRECTOR OF THE, OF THE HEALTH DEPARTMENT, THAT'S, UH, THAT ACTUALLY COVERS NOT JUST SHORE COUNTY, BUT, UH, NEWPORT NEWS HAMPTON, I BELIEVE, AND VIRGINIA PENINSULA.
SO, MR. CHAIRMAN, MAY A FEW WORDS OF INTRODUCTION.
SO, UM, I GOT TO, UH, MEET DR.
DAVINA AT A VERY STRANGE TIME.
UM, SHE, UH, CAME HERE, ACTUALLY, SHE DELAYED TAKING THE POSITION AS THE PENINSULA HEALTH DISTRICT DIRECTOR CUZ SHE WAS A PRACTICING POSITION IN ANOTHER STATE DURING THE EARLY PART OF THE COVID CRISIS.
SO SHE ARRIVED IN PENINSULA HEALTH DISTRICT, I GUESS A FEW WEEKS BEFORE THE FIRST VACCINES WERE ROLLED OUT.
AND WE ALL GOT TO KNOW EACH OTHER VERY WELL BY ZOOM, UH, OVER THE NEXT TWO YEARS.
AND OF COURSE, IN YORK COUNTY'S CASE, UM, THE HEALTH DISTRICT SUPPORTED OUR CLINIC AT THE SENIOR CENTER, WHICH HER TEAM AND, AND BRIAN FULLER, UH, OPERATED WITH THE SUPPORT FROM THE FIRE DEPARTMENT.
SO, TRUTHFULLY, EVEN THOUGH I'M GENERALLY FAMILIAR WITH THE HEALTH DISTRICT, AND I KNOW YOU ALL ARE, IN THE LAST THREE YEARS, PRETTY MUCH MOST OF OUR ENERGY HAS BEEN ABOUT COVID.
AND WE THOUGHT IT WAS, SINCE WE SEEM TO BE CREEPING TOWARD NORMALITY, WE THOUGHT IT WOULD BE GOOD FOR Y'ALL TO HEAR ABOUT THE HEALTH DISTRICT MORE GENERALLY.
UH, WHAT, WHAT THEY DO, THE GOOD, THE BAD, THE CHALLENGES.
SO I, UM, SUBMITTED SOME SLIDES THAT SHOULD BE ABLE TO, THANKS.
SO, UM, NEIL ASKED ME TO COME TO BRIEFLY REINTRODUCE YOU ALL TO THE HEALTH DEPARTMENT.
SO, UM, STARTING WITH WHO WE ARE, OUR VISION TO BECOME THE HEALTHIEST CITIES AND COUNTIES IN THE STATE, OUR MISSION TO PROTECT THE HEALTH AND WELLBEING OF ALL PEOPLE ON THE VIRGINIA PENINSULA, OUR VALUES, SERVICE, EQUITY, DATA, INFORMED DECISION MAKING.
SPECIFICALLY, WE ARE PENINSULA HEALTH DISTRICT.
WE COMPRISE OF ONE OF 35 HEALTH DISTRICTS WITHIN THE STATE OF VIRGINIA UNDER VIRGINIA DEPARTMENT OF HEALTH.
AS WAS MENTIONED EARLIER, WE SERVE AS THE HEALTH DEPARTMENT FOR FIVE LOCALITIES, THE CITIES OF WILLIAMSBURG, PACOIN, NEWPORT NEWS, JAMES CITY COUNTY, AND YORK COUNTY.
UH, WE PROVIDE SERVICES FROM FOUR LOCATIONS.
OUR MAIN LOCATION IS AT FOUR 16 J CLYDE, AND THAT'S IN NEWPORT NEWS NEAR RIVERSIDE REGIONAL.
AND, UM, WE HAVE OUR ADMINISTRATIVE OFFICES THERE, AS WELL AS ALL OF OUR DISTRICT SERVICES.
UM, WE HAVE ANOTHER LOCATION IN JAMES CITY COUNTY ON PALMER LANE.
THAT'S PRIMARILY OUR WIC VITAL RECORDS AND
[00:10:01]
ENVIRONMENTAL HEALTH SERVICES.AND THEN WE ALSO HAVE TWO ADDITIONAL WIC SITE LOCATIONS IN THE EAST END.
AND DENDEE NEIGHBORHOODS OF NEWPORT IS, EXPLAIN WHERE WIC IS.
SO WIC IS AN ACRONYM FOR WOMEN, INFANT AND CHILD UH, SERVICES.
SO THIS IS, UH, SERVICES THAT ARE MANDATED BY THE STATE.
AND SO WE, UH, OVERSEE THOSE SERVICES.
SO EACH HEALTH DISTRICT HAS WIC SITES.
SO OUR EXECUTIVE MANAGEMENT TEAM OVERSEES OPERATIONS.
MY MANAGEMENT TEAM COMPRISES OF MY CHIEF, UH, OPERATIONS OFFICER, MICHELLE COWING, MY BUSINESS MANAGER, CHRISTOPHER LAYTON, MY NURSING MANAGER, NICOLE TAYLOR BATIS, MY ENVIRONMENTAL HEALTH MANAGER, MARY WAYNE WHITE, AND MY POPULATION HEALTH MANAGER, IRENE FARRAN.
SO WE AS A TEAM, UM, AS WAS REFERENCED EARLIER, WE NOT ONLY, UM, SUPERVISE THE PENINSULA HEALTH DISTRICT, BUT WE ALSO SUPERVISE THE HAMPTON HEALTH DISTRICT.
SO WE DO REFER TO OURSELVES AS THE HAMPTON AND PENINSULA HEALTH DISTRICTS.
UM, JUST BECAUSE OF HOW WE, UM, MANAGE AND COORDINATE SERVICES WE DO, UM, AT TIMES WHEN NEEDED, FOR INSTANCE, COVID BEING ONE EXAMPLE WHERE WE DO HAVE TO, UM, CROSS COVER WITH OUR STAFFING.
UM, ANOTHER EXAMPLE OF THAT WAS, UH, RECENTLY WHEN WE HAD TO, UH, EVACUATE THE BUILDING AT J CLYDE.
UM, WE TRANSFERRED SOME OF OUR STAFF TO OUR HAMPTON, UM, OFFICE.
SO IT REALLY DID COME IN HANDY THAT WE HAD MULTIPLE ALTERNATE SITES.
IS THE, IS THE EMPLOYEE WHO WAS INJURED IN THE DRIVE-THROUGH INCIDENT, IS SHE DOING OKAY? SHE'S ACTUALLY DOING WELL.
UM, AND GIVE HER, GIVE HER OUR BEST.
SO, A AGAIN, I WANTED, UM, TO GIVE YOU ALL A SENSE OF THE MULTITUDE OF SERVICES THAT WE PROVIDE.
AND THAT STARTS WITH OUR CLINIC SERVICES.
I BELIEVE THAT'S WHAT WE'RE MOST KNOWN FOR.
AND SO THAT INCLUDES FAMILY PLANNING, STI, UM, SEXUALLY TRANSMITTED INFECTIONS, UH, IMMUNIZATION AND VACCINES, NEWCOMER REFUGEE HEALTH, UH, SCREENINGS AND EXAMINATIONS, CANCER SCREENING, UH, BREAST AND CERVICAL CANCER, TB EVALUATION AND MANAGEMENT, MEDICATION ASSISTANCE.
SO, UM, PROVIDING MEDICATIONS TO THE PREP PROGRAM.
UM, AND SO THIS IS THE, UM, PRE-EXPOSURE PROPHYLAXIS FOR, UH, HIV EXPOSURE.
AND, UH, WE ALSO WRITE PRESCRIPTIONS FOR OUR FUNERAL AND EPINEPHRINE FOR THE SCHOOL DISTRICTS.
IN ADDITION, OUR ELIGIBILITY SERVICES HELPS, UM, PEOPLE, UM, NAVIGATE THE SYSTEM, UM, AND IDENTIFY AND PROVIDE GUIDANCE ON SERVICES PROVIDED BY THE DISTRICT, AS WELL AS COMMUNITY REFERRALS THAT MAY BE NEEDED.
WE ALSO, UM, APPROVE THE LONG-TERM CARE PRE-ADMISSION SCREENING.
UM, THAT IS A SERVICE THAT IS VERY MUCH, QUITE A BIT OF, OF RESIDENTS IN, UM, THE, THE COUNTY LOCALITIES AS WELL AS NEWPORT NEWS SERVICES.
WHO'S ELIGIBLE FOR THE SERVICES.
ALL RESIDENTS ARE ELIGIBLE? ALL RESIDENTS? THAT'S RIGHT.
ALL RESIDENTS ARE ELIGIBLE FOR, UM, FOR OUR SERVICES LED EVALUATION INVESTIGATION.
UM, WE ALSO OVERSEE THAT AS WELL.
SO THIS INCLUDES CAR SEAT AND SAFE SLEEP INSTRUCTION.
AND WIC SERVICES, UH, WOMEN, INFANT AND CHILD SERVICES.
SO THIS INCLUDES NOT ONLY NUTRITION EDUCATION, BUT ALSO SUPPLEMENTAL FOOD PROGRAMS. I, I RE STILL REMEMBER GROWING UP AND ALL THE ADS ON TV ABOUT THE, THE DANGERS OF INGESTION, LEAD PAINT, CHIPS MM-HMM.
WHERE ARE WE AT NOW NOWADAYS? UH, WE, YOU'D ALMOST LIKE TO THINK THAT'S BEEN ELIMINATED, BUT CLEARLY IT'S, IT'S STILL AN ISSUE IF, IF YOU'RE STILL, UM, ADDRESSING IT.
SO IS IT AS BIG AS A PROBLEM AS IT USED TO BE? HAVE WE DONE A GOOD JOB WITH ELIMINATING LEAD PAINT FROM, FROM HOMES AND SO FORTH? WHERE, WHERE, WHERE'S YOUR PAIN POINT THERE THAT YOU'RE HELPING PEOPLE WITH? SO YOU ARE CORRECT THAT WE ARE DOING THAT.
IT IS DIFFERENT NOW THAN IT WAS BEFORE.
UM, LEAD PAINT IS NOT AS COMMONLY USED AS IT ONCE WAS IN THE PAST.
BUT, UM, WE ALSO LOOK AT OTHER POTENTIAL LEAD EXPOSURES, UM, AND SOME COMMUNITIES, THE, UM, THE MATERIALS THAT, THAT THEY USE, UM, WHETHER IT'S MAKEUP OR CERTAIN THINGS THAT'S PUT ON THE SKIN, THERE'S DIFFERENT WAYS TO ABSORB LEAD.
SO THAT PRESENCE STILL EXISTS.
AND SO EVEN THOUGH IT'S NOT TO THE EXTENT THAT IT ONCE WAS, BECAUSE OF THE POTENTIAL LONGLASTING IMPLICATIONS OF LEAD EXPOSURE STILL EXIST, WE STILL MONITOR IT, NOT BECAUSE OF THE LARGE PERCENTAGE OF PEOPLE, BUT BECAUSE
[00:15:01]
OF THE SEVERE COMPLICATIONS THAT CAN HAPPEN.AND LONGSTANDING COMPLICATIONS THAT STILL EXIST.
UM, SO DISEASE INVESTIGATION AND SURVEILLANCE, UM, COMMONLY KNOWN AS EPIDEMIOLOGY.
SO THIS IS THE TEAM THAT IDENTIFIES REPORTABLE, UM, INFECTIONS AS WELL AS OUTBREAKS.
COVID BEING, UM, OUR MOST RECENT MONEY.
ENVIRONMENTAL INSPECTIONS IS A PRETTY, UM, COMMONLY USED SERVICE, ESPECIALLY, UM, NOT ONLY YORK COUNTY, JAMES CITY COUNTY, AND THIS, UM, THIS IS THE SECOND LARGEST, UM, DIVISION, UH, WITHIN OUR HEALTH DISTRICTS.
THEY INSPECT RESTAURANTS, EATING ESTABLISHMENTS, HOTELS, MOTELS, POOLS, MARINAS, BEACHES, CAMPGROUNDS, SEWER AND SEPTIC SYSTEMS. SO ESSENTIALLY WE TOUCH EVERY ASPECT OF, UH, DAY-TO-DAY LIFE IN, IN OUR INSPECTIONS.
FOR EXAMPLE, IF YOU'RE DOING A CHARITY BARBECUE MM-HMM.
MR. MORGAN, DO YOU POSSESS A FOOD HANDLER'S CARD? IS THAT WHAT YOU'RE SAYING?
BUT I KNOW YOU, I KNOW YOU HAVE A TOP FLIGHT SKILLS IN THAT AREA, BUT WE DO, WE ARE GONNA START OFFERING THOSE, UH, FOR YORK COUNTY, UM, AS WELL.
UM, I WAS GOING TO LEAD TO THAT.
SO IT'S INTERESTING THAT YOU MENTIONED THAT TOO,
BUT, UM, BUT ALSO, UM, WHEN WE TALK ABOUT EATING ESTABLISHMENTS, THAT ALSO INCLUDES FOOD TRUCKS, WHICH HAS INCREASED IN THE PAST COUPLE OF YEARS.
UM, THE TRICKY THING ABOUT THAT IS THAT THEY ARE MOBILE, THEY MOVE AROUND.
SO TRYING TO LOCATE THEM SOMETIMES IS CHALLENGING.
BUT, UM, WE HAVE A VERY GOOD TEAM AND DEDICATED TEAM, UM, THAT, THAT WORKS ON THAT.
UM, AND JUST TO ROUND OUT OUR HEALTH EDUCATION AND COMMUNITY PROGRAM DEVELOPMENT, WE CALL THAT DIVISION POPULATION HEALTH.
SO, UM, ESSENTIALLY HEALTH PROMOTION, UM, AND EDUCATIONAL EVENTS, VITAL RECORDS, UM, DEBT CERTIFICATES, BIRTH RECORDS, AND THEN EMERGENCY PLANNING AND PREPAREDNESS.
SO THIS IS, UM, A, A VERY CRITICAL PART OF OUR HEALTH DISTRICT OPERATIONS.
ESSENTIALLY, THIS IS THE TEAM THAT OVERSEES ANY UNPLANNED AND, AND EVEN SOME, UM, OTHER, UM, EMERGENCIES OR DISASTERS THAT MAY OCCUR.
UM, SPECIFICALLY THOSE THAT HAVE OVERARCHING PUBLIC HEALTH IMPLICATIONS, WHETHER IT'S A HURRICANE OR IF IT'S, UM, A SHOOTING, RADIOLOGICAL, RADIOLOGICAL, ANYTHING RADIOLOGICAL, BECAUSE WE DO HAVE THE, UM, RADIOLOGICAL PLANT.
SO, UM, AGAIN, THIS IS THE TEAM THAT'S REALLY DEDICATED TO MAKING SURE THAT WE ARE PREPARED TO, UH, CONTINUE OPERATIONS REGARDLESS OF WHAT COMES AT US.
SO, UM, THAT ROUNDS OUT THE, THE SLEW OF SERVICES THAT, THAT WE PROVIDE.
AS I MENTIONED EARLIER, ENVIRONMENTAL HEALTH IS, IS, UM, A UNIT THAT WE DO A LOT OF WORK, ESPECIALLY WITHIN THE COUNTIES, AND THAT INCLUDES RABIES CLINIC.
UM, AS WE APPROACH THE SUMMER, WE'RE DOING A LOT OF THE OUTDOOR INSPECTIONS, THE POOLS, THE MARINAS, THE CAMP GROUNDS, UM, SEASONAL FOOD FACILITIES.
UM, FOR INSTANCE, WE HAVE 17 FOOD FACILITIES AT BORDER COUNTRY THAT, UM, WE INSPECT MM-HMM.
WE'RE GONNA START THE BEACH MONITORING ACTUALLY THIS MONTH.
SO WE DO THAT FROM MAY THROUGH SEPTEMBER.
WHAT, WHAT IS THE, UH, WHEN YOU SAY MONITOR, WHAT DOES THAT INCLUDE? SO WE DETECT THE, THE WATER FOR ANY, UM, MICRO FLORA, AND WE ACTUALLY MONITOR THE LEVELS.
AND IF THEY ARE AT A CERTAIN LEVEL, A THRESHOLD LEVEL, THEN THAT'S REPORTED TO THE STATE.
AND THEN THAT DETERMINES IF THERE ARE WARNINGS THAT ARE, UM, POSTED AT THAT LOCATION.
HISTORICALLY, WE'VE HAD, UM, A LOT OF OUR ESTUARIES, UH, CREEKS, YOU KNOW, LIKE THAT THEY'VE BEEN CONDEMNED BECAUSE FOR OYSTER, DO YOU DO THAT KIND OF INSPECTION? SO THAT OVERLAPS WITH, WITH ANOTHER AGENCY THAT ACTUALLY LOOKS AT DRINKING WATER.
AND THAT'S, THAT'S A DIFFERENT DIVISION WITHIN BDH.
SO AS IT RELATES TO FOOD, WHETHER IT'S THE OYSTERS, WE DO OVERSEE THAT ASPECT OF IT.
SO ONE THING I'VE ALWAYS BEEN CURIOUS ABOUT IS THAT THEY'LL SHOW THAT, UH, LIKE, UM, THEON RIVER OR PATRICK CREEK OR SOMEPLACE LIKE THAT WILL BE, THEY'LL, THEY'LL SAY, OKAY, THIS IS OFF.
[00:20:01]
YOU CAN'T EAT THE OYSTERS, AND IT'LL GO RIGHT UP TO THE EDGE.WHERE THE, THE DEFINED THE DEFINED LIMITS OF THE CREEK OR THE RIVER.
AND LIKE, THERE'S NOTHING ON THE OTHER SIDE OF IT.
SO WHAT'S YOUR THOUGHTS ON IF, UH, LIKE PACOIN RIVERS CONSIDERED, YOU CAN'T EAT THE, YOU CAN'T EAT THE OYSTERS THERE.
WHAT ABOUT ON THE YORK RIVER SIDE OF IT? BECAUSE IT FLOWS INTO YORK RIVER, YOU CAN, YEAH.
I MEAN, YOU CAN'T EAT 'EM, BUT I MEAN, WHAT'S, SO WHAT'S THE, WHY IS THAT DIVIDING LINE THE WAY IT IS? WELL, I'M NOT REALLY THE BEST PERSON TO ANSWER THAT, BUT I DO KNOW THAT, UM, PART OF IT IS RELATED TO JUST THE, UM, THE FLOW OF THE, THE WATER AND, UM, TIDE, YOU KNOW, CHANGES IN THE TIDES AND DIFFERENT THINGS LIKE THAT.
SO, UM, THAT FORM OF MONITORING IS REALLY MORE OF A JOINT EFFORT.
THE BEACH MONITORING THAT, THAT WE DO IS MORE SPECIFIC TO THE BEACHES.
ANY OTHER WATERWAYS, ESPECIALLY, UM, DRINKING WATER, WASTE WATER THAT IS, UM, MONITORED BY THE OFFICE OF DRINKING WATER WITH N VDH.
AND SO THEY'RE THE ONES THAT OVERSEE THAT AS IT RELATES TO THE OYSTERS THAT ARE SERVED IN RESTAURANTS AND THAT PEOPLE ARE EATING, THAT'S, THAT'S WHERE WE CONDUCT OUR INSPECTIONS.
SO THE TAGS WHEN YOU, WHEN YOU BUY? YES.
SO WHEN YOU BUY THEM, THAT'S PART OF YOUR TRACKING SYSTEM.
AND THEN, UM, ALSO ANY, YOU KNOW, REPORTS THAT COME IN, YOU KNOW, UH, UM, A CAFETERIA REPORT OR SOMETHING, SOMEBODY'S SICK.
UM, WE DO FOLLOW THAT, THOSE REPORTS UP AS WELL.
SO, UM, OUR POPULATION HEALTH INITIATIVES, A LOT OF, UM, WE DO A LOT OF COLLABORATION WITH COMMUNITY PARTNERS AND WITH THE LOCALITIES.
UM, GREATER WILLIAMSBURG CHRONIC CARE COLLABORATIVE IS ONE OF THEM, AS WELL AS, UM, P C H C PENINSULA COMMUNITY HEALTH COLLABORATIVE.
UM, MORE RECENTLY WITH, UM, PCHC, WE HAVE, UM, A YOUTH MENTAL HEALTH INITIATIVE.
AND THAT'S ACTUALLY, UM, A, A SERIES THAT WE ARE STARTING, UM, ON MAY 17TH, WHERE WE'RE DISCUSSING, UM, BEHAVIORAL AND MENTAL HEALTH ISSUES.
AND THAT'S ACTUALLY BEING LAUNCHED AT WAR HILL HIGH SCHOOL.
UM, THE COMMUNITY HEALTH IMPROVEMENT PLAN IS A ONGOING PROJECT WHERE WE ARE IDENTIFYING CERTAIN HEALTH PRIORITIES, UM, THAT WE WANT TO ADDRESS WITHIN THE NEXT TWO TO THREE YEARS.
UH, A STEERING COMMITTEE WAS CONVENED OF MEMBERS AND REPRESENTATIVES FROM EACH OF THE LOCALITIES COMMUNITY PARTNERS, UM, AND COLLECTIVELY LOOKING AT THE DATA, WE IDENTIFIED FOUR PRIORITY AREAS THAT WE WILL BE ADDRESSING WITHIN THE NEXT TWO TO THREE YEARS.
AND THEY INCLUDE SUBSTANCE ABUSE, FIREARM VIOLENCE, INFANT MORTALITY, AND HEART DISEASE.
UM, WE'RE APPROACHING THE SECOND PHASE OF THAT WHERE WE'RE GOING TO BE MORE SPECIFICALLY LOOKING AT, UM, HOW WE ARE GOING TO, UM, CHANGE THOSE OUTCOMES, BASICALLY REDUCE THE, UM, THE MORBIDITY AND MORTALITY RATES ASSOCIATED WITH THOSE AREAS.
SO, UM, THAT IS AN ONGOING PROCESS, BUT AGAIN, IT INVOLVES COLLABORATION OF ALL COMMUNITY PARTNERS AND LOCALITIES.
HOW'S OUR AREA FOR, UH, INFANT MORTALITY, UH, COMPARED TO THE REST OF THE STATE? SO THE REST OF, COMPARED TO THE REST OF THE STATE, ACTUALLY, WE'RE NEAR THE STATE AVERAGE.
UM, SPECIFICALLY WITH YORK COUNTY.
THE, THE COUNTY HEALTH RANKINGS HAVE COME OUT RECENTLY, AND SO THE MOST RECENT COUNTY HEALTH RANKINGS HAVE NOT, UM, BEEN ABLE TO IDENTIFY CERTAIN METRICS.
PART OF THAT IS BECAUSE OF HOW THEY'VE GATHERED THEIR DATA, UM, IN THE LAST FEW YEARS.
AND I SUSPECT THAT'S BECAUSE OF THE REPORTING HAS CHANGED WITH COVID.
BUT PRIOR TO THAT, THE INFANT MORTALITY RATES, UM, WERE NEAR STATE, STATE LEVEL, UM, FOR THE PENINSULA, THE WHOLE, FOR THE PENINSULA AS A WHOLE, UM, WITH THE, UM, RANKINGS, CERTAIN METRICS, THEY ONLY LOOK AT BY HEALTH DISTRICT OR HEALTH DEPARTMENT.
UM, AND NOT NECESSARILY BY LOCALITY.
BUT THE DATA THAT WE DID LOOK AT, UM, IN THE STEERING COMMITTEE DID LOOK AT, UM, DID LOOK AT INFANT MORTALITY MORE SO AT THE DISTRICT LEVEL.
UM, WHEN WE LOOKED AT YORK COUNTY, THERE REALLY WASN'T ENOUGH DATA FOR US TO DEFINITIVELY SAY IF IT'S INCREASED OR DECREASED, BUT WE KNOW THAT OVERALL IT IS, UM, YOU KNOW, IT IS HIGH BEFORE THE STATE.
AND SO BEING AT THE STATE LEVEL STILL IS AN AREA OF, OF CONCERN.
AND IT IS AN AREA THAT WAS IDENTIFIED BY THE STEERING COMMITTEE
[00:25:01]
AS, AS SOMETHING THAT NEEDED TO BE ADDRESSED.WHAT ARE THE CAUSE THAT YOU'VE LOOKED AT FOR THE MORTALITY, FOR THE DEATHS OF THE CHILDREN? SO WHERE WE ARE RIGHT NOW, WE HAVEN'T GOTTEN TO THE ACTUAL CAUSES YET, SPECIFICALLY FOR THIS AREA.
SO WE KNOW THAT THERE ARE CAUSES IN GENERAL THAT ATTRIBUTE TO INFANT MORTALITY, WHETHER IT'S, UM, MATERNAL HEALTHCARE, HEALTH FACTORS, CERTAIN INFECTIOUS DISEASES OR EXPOSURES.
BUT, UM, WHAT THE, THE WORK GROUPS THAT ARE DEVELOPING WILL DO IS TO BE SPECIFICALLY LOOKING AT OUR DISTRICT MM-HMM.
UM, I WOULD BE REMISS, I DID NOT MENTION PROJECT LEAD.
UM, WE RECEIVED A GRANT, UM, FOR THIS, UH, PROJECT.
WE ARE PARTNERING WITH COMMUNITY PARTNERS SUCH AS SPIRIT WORKS FOUNDATION TO OFFER HARM REDUCTION AND DRUG PREVENTION EDUCATION.
THIS IS MORE SPECIFIC TO OPIOID USE, UM, REFERRALS TO SOCIAL NEEDS SERVICES FOR PEOPLE WHO USE, UH, DRUGS, WHO USE SUBSTANCES.
SO, UM, THIS PROJECT WAS LAUNCHED IN MARCH, SO VERY RECENTLY, WHERE WE HAVE, UM, BROUGHT TOGETHER AT LEAST 45 COMMUNITY PARTNERS THROUGHOUT, UM, THAT SERVE PEOPLE AND RESIDENTS THROUGHOUT THE ENTIRE VIRGINIA PENINSULA.
AND WE ESSENTIALLY ARE SERVING AS A LIAISON BETWEEN THESE COMMUNITY PARTNERS TO, UH, EXPAND THE SOCIAL SERVICES THAT MAY BE NEEDED FOR THOSE WHO STRUGGLE WITH SUBSTANCE ABUSE.
UM, AGAIN, WITH OUR COMMUNITY PARTNERSHIPS, UM, WE ARE, WE'VE BEEN VERY SUCCESSFUL IN MAINTAINING OUR COMMUNITY PARTNERSHIPS.
SOME OF THIS STARTED BEFORE COVID, BUT DEFINITELY DURING COVID WE'VE RELIED A LOT ON THAT.
UH, YORK SENIOR CENTER, UM, AS WAS MENTIONED EARLIER, BEING, UM, A, A MAJOR VACCINATION SITE DURING COVID THAT ENABLED US TO, TO VACCINATE A LOT OF OF RESIDENTS.
AND SO WE CONTINUE TO MAINTAIN THAT RELATIONSHIP WITH YORK SENIOR CENTER IN, UM, PROVIDING, UM, EDUCATION AND, UM, HOPEFULLY, UM, A, A NEW ROUND OF VACCINATION CLINICS IN, UM, HEALTH EDUCATION.
WE RECENTLY, UM, HAVE COMMUNITY CLINICS THAT WE HAVE THROUGHOUT THE, THE PENINSULA, BUT AGAIN, WE WOULDN'T BE ABLE TO DO IT WITHOUT THESE PARTNERSHIPS.
UM, ON THE NEXT SLIDE, UM, THE COVID VACCINATIONS.
SO IF, IF I'M NOT MISTAKEN, THEY'VE, UH, NOW THE, UM, CDCS APPROVED A ANOTHER SHOT FOR SENIORS, OR ARE WE STILL AT THE FOUR SHOT REGIME RIGHT NOW? SO WHAT HAS CHANGED IS THE TYPE OF OF VACCINE AND THEN THE FREQUENCY OF, OF THE, THE VACCINES.
SO WE ARE ONLY USING, UM, VIVENT VACCINES, SO THE PFIZER MODERNA VACCINE.
UM, SECONDLY, THE, UM, THE ONLY OTHER CHANGE IN THE RECOMMENDATION IS THAT THOSE WHO HAVE ALREADY RECEIVED A VIVENT VACCINE, UNLESS THEY'RE OVER AGE 65, WON'T NECESSARILY NEED ANOTHER BIVALENT VACCINE.
BUT IF THEY ARE OVER 65, THEN THE RECOMMENDATION IS THAT THEY RECEIVE, UM, AT LEAST A SECOND BIVALENT VACCINE AS FAR AS, UM, ANY CHANGES.
THIS IS WHERE I GET A LITTLE CONFUSED WHEN YOU SAY THE SECOND, I MEAN, THEY, THEY HAVE A, THERE WAS A FOUR SHOT REGIME THAT WE HAD.
AND SO, SO IN THAT FOUR SHOT, IS ONE OF 'EM THE SECOND ONE, OR DO WE HAVE TO GO GET ANOTHER SHOT? ANOTHER SHOT? OH, NO, WE'RE, WE'RE TALKING ABOUT AN ADDITIONAL SHOT.
WE'RE TALKING ABOUT SHOT BECAUSE IT'S ALSO A DIFFERENT VARIANT OF THE DISEASE.
WELL, THE VACCINE, THE BIVALENT VACCINE IS STILL, THAT HAS NOT NOT CHANGED.
SO THE BIVALENT VACCINE HAS BETTER COVERAGE OF THE, THE VARIANTS.
SO, SO CITIZENS WATCHING THIS TONIGHT, IF THEY'RE OVER 65, THEY SHOULD BE ABLE TO GO DOWN PROBABLY TO THEIR PHARMACY OR THE DOCTOR, THE DOCTOR'S OFFICE AND GET AN ADDITIONAL SHOT.
THAT, THAT WOULD BE OVER AND ABOVE EVERYTHING THEY'VE GOTTEN SO FAR.
SO THAT'S WHAT'S RECOMMENDED, OBVIOUSLY, WHERE THEY RECEIVE THEIR SHOT.
I KNOW, BUT IT'S JUST, IT'S THAT RECOMMENDATION.
I THINK THE POINT MIGHT BE THE FOURTH SHOT AND THE FIFTH SHOT ARE BOTH THE SAME SHOTS, BUT BECAUSE OF, OF THE, UH, LIABILITY OF THE FOURTH SHOT, YOU NEED TO GET THE HALF LIFE, THE HALF LIFE.
[00:30:01]
BY BUILDING LIFE.SO IT'S A BOOSTER FOURTH SHOT, ESSENTIALLY.
OH, EVERYBODY UNDERSTOOD THAT.
PROBABLY BEST TO CHECK THE HEALTHCARE PROVIDER IN.
IF YOU'RE OVER 65 AND YOU HAVEN'T HAD A BIVALENT SHOT IN, UH, THE LAST THREE MONTHS, YOU WERE ELIGIBLE TO GET UP, YOU GET A GALLON SHOT, IT'S RECOMMENDED IF YOU'RE UNDER 60.
SO, SO THEN HOW WAS THE COVID, UH, SITUA? WHAT IS THE COVID SITUATION? WHAT IS GROUND TRUTH NOW IN THE COVID SITUATION? WHERE ARE WE, WE COULDN'T GET OUTTA HERE WITHOUT TALKING, HAVE, HAVE TO TALK ABOUT IT.
I MEAN, IT'S, ARE WE, ARE WE BACK TO NORMAL NOW? YEAH.
I KNOW WE'RE NOT WEARING MASKS IN, IN THE HOSPITALS IN SOME DOCTOR'S OFFICE, BUT, UH, IS THERE ANYTHING ELSE LIKE THAT WE NEED TO BE CONCERNED ABOUT? WHAT WE'RE DOING NOW IS WE'RE MONITORING COMMUNITY LEVELS.
AND SO THE COMMUNITY LEVEL RIGHT NOW AS WELL.
SO WHERE WE ARE RIGHT NOW, THIS IS AS NORMAL AS NORMAL GETS, IF YOU WILL.
UM, AND SO AS WE LEARN MORE ABOUT COVID AND THE VARIANTS, UM, WE DO LOOK AT OTHER COUNTRIES.
WE TRY TO IDENTIFY, UM, YOU KNOW, OTHER VARIANTS AND LOOK AT TRENDS IN OTHER PLACES, ESPECIALLY WHEN WE'RE LOOKING AT ISSUES OF SEASONALITY.
SO AGAIN, THAT'S WHY THE RECOMMENDATION FOR VACCINES STILL REMAINS.
BUT AS FAR AS THE, THE VIGILANCE THAT WE ONCE HAD THAT HAS, HAS SINCE WANED.
AND SO NOW IT'S MORE SPECIFIC TO PEOPLE'S, UM, CLINICAL RISK FACTOR.
SO AGE, UM, ANY PREEXISTING CONDITIONS THAT WOULD, UM, MAKE THEM MORE SUSCEPTIBLE TO COMPLICATIONS FROM SEVERE DISEASE.
SO, UM, ESSENTIALLY WHERE WE'RE AT RIGHT NOW, LIKE I SAID, WE'RE AT LOW UH, LEVELS, WHICH IS GOOD.
AND AGAIN, VACCINES ARE, ARE RECOMMENDED FOR JUST GENERAL, GENERAL HEALTH, BUT NOT FOR, IF YOU'RE ENOUGH OF THE WAY HERE, LISTENING TO THE RADIO, I HEARD THAT, UH, WE ARE STILL EXPERIENCING A THOUSAND DEATHS A DAY, UH, NATIONWIDE WITH COVID.
SO COVID HASN'T GONE OUR AWAY.
SO, SO, UM, SO HOW LONG HAVE YOU BEEN IN THE JOB? SINCE JUNE OF 2020.
AND THE DISEASE STARTED ABOUT, I MEAN, IT STARTED AS AN EPIDEMIC HERE, LAST 20.
YOU DID 2020 DID NOT BRING IT WITH YOU
UM, WELL, BUT WHEN, WHEN IT STARTED, I WAS ABOUT 2019 IS WHEN WE STARTED GIVING THE 2020.
IT WAS THE END OF THE END OF, WAS LIKE DECEMBER OF 2019 AND IT WENT INTO 20 WORK AREA.
SO WHEN THE SARS VIRUS FIRST EMERGED, IT DID EMERGE IN THE FALL OF 2019, BUT IT DID NOT GET TO THE US UNTIL JANUARY OR FEBRUARY OF 2020.
AND THAT WAS IN CALIFORNIA ON THE WEST COAST.
SO WHAT I RECALL FROM, FROM THE, UH, AND I I GRANT YOU, THIS WAS THE EPIDEMIC.
UH, WE HAVEN'T SEEN THAT IN LIKE THE, ANYTHING LIKE THIS.
BUT, UM, IT, IT APPEARED THAT WE WERE REALLY DISORGANIZED DOWN HERE.
UM, PEOPLE DIDN'T KNOW WHICH WAY TO TURN, WHICH WAY TO GO.
AND OF COURSE, THE VACCINE WAS, I MEAN, A BIG, YOU KNOW, A BIG THING.
THE TRUCKS ROLLING OUT OF THE, OUT OF THE PFIZER, I THINK THE PFIZER PLANT AND EVERYTHING.
SO WHAT HAVE WE, HAVE YOU TAKEN LESSONS, THE, THE, THE LESSONS LEARNED AND APPLIED IT TO THE, UM, ORGANIZATIONAL STRUCTURE OR IN, IN THE STATE? HAS IT, CAN YOU GIVE US ANY INSIGHT AS TO ANY CORRECTIONS IN WHAT WE'VE DONE? SO AT THE STATE LEVEL, I MEAN, THAT, THAT VARIES.
AND AS, AS YOU RECALL, IT WAS A CHAOTIC TIME BECAUSE, UM, WE HADN'T REALLY SEEN A INFECTION LIKE THIS, UM, IN RECENT TIMES.
AND SO THE STRUCTURE OF THE HEALTH DISTRICT PRIOR TO ME STARTING, THERE WAS A LOT OF TURNOVER IN LEADERSHIP.
SO, UM, RESTRUCTURING THE, THE HEALTH DISTRICT WAS A PRIORITY.
NOW DOING THAT IN THE MIDDLE OF A PANDEMIC IS MORE CHALLENGING.
SO, UM, THAT'S WHY BEING ABLE TO ENLIST THE SUPPORT OF, UM, THE LOCALITIES, NEIL BEING ONE OF THEM, UM, WAS VERY CRITICAL AND INSTRUMENTAL.
UM, WE IDENTIFIED QUICKLY THAT IT WAS IMPORTANT TO GET ALL OF THE LOCALITIES ON BOARD SO THAT WE WERE ABLE TO NOT ONLY PROVIDE INFORMATION, UM, TIMELY INFORMATION, BUT ALSO, UM, TO ENSURE EQUITY, UM, WHEN IT CAME TO, TO DISTRIBUTION OF THE TESTING OR THE VACCINE AT THE TIME.
AND LET ME JUST ASK A QUESTION ABOUT THAT, BECAUSE WHEN IT'S, WHEN IT HAPPENED, UM, WE WERE GETTING THINGS LIKE, OH, WELL, HAMPTON'S GOT THEIRS, BUT THEY GOTTA KEEP IT WITHIN HAMPTON AND WE WEREN'T GONNA GET OURS OVER HERE.
SO THERE WAS A, THIS THING ABOUT DISTRIBUTION OF VACCINES, HAS THAT BEEN ADDRESSED,
[00:35:01]
THAT WE DON'T HAVE TO, YOU KNOW, WE'RE GONNA HAVE AN EVEN DISTRIBUTION THROUGHOUT THE PENINSULA OR THE STATE FOR DISTRIBUTION OF VACCINES IF WE EVER NEED TO DO THAT AGAIN.SO WHERE WE ARE RIGHT NOW, WHEN THE VACCINES FIRST CAME OUT, IT WAS A LIMITED AMOUNT THAT WAS BEING DISTRIBUTED TO THE STATES AND THEN FROM THE STATES TO THE HEALTH DISTRICT.
SO WE HAVE LONG SINCE MOVED AWAY FROM, FROM THAT RATIONING PHASE OF THE VACCINE.
AND SO, UM, EVEN WHEN IT WAS FIRST ADMINISTERED, IT WAS ADMINISTERED PRIMARILY THROUGH THE HEALTH DEPARTMENTS.
BUT NOW THAT THE VACCINES ARE MORE READILY AVAILABLE, PEOPLE CAN ACCESS VACCINES FROM THEIR HEALTH PROVIDER, FROM PHARMACIES.
THEY DON'T HAVE TO COME TO A COMMUNITY VACCINE CLINIC THAT WE HAD TO STAND UP AT AT YORK CENTER.
UM, FOR, FOR INSTANCE, WELL, I JUST RECALL, I RECALL THAT THE DISTRIBUTION THOUGH, DIDN'T SEEM TO BE TO THE HEALTH DEPARTMENT, DIDN'T SEEM TO, UM, UH, THE STATE WHEN IT CAME DOWN DID NOT SEEM TO UNDERSTAND WHERE THEY NEEDED TO GO.
SO YOU WOULD END UP WITH, UH, A HOSPITAL GETTING, CUZ THAT WOULD, IT HAD TO BE, I GUESS, HAD TO BE KEPT IN A, IN A HOSPITAL BECAUSE OF THE TEMPERATURE REQUIREMENTS AND STUFF LIKE THAT.
BUT THEN THEY WERE CONTROLLING DISTRIBUTION.
AND I'M JUST, I'M, WHAT I'M ASKING IS, THESE ARE KIND OF LESSONS LEARNED THAT, YOU KNOW, WHO GETS, WHO, WHO'S SAYING, UH, IN, IN DIRECTING WHO IS GOING TO, HOW THIS DISTRIBUTION IS GOING TO OCCUR, WHERE THE, WHERE THE VACCINE'S GONNA BE MAINTAINED? HOW DO WE GET THIS, HOW DO WE GET THE VACCINE TO THE COMMUNITY? THAT SEEMED TO ALL BE IN A, IN A TREMENDOUS STATE OF FLUX AT THE VERY BEGINNING.
AND I'M WONDERING IF THAT IS BEING ADDRESSED.
SO IF WE EVER HAVE THAT, THIS HAPPENS AGAIN, WE WON'T HAVE TO GO THROUGH, UH, PEOPLE RUNNING AROUND TRYING TO FIGURE OUT WHERE THEY GET THEIR VACCINES.
SO SPECIFIC TO THE DISTRICT, WE CONDUCT AFTER ACTION REPORTS, UM, IN DIFFERENT PHASES.
AND THAT'S WHETHER WE'RE DEALING WITH COVID OR IF WE'RE DEALING WITH, UM, ANY UNEXPECTED EVENT.
AND SO COVID WAS NO EXCEPTION TO THE AFTER ACTION REPORTS.
SO AGAIN, THAT'S IMPORTANT FOR US AS A DISTRICT TO IDENTIFY BEST PRACTICES TO, TO MITIGATE SOMETHING LIKE THAT HAPPENING IN THE FUTURE.
THE STATE, THEY'RE DOING THEIR OWN PROCESS OF, OF DOING THEIR AFTER ACTION REPORTS AND, UM, I'M SURE ASSESSING THE DISTRIBUTION FROM THE STATE END, BUT AT THE DISTRICT LEVEL, WE HAVE DONE THAT AND THAT'S WHAT WE ROUTINELY DO AS PART OF OUR PROCESS EVALUATION.
THIS TO ME, I I WAS HOPING THAT WE WOULD BE ABLE TO AT LEAST ADDRESS THIS, SOME OF THE CONFUSION.
NOW WE'VE HAD SEVERAL WITH, YOU KNOW, YEARS OF PAST, BUT, UH, ONE OF THE THINGS THAT ALWAYS BOTHERED ME WAS THAT DURING THE PANDEMIC, THAT WAS IN THE BEGINNING STAGES, THAT PEOPLE THAT WERE BEDRIDDEN, UH, I REMEMBER NEIL HAVING TO GO THROUGH THIS, WE HAD TO GO FIGURE OUT HOW, UH, THERE WAS NO PLAN TO GIVE VACCINES TO ANYBODY THAT COULD NOT GET OUT.
YOU KNOW, COULD NOT, WE, IN OTHER WORDS, THEY COULDN'T WALK.
AND THERE WAS NO AMBULANCES OR ANYTHING LINED UP TO DO IT.
SO IT ENDED UP, I THINK, NEIL, THAT WE ENDED UP WITH DOCTORS OR NURSES OR SOMEBODY GOING TO THE HOMES CUZ THERE WEREN'T THAT MANY OF 'EM.
BUT STILL, IT'S AN ISSUE THAT NEEDED TO BE ADDRESSED.
SO ON THAT PARTICULAR ONE, I MEAN, I, I RISK DEGENERATING THE ANECDOTES, BUT, UM, YEAH, SO THE WHOLE, THE WHOLE THING, I MEAN, YOUR, YOUR WORD CHAOTIC, I PROBABLY, IN FAIRNESS TO EVERYONE, THERE WAS NO WAY IT WOULDN'T HAVE BEEN CHAOTIC THE WAY ALL THAT STARTED.
AND IN TERMS OF COVID, NOW THAT THE SUPPLY OF VACCINE IS NOT AN ISSUE, I DON'T THINK WE HAVE TO WORRY ABOUT IT.
I GUESS REALLY YOUR QUESTION IS IF SOMETHING DIFFERENT LIKE THIS HAPPENED WHERE WE HAD ALL THE SAME, YOU KNOW, SUPPLY CONSTRAINTS AND EVERYBODY TRYING TO SCRAMBLE AND FIGURE OUT WHAT TO DO, WOULD WE, WHAT HAVE WE LEARNED FROM THE COVID EXPERIENCE THAT WE APPLIED? AND SPEAKING OF SPEAKING FOR OUR DISTRICT, I THINK THE MOST IMPORTANT THING WE LEARNED IS HOW TO INTEGRATE THE LOCALITIES AND THE HEALTH DISTRICT AND THE MAJOR MEDICAL PROVIDERS INTO SOMETHING THAT WAS PRETTY GOOD SYSTEM.
SO WE WENT FROM BEING BEHIND THE CURVE IN MAYBE JANUARY OF 21 TO BEING AHEAD OF THE CURVE BY APRIL, CAUSE OF THE WAY WE PULLED ALL THAT TOGETHER.
SO I THINK OUR MUSCLE MEMORY IS OF SOMETHING LIKE THAT HAPPENED AGAIN.
SO I WOULD LOOK TO WHAT IS THAT MODEL THAT WE DEVELOPED AND COULD WE, TO WHAT DEGREE COULD WE REPLICATE IT? SO I CAN SPEAK TO THAT.
UM, WE HAVE A, WHAT WE CALL OUR STRIKE TEAM, WHERE THEY COORDINATE COMMUNITY, UM, CLINICS AND SPECIFICALLY THE COVID VACCINATION CLINICS.
BUT, UM, AS FAR AS THE STRUCTURE THAT WE DEVELOPED DURING THAT TIME, NOW WE HAD SEVERAL NAMES FOR IT, BUT OPERATION VACCINATE
[00:40:01]
PENINSULA WAS THE, THE COORDINATE OF THAT.AND THAT WAS THE COORDINATION LED BY THE DISTRICT, MYSELF AND THE, THE DISTRICT, UM, COORDINATING THE LOCALITY LEADERSHIP WITH THE HEALTH SYSTEMS AND AS WELL AS THE UNIVERSITIES.
AND, UM, BASICALLY POOLING RESOURCES, UM, WHETHER IT BE ON, UM, ACTUAL STAFFING SITES, WHAT NEEDED TO BE DONE, AND MAKING SURE THAT WE HAVE SHARED COMMUNICATION AND HAVING SUBGROUPS THAT FOCUS ON DIFFERENT AREAS, UM, BEING VERY TACTICAL ABOUT OUR APPROACH.
SO WE HAVE MADE SURE TO MAINTAIN THAT COMMUNICATION.
I MAINTAIN COMMUNICATION WITH ALL OF THE, UM, EITHER CITY MANAGERS OR COMMUNITY HEALTH, UM, I'M SORRY, COUNTY HEALTH ADMINISTRATORS, UM, THE COUNTY, UM, ADMINISTRATORS LIKE, LIKE NEIL AND MAINTAINING THAT COMMUNICATION WITH HEALTH SYSTEMS. SO REALLY, I GUESS IF WE'RE TALKING ABOUT BEST PRACTICES, REALLY IT, IT BOILS DOWN TO COMMUNICATION.
AND, UM, LOOKING AT THE INFRASTRUCTURE THAT WE DEVELOPED, WHICH I'M VERY PROUD OF ACTUALLY, BECAUSE, UM, AS NEIL SAID, WE WERE ABLE TO VACCINATE, UM, A LOT OF PEOPLE IN A VERY QUICK AMOUNT OF, OF TIME AND BEING ABLE TO COORDINATE RESOURCES AND, UM, MOVING VACCINE WHERE WE NEEDED TO MOVE IT AT A TIME WHEN WE WERE, UM, CONSTRAINED BY RESTRICTIONS THAT WE HAD NO CONTROL OVER, UM, INCLUDING THE, THE UNIVERSITY'S EN LISTING, UM, SUPPORT, WHETHER THEY BE PHARMACY STUDENTS, NURSING STUDENTS.
SO THAT COLLABORATIVE EFFORT WAS SOMETHING THAT MADE US VERY SUCCESSFUL IN MAINTAINING THAT COMMUNICATION THROUGH STANDING PARTNERSHIPS LIKE THESE, UM, COMMUNITY PARTNERS, BUT ALSO WITH THE LOCALITIES AND THE HEALTH SYSTEMS HAS REALLY BEEN, UM, OUR, OUR GREATEST OR ONE OF OUR GREATEST, UM, SUCCESSES.
AND THAT, UM, WAS A CHALLENGE THAT, UM, NOT MANY OTHER HEALTH DISTRICTS REALLY HAD, UM, ESPECIALLY IN OUR REGION, EASTERN REGION.
WE, UM, TOOK THAT WHAT WAS ONCE SEEN AS A DISADVANTAGE BECAUSE WE HAVE SO MANY LOCALITIES AND WE ACTUALLY MADE IT A STRENGTH.
SO THAT'S SOMETHING THAT MADE US VERY SUCCESSFUL.
SPEAKING OF PARTNERSHIPS,
UM, BUT JUST ALSO WANTED TO, UM, POINT OUT OUR, UM, PARTNERSHIP WITH DEPARTMENT OF SOCIAL SERVICES, UM, THE LONG-TERM SERVICES AND SUPPORT PROGRAM, UM, AND ENSURING THAT THOSE SERVICES ARE, UM, AVAILABLE TO THOSE WHO NEED THAT KIND OF SUPPORT.
UM, WE DO PARTICIPATE AND PARTNER WITH DEPARTMENT OF SOCIAL SERVICES FOR THAT.
AND, UM, WE ALSO, UM, WORK IN COLLABORATION MOST RECENTLY, UM, WITH, UH, WILLIAMSBURG SUITES.
AND SO WE HAVE, UM, COLLABORATED, UM, ESPECIALLY, UH, WITH OUR ENVIRONMENTAL HEALTH MANAGER, MARY WAYNE WRIGHT, UM, SHARING INFORMATION BETWEEN FIRE BUILDING SAFETY SOCIAL SERVICES AND THE TREASURER TO ENSURE, UH, SAFE, UM, LIVING CONDITIONS, UM, FOR RESIDENTS, UM, WITHIN THE, THE COUNTY.
UM, I DID MENTION EARLIER THAT, UM, WE HAD AN INCIDENT THIS OCCURRED ON MARCH 9TH, WHERE WE WERE, UM, DISPLACED FROM OUR MAIN SITE.
AND SO WE DID RESUME SERVICES APPROXIMATELY SIX WEEKS, UM, AFTER THE INCIDENT.
SO, UM, THAT AGAIN WAS ANOTHER EXAMPLE OF COLLABORATIVE EFFORT, UM, BETWEEN US AND RIVERSIDE, UM, AS WELL AS OUR OTHER LOCALITY SITES, UM, THROUGHOUT THE DISTRICTS WHERE WE WERE ABLE TO, UM, REALLOCATE STAFF, UM, AND REDEPLOY THEM TO OTHER AREAS TO ENSURE CONTINUITY OF SERVICES.
SO ALL CRITICAL SERVICES WERE MAINTAINED THROUGHOUT, UM, WHICH, UH, WE WERE VERY FORTUNATE, UM, TO BE ABLE TO, TO DO THAT AGAIN.
UM, QUICK RESPONSE AND, UM, MAINTAINING COMMUNICATION.
UM, I THINK I'VE SENT MEMOS ALMOST EVERY OTHER DAY,
UM, AS MENTIONED EARLIER, OUR COMMUNITY HEALTH IMPROVEMENT PLAN OR CHIP, UM, IS ONGOING.
THAT IS THE LINK TO THE WEBPAGE, UM, FOR THOSE WHO ARE INTERESTED IN LOOKING AT THE HEALTH ASSESSMENT THAT FRAMES THE IMPROVEMENT PLAN
[00:45:01]
THAT WE ARE WORKING ON.LASTLY, UM, WE ARE, UM, SLATED TO RELOCATE TO A NEWLY RENOVATED SITE, UM, ON J CLYDE ACTUALLY CLOSER TO 64.
SO WE'LL ACTUALLY BE CLOSER TO YORK COUNTY.
AND SO THAT TENTATIVE, UM, MOVE IS SLATED FOR LATE SUMMER, EARLY FALL OF THIS YEAR.
SO IT'S COMING FAIRLY QUICKLY.
AND SIMILAR TO WHEN WE HAD TO, UM, TO, UH, RELOCATE, UM, DUE TO THE VEHICULAR INCIDENT, WE ANTICIPATE, UM, ENSURING CONTINUITY OF SERVICES DURING THAT TIME WHEN WE ARE RELOCATING.
LASTLY, FUTURE INITIATIVES, UM, WE ARE, UM, WORKING WITH RIVERSIDE HEALTH SYSTEM TO, UM, DEVELOP SOME HEALTHCARE, UM, HEALTH FAIR EVENTS.
AND SO THAT'S GONNA BE THROUGHOUT THE PENINSULA.
UM, ALSO PARTLY THROUGH OUR, OUR PROJECT LEAD EFFORTS, WE ARE ALSO LOOKING AT, UM, DEVELOPING REVIVE TRAINING FOR RESIDENT ASSISTANTS AND STUDENTS AT WILLIAM AND MARY.
AND THEN LASTLY, FOOD HANDLERS CLASSES.
UM, WE'VE BEEN DOING THAT IN, UM, JAMES CITY COUNTY, UM, BEEN TRAINING ABOUT 40 TO 50 EMPLOYEES.
SO ESSENTIALLY WE WANT TO PROVIDE THAT, UH, THAT SERVICE AND THAT OPPORTUNITY TO, UM, YOUR COUNTY EMPLOYEES AS WELL, CONDUCTING FOOD SERVICE OPERATIONS.
AND, UM, ESSENTIALLY, YOU KNOW, THE, THE OBJECTIVE OF ME COMING HERE WAS REALLY TO JUST, UM, INTRODUCE NOT ONLY MYSELF, BUT ALSO, UM, REINTRODUCE YOU ALL TO THE HEALTH DEPARTMENT, UM, TO LET YOU KNOW THAT WE'RE HERE AND THAT WE'RE OPEN TO, UM, COLLABORATING AND, AND COMMUNICATING AND, UM, LOOKING FORWARD TO HAVING YOUR, YOUR SUPPORT AS WE HAVE, UM, IN THE PAST TO BE SUCCESSFUL IN JUST ENSURING, UM, A HEALTHIER COMMUNITY FOR, FOR YOUR COUNTY RESIDENTS.
SO WHATS THAT? YEAH, YOU'RE, UM, WELL, YOU'RE VERY IMPORTANT TO THE COUNTY AND TO THE PENINSULA AND TO, AND WITH ALL THE CITIZENS ON THE PENINSULA AND, UH, YOUR PROGRAM OVER THE YEARS, UM, IT'S, YOU KNOW, IT'S BEEN, IT'S HAD TO GO, IT'S GONE, HAS HAD TO GO THROUGH A STRESS TEST AND, AND NOW WE'RE COME OUT THE OTHER SIDE AND, UH, I, YOU KNOW, I WAS IN THE MILITARY, WE JUST HAD THE LESSONS LEARNED, RIGHT? WE, YOU DO A HOT WASH AND YOU FIND OUT WHAT, WHAT COULD YOU HAVE DONE BETTER? WHAT, WHAT NEEDED TO BE IMPROVED? AND, UM, THE ONE THAT I HIT, I MAY HIT ON IS COVID 19, BECAUSE THAT'S THE, THE, THE, THE LATEST AND THE BIGGEST THING.
UM, AND SO I'M, I'M VERY PLEASED THE WAY THAT THAT'S TURNED OUT.
AND WE'VE GOT IT BASICALLY UNDER CONTROL, BUT I WANT TO THANK YOU VERY MUCH FOR TAKING THE TIME TO COME DOWN HERE.
UM, HOW DO YOU PRONOUNCE YOUR LAST NAME? I KEEP DWAK.
DO YOU ACTUALLY USE THE D IN IT? D YES.
OH, I JUST WANNA MAKE SURE, DOCTOR, DOES ANYBODY ELSE HAVE ANY QUESTIONS OR COMMENTS? GO AHEAD.
SO MY QUESTION IS, I WOULD IMAGINE THAT THE, UH, FINANCIAL HEALTH DISTRICT HAVE CHALLENGES AND ISSUES THAT ARE COMMON TO OUR NEIGHBOR HEALTH DISTRICTS.
CAN YOU GIVE US A 62ND FLYOVER OF HOW YOU ALL COLLABORATE AND WORK WITH THEIR NEIGHBOR AND HEALTH DISTRICT'S HOME ON THOSE ISSUES? SO YOU HAVE A BIGGER COLLABORATIVE, UM, SUCCESS STORY THAN RATHER EVERYBODY JUST DOING THEIR OWN THING? SO OBVIOUSLY AS, AS A MULTI-JURISDICTIONAL HEALTH DISTRICT, IT'S IMPORTANT THAT THE COLLABORATION IS INTERNAL AND THAT WE ARE ALL ON THE SAME PAGE.
SO THAT MEANS BRINGING TOGETHER THE, THE LOCALITIES.
UM, BUT WITHIN BDH WE DO COLLABORATE.
UM, WE HAVE REGIONAL SUPPORT, UH, FOR CERTAIN AREAS, SPECIFICALLY OUR EMERGENCY RESPONSE AND, UM, OUR, UH, DISEASE SURVEILLANCE, UH, UNIT, OUR EPIDEMIOLOGY UNIT.
SO WE DO HAVE REGIONAL SUPPORT THERE, BUT AS FAR AS THE COMMUNICATION BETWEEN THE DISTRICTS AS DISTRICT DIRECTORS, MY COUNTERPARTS AND I, WE DO, UM, MEET UP AND WE DO CONVENE TO PROVIDE UPDATES OF WHAT'S GOING ON ON THIS SIDE OF THE WATER ON THE SOUTH SIDE, UM, IDENTIFYING WHETHER THERE'S PATTERNS OF, YOU KNOW, WHETHER WE'RE LOOKING AT DISEASE PATTERNS, HEALTH OUTCOMES, OR EVEN IF IT'S AN ISSUE OF STAFFING ISSUE, DIFFERENT THINGS LIKE THAT.
SO, UM, THROUGH THAT ONGOING COMMUNICATION, IT ALLOWS US TO PROVIDE SUPPORT, UH, WHEN NEEDED, UM, SHARE INFORMATION.
AND THEN ALSO IF THERE NEEDS TO BE A, UM, COLLABORATIVE OR CONJOINT EFFORT WHERE WE NEED TO JOIN FORCES TO THEN TAKE OUR CONCERNS HIGHER UP TO, TO RICHMOND OR TO THE STATE, THEN WE KIND OF HAVE MORE OF A, A COHESIVE UNIT, UM, REPRESENTING
[00:50:01]
THE, THE WHOLE REGION, THE EASTERN REGION.AND, AND THAT'S THE NAME OF THE REGION THAT THE PENINSULA HEALTH DISTRICT IS THE EASTERN REGION? YES.
SO THAT INCLUDES OUR, UH, DISTRICT, HAMPTON, NORFOLK, UM, PENINSULA, CHESAPEAKE BEACH, CHESAPEAKE CHESAPEAKE, VIRGINIA BEACH.
AND THEN WHAT WE CALLED WESTERN TIDEWATER INCLUDES SUFFOLK AND ALL RIGHT.
SO G RAPIDLY SOUTHEASTERN VIRGINIA.
OKAY, CHAD, MY QUESTION WAS THIS, AND YOU HAD PUT A LITTLE BLIP IN THERE ABOUT REFUGEE AND NEW ARRIVAL.
UH, SEEMS LIKE EVERY DAY WHEN I TURN ON THE TV, THERE'S A INFLUX OF NEW ARRIVALS COMING FROM THE SOUTHERN BORDER.
WHAT ARE WE DOING TO REACH OUT TO THAT COMMUNITY TO MAKE SURE THAT, UH, THEY ARE RECEIVING, UH, THE SAME VACCINATIONS THAT EACH OF US HAVE HAD, UH, MY KIDS HAVE HAD, UH, TO MAKE SURE THAT THEY ARE TAKEN CARE OF, AND THAT, UH, THEY'RE IN AN OUTBREAK OF SOME DISEASE THAT WE HAD HAD STAMPED OUT IN THE UNITED STATES OR IN THIS AREA, UH, THAT'S BEING BROUGHT IN, UH, BY A REFUGEE OR UNDOCUMENTED, UM, MIGRANT.
SO HOW WE RECEIVE INFORMATION, NUMBER ONE, UM, I BELIEVE IT'S CATHOLIC CHARITIES MM-HMM.
UM, DEPENDING ON THE, THE ISSUE OR THE STATUS, SOMETIMES THE, THE STATE VDH WILL LET US KNOW, OKAY, THIS IS WHAT WE'RE SEEING IN INFLUX.
UM, SO WE STAY INFORMED AND WE STAY, YOU KNOW, PREPARED OBVIOUSLY TO MAKE SURE THAT THERE'S SPACE, YOU KNOW, CLINIC SPACE, UM, SCHEDULING TO ACCOMMODATE.
UM, WE DO HAVE A PRETTY STRONG COMMUNITY HEALTH NURSING PROGRAM WHERE NURSES AT PUBLIC HEALTH NURSES ACTUALLY GO OUT INTO THE COMMUNITY.
UM, WE UTILIZE THAT, ESPECIALLY WITH SOME OF OUR TB PATIENTS THAT AREN'T ABLE TO COME IN AND WE NEED TO ENSURE THAT THEY'RE GETTING THEIR, THEIR TREATMENT AND THAT THEY'RE COMPLYING.
SO, UM, OUR PUBLIC HEALTH NURSES, UH, WE HAVE A STRONG CADRE OF, OF PUBLIC HEALTH NURSES AND, UM, BELIEVE, UH, NURSING WEEK IS COMING NEXT WEEK.
BUT, UM, YOU KNOW, THAT'S PRIMARILY HOW WE, UM, YOU KNOW, IDENTIFY THOSE AREAS.
AND, AND AGAIN, THE, THE COMMUNITY PARTNERSHIPS ARE REALLY, ARE REALLY CRITICAL, JUST LETTING THEM KNOW THAT WE DO HAVE THAT SERVICE.
SO, UM, THEY DON'T HAVE TO LOOK AND SEEK, UM, CLINICAL CARE AND SERVICES.
AND SO, UM, THE VACCINES AND EVERYTHING THAT, THAT WE RECOMMEND AND PROVIDE IS IN, IS IN CONCERT WITH, WITH WHAT IS REQUIRED, UM, BY, BY THE STATE.
IS THIS POPULATION PRETTY AGREEABLE ON COMING IN OR ARE THEY RELUCTANT OR WHAT DO YOU SEE IN THERE? OR DO YOU THINK WE'RE JUST MISSING THEM? UM, I DON'T BELIEVE WE'RE NECESSARILY MISSING THEM.
I THINK WE'RE DOING A VERY GOOD JOB AT, YOU KNOW, WHEN WE IDENTIFY THEM AND THEN MAKING SURE THAT, UM, WHATEVER SERVICES THEY NEED, WHETHER IT'S TRANSLATION SERVICES ARE PROVIDED TO THEM, UM, OUR ELIGIBILITY, UM, SUPPORT STAFF, THEY'RE VERY GOOD AT MAKING SURE THAT, UM, PEOPLE KNOW WHAT SERVICES WE PROVIDE, WHAT SERVICES ARE ACCESSIBLE TO THEM, AND LINKING THEM AS NEED BE, WHETHER IT'S THROUGH A LOCALITY DEPARTMENT OF OF SOCIAL SERVICES OR IF IT'S A NONPROFIT OR, OR WHATEVER.
SO, UM, OUR ELIGIBILITY STAFF IS VERY GOOD AT IDENTIFYING, UM, THOSE AREAS ARE OUR POPULATION HEALTH, UM, TEAM, THEY'RE VERY GOOD AT PROVIDING THE EDUCATION AND THE OUTREACH TO COMMUNITIES, TO, UM, COMMUNITY PARTNERS THAT MAY, MAY PROVIDE RESOURCES TO THAT, THAT POPULATION.
SO AGAIN, KIND OF EXTENDING OUR, UM, VISIBILITY WITHIN THAT POPULATION BECAUSE SOME, SOME IN THAT POPULATION AREN'T GOING TO SEEK OUT, UH, SERVICES PER SE, ESPECIALLY IF THEY DON'T KNOW THAT THEY'RE ELIGIBLE OR THAT THEY'RE THERE.
SO, UM, WE DO A VERY GOOD JOB AT MAINTAINING THAT CONNECTION WITH THOSE COMMUNITY PARTNERS THAT WE KNOW DO HAVE A CONNECTION WITH, WITH THAT DEMOGRAPHIC.
SHEILA, YOU GOT ANYTHING? I'M JUST GONNA SAY THANK YOU SO MUCH.
YOU HAD QUITE A PREPARED STATEMENT TO MAKE AND IT WAS IN DEPTH AND MOST APPRECIATED.
THAT WAS THE E MINNA, IS IT MINNA OR MINA? I PRONOUNCE IT DU GU, BUT I KNOW SOME PETER DU MINA, WHICH IS, IS FINE.
WELL NOW I'LL NEVER FORGET IT.
WELL THANK YOU VERY MUCH FOR TAKING THIS TIME AND WE APPRECIATE THE BRIEFING.
[2* Sherriff's Update. Receive presentation from Sheriff Ron Montgomery. ]
WE'LL BE OUR SHERIFF, RON MONTGOMERY.[00:55:01]
PLEASE OUR SHERIFF MONTGOMERY COULD PLEASE COME TO THE TABLE.OH, A DELEGATE CORDOZA HERE EARLIER AND HE, WE HAD ANOTHER MEETING.
I COULDN'T, I DIDN'T SEE FIRST I APOLOGIZE.
WELL, THANK YOU FOR HAVING ME HERE.
UH, ONE OF THE GOALS THAT I HAD, UH, AFTER I BECAME THE SHERIFF ON JANUARY THE FIRST WAS TO MEET WITH THE BOARD OF SUPERVISORS ON A FAIRLY REGULAR BASIS AND GIVE YOU AN UPDATE ON SOME OF THE THINGS THAT WE'RE DOING WITHIN THE AGENCY AND BE ABLE TO ANSWER ANY QUESTIONS THAT YOU HAVE ABOUT IT.
SO I'M NOT GONNA GO BACK TO 48 YEARS OF EXPERIENCE.
AND RIGHT AFTER I BECAME THE SHERIFF, UH, WE HAD THE, THE TRAGEDY AT THE RICH NECK ELEMENTARY SCHOOL IN NEWPORT NEWS.
SO I RECEIVED A LOT OF PHONE CALLS FROM THE CITIZENS ABOUT WHAT CAN WE DO TO MAKE OUR SCHOOLS SAFER, OBVIOUSLY CONCERNED PARENTS.
AND IN YORK COUNTY, AS I'M SURE YOU KNOW, WE HAVE SCHOOL RESOURCE OFFICERS IN THE HIGH SCHOOLS, IN THE MIDDLE SCHOOLS ONE NIGHT IN THE 10 ELEMENTARY SCHOOLS.
SO I REACHED OUT TO THE SCHOOL DIVISION, DR.
SHANDOR, AND WE STARTED TALKING.
WE HAVE A SCHOOL SECURITY TEAM THAT, UM, I THINK IS SECOND TO NONE IN THE AGENTS IN THE AREA AS FAR AS THE, UH, THE PLANS THAT WE GO THROUGH.
AND I COULD, I COULD TALK FOR AN HOUR ABOUT THAT, BUT WHAT COULD WE DO TO ENHANCE IT? SO THE FIRST THING THAT I'VE DONE IS ON THE DAY SHIFT, I INCREASE THE NUMBER OF PEOPLE ON THE DAY SHIFT, UM, THROUGH, UH, MANIPULATING THE PATROL DIVISION IN SOME, IN A FEW WAYS, AND ENCOURAGING THE DEPUTIES TO GO TO THE ELEMENTARY SCHOOLS AND ACTUALLY GET OUT OF THE VEHICLES, GO INTO THE OFFICE, INTRODUCE THEMSELVES, GO UP AND DOWN THE HALLS AS TIME ALLOWS, UH, AND ACTUALLY INTERACT WITH THE KIDS AS FAR AS READING WITH THEM OR BEING OUT ON THE PLAYGROUND WITH THEM.
AND TO SHOW THAT I WAS SERIOUS ABOUT IT, MYSELF AND DR.
SHANDOR ACTUALLY STARTED THE PROGRAM AND WENT TO ALL 10 ELEMENTARY SCHOOLS AND READ TO THE FIRST THROUGH THE FOURTH GRADERS.
AND BE HONEST, UH, I GOT TO THE POINT WHERE I ENJOYED BEING WITH THE KIDS MORE THAN MOST OF THE ADULTS THAT I WAS AROUND ON A REGULAR BASIS.
BUT THE DEPUTIES HAVE FOLLOWED THROUGH WITH THAT.
I THINK YOU'VE SEEN SOME OF THAT IF YOU FOLLOW OUR FACEBOOK PAGE, UH, NOT ONLY DO WE ENCOURAGE IT, BUT WE PROMOTE IT WHEN THEY DO THAT.
UM, ONE OF THE INTERESTING FIRST, UM, SOME OF THE FEEDBACK I GOT INITIALLY WAS CONCERNED PARENTS WONDERING WHY THERE WERE SO MANY POLICE CARS AT SCHOOL.
SO IT TOOK 'EM A LITTLE WHILE TO GET USED TO THAT.
NOW IT'S KIND OF FLIPPED AROUND AND WHEN THEY DON'T SEE 'EM FOR AN HOUR OR SO, THEY WANT TO KNOW AS WELL AS INTER AS AS GOING INTO THE CLASSROOMS AND READING TO 'EM.
WE ALSO WORKED OUT A PROGRAM WITH THE SCHOOL DIVISION WHERE THEY CAN EAT BREAKFAST WITH THEM OR EAT LUNCH WITH THEM.
UH, AND THE KIDS LOVE THAT WHEN THE DEPUTIES COME IN AND EAT LUNCH WITH THEM.
AND WHEN YOU ASK 'EM WHAT'S THE BEST DAY, THEY ALL TELL YOU FRIDAY THE SCHOOL DIVISION MUST HAVE PRETTY GOOD PIZZA ON FRIDAY, BECAUSE THAT'S WHAT THEY ALL TELL ME WHEN THEY, THEY TELL ME THAT'S THE DAY TO COME.
I DEFINITELY DON'T EAT GRILLED CHEESE.
BUT ANOTHER THING THAT I'VE DONE IS I'VE ASKED THEM IF YOU HAVE A REPORT TO WRITE PARK IN FRONT OF THE SCHOOL TO DO THAT SO THAT YOU'RE MORE VISIBLE.
SO THAT'S BEEN WELL RECEIVED BY THE COMMUNITY, UH, UP TO THIS POINT IN TIME.
I'M, I'M SORRY, I DIDN'T QUITE UNDERSTAND IT.
IF YOU HAVE A WHAT? A REPORT TO WRITE, UH, THE DEPUTY? YEAH.
BECAUSE WE WRITE THE REPORTS FROM THE VEHICLES.
SO INSTEAD OF PARKING, YOU KNOW, SOME OBSCURE PLACE, WE'RE NOW DOING IT IN FRONT OF THE ELEMENTARY SCHOOL SO THAT WE'RE MUCH MORE VISIBLE.
AND THAT SEEMS TO HAVE HAD A POSITIVE EFFECT.
I'VE GOTTEN A LOT OF POSITIVE FEEDBACK FROM THE SCHOOL DIVISION AND THE PARENTS ABOUT SEEING THE DEPUTIES ON CAMPUS AND DOING THOSE TYPES OF THINGS.
UM, THE SECOND THING THAT REALLY POPPED UP WAS I BECAME VERY AWARE THROUGH SOME ACQUAINTANCES THAT I HAVE ON THE CITIZENS ADVISORY COMMITTEE FOR THE SHERIFF'S OFFICE AND SOME OF MY EMPLOYEES THAT WE HAVE A, A LARGER SPECIAL NEEDS COMMUNITY THAN I REALLY REALIZED.
I LEARNED THAT WE HAVE ALMOST A THOUSAND KIDS IN THE SCHOOL DIVISION THAT, UM, HAVE SOME TYPE OF AUTISM OR HAVE BEEN DIAGNOSED WITH THAT.
AND I'VE LEARNED THAT IF YOU SAY THAT SOMEONE'S AUTISTIC, IT'S LIKE SAYING YOU LIVE IN HAMPTON ROADS.
IT'S NOT VERY SPECIFIC BECAUSE THERE'S SO MANY DIFFERENT WAYS THAT THESE, UH, SITUATIONS PRESENT THEMSELVES.
SO I REACHED OUT TO THE AUTISM SOCIETY OF, UH, VIRGINIA, THE NORFOLK DIVISION.
I MET A WOMAN BY THE NAME OF NICOLE MILLER.
AND WE STARTED DOING TRAINING FOR THE DEPUTIES AND WE'VE HAD FOUR OF 'EM SO FAR.
AND WHAT HAPPENS AT THE END OF EACH FOUR HOUR TRAINING CLASSES, THE DEPUTIES ARE GIVEN A BAG BY THE AUTISM SOCIETY AND INSIDE THE BAG THERE ARE HEADPHONES AND THERE ARE SQUEEZE TOYS.
THESE ARE THINGS THAT IF YOU ARE DEALING WITH AUTISTIC PEOPLE THAT YOU CAN USE TO HELP THEM GET THROUGH THEIR SO-CALLED MELTDOWN.
[01:00:01]
UM, NOT SO MUCH MAYBE IN YORK COUNTY, BUT IF YOU WERE IN A BIG CITY AND YOU WEREN'T USED TO IT, THAT CAN CAUSE AN ISSUE.UM, I WAS INVOLVED IN A PODCAST RIGHT WHEN WE GOT INVOLVED WITH, UH, WHEN WE STARTED THIS AND THERE WAS A, THE SAN FRANCISCO POLICE CHIEF HAS AN AUTISTIC SON AND THERE WAS A POLICE CHIEF FROM THE NORTHERN UNITED STATES THAT HAD LIKE 12 DEGREES.
BUT THE REALLY INTERESTING PERSON WAS A 32 YEAR OLD MALE THAT WAS A PART OF THIS WHO HAD HAD SOME NEGATIVE CONTACT WITH LAW ENFORCEMENT AND HE WAS THERE TO TRY TO HELP EDUCATE HIM.
ONE OF THE THINGS HE TALKED ABOUT IS IF HE BECAME OVERWHELMED, HE WOULD SIT DOWN ON A SIDEWALK AND START TO POUND HIS FIST INTO THE CONCRETE.
WELL, OBVIOUSLY LAW ENFORCEMENT'S PROBABLY GONNA GET CALLED IN A SCENARIO LIKE THAT.
AND IT'S VERY EASY TO MISINTERPRET WHAT'S GOING ON HERE IF YOU HAVEN'T HAD THE TRAINING, BECAUSE THE LAST THING THAT THEY TEACH YOU THAT YOU WANT TO DO IN THAT SITUATION IS TO GET IN THEIR SPACE OR GO HANDS ON WITH THEM, CUZ THAT CAN HELP ESCALATE THE PROBLEM.
AND THEY'RE REALLY NOT TRYING TO HURT YOU, BUT THEY REALLY DON'T UNDERSTAND WHAT THEY'RE DOING.
SO THIS TRAINING HAS REALLY BEEN UNDERSTANDING.
IT'S BEEN WELL HAS BEEN GREAT'S BEEN WELL RECEIVED BY THE AGENCY.
AND ONE OF THE SUCCESS STORIES IS ABOUT THREE DAYS AFTER ONE OF MY FEMALE DEPUTIES HAD RECEIVED THIS TRAINING, SHE RECEIVED A CALL TO GO TO THE UPPER END OF THE COUNTY.
THERE WAS A NON-VERBAL AUTISTIC MALE THAT WAS HAVING A MELTDOWN.
LARGE GENTLEMAN TWICE THE SIZE OF THE DEPUTY.
AND USING THE TRAINING THAT SHE HAD, SHE WAS ABLE TO DEESCALATE THE SITUATION AND HAVE THIS INDIVIDUAL ACTUALLY WALK OUT TO THE CAR AND GET IN THE VEHICLE WITH HER AND BE ABLE TO GO TO THE HOSPITAL AND RECEIVE SOME TREATMENT.
AND SHE ATTRIBUTED TO THAT, DIRECTLY TO THE TRAINING THAT SHE HAD HAD.
UH, A SECOND POSITIVE THING HAS REALLY COME OUT OF THAT AS PART OF THAT BAG THAT WE GOT IS A LITTLE BOARD THAT'S GOT ALL THESE SYMBOLS ON IT THAT PEOPLE THAT ARE AUTISTIC USE TO BE ABLE TO COMMUNICATE IF THEY'RE NONVERBAL.
WELL, ONE OF OUR TRAINING MANAGERS WITHIN THE AGENCY ASKS THE WOMAN FROM THE AUTISM SOCIETY, WHAT ABOUT IF WE HELPED WORK ON ONE THAT WE COULD CARRY SO THAT IF WE STOPPED YOU IN YOUR DRIVING A VEHICLE AND YOU'RE AUTISTIC AND YOU'RE NON-VERBAL, WE COULD POINT TO A PICTURE OF A DRIVER'S LICENSE OR REGISTRATION OR OTHER SYMBOLS THAT WOULD BE ABLE, WE WOULD BE ABLE TO COMMUNICATE WHAT WE'RE ASKING FOR.
AND THEY HAD NEVER HEARD OF THAT BEFORE AND WE ARE NOW CURRENTLY INVOLVED WITH THAT.
UH, ANOTHER BYPRODUCT OF THIS TRAINING IS WE HAVE DEVELOPED MAGNETS NOW THAT HAVE THE INFINITY SIGN.
AND ONE SIDE OF THE MAGNET WITH THE OFF INFINITY SIGN HAS THE SHERIFF'S OFFICE BADGE, AND THE OTHER SAYS, AUTISM ACCEPTANCE.
AND IF YOU PUT 'EM ON THE REAR OF THE VEHICLE, THEN IF A DEPUTY STOPS YOUR CAR AND SEES THAT, THEN HE KNOWS THAT, OR SHE KNOWS THAT WE'RE DEALING WITH SOMEONE WHO'S EITHER DRIVING THE CAR THAT'S AUTISTIC OR IN THE VEHICLE.
AND WE ALSO COLLABORATED WITH THE 9 1 1 CENTER.
WE ALREADY HAD A HEADS UP PROGRAM, BUT IN COLLABORATION WITH PRESENTING THESE DECALS, WE ALSO MADE A, A PUBLIC AWARE THAT IF YOU WANTED TO VOLUNTARILY CALL IN TO THE NINE ONE ONE CENTER, IF YOU WERE 18 YEARS OLD, AGE OLDER, YOU COULD PROVIDE YOUR OWN INFORMATION WHERE YOU LIVED, WHAT YOUR PARTICULAR AUTISM IS, AND THE SIGNS OF IT.
OR IF YOU WERE A PARENT THAT HAD A CHILD YOU COULD CALL IN, DO THAT.
AND WE'VE HAD TREMENDOUS SUCCESS WITH THAT.
AND I ALSO, WHEN WE ADVERTISED THE MAGNETS, THERE WAS A SUGGESTION PROVIDED ON OUR FACEBOOK PAGE, WELL, IF WE CAN'T GET TO THE OFFICE ON A REGULAR BASIS, WOULD YOU DELIVER 'EM? I SAID, WELL, I'LL, I'LL HAVE THE DEPUTIES DELIVER A COMPLAINT FORM IF YOU NEED IT.
SO WHY WOULDN'T I DO THE MAGNETS? SO WE'VE, UH, WE'VE GIVEN OUT PROBABLY CLOSE TO A HUNDRED OH, OF THOSE.
UM, AND, AND ONE OTHER THING THAT'S INTERESTING IS I UNDERSTAND THAT THE CHIEF OF POLICE IN VIRGINIA BEACH SAW ONE OF OUR MAGNETS ON THE REAR OF A CAR OVER THERE.
AND NOW THEY'RE LOOKING TO DO THAT SAME PROGRAM.
SO IT'D BE NICE THAT IT WOULD, THIS PROGRAM WOULD EXPAND.
BUT FOLLOWING ON THAT, UM, WHEN WHILE WE WERE DEALING WITH THE AUTISM, I HAD A FRIEND COME TO THE OFFICE, AND I HADN'T SEEN HIM IN YEARS, BUT TO MAKE A LONG STORY SHORT, HE HAD PARKINSON'S DISEASE.
I ASKED HIM THE SAME QUESTION I ASKED OF AUTISM, FOUND OUT THAT THERE WAS SOME THINGS THAT WE NEEDED, SO WE'RE TO LEARN ABOUT THAT.
SO NOW WE'RE GONNA INCORPORATE THAT TRAINING IN AS WELL.
SO THE DEPUTIES WOULD UNDERSTAND THAT.
SO I'M, WE'RE BECOMING MORE AWARE OF THE SPECIAL NEEDS COMMUNITY, UM, AND WHAT WE NEED TO DO TO SERVICE THEM AND TO DO IT IN A SAFE MANNER.
SO I'M REALLY HAPPY THAT WE'RE, WE'RE GETTING INVOLVED WITH THAT.
RON, YOU MIGHT WANT TO, UH, CHECK OUT THE NEW HORIZONS.
I THINK IT'S UP TOWARDS THE UP THE ONES UP, UH, THE WILLIAMSBURG AREA.
AND THEY HAVE, UM, UM, THAT, THAT'S WHERE WHEN
[01:05:01]
THEY HAVE A CHILD THAT THAT'S IN SCHOOL THAT'S HAVING A PROBLEM, IT'S AUTISTIC.THEY TAKE 'EM UP THERE AND THEY GET 'EM SORTED OUT THROUGH, UH, VARIOUS TECHNIQUES.
AND, UH, THAT MIGHT BE ABLE TO PROVIDE SOME ALSO ADDITIONAL INSIGHT BECAUSE THEY, THEY HAVE A, I MEAN, PEOPLE UP THERE, I'VE SEEN 'EM TAKE A, LITERALLY A CHILD THAT'S GONE YET PHYSICALLY, YOU KNOW, AND IT COULD BE A BIG CHILD TOO, RIGHT? MM-HMM.
SO THEY'LL TAKE 'EM INTO ANOTHER SPECIAL ROOM.
THEY GET THESE SPECIAL ROOMS DESIGNED AND PUT 'EM, LET 'EM GET IN THERE, LET 'EM WORK IT ALL OUT, YOU KNOW, SCREAM, HOLLERING, AND THROW A FIT, WHATEVER.
AND THEN THEY CALM DOWN AND, AND, AND THEY'RE VERY PROFESSIONAL AT HOW THEY, THEY HANDLE IT.
BUT I JUST, WHEN YOU LOOK AT THAT, YOUR DESCRIPTION WAS, UH, JUST BROUGHT THAT TO MY MIND.
UH, THE, ANOTHER THING THAT WE'VE ENHANCED IS THROUGH COMMUNITY SERVICES, THE TRAINING THAT WE'RE PROVIDING AND THE SERVICES TO THE COMMUNITY.
PROBABLY THE TWO MOST POPULAR CLASSES WE HAVE RIGHT NOW ARE CRAZE, WHICH IS CIVILIAN RESPONSE TO ACTIVE SHOOTER EVENTS.
AND OUR GUN SAFETY COURSE, WHICH WE'VE MODIFIED A LITTLE BIT BECAUSE OF THE EVENT THAT HAPPENED OVER AT BRIDGE NECK ELEMENTARY SCHOOL.
SO CRAZE, UH, IS TAUGHT BY, UH, A DEPUTY BY THE NAME OF MATT OVERTON.
AND I KNOW THAT MR. MORGAN'S FAMILIAR WITH HIM.
HE RETIRED FROM THE NEWPIN POLICE DEPARTMENT.
AND LAST YEAR I SPECIFICALLY ASKED FOR, IN OUR BUDGET MONEY TO HIRE HIM AS A WORKS REQUIRED.
I MET MATT SEVERAL YEARS AGO WHEN HE WAS ASSIGNED TO THE FBI JOINT TERRORISM TASK FORCE.
AND HE WAS GIVEN THE AWESOME RESPONSIBILITY OF COMING UP WITH A MOCK DISASTER AT BUSH GARDENS.
UH, THE DISASTER WOULD BE THAT THERE WAS AN ACTIVE SHOOTER EVENT.
TERRORIST EVENT WOULD OCCUR ON JULY 4TH AT BUSH GARDENS WITH A POPULATION OF ABOUT 30,000 PEOPLE.
YOU CAN IMAGINE THE THE ISSUES THAT, THAT WOULD PRESENT.
AND WE HAD TO, HE HAD TO COORDINATE ALL THE WAY FROM THE FBI DOWN TO LOCAL AGENCIES.
YOU KNOW, THIS WAS ABOUT A TWO OR THREE DAY EVENT.
I WAS IMPRESSED WITH HIM, AND I MADE UP MY MIND IF I HAD THE OPPORTUNITY THAT I WAS GONNA STEAL HIM, WHICH I DID.
SO HE NOW WORKS FOR US, AND HE'S DOING THESE CRAZE CLASSES.
CRAZE CAME FROM, UH, TEXAS TECH UNIVERSITY IN THE EARLY TWO THOUSANDS.
ORIGINALLY, THEY DEVELOPED A PROGRAM CALLED ALERT, WHICH IS ADVANCED LAW ENFORCEMENT RAPID RESPONSE TRAINING.
IT BECAME THE STANDARD FOR RESPONDING TO ACTIVE SHOOTER EVENTS ACROSS THE COUNTRY.
FORTUNATELY, I GUESS THEY WERE ALL, THE ALDI POLICE DEPARTMENT IN TEXAS MUST NOT HAVE PAID MUCH ATTENTION TO THE COURSE, BECAUSE THAT WAS A DISASTER AND SET LAW ENFORCEMENT BACK ABOUT 20 YEARS.
BUT THE CRAZE CLASS DOESN'T, A LOT OF PEOPLE HAVE THE MISCONCEPTION THAT IT WOULD TEACH YOU, YOU KNOW, HOW TO TAKE OUT AN ACTIVE SHOOTER.
I KNOW MR. RON, I BELIEVE, HAS, HAS SAT THROUGH THE CLASS.
IT ESSENTIALLY TEACHES YOU TO TRUST YOUR OWN SENSES, YOUR SIXTH SENSES, AND GET YOU POTENTIALLY AWAY FROM AN ACTIVE SHOOTER EVENT.
AND WE'VE GOTTEN AMAZING RESPONSE FROM, WE'VE TAUGHT AT THE CHURCHES.
WE'VE TAUGHT AT SOME OF THE COUNTY, UH, DIVISIONS HERE WITHIN, WITHIN YORK COUNTY, AND WE HAVE A WHOLE LOT MORE SCHEDULED.
SO I WOULD ENCOURAGE YOU IF YOU HAVE THE OPPORTUNITY TO TAKE THAT CLASS.
COUPLE COUPLE OF TAKEAWAYS FROM THAT CLASS FOR ME WAS THE IMPORTANCE OF SITUATIONAL AWARENESS AND HOW YOUR DEPUTY, YOU JUST SAID HIS NAME UP, FORGET OVER 10, EXPLAIN HOW A NORMAL PERSON KIND OF SHUTS DOWN AND TUNNEL VISION KICKS IN.
SO ANY ANYBODY TAKES THAT COURSE IS GONNA LEARN THAT AND BE BETTER PREPARED IF HEAVEN PREPARED THEY'RE EVER IN THAT SITUATION.
WE WANT SCHEDULE TWO IS TWO OR THREE A MONTH.
IS HE THE ONE THAT TEACHES ALSO, YOU GO INTO A ROOM AND, AND YOU LOOK WHERE THE EXITS ARE? OH, YES.
HE, HE, HE'LL, HE'LL RUN YOU THROUGH THE WHOLE GAMUT.
IN OUR GUN SAFETY COURSE THAT WE'VE DONE FOR YEARS, UM, WE'VE ADDED A, A, A PHASE OF THAT WHERE WE TALK ABOUT NOT ONLY GUN SAFETY IF YOU'RE A NEW GUN OWNER OR IF YOU HAD ONE FOR A LONG TIME, BUT WE ALSO TALK ABOUT GUN SAFETY STORAGE.
NOT ALLOWING YOUR CHILDREN TO HAVE ACCESS TO GUNS.
PART OF THAT CAME FROM RIGHT AFTER I BECAME THE SHERIFF.
I DID A SURVEY, UH, ABOUT LARCENY FROM VEHICLES, BECAUSE THAT IS OUR NUMBER ONE CRIME IN YORK COUNTY.
IT HAS BEEN FOR YEARS, BUT 93% OF THE STOLEN GUNS IN YORK COUNTY COME FROM UNLOCKED VEHICLES.
AND WHEN I SAW THAT, I THINK, WELL, IF YOU EXTRAPOLATE THAT ACROSS HAMPTON ROADS, NOW YOU UNDERSTAND WHEN YOU SEE THESE STORIES ON A REGULAR BASIS OF HOW THESE YOUNG PEOPLE ARE COMMITTING CRIMES AND DOING SOME OF THESE SHOOTINGS, HOW ARE THEY GETTING THESE FIREARMS? OR SIMPLY WALKING THROUGH THE NEIGHBORHOODS AT NIGHTTIME PULLING ON UNLOCK CAR DOORS.
AND YOU WOULD BE SURPRISED THAT THE WEAPONS THAT THEY'RE FINDING, NOT JUST,
[01:10:01]
YOU KNOW, SMALL HANDGUNS ALL THE WAY UP TO AR FIFTEENS OR MORE.SO WHEN WE DO THESE COURSES NOW, WE TALK TO THE PARTICIPANTS IN THE CLASS ABOUT NOT ONLY WHERE DO YOU SAY, UH, STORE THE GUN, BUT HOW SAFELY YOU STORE IT AS WELL.
AND THAT SEEMS TO BE HAVING A BIG IMPACT ALSO.
UM, ANOTHER THING THAT WE DID HERE RECENTLY THAT WAS, UH, FAIRLY NEW IS WE HOSTED A LAW ENFORCEMENT ROUND TABLE AT THE BODY BY THE GYM IN DARE MM-HMM.
AND ESSENTIALLY WHAT WE DID IS WE OPENED IT UP TO THE PUBLIC.
WE, UH, PRESENTED A, UH, CRIME PREVENTION PROGRAM AT NIGHT TALKING ABOUT SCAMS AND, AND HOW TO TRY TO KEEP YOURSELF SAFE FROM THAT.
BUT WE ALSO HAD AN OPPORTUNITY TO HAVE QUESTIONS FROM THE COMMUNITIES, CONCERNS THAT, UM, YOU KNOW, I MAYBE I DON'T HEAR ON A REGULAR BASIS, AND I THOUGHT IT WAS WELL RECEIVED.
THERE WAS ABOUT 35 OR 40 PEOPLE THERE, AND WE'RE ALREADY PLANNING TO HAVE ANOTHER ONE NOW.
SO IN THE NOT TOO DISTANT FUTURE, UM, WE'RE GONNA HAVE ANOTHER ONE.
AND I WOULD LIKE TO HAVE OTHER FACTIONS OF THE LOCAL COUNTY GOVERNMENT GET INVOLVED.
I KNOW KRISTEN REED FROM THE COMMONWEALTH ATTORNEY'S OFFICE IS EXPRESSING INTEREST.
SO AS KRISTEN NELSON, UH, AND MR. RON, UH, SAID THAT HE WOULD LIKE TO PARTICIPATE, BUT ANYBODY IN HIS ROOM, UH, COULD COME AND THEY WOULD ASK YOU QUESTIONS AND THEY COULD GET A REAL SENSE OF HOW THE GOVERNMENT WORKS IN YOUR COUNTY FROM THE GROUND UP, ALL THE WAY THROUGH THE CRIMINAL JUSTICE SYSTEM PART OF IT.
SO WE'RE PLANNING ANOTHER ONE, AND I'LL KEEP YOU INFORMED ON THAT, ON MAY THE 20TH, IF ANYONE'S INTERESTED AT GRAFTON HIGH SCHOOL, WE'RE HAVING A PUBLIC SAFETY FAIR DAY.
IT SEEMS THAT IT'S GOING TO BE A FAIRLY LARGE EVENT.
I KNOW THE FIRE DEPARTMENT, WE'RE GOING TO BE INVOLVED, UH, A LOT OF OTHER ORGANIZATIONS, THERE'S GOING TO BE SOME FOOD TRUCKS THERE.
UM, A LOT OF DEMONSTRATIONS BY THE CANINE DIVISION, BUT THEY'RE TALKING ABOUT THE POTENTIAL OF HAVING A YOUTH ROUND TABLE THAT DAY WHERE THE HIGH SCHOOL AGED KIDS COULD SIT DOWN AND HAVE A ONE-ON-ONE DISCUSSION WITH MYSELF, THE FIRE CHIEF OR ANYONE IN THIS ROOM, BOARD MEMBERS, UH, ANYBODY THAT YOU KNOW THAT YOU WOULD THINK THAT WOULD BE APPROPRIATE, BUT MAY THE 20TH.
MAY 20TH AT, UM, WHAT TIME RATON HIGH SCHOOL? I THINK IT STARTS AT 10 O'CLOCK IN THE MORNING.
THAT'S GONNA RUN UNTIL ABOUT TWO 10.
AT 10 TO TWO IS WHAT I HAVE LOCKED OUT.
SO, UM, I KNOW THAT IT SEEMS TO BE GROWING.
A LOT OF THE LOCAL BUSINESSES ARE GETTING INVOLVED WITH THAT RIGHT NOW.
SO HOPEFULLY, UM, THAT IS GONNA CONTINUE.
UH, THAT'S GONNA BE A BIG EVENT.
UM, THE LAST THING THAT I WAS GONNA TALK TO YOU A LITTLE BIT ABOUT IS KIND OF GIVE YOU MY PERSPECTIVE ON THE UPDATE OF THE NEW BUILDING.
FIRST OF ALL, THANK YOU FOR THE, FOR THIS OUTSTANDING FACILITY.
UH, AND I WANNA TAKE A MINUTE, UM, TO JUST SAY THAT, UM, COLLABORATIVELY WORKING WITH MR. MORGAN AND VARIOUS DEPARTMENTS WITHIN THE AGENCY, I AM HAPPY TO REPORT THAT WE CUT ABOUT A HALF A MILLION DOLLARS OFF THE COST OF THAT BUILDING BY SITTING DOWN AND WORKING THROUGH, UM, MAYBE MORE EFFICIENT WAYS TO DO THINGS.
I'M NOT CONCERNED ONE BIT THAT WE LOST ANYTHING IN THE MIX.
UM, I THINK WHEN THAT BUILDING OPENS UP NEXT YEAR, IT'S GONNA PROBABLY BE THE MOST TECHNOLOGICALLY ADVANCED LAW ENFORCEMENT FACILITY ON THE PENINSULA AND MAYBE HAMPTON ROADS.
ONE OF THE THINGS, TWO OF THE THINGS I'M REALLY PROUD OF IS GONNA BE THERE.
THERE'S GONNA BE A COMMUNITY ROOM WHEN YOU FIRST COME IN THE LOBBY, AND WE'RE GONNA ENCOURAGE CIVIC ORGANIZATIONS AND HOMEOWNERS ASSOCIATIONS AND, YOU KNOW, ANYBODY THAT HAS AN INTEREST IN USING A ROOM THAT HAS A LOT OF TECHNOLOGY COME IN AND USE IT.
BUT IT'LL ALSO GIVE US AN OPPORTUNITY TO INTERACT WITH THOSE GROUPS AT THE SAME TIME.
UH, THE SECOND PART OF THE BUILDING THAT I'M REALLY EXCITED ABOUT IS A TRAINING WING, WHICH IS SOMETHING WE'VE NEEDED FOR A LONG TIME.
ONE ROOM WITH A TRAINING WING IS GONNA BE A VIRTUAL REALITY TRAINING ROOM.
THERE'LL BE THREE SCREENS IN THERE THAT ARE THE FULL SIZE OF THE WALL.
SO AS YOU GO WALK IN, DEPENDING ON THE SCENARIO THAT MATT OVERTON, OUR TRAINING PERSON PUTS YOU IN, YOU'LL YOU'LL FEEL LIKE YOU'RE EITHER IN A SCHOOL OR YOU'RE IN SOMEONE'S YARD OR IN SOMEONE'S HOUSE AS WELL OVER A THOUSAND DIFFERENT SCENARIOS.
AND WHAT'S INTERESTING ABOUT IT, IT CAN BE MANIPULATED TO THE POINT WHERE IF TODAY WE'RE TRYING TO DETERMINE YOUR BODY LANGUAGE AND YOUR COMMAND PRESENCE, IF YOU'RE DOING WELL AND YOU ORDER THE PERSON TO DO SOMETHING, THEY'LL COMPLY.
IF YOU'RE NOT DOING WELL AND MATT DOESN'T FEEL LIKE, YOU KNOW, YOU REALLY MASTERED THIS TECHNIQUE, THEN IT CAN ESCALATE AND GET WORSE TO THE POINT WHERE, YOU KNOW, YOU MAY HAVE TO TAKE SOME OTHER TYPE OF ACTION AND WE CAN WORK ON THOSE TYPES OF SITUATIONS.
SO THAT, AND THE FACT THAT IF YOU WALK OUT AND TRY TO TELL YOUR, YOUR BUDDY, THIS IS WHAT HAPPENS IN THE SCENARIO, IT COULD BE COMPLETELY DIFFERENT THE MOMENT YOU WALK IN.
SO WE'RE REALLY EXCITED ABOUT THE, THE ABILITY
[01:15:01]
TO USE THAT, PARTICULARLY FROM THE MENTAL HEALTH AND SOME OF THE, AND THE, SOME OF THE SPECIAL NEEDS PEOPLE.A LOT OF THOSE ARE GONNA BE THE SCENARIOS THAT THE DEPUTIES ARE GONNA BE WORKING ON.
AND WHERE DID YOU COME UP WITH THAT? UM, I DID A LOT OF RESEARCH ON THAT ABOUT TRAINING, BECAUSE YEARS AGO, UM, WHEN I WAS GOING THROUGH IT, WE USED TO HAVE YOU GO DOWN TO NEWPORT NEWS AT THE OLD NEWPORT NEWS HIGH SCHOOL AND THEY SHUT IT DOWN AND YOU WOULD GO THROUGH A FULL DAY OF THESE SCENARIOS WHERE HUMAN BEINGS WERE DOING THIS STUFF.
SO NOW VIRTUAL REALITY TRAINING IS BECOMING, UH, THE WAY TO DO THINGS IN LAW ENFORCEMENT.
THERE'S SEVERAL DIFFERENT PROGRAMS OUT THERE, AND THIS ONE I'VE SELECTED VITRA, UH, SEEMS TO BE THE ONE THAT EVERYONE AGREES IS THE CREAM OF THE CROP.
SO THAT'S GONNA BE SOMETHING WE'RE GONNA USE ON A REGULAR BASIS.
AND ONE OF THE THINGS I THINK IT GIVES US AN ADVANTAGE OF IS PROBABLY MY CITIZEN'S ADVISORY COMMITTEE AND THIS BOARD OR ANYBODY ELSE WHO WANTS TO DO IT, WE'LL PUT YOU THROUGH A SHOOT, DON'T SHOOT SCENARIO
SO YOU CAN UNDERSTAND SOMETIMES WHAT HAPPENS IN A SPLIT SECOND.
AND THE DECISION THAT YOU HAVE TO MAKE, IT MAY GIVE THE COMMUNITY A BETTER APPRECIATION FOR, YOU KNOW, WHAT THESE YOUNG DEPUTIES ARE GOING THROUGH ON A REGULAR BASIS.
SO THAT'S MY REPORT AS TO WHAT'S HAPPENED IN THE FIRST BASICALLY QUARTER, UH, OF MY TENURE AS SHERIFF.
AND I HOPE TO COME BACK HERE ON A REGULAR BASIS AND UPDATE YOU.
AND CLEARLY AT THIS TIME NEXT YEAR, I HOPE WE'RE HAVING A GRAND OPENING CEREMONY WHERE YOU GET A TOUR OF THE BUILDING AND MAYBE WE CAN GO THROUGH THE SHOOT, DON'T SHOOT SCENARIO AND, AND START IT OFF
ONE, I REALLY APPRECIATE THE FACT THAT THE DEPUTIES ARE SPENDING TIME AT THE ELEMENTARY SCHOOLS.
THAT'S BEEN A BIG RELIEF TO A LOT OF THE PARENTS THAT I TALK TO, AND MY KIDS SEE 'EM AND THEY'RE JUST VERY COMFORTABLE WITH THE, UH, DEPUTIES AROUND THERE.
AND IT'S, UH, IT'S GREAT TO SEE HIM THERE IN THE PARKING LOT.
IT'S GREAT TO SEE HIM INSIDE THE SCHOOL.
UH, THE OTHER THING THAT YOU FAILED TO MENTION, LET'S TALK ABOUT TRIGGER LOCKS AND YOUR TRIGGER LOCK PROGRAM.
UM, AS A RESULT OF THE SCENARIO OVER IN AT RICH NECK, UM, ROAD, UH, AS IF YOU'RE NOT FAMILIAR WITH IT, UH, APPARENTLY, UH, THIS YOUNG STUDENT GOT AHOLD OF A GUN, UH, WAS ABLE TO BRING IT TO SCHOOL.
SO WHAT WE'VE BEEN INVOLVED, WE'VE BEEN INVOLVED WITH A PROGRAM SINCE 1999 CALLED PROJECT CHILD SAFE.
WE'VE DONE IT ON MULTIPLE OCCASIONS, BUT THIS KIND OF REVIVE THE PROGRAM.
SO AT THESE CLASSES THAT WE KIND OF DO NOW, WE TAKE THESE GUN LOCKS AND WE DID THE SAME THING WITH THEM AS WE DID WITH THE MAGNETS.
AND, UH, THAT WAS A, THAT'S BEEN A GOOD SUCCESS.
IT RIGHT AFTER RICH NECK ELEMENTARY SCHOOL, UH, WE WERE PROBABLY AVERAGING FIVE OR SIX PEOPLE A DAY COMING TO THE OFFICE AND MORE THAT WERE, UH, ASKING TO HAVE 'EM DELIVERED.
IT'S KIND OF CALMED DOWN A LITTLE BIT AT THIS POINT NOW, BUT, YOU KNOW, THAT WAS PART OF THE ARE YOU STILL DOING THAT? OH, YOU STILL DOING THE GUN? OH YES.
IT'S ON OUR, IT'S ON OUR WEB PAGE OR OUR FACEBOOK PAGE.
YOU CAN CLICK ON A LINK AND IT SENDS ME AN EMAIL AND ALL YOU HAVE TO DO IS GIVE ME YOUR ADDRESS AND THE NUMBER OF UNLOCKS YOU WANT AND I'LL HAVE A DEPUTY BRING 'EM TO YOUR HOUSE.
HOW MANY HAVE YOU DISTRIBUTED SO FAR? DO YOU HAVE ANY IDEA? OH, I'D SAY, UH, WELL OVER A HUNDRED BECAUSE EACH CLASS THAT YOU COME TO NOW WITH THE GUN SAFETY COURSE, UM, WHEN YOU SIT DOWN AT YOUR DESK, THERE'S GONNA BE AT LEAST ONE AND WE'RE AVERAGE OF 25 TO 30 PEOPLE.
BUT OVER THE YEARS, SINCE 1999, WE GOT INVOLVED WITH IT.
THOUSANDS WE'VE GIVEN OUT AND YOU DELIVER AND WE DELIVER.
THERE'S NO EXCUSE TO, HOW ABOUT WITH TO YOU PIZZA? YEAH.
SO SHERIFF, THANKS FOR COMING BY DURING THE FIRST QUARTER REVIEW.
LOOKING FORWARD TO THESE GOING FORWARD.
UM, GOING BACK TO THE BUILDING, NOT ONLY DOES THAT BUILDING BRING THE COUNTY AND YOUR DEPARTMENT SOME MODERNIZATION OPPORTUNITIES THAT HAVEN'T EXISTED BEFORE, BUT IT ALSO SOLVES A NUMBER OF PROBLEMS THAT YOUR DEPARTMENT HAS RIGHT NOW, LIKE IN EVIDENCE STORE, IT'S SO FORTH.
CAN YOU KIND OF GIVE US A HIGHLIGHT ON HOW THIS NEW BUILDING WILL SOLVE THOSE PROBLEMS THAT, THAT YOU'RE DEALING WITH TODAY? WELL, I MEAN, YOU'RE EXACTLY RIGHT.
RIGHT NOW OUR EVIDENCE ROOM IS ATTACHED TO THE BACK OF THE 9 1 1 CENTER.
THAT'LL BE THE SINGLE LARGEST PORTION OF THE MOVE TO MOVE OVER THERE.
BUT THE PROBLEM IS, I HAVE PEOPLE WHO HAVE GRADUATED FROM THE FORENSIC SCIENCE ACADEMY IN VIRGINIA, THEIR CERTIFIED
[01:20:01]
CRIME SCENE SEARCH TECHNICIANS.WELL, THE ONLY PLACE RIGHT NOW THAT WE CAN PROCESS ANY OF THIS EVIDENCE IS THE LITTLE SMALL ROOM THAT'S IN THE FRONT OF THAT BUILDING.
WE EVEN HAD TO INSTALL A HOOD IN THERE THAT WHEN YOU'RE USING FINGERPRINT POWDER, IT DRAWS THE VAPORS OUT AND, AND ALL THAT.
SO NOW INSIDE THE NEW BUILDING, THERE'S GONNA BE A STAINLESS STEEL AREA, UH, PROBABLY THE SIZE OF THIS ROOM FOR PROCESSING EVIDENCE AND STAINLESS STEEL TABLES, UH, WHERE ALL OF THIS WILL BE PUT TOGETHER.
UH, THE ROOM WHERE OUR EVIDENCE TECHNICIAN WORKS IS ALL ENCLOSED SO THAT NO ONE ELSE CAN GET IN THERE.
THAT HAS PASSED THROUGH LOCKERS IS WHAT THEY'RE CALLED.
SO YOU WOULD PUT THE EVIDENCE IN A LOCKER ON ONE SIDE OF THE WALL.
THAT'S GONNA BE A, A TREMENDOUS, UH, VALUE FOR US.
THERE'S NO CONFERENCE ROOM RIGHT NOW.
THE SHERIFF'S OFFICE AS WE SHARE IT WITH THE FIRE AND LIFE SAFETY PEOPLE, BUT THE ABILITY TO JUST SIT DOWN AND HAVE CONFERENCES IS GONNA BE A HUGE THING.
THE ONE UPSTAIRS, UH, THAT IS IN BETWEEN WHAT WILL BE MY OFFICE AND CHIEF DEPUTY'S OFFICE WILL ALSO BE ABLE TO BE AN INCIDENT COMMAND.
IF WE HAVE A, A MAJOR EVENT, WE'LL BE ABLE TO WATCH DRONE VIDEOS OR BODY CAMERAS.
I DUNNO IF YOU'RE AWARE OF THIS OR NOT, BUT ALL OF OUR BODY CAMERAS NOW LIVESTREAM SO THAT IF WE'RE, IF WE HAVE AN EVENT GOING ON, I CAN SIT IN MY OFFICE AND IF THE PAN, I CAN'T TURN THE, THE DEPUTY'S CAMERA ON, BUT IF IT IS ON, I CAN WATCH IT FROM MY OFFICE OR ANYWHERE IN THE WORLD BASICALLY, CUZ IT'S A WEB-BASED PROGRAM.
SO THAT'S BEEN A HUGE ASSET FOR US.
BUT HAVING THAT ABILITY IN THAT BUILDING AND BEING ABLE TO BRING, YOU KNOW, THE FIRE DEPARTMENT, US OR OTHER AGENCIES TOGETHER IN A ROOM THAT SIZE WITH THAT TYPE OF TECHNICAL, UH, EXPERTISE IS GONNA BE A, A BIG FACTOR.
AND YOU HAD ANOTHER, ARE THEY ON WHEN THEY'RE ON PATROL OR THEY TURN THEM ON AND TURN 'EM OFF? THEY, WELL, THEY CAN MANUALLY TURN 'EM ON.
RIGHT NOW, THE POLICY IS AND HAS BEEN SINCE WE GOT 'EM, THAT ANY TIME THAT YOU'RE INTERACTING WITH A MEMBER OF THE, THE PUBLIC, IT'S TURNED ON AND IT DOES NOT GET TURNED OFF UNTIL IT'S OVER WITH.
BUT WE ALSO HAVE TRIGGERS THAT IF YOU, LIKE, IF YOU TURN ALL THE LIGHTS ON, THE CAMERAS ACTIVATE.
IF YOU UTILIZE YOUR TASER, IT ACTIVATES ALL OF THE CAMERAS.
AND WE'RE LOOKING AT BUYING, UH, WE'RE TRYING TO LEARN A LESSON FROM VIRGINIA BEACH CAUSE THEY HAD KIND OF A NEGATIVE EXPERIENCE WITH IT.
BUT WE'RE LOOKING AT HOLSTERS NOW THAT IF YOU DRAW THE WEAPON, IT TURNS, IT TURNS THE CAMERA ON SO THAT THERE'S NO WAY THAT YOU WOULD NOT BE MM-HMM.
SO THE, THE TECHNOLOGY IS, IS ADVANCING IN A HURRY.
UM, ONE OF ONE OTHER THING I'VE TALKED ABOUT AS FAR AS TECHNOLOGY IS I'VE TALKED TO THIS GROUP BEFORE ABOUT FLOCK CAMERAS.
UH, THOSE ARE THE LICENSE PLATE READERS ON THE SIDE OF THE HIGHWAY.
WELL, WE HAD THAT ISSUE WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION, UH, WHERE WE COULDN'T, UM, PUT 'EM ON VIRGINIA DEPARTMENT OF TRANSPORTATION UTILITY RIGHTS.
BUT WE HAVE FOUND A WAY AROUND THAT.
UH, TERRY HALL'S GOT AN INDIVIDUAL THAT WORKS FOR HIM THAT'S DONE AN OUTSTANDING JOB OF GOING TO THE COMMUNITY AND TALKING TO THE BUSINESSES.
SO WE ORIGINALLY PURCHASED 21 OF 'EM.
WE THOUGHT WE WEREN'T GONNA BE ABLE TO REALLY GET ANY OF 'EM OUT THERE.
RIGHT NOW WE HAVE 12, AND WE ARE LINKED, THIS IS A NETWORK THAT'S GROWING ACROSS THE, THE HAMPTON ROADS REGION.
I MEAN, I HAVE, I GET EMAILS ON A REGULAR BASIS THAT JUST TODAY, SOME AGENCY OUT OF ALABAMA SENT ME AN EMAIL THAT YOU'RE NOW, THEY'RE NOW SHARING FLOCK CAMERAS WITH US.
THIS IS ONE OF THE FASTEST GROWING BUSINESSES AND INDUSTRIES IN THE COUNTRY.
SO WHEN THIS FINISHES, WHEN EVERYONE'S COMPLETE, YOU WON'T BE ABLE TO CROSS THE MONITOR, MERRIMACK, JAMES RIVER BRIDGE, THE HAMPTON ROADS BRIDGE TUNNEL OR THE COLEMAN BRIDGE WITHOUT GOING PAST THE LICENSE PLATE READER.
AND IT'LL GET TO THE POINT WHERE YOU WON'T BE ABLE TO DRIVE FROM THE HAMPTON ROADS BRIDGE TUNNEL TO WILLIAMSBURG AND COME OFF AT AN EXIT AND NOT GO PAST A LICENSE PLATE READER.
NOW, SOME PEOPLE WOULD BE CONCERNED ABOUT THAT.
BUT THE NICE PART ABOUT IT IS WE'VE GOT 11 OF 'EM NOW UP AND RUNNING IN YORK COUNTY, AND NOT LONG AGO, GIVE YOU A SUCCESS STORY.
AND NEW NEWS POLICE OFFICER HAD HIS CAR STOLEN.
AND WITHIN A VERY SHORT PERIOD OF TIME, WE WERE ABLE TO TRACE IT USING THE FLY CAMERAS ALL THE WAY TO THE APARTMENT COMPLEX HERE IN GRAFTON AND FOUND THE CAR WITHIN A VERY SHORT PERIOD OF TIME.
SO IF YOU THINK ABOUT ABDUCTIONS MM-HMM.
[01:25:01]
BECAUSE THE, THE SEARCH MECHANISM FOR THIS SYSTEM IS VERY ROBUST.I MEAN, IF YOU'VE GOT THE TAG NUMBER AND YOU PUT IT IN, IF IT'S BEEN, IF IT'S BEEN THROUGH ANY OF THE CAMERAS IN HAMPTON ROAD, WE ALL SHARE AT NO COST.
IT'LL FIND THE CAR AND HOW MANY TIMES IT WAS IN THAT LOCATION.
OR IF YOU JUST KNOW A GENERAL DESCRIPTION, A NEIGHBORHOOD GETS A BUNCH OF CARS BROKEN INTO, AND WE HAVE A RING CAMERA VIDEO THAT SHOWS, YOU KNOW, A BLUE SEDAN, BASICALLY THAT'S ALL THE INFORMATION THAT YOU'VE GOT ON IT AT THAT TIME OF NIGHT, IT'LL FILTER OUT ALL THOSE CARS THAT DON'T MATCH THAT DESCRIPTION.
SO IT'S GONNA BE A GREAT TOOL FOR LARCENY FROM VEHICLES AND PARTICULARLY, UH, THE INDUSTRIAL, UH, PARTS AROUND HERE ARE TALKING TO US A LOT BECAUSE OF THE, THE FACT THAT IT PROBABLY WILL HELP ON CATALYTIC CONVERTER THEFTS.
MATTER OF FACT, UH, GREAT WOLF LODGE JUST INSTALLED TWO OF THE INTEREST AND GAVE US ACCESS AND SEVERAL OF THE NEIGHBORHOOD HOMEOWNERS ASSOCIATIONS ARE DOING THE SAME THING.
SO WHAT DID YOU CALL THESE CAMERAS? THE COMPANY'S CALLED FLOCK.
THEIR LICENSE PLATE READERS ARE AUTOMATED.
YOU'LL SEE A L A T F L O C KLOCK.
AND THEY, THEY'RE SELF-SUFFICIENT.
SPEAKING OF CAMERAS WITH THE PROLIFERATION OF DOORBELL CAMERAS ANYMORE.
AND, AND I'VE SEEN THAT GROWTH JUST GOING DOOR TO DOOR VISITING PEOPLE OVER THE PAST TWO OR THREE YEARS.
I, I I, I LEARNED FROM THE, THAT COMMUNITY PRO, UM, EVENT WE WENT TO THAT YOUR DEPUTIES WILL WORK WITH LOCAL HOMEOWNERS IN AN AREA WHERE THERE'S A, A CRIME BEING COMMITTED TO SEE IF THEY CAN GET ACCESS TO THE, UH, THE, THE CAMERA FOOTAGE TO HELP SOLVE, SOLVE THE, SOLVE THE CASE.
UM, WHICH I THOUGHT WAS IN INNOVATIVE AND GREAT IDEA.
YOU KNOCK ON A DOOR, IF YOU GET ACCESS TO IT, IT MAY HELP, HELP SOLVE A, HELP SOLVE A PROBLEM.
SO THAT'S JUST MORE, UM, KNOWLEDGE FOR THE COMMUNITY TO KNOW THAT, HEY, THAT'S, THAT'S A WAY THEY COULD POSSIBLY PARTICIPATE IN SOLVING, SOLVING AN ISSUE.
AND WE ACTUALLY HAVE AN APP, UH, THAT YOU CAN VOLUNTARILY LET US KNOW THAT YOU HAVE A RING CAMERA SYSTEM.
AND, AND SO IF THE ADDRESS WILL GO IN THERE, WE CAN'T GET AC WE DON'T HAVE ANY ACCESS TO YOUR VIDEO.
BUT TO PIGGYBACK ON WHAT YOU JUST SAID, A CRIME OCCURS THEN WE HAVE THIS INFORMATION ALREADY THAT MRS. NOEL, MR. SHEPHERD, MR. GREEN, THEY ALL LIVE IN THE SAME, YOU KNOW, NEIGHBORHOOD AND WE KNOW THEY HAVE CAMERAS.
Y'ALL ALL GONNA BE THE FIRST ONES WE GO TO, TO SAY, HEY, UM, CAN WE PLEASE, DO YOU HAVE ANY CAMERA VIDEO? AND I'LL GIVE YOU ONE QUICK SUCCESS STORY.
UH, A VERY GOOD FRIEND OF MINE THAT I'VE KNOWN FOREVER, UH, RECENTLY WAS, UH, THE VICTIM OF A SCAM, UM, WAS, WAS CA HIS HOME WAS CALLED.
AND THEY BECAME CONVINCED THAT THEIR GRANDSON HAD BEEN IN AN ACCIDENT, WAS IN TROUBLE, LEGAL TROUBLE IN ANOTHER STATE.
AND A LONG STORY SHORT, THEY WENT TO THE BANK, PULLED OUT $16,000 IN CASH AND PUT IT IN A BROWN PAPER BAG AND GAVE IT TO AN UBER DRIVER.
WHEN THEY SHOWED UP AT THE DOOR, THEY REALIZED LATER ON, CLEARLY THEY'VE BEEN SCAMMED.
FORTUNATELY, WE DID A QUICK CAMPUS OF THE NEIGHBORHOOD, FOUND A RESIDENCE UP THE STREET FROM THEIRS WHERE THE VEHICLE THAT WAS DESCRIBED BY THEM DROVE BY.
NOW WE DIDN'T GET A LICENSE PLATE NUMBER, BUT THERE WAS A UNIQUE BLACK DOT ON THE BACK OF THE VEHICLE, WHICH WE FOUND OUT LATER ON.
BELONGS TO A COMPANY CALLED ZIP RENTAL, WHICH IS A SUBSIDIARY OF AVIS, WHICH I DID NOT KNOW.
THEY'RE BASICALLY HOURLY RENTALS AS OPPOSED TO DAYS.
WELL, WE, ONCE WE DID THAT, AND THESE VEHICLES HAVE GPS IN 'EM, WE WERE ABLE TO GO THEN TO ZIP AND GOT SEARCH WARRANTS.
LONG BY SEVERAL WEEKS LATER, WE WERE ABLE TO IDENTIFY THIS PERSON.
AND WE NOW HAVE WARRANTS FOR THIS INDIVIDUAL WHO RESIDES IN THE NORTHERN PART OF THE UNITED STATES, AND WE'RE WORKING ON GETTING THEM TAKEN INTO CUSTODY.
SO HAVING THAT, HAVING ACCESS TO THAT KIND OF INFORMATION.
WILL CANS SOLVE CRIMES, PARTICULARLY WHEN WE'RE AWARE OF WHO'S GOT THE, THE CAMERAS IN THE NEIGHBORHOOD.
SO ANY OTHER QUESTIONS? NO, YOU COVERED THE WATERFRONT.
IT WAS REALLY GOOD TO HAVE YOU THERE.
WE LOVE OUR POLICE, OUR, OUR SHERIFF'S DEPARTMENT, SO WE LOOK FORWARD TO THE NEXT REPORT.
[OPEN DISCUSSION ]
WHO WANTS TO GO FIRST? ANYBODY GOT ANYTHING? I'LL GO, GO AHEAD.OH, TONIGHT WE PASSED WHAT I CONSIDER A VERY, VERY GOOD BUDGET.
IT DROPS THE PERSONAL PROPERTY TAX, IT DROPS THE REAL ESTATE TAX.
UH, EVERY YEAR IN OCTOBER, I, UH, START TALKING WITH
[01:30:01]
THEIR FINANCE DIRECTOR, UH, DIRECTOR OWENS.AND I TELL HER, HEY, WHAT CAN WE DO TO DROP THESE TAXES? WHAT CAN WE DO TO SAVE OUR CITIZENS MONEY? AND I THINK THIS IS A GREAT RESULT OF WHAT A LOT OF HARD WORK OVER A LONG PERIOD OF TIME.
AND I THINK WE'VE GOT A BUDGET THAT WE SHOULD BE PROUD OF, UH, AS A BOARD OF SUPERVISORS WE SHOULD BE PROUD OF AS A ORGANIZATION.
AND THE CITIZENS SHOULD BE VERY PROUD OF THIS BUDGET.
UH, AND JUST VERY, VERY HAPPY AND PLEASED, UH, THAT WE, UH, PASSED THIS BUDGET TONIGHT.
NEXT, UH, THIS WEEKEND, PIRATES INVADED LAST WEEKEND INVADED YORKTOWN.
THE WATERFRONT WAS ALIVE WITH PEOPLE.
IT WAS A GREAT EVENT ON SATURDAY.
IT GOT RAINED OUT A LITTLE BIT ON SUNDAY.
BUT, UH, EVERYBODY, AIR WATERFRONT IS OPEN FOR BUSINESS.
GET DOWN THERE, ENJOY, UH, THE SIGHTS AND SOUNDS AND THE EVENTS THAT WE HAVE PLANNED.
AND, UH, THE WATERMAN'S MUSEUM WAS A GREAT, UH, PARTICIPANT IN IT AND ALL THE RESTAURANTS AND SHOPS.
AND THE, UH, SPOKE TO THE OWNER OF THE, UH, NEW WATER, YORKTOWN BEACH.
AND, UH, HE WAS BUSY AND JUST, UH, HAS UPDATED THE ROOMS AND THE HOTEL.
SO I CAME IN TODAY, I NOTICED THAT THEY WE'RE, UH, MOVING ALONG ON OUR SIDEWALK.
IT WILL LINK, UH, YOU CAN GO AROUND YORKTOWN, THE BIG, THE, THE GREAT LOOP, AS I WILL CALL IT, AROUND YORKTOWN.
AND SO, UH, A LOT TO BE PROUD OF.
SO EVERYBODY GET DOWN TO YORKTOWN AND, UH, COME SEE WHAT'S NEW.
WELL, SIMILARLY, YOU KNOW, THE, THE BUDGET PROCESS, THE MORE WE LEARN ABOUT IT, THE MORE YOU SEE, IT'S AN ARDUOUS PROCESS.
IT'S A LONG PROCESS, A LOT OF WORK INVOLVED THERE.
SO CONGRATULATIONS, EVERYBODY INVOLVED, AND GET US TO THE POINT WHERE WE'RE NOT ONLY YOU MEET THE NEEDS OF THE COUNTY, BUT ALSO, UM, DELIVER SOME SAVINGS TO, UH, EVERYBODY HERE THAT, THAT LIVE AND OPERATE IN THE COUNTY.
AND THEN IN A COUPLE MONTHS, THE CYCLE STARTS ALL OVER AGAIN.
SO IT'S ALMOST A YEAR LONG PROCESS TO PRODUCE A BUDGET.
AND, UM, YOU KNOW, I'M PRETTY HAPPY THAT WE WERE ABLE TO ACCOMPLISH SOMETHING THAT OUR GENERAL ASSEMBLY COULDN'T, COULDN'T DO.
SO, SO KUDOS TO, TO YOUR COUNTY FOR THAT.
UH, AND SPEAKING OF SIDEWALKS, I OFTEN GET, I THINK THIS MAY BE A QUESTION FROM OUR PUBLIC RELATIONS, UM, GET QUESTIONS ABOUT, HEY, HOW DO I GET A REQUEST FOR A SIDEWALK IN MY NEIGHBORHOOD OR HERE OR THERE?
NOW I KNOW IF I GO TO OUR, UM, UH, CUSTOMER, CUSTOMER SERVICE AS A, A SPECIFIC LINE ON THAT IS, IS THAT THE BEST PLACE WHEN WE GO, THAT'S THE BEST PLACE TO DO IT.
AND JUST FILL OUT AS MUCH INFORMATION AS THEY CAN AND WHAT THEY'RE LOOKING FOR.
AND THAT GETS IT IN THE SYSTEM FOR.
AND THEN WHAT HAPPENS TO IT AFTER THAT? SO, SO, UM, THERE'S A, THERE'S A LOT OF FILTERING THAT GOES ON, RIGHT? OBVIOUSLY.
SO THERE, INITIALLY THERE'S JUST SOME VERY SIMPLE TESTS ABOUT WHETHER IT'S PRACTICAL, UH, YOU KNOW, WHAT GROUP OF PEOPLE WOULD BENEFIT.
DOES IT CONNECT TO SOMETHING THAT'S ALREADY PLANNED OR EXISTS? UM, DOES IT LOOK LIKE THERE MIGHT BE ENOUGH RIGHT OF WAY FOR MOST OF IT TO BE BUILT WITHOUT GETTING INTO A BUNCH OF CONDEMNATION SITUATIONS? ARE THERE BRIDGES THAT HAVE TO BE BUILT ACROSS WETLAND? SO THINGS LIKE THAT.
UM, AND WE HAVE A, A VERY TALENTED, UH, ENGINEERING STAFF IN PUBLIC WORKS THAT DOES THAT INITIAL REVIEW.
AND THEN, UH, MARK, OUR DEPUTY COUNTY ADMINISTRATOR KIND OF, UH, HONCHOS THE OVERALL PROCESS.
SO, UM, THERE'S PROBABLY 50 IDEAS FOR SIDEWALK AND TRAIL PROJECTS THAT ARE OUT THERE.
AND AS YOU ALL KNOW, ONCE ONE, UH, SORT OF MAKES THE CUT AS THIS IS FEASIBLE, UH, THEN WE KIND OF FIGURE OUT WHICH, UH, IS THE BEST WAY TO MOVE IT FORWARD.
IS IT GONNA BE ELIGIBLE FOR A TA SET ASIDE 80% MATCH? COULD IT BE A 50 50 REVENUE MATCHE? IS IT SOMETHING THAT IF WE'RE GONNA DO IT, THE COUNTY'S JUST GONNA HAVE TO DO IT? UM, AND SO ULTIMATELY IT, IT SORT OF BOILS DOWN TO THERE'S A LIMITED AMOUNT OF FUNDS, UH, HOW, YOU KNOW, IT TAKES A NUMBER OF YEARS TO TRANSLATE IT FROM A DESIGN TO CONSTRUCTION.
UH, WE, WE'VE ALREADY GOT IN THE QUEUE REVENUE SHARING APPLICATIONS GOING OUT SEVERAL YEARS.
UM, SO AGAIN, YOU KNOW, AS, AS WE ALL UNDERSTAND, UM, UH, UH, CREATING, RETROFITTING OUR COMMUNITY WITH SIDEWALKS AND TRAILS COMPREHENSIVELY IS A MINI DECADES LONG THING.
UM, BUT WE'RE MOVING ALONG NOW AND WE'RE STARTING TO SEE THOSE RESULTS.
SO IF YOU'VE GOT AN IDEA, PUT IT IN THE SYSTEM, UH, AND YOU'LL AT LEAST GET SOME INITIAL FEEDBACK ABOUT WHETHER WE THINK, YOU KNOW, IT'S GOT POTENTIAL OR NOT.
I NOTICED TODAY THE CELL SERVICE CAR WASH IN FRONT OF THE KROGER.
IT LOOKS LIKE CONSTRUCTION WRAP HAS STARTED RUNNING.
IT LOOKS LIKE WE'RE, THEY'RE GETTING READY TO BEGIN CONSTRUCTION TO TURN THAT INTO
[01:35:01]
A, UH, DRIVE THROUGH CAR WASH, IF I REMEMBER CORRECTLY.IS THAT, IS THAT HAPPENING NOW? YEAH.
SO, UH, I THINK ABOUT THREE YEARS AGO YOU ALL APPROVED.
YEAH, I REMEMBER THIS PERMIT FOR THAT MM-HMM.
AND SO THE EROSION AND SETTLEMENT CONTROL FENCE WENT UP.
AND, UH, SO IT'S, MY UNDERSTANDING IS FIRST THEY'RE GONNA DEMOLISH THAT, AND THEN THEY'LL PROCEED WITH CONSTRUCTION OF THE, OF THE FACILITY THAT Y'ALL APPROVED ABOUT THREE YEARS.
IS THERE ANOTHER, IS THERE ANOTHER, UM, ACTION GOING ON OUT THERE? BECAUSE THERE'S, IT STILL HAS THAT, AND THAT SIGN THEY STICK IN THE GROUND SAYS IT'S GONNA BE A, YOU KNOW, LIKE A PUBLIC HEARING OR SOMETHING.
AND I IT'S FOR THE OLD PIECE PROPERTY.
SO THERE'S SOMETHING GOING ON THERE.
UH, IT'S, IT'S BEEN, UM, AN EDUCATION EACH YEAR THAT WE GO THROUGH A BUDGET SESSION.
AND I APPRECIATE VERY MUCH THE CITIZENS WHO DO TURN OUT AND HAVE THEIR CONCERNS AND AIR THEIR CONCERNS.
WHEN WE LOOK AT A BUDGET, WE DON'T LOOK AT A, WE LOOK AT A BUDGET, YES, FOR THE YEAR, BUT WE ALSO HAVE TO THINK OF THE CONSEQUENCES OF, OF THE MONEY THAT WE ARE SPENDING AT THAT TIME, AND THINK ABOUT WHAT WE NEED THE MONEY FOR THE FUTURE, AND WE'RE PLANNING TOWARDS THE FUTURE.
SO I UNDERSTAND WHERE PEOPLE WOULD LIKE TO CUT TAXES, BUT THEN YOU HAVE TO THINK IF YOU CUT THOSE TAXES, WHAT ARE YOU IMPACTING? AND I THINK WE AIRED THAT VERY WELL THIS YEAR.
I THINK WE TALKED ABOUT THE FACT THAT WE NEEDED THE SALARIES FOR OUR, OUR EMPLOYEES, BECAUSE WE'RE IN A, WE'RE IN A TIGHT AREA AS FAR AS BEING ABLE TO HIRE PEOPLE'S CONCERN.
AND WE HAVE TO BE ABLE TO HAVE EMPLOYEES AND WE HAVE TO PAY THEM A, A WAGE, OTHERWISE WE DON'T LOSE THEM.
AND EVERYBODY'S FIGHTING THE SAME BATTLE.
SO I UNDERSTAND HOW PEOPLE REALLY WANT TO CUT THINGS, AND I APPRECIATE THAT, BUT WE'VE GONE THROUGH THE BUDGET AND WE LOOK AT ALL FACETS, AND WE KNOW HOW WE ARE USING THE MONEY TO THE BEST THAT WE CAN FOR THE FUTURE OF THIS COUNTY.
AND WE'VE ALWAYS BEEN VERY CONSERVATIVE.
AND SO WE DON'T HAVE A LOT OF UPS AND DOWNS.
WE MOVE FORWARD SLOWLY, AND I THINK THAT'S THE BEST WAY FOR US TO, TO DO A BUDGET.
SO I HAVE TO CITE THE STAFF VERY, VERY MUCH FOR ALL THE TIME THAT THEY PUT INTO IT.
AND I APPRECIATE ALL THE MEETINGS THAT WE'VE HAD SO THAT WE COULD BETTER UNDERSTAND WHERE WE WERE MOVING FORWARD AND WHY WE WERE MOVING FORWARD.
AND, UH, I THINK THE CITIZENS, AS YOU SAID, I THINK THEY'RE WELL SERVED.
SO AGAIN, STAFF, THANK YOU VERY MUCH FOR ALL THE WORK THAT WENT INTO THE BUDGET.
YEAH, I, I, I TOO, UH, WANT TO, UH, THANK THE STAFF AND THE FELLOW SUPERVISORS FOR, UM, THE, THE WORK THAT, UH, EVERYONE DID, UH, ON PUTTING THAT BUDGET TOGETHER.
UM, COUPLE THINGS, UM, THAT SEEMED TO BE, I MEAN, THIS BUDGET WAS, IT SEEMED, IT, IT WAS COMPLICATED BECAUSE THE GUYS THAT HAD THE GALS THAT HAD TO PUT IT TOGETHER, OKAY, MM-HMM.
IT'S A GOOD BUDGET BECAUSE, UH, OF THE WORK THAT NEIL HAS DONE OVER THE MM-HMM.
REMEMBER, I REMEMBER
AND I, AND I ALSO RECALL THE TIME, AND I KNOW SHEILA DOES TOO, WHEN WE ALL OF A SUDDEN HAD A HUGE INFLATION PERIOD AND PEOPLE GOT THEIR BILL, AND THEN EVERYBODY WENT NUTS BECAUSE THEY DID NOT, THEY WERE NOT PUTTING TOGETHER THE FACT THAT YES, THEIR ASSESSMENT WAS HIGH, BUT THE GOVERNMENT HAD TO WORK THE PROCESS TO GET THE SYSTEM, GET IT, GET THE THINGS DOWN, AND THE, AND THE GOVERNMENT PROCESS WORKED.
AND IT'S EXACTLY WHAT HAPPENED.
UH, IT WAS A BIT OF A SURPRISE FOR EVERYONE.
UM, COUPLE THINGS FOR THE SUPERVISORS TO THAT AND THE INPUTS, UH, UM, TO THE BUDGET, MY EXPECTATION, UH, OF YOU, AND YOU SHOULD EXPECT THE SAME THING FROM ME, IS THAT WE HAVE TO WORK THE BUDGET IN A SORT OF A, A, UH, A PROCESS WHERE WE GET INPUTS MAYBE FROM, FROM INDIVIDUAL CONSTITUENTS.
UM, IF I'M GETTING AN INPUT AS A CHAIRMAN FROM CHAD'S CONSTITUENTS AND HE DOESN'T KNOW ABOUT IT, THEN HE'S NOT ABLE TO ADDRESS IT.
AND IF I, AS ONE PERSON WERE TO SIT HERE AND TRY TO ADDRESS EVERY BUDGET ISSUE, THEN YOU GUYS WOULD, IT WOULD BE UNFAIR TO YOU.
UH, YOU WOULDN'T KNOW ABOUT IT.
UM, AND I WOULD PROBABLY GO GET OVERWHELMED WITH, WITH ALL THE, THE WORK I WOULD'VE TO DO AND THEN DUMP IT ON THE, ON THE, ON THE COUNTY STAFF, KIND OF, AND THERESA TO SIT THERE AND TRY TO HELP US WORK THIS OUT.
SO MY EXPECTATION AND, AND THE, I THINK THE CONSTITUENTS SHOULD EXPECT THIS ALSO, THAT YOU HAVE THE INPUTS TO THE BUDGET.
[01:40:01]
CAN, YOU CAN SHARE IT WITH ALL THE SUPERVISORS, BUT WITHIN THE DISTRICT THAT YOU LIVE, YOUR SUPERVISOR SHOULD HAVE ENOUGH CONNECTION, SHOULDN'T HAVE ENOUGH, AND HE HAS A, HE OR SHE HAS THE SAME ABILITY TO GO TO THE STAFF AND GET THE ANSWERS, ALRIGHT? AND IT'S, SO I DON'T WANT SOMEONE SITTING OUT THERE, WELL, NO ONE'S ANSWERING THE, THE QUESTIONS.AND YOU'VE JUST GOTTA MAKE SURE YOU GET IT IN THE RIGHT BUCKET.
AND THAT, AND I WILL MAKE SURE IF I GET 'EM, THAT I WILL SHARE MY INPUTS WITH EVERY SUPERVISOR BECAUSE I, THAT'S THE ONLY WAY IT'S GONNA WORK.
AND MR. SHEPHERD, I MIGHT ADD THAT SOME OF THE INQUIRIES WE HAD ON THE BUDGET, YOU ANSWERED THEM BEFORE I GOT A CHANCE TO GO BACK.
AND THAT GENERALLY WHAT GENERALLY APPRECIATE, AND I THINK WHAT'S FINE, I THINK WHAT, UH, I THINK WHAT, UM, OUR CONSTITUENTS WOULD LIKE TO KNOW THAT WE ARE HEARING THEM AND THAT WE WILL RESPOND.
AND, AND A LOT OF TIMES WHEN I DO STUFF LIKE THAT IS JUST TO LET YOU KNOW THAT YES, YOU, WE HAVEN'T BURIED YOUR REQUEST UNDER A PILE.
IN OTHER WORDS, IT'LL BE ANSWERED TO SOME DEGREE.
AND, AND IF YOU HAVE THE KNOWLEDGE, PLEASE STEP RIGHT IN AND, AND, UH, AND ADDRESS IT.
BUT IF WE NEED TO FOLLOW UP WITH MORE, WE WILL DO THAT.
UM, SO I I, ANOTHER, THE OTHER SIDE OF THIS TOO IS IT'S VERY, VERY IMPORTANT YOU ASK A QUESTION OR MAKE A RECOMMENDATION ON THE BUDGET, RIGHT? DOES NOT MEAN IT'S GOING TO BE ACCEPTED.
AND THAT'S WHAT SHEILA'S POINT WAS.
IT DOES NOT MEAN IT'S GOING TO BE ACCEPTED.
WHAT YOU DO DESERVE THOUGH, IS AN ANSWER.
YOU MAY NOT LIKE THE ANSWER, BUT YOU DESERVE AN ANSWER.
AND WE, WE, YOU KNOW, AND, AND I, MY MY APPROACH HAS ALWAYS BEEN, YOU KNOW, I'LL, YOU WRITE TO ME, YOU'RE GONNA GET AN ANSWER.
YOU MAY NOT LIKE THE ANSWER, BUT IT'S GONNA BE AN ANSWER.
AND IF YOU, YOU GOT AN INPUT, AND THEN I WILL ATTEMPT TO UNDERSTAND WHY IT CAN'T HAPPEN, AND I WILL ATTEMPT TO ADDRESS IT.
BUT DO NOT COME IN WITH THE EXPECTATION THAT, THAT AS A, AS A CITIZEN, YOU BY GOSH, ARE GOING TO DO IT MY WAY OR, OR NOTHING BECAUSE WE HAVE 70,000 PEOPLE IN THIS COUNTY THAT WE HAVE TO TAKE CARE OF AND THIS, AND THE STAFF'S GOTTA DO THEIR JOB.
AND SO WE HAVE TO DO, AND WE ONLY HAVE SO MUCH MONEY AND TALKING ABOUT MONEY, THE ONE THING THAT PEOPLE KEEP FORGETTING, I I, CAUSE I KNOW I KEEP FORGETTING, IS LIKE, OKAY, WE'RE GONNA CUT TAXES, GONNA CUT YOUR TAXES, GONNA CUT TAXES.
YOU LOOK AT OUR TAX RATE IN THIS COUNTY, COMPARE IT TO ALL THE OTHER MUNICIPALITY, FULL SERVICE, AS MR. MORGAN LIKES TO TALK ABOUT THE FULL SERVICE GOVERNMENTS MM-HMM.
AND YOU'LL SEE THAT OUR TAXES OR OUR TAX RATE IS VERY LOW.
OKAY? IT'S NOT THE LOWEST IN THE WHOLE REGION.
UH, THAT, NOW THAT DOESN'T MEAN THAT YOUR TAXES ARE LOW.
BECAUSE PEOPLE WANNA MOVE INTO THE COUNTY, THEY WANT TO BUY OUR HOMES.
AND WE'VE SEEN THE 500, 800, $900,000 PRICE TAGS ON THESE HOMES.
NOW THERE'S JUST, THERE'S A SHOCKER, A HOUSE THAT WOULD, MIGHT HAVE GONE FOR 175,000.
NOW IT'S UP TO ALMOST 400,000.
AND, AND SO WHAT WE DO FROM HERE IS WE BALANCE OUT THE REQUIREMENTS ON THE REVENUE, AND WITH THAT, THEN WE CAN PULL BACK THE TAX RATE.
AS YOU'VE SEEN, WE'VE, WE HAVE, WE'VE PULLED BACK THE TAX RATE AND WE'VE EXPLORED, UH, YOU KNOW, WE, WE TOOK 10 CENTS OFF THE, UH, AL PROPERTY TAX.
THAT WAS, THAT WAS SOMETHING, THAT'S THE FIRST TIME WE'VE SEEN IT IN 20 YEARS.
UM, NOW WE'VE GOT SOME, WE'VE GIVEN SOME INPUTS LIKE TAKING, GETTING RID OF THAT CAR TAX.
YOU KNOW, THAT, THAT KIND OF NUISANCE.
I THINK IT'S A NUISANCE TAX, WHAT IS IT? 25 5? THE DECAL.
WE GOT RID THE DECAL, BE BACK.
BUT, BUT WE'RE GONNA EXPLORE THAT OVER TIME, OVER THIS YEAR.
AND THE OTHER THING WE'RE GONNA EXPLORE IS ALSO THE PROCESS OF MODIFYING THE PROCESS SO WE CAN GET, IT'S A CHANCE FOR CITIZENS TO ENGAGE US OKAY.
SO WE'RE STILL GONNA WORK ON THAT.
AND, UH, AND THAT'S SOMETHING I THINK IS GONNA BE VERY IMPORTANT.
THE REAL THING I WANTED TO MENTION
WAS THAT I DID, UM, UH, YEARS AGO WHEN LACKY FREE CLINIC SHOWED UP, OKAY? IT KIND OF HUNG OUT THERE.
WE KNEW A LITTLE BIT ABOUT IT.
ALL RIGHT? AND, UH, SO I, I'D SIT THERE AND I THOUGHT, WHEN WAS THE LAST TIME THAT I'D BEEN OUT TO LACKY FREE CLINIC? AND I REMEMBER THE OTHER SUPERVISORS HAVING, WE HAD A, YOU KNOW, BIG TO DO OUT THERE.
AND SO I WENT DOWN THERE AND I MET WITH, UH, WITH, UH, KIM SPENCER, UM, AND LARRY TRUMBO, UH, AND LARRY'S THE, I KIND NOT SURE EXACTLY WHAT IT IS, LIKE A CFO OR WHATEVER, BUT HE JUST, HE'S LARRY, OKAY.
AND THEY GAVE ME A TOUR, UH, OF THE SITE, GOT TO SEE EVERYTHING.
UM, AND WE DO CONTRIBUTE TO THEM.
THEY, UM, THEIR BUDGET, I GOT A NUMBER HERE.
UH, THEY GET, UH, UH, THEY GET A GRANT OF ABOUT $1.4 MILLION IN DONATIONS OF ABOUT $1.1 MILLION.
[01:45:02]
SO THEY GET, AND UH, AND THEN THEY HAVE ABOUT 1300 PATIENTS.UH, AND THESE ARE PEOPLE WITHOUT INSURANCE.
AND SO THEY, THEY, THEY DON'T TURN ANYBODY AWAY.
THEY, UH, AND THEY'VE GOT A, JUST A WONDERFUL DENTAL CLINIC SET UP.
THEY GOT THE DOCTORS THAT ARE DEDICATED TO GOING OUT THERE AND THEY GIVE THEIR TIME.
A LOT OF THE, THE NURSE, THE NURSE STATION WAS FULL OF NURSES AND PEOPLE ARE REALLY MOTIVATED TO HELP FOLKS IN NEED.
AND, UH, AND IT'S JUST, IF YOU HAVEN'T HAD A CHANCE TO GO OUT THERE AND SEE IT, YOU NEED TO GO SEE IT CAN UNDERSTAND, UM, THAT THIS IS AN IMPORTANT PART OF OUR COMMUNITY.
UM, SO, AND THEY, AND THEY HAVE A BUS, WE HAVE A BUS RUN RUN NOW FROM THE WILLIAMSBURG.
IT COMES, GOES OUT THERE, IT'LL BRING PEOPLE TO THE SITE.
SO THEY, THEY DO TELEHEALTH, UH, WHICH IS KIND OF A NEW THING.
AND, UH, SO FOLKS THAT DON'T HAVE, CAN'T GET TO THE SITE, ARE ABLE TO SIT THERE AND AT THEIR ROOM IN THE HOUSE, AND THEY TALK TO A DOCTOR.
SO THE, I MEAN, I ASKED HIM ABOUT, YOU KNOW, KIND OF, I WAS LOOKING AT THE MONEY SIDE OF IT BECAUSE, YOU KNOW, WE, IT'S WHETHER WE'RE GONNA, HOW MUCH COULD WE GRANT AND HELP HELP FOLKS THAT, THAT ARE IN NEED? AND, UM, THEY SAID A VISIT DOWN THERE IS RUNNING ABOUT A HUNDRED TO $125 A VISIT FOR THE PATIENTS.
AND, UM, AND THEN THE NICE THING IS THAT ONCE YOU'RE IN THEIR SYSTEM, THAT IF YOU NEED A REFERRAL TO ONE OF THE HOSPITALS AND STUFF LIKE THAT, NOW YOU'RE IN, YOU CAN GET INTO THAT.
SO IF YOU, YOU WALK UP TO A HOSPITAL AND GO, HEY, I NEED SOME HELP, THEY'RE GONNA PUT YOU IN THE EMERGENCY ROOM, THEY'RE GONNA PATCH YOU UP AND THEN SEND YOU OUT THE DOOR.
BUT WHEN A LACKING FREE CLINIC REFERRAL, IT'S LIKE A DOCTOR REFERRING YOU TO A SPECIALIST, AND THEN THE SPECIALISTS ARE ABLE TO DO THE WORK AND THEY CAN CONNECT ALL THOSE.
TOM, HAVE YOU EVER BEEN UP TO OLDTOWN MEDICAL CENTER? OH, YEAH.
WELL, THIS, THAT SERVES THE UPPER PART OF THE COUNTY, AND IT, IT STARTED, UH, A LONG TIME AGO.
AND I REMEMBER WHEN LACKY FREE, IT USED TO BE LACKY FREE CLINIC.
I DON'T THINK IT'S LACKY FREE CLINIC ANYMORE.
UH, SO THOSE, THOSE TWO CLINICS REALLY HELP TO SERVE THE UNDERSERVED PEOPLE IN OUR COMMUNITIES.
AND THEY'VE DONE A TERRIFIC JOB OVER THESE YEARS.
SO EVERY YEAR, WHEN IT COMES TIME TO MAKE DONATIONS, YOU OUGHT TO PUT THEM ON YOUR LIST IF THEY'RE NOT THERE ALREADY.
IT'S, I'M TALKING TO THE CITIZENS, RIGHT? I KNOW.
WELL, THERE'S A LOT DEDICATED DOCTORS, DEDICATED NURSING, UH, DENTAL, AND THEY, AND THEY, THEY, AND THEY, THEY'RE GIVEN THEIR, THEIR TIME.
THEY HAVE SOME EMPLOYEES, BUT, UH, DOCTORS WILL COME IN AND DO THEIR, DO THEIR VOLUNTEER THEIR TIME AND, AND, UH, AND REALLY HELP PEOPLE OUT.
SO ANYWAY, I THOUGHT THAT WAS GREAT.
FOR THIS EVENING, WE HAVE NO CLOSED MEETING.
UH, THE NEXT, UH, REGULAR MEETING OF THE BOARD SUPERVISORS WILL BE HELD AT 6:00 PM ON MAY THE 16TH IN THE BOARDROOM.
