BETHEL BAPTIST CHURCH IS, UH, FOUNDED AT 1840.

UH, SO WE'RE 183 YEARS YOUNG.

AND, UH, WE, UH, EVEN THOUGH WE ARE 183 YEARS OLD, WE HAVE A, UH, VIBRANT MINISTRY FOR ALL DIFFERENT AGES.

I HAVE, UH, PRESCHOOL, MIDDLE PRESCHOOL CHILDREN, STUDENTS WORSHIP MINISTRY, UH, MINISTRY TO THE MILITARY, AND, UH, SO WE'VE ACTIVE IN THE COMMUNITY, ACTIVE IN SENDING MISSIONARIES, UM, IN THE STATE AND ALL OVER THE WORLD.

SO, UH, WE'RE ACTIVE CHURCH IN THE AREA.

UH, WE'VE GOT ROBIN WALSEY, SHE'S GONNA BE DOING THE PRESENTATION FOR US ON BEHALF OF COLONIAL SOIL AND WATER DISTRICT.

UH, WE'VE, WE'VE, UH, WE'VE GROWN OVER THE PAST 10 YEARS AND WE'RE BRANCHING OUT AND WE'RE DOING THINGS, UH, IN THE PAST WE'VE BEEN A LOT MORE FOCUSED ON THE AGRICULTURAL SIDE, BUT, UH, WITH THE GROWING URBAN ENVIRONMENT, WHICH WE ARE IN, WE ARE DOING A LOT MORE THINGS THAT ARE URBAN IN NATURE.

AND, UH, ROBIN'S GONNA BE TALKING ABOUT SOME OF THAT TODAY.

AND, UH, WE'VE GOT A REAL ACTIVE BOARD THAT, UH, WE ARE JUST, UH, FOCUSING ON DOING A LOT MORE THINGS THAT, UH, WOULD BE CONDUCIVE AND WE'RE LEVERAGING MONEY FROM, UH, GRANTS THAT, UH, WILL BRING SOME MORE BENEFIT TO OUR CITIZEN COMMUNITY.

DISTRICT COVERS CHARLES CITY COUNTY, NEW KENT COUNTY, UH, JAMES CITY, COUNTY, YORK, YORK COUNTY, OF COURSE, AND THE CITY OF WILLIAMSBURG.

SO THOSE ARE ALL OUTLINED HERE.

UM, ONE THING WE ALWAYS TRY TO POINT OUT WHEN WE TALK ABOUT SOIL AND WATER CONSERVATION DISTRICTS, UM, WE ARE ALL, ALL OF US ACROSS THE STATE ARE NON-REGULATORY, WHICH MEANS THAT WE DO NOT CARRY ANY ENFORCEMENT AUTHORITY OR, UM, ABILITY, CAPACITY TO ISSUE FINES OR VIOLATIONS OR ANYTHING LIKE THAT.

UM, EVERYTHING WE DO IS VOLUNTARY.

SO WE FIND THAT THAT GIVES US A REALLY UNIQUE OPPORTUNITY TO, UM, BUILD RELATIONSHIPS AND BUILD TRUST WITH OUR LANDOWNERS.

UM, LIKE TIM MENTIONED, WE'VE HAD QUITE A BIT OF GROWTH IN THE PAST, UM, 10 YEARS OR SO, EVEN IN THE PAST, UM, THREE MONTHS, WE'VE WELCOMED, WE'VE WELCOMED THREE NEW STAFF PEOPLE, SO WE'RE VERY EXCITED TO HAVE THEM ON BOARD.

AND WE NOW HAVE A FULL-TIME STAFF OF SEVEN MEMBERS AND TWO PART-TIME EMPLOYEES AS WELL.

UM, LIKE I MENTIONED EARLIER, EVERYTHING WE DO DO FOCUSES ON VOLUNTARY CONSERVATION.

UM, SO WE'RE TRYING TO GET AS MUCH, UM, AS MANY TECHNICAL AND FINANCIAL RESOURCES INTO THE HANDS OF THOSE THAT NEED THEM AS POSSIBLE.

UM, ALONG THOSE LINES, WE ALSO DO A LOT OF EDUCATION AND OUTREACH AS WELL.

OF COURSE, OUR SERVICE AREA IS BOUND BY TWO MAJOR RIDGE RIVER SYSTEMS IN VIRGINIA, THE YORK AND THE JAMES.

UM, WE ALSO HAVE QUITE A FEW TRI TRIBUTARIES THROUGHOUT OUR SERVICE AREA THAT WE FOCUS ON AS WELL.

AND LIKE TO MENTION, WE'VE SEEN A LOT OF URBAN AND SUBURBAN DEVELOPMENT, UM, ACROSS THE SERVICE AREA.

SO THAT'S ONE, UM, ONE TARGET AUDIENCE WE'RE LOOKING AT QUITE A BIT, BUT, UM, WOULD BE REMISS NOT TO MENTION OUR AGRICULTURAL PROGRAMS. UM, EVEN THOUGH THIS IS NOT OUR STRONGEST PROGRAM IN NEW YORK COUNTY, WE HAVE STILL SPENT, UM, A COUPLE THOUSAND DOLLARS OF STATE FUNDING HERE IN THE COUNTY WORKING WITH, UM, AGRICULTURAL PRODUCERS OVER THE PAST FIVE YEARS.

UM, MOST COMMONLY ARE PRACTICES FUNDED HERE INCLUDE NUTRIENT MANAGEMENT, SO MAKING SURE THAT WE'RE, UM, APPLYING AND UTILIZING OUR FERTILIZERS CORRECTLY.

UM, ALONG WITH NO-TILL AGRICULTURE.

UM, WE DO ALSO WORK WITH THE CHESAPEAKE BAY PRESERVATION ACT QUITE A BIT IN OUR AGRICULTURAL SECTOR AS WELL.

UM, WE ALSO HAVE SEVERAL EDUCATION PROGRAMS THAT WE'RE VERY PROUD OF, UM, THE FIRST OF WHICH BEING THE DOMINION AND MARATHON.

SO THAT IS A STATEWIDE PROGRAM.

UM, IT IS ESSENTIALLY A CONSERVATION THEMED COMPETITION FOR HIGH SCHOOL STUDENTS.

SO WE HAVE TEAMS OF STUDENTS THAT GET TOGETHER, UM, AND THEY COMPETE AGAIN, UM, AGAINST OTHER SCHOOLS AND OTHER TEAMS, UM, TO HOPEFULLY EVENTUALLY RE THE STATE REACH THE STATE LEVEL COMPETITION.

UM, HERE IN JUST ABOUT A MONTH OR SO, THE COLONIAL DISTRICT IS GONNA HOST A REGIONAL COMPETITION, SO WE'RE LOOKING FORWARD TO THAT, UM, AND HOPING THAT WE SEE A LOT OF GREAT STUDENTS OUT FOR THAT COMPETITION.

UM, ANOTHER ONE OF OUR LARGEST EDUCATIONAL PROGRAMS, UM, WE WORK WITH THE YOUTH CONSERVATION CAMP, ANOTHER STATEWIDE OPPORTUNITY.

UM, THIS IS A WEEK LONG CAMP THAT STUDENTS GET TO ATTEND AT VIRGINIA TECH, UM, DURING THE SUMMER.

AND WE ARE ALWAYS PROUD TO SPONSOR SEVERAL STUDENTS, UM, FOR THAT CAMP EVERY SUMMER.

UM, THIS, THIS PHOTO THAT YOU SEE HERE, THESE THREE STUDENTS, UM, WE'RE STUDENTS THAT WE GOT TO SUPPORT LAST YEAR, AND I CAN'T RECALL WHICH ONE, BUT ONE OF THEM IS FROM YORK COUNTY.

SO WE WERE EXCITED TO SEND THEM ALONG FOR THAT EXPERIENCE.

UM, WE ALSO ALWAYS LIKE TO HIGHLIGHT OUR COMMUNITY PARTNERSHIPS.

UM, THIS ONE IN PARTICULAR IS OUR WILLIAMSBURG COMMUNITY GROWERS.

UM, THEY ARE A NONPROFIT THAT OPERATES A TEACHING FARM IN A COMMUNITY GARDEN UP IN JAMES CITY COUNTY.

UM, THEY ARE CLOSE ENOUGH BY THAT.

WE HAVE QUITE A FEW MEMBERS AND, UM, GARDENERS FROM YORK COUNTY AS WELL, SO ARE ALWAYS, UM, WELCOMING TO FOLKS THROUGHOUT THE WILLIAMSBURG REGION.

YES, UM, WE ACTUALLY, THE COLONIAL DISTRICT RECEIVED A FARM TO SCHOOL GRANT, UM, BACK IN 2021 THAT WE ARE STILL WORKING ON THAT PROVIDED JUST OVER $90,000 IN FUNDING TO BE ABLE TO WORK WITH MORE STUDENTS ACROSS WILLIAMSBURG, UM, INCLUDING STUDENTS FROM YORK COUNTY AS WELL.

SO WE'RE VERY THRILLED, UM, TO RECEIVE THAT.

AND THEN WE ALWAYS LIKE TO HIGHLIGHT, UM, AT LEAST HALF, USUALLY MORE OF THE PRODUCE THAT HAS GROWN IN THE TEACHING FARM IS DONATED TO, UM, LOCAL FOOD PANTRIES AND FOLKS IN NEED.

SO JUST LAST YEAR IN 2022, UM, WE WERE ABLE TO SUPPORT THE DONATION OF OVER 3000 POUNDS OF THAT FRESHLY GROWN PRODUCE TO COMMUNITIES IN NEED.

SO WE'RE VERY PROUD OF THAT.

UM, AND THEN GETTING INTO OUR URBAN PROGRAMS, UM, AGAIN, THESE ARE THE MORE APPLICABLE PROGRAMS FOR YORK COUNTY RESIDENTS.

MM-HMM.

UM, THE BIGGEST ONE IS THE VIRGINIA CONSERVATION ASSISTANCE PROGRAM, OR VCAP FOR SHORT.

UM, THAT IS A STATEWIDE PROGRAM.

IT IS ADMINISTERED THROUGH INDIVIDUAL SOIL AND WATER CONSERVATION DISTRICTS.

SO HERE FOR THE COLONIAL DISTRICT, THAT IS ONE OF THE PROGRAMS THAT I WORK ON THE MOST.

UM, THROUGH THAT PROGRAM, WE ARE ABLE TO PROVIDE BOTH TECHNICAL AND FINANCIAL ASSISTANCE TO FOLKS WHO ARE ELIGIBLE AND WHO QUALIFY, UM, TO INSTALL STORMWATER MANAGEMENT

PRACTICES ON THEIR PROPERTY HERE IN YORK COUNTY.

UM, THE MOST POPULAR PRACTICE WE HAVE IS ACTUALLY LIVING SHORELINES.

SO WE KNOW WE HAVE QUITE A BIT OF SHORELINE, UM, THROUGHOUT YORK COUNTY.

AND SO THROUGH THAT PROGRAM, WE'RE ABLE TO PROVIDE, UM, UP TO $30,000 OF ASSISTANCE TO INSTALL LIVING SHORELINES FOR FOLKS WHO ARE ELIGIBLE AND WHO QUALIFY.

UM, OTHER COMMON PRACTICES IN YORK COUNTY HAVE BEEN PERMEABLE PAVEMENT, SO WE'VE SEEN QUITE A FEW FOLKS LOOK AT REPLACING THEIR DRIVEWAYS WITH PERMEABLE DRIVEWAYS, UM, THINGS THAT HELP CAPTURE AND MITIGATE THAT STORMWATER RUNOFF.

UM, AND WE HAVE HAD QUITE A BIT OF INTEREST IN RAIN GARDENS AS WELL, SO WE WON'T GO THROUGH ALL THESE PRACTICES.

UM, BUT THIS IS JUST, UM, A LISTING OF ALL OF THE PROJECTS THAT WE HAVE BEEN ABLE TO FUND IN YORK COUNTY OVER THE PAST FOUR YEARS.

SO YOU CAN SEE THE MAJORITY ARE LIVING SHORELINES.

UM, WE DO ALSO HAVE SEVERAL PERMEABLE PAVEMENT PROJECTS, UM, AND THAT ONE RAIN GARDEN AS WELL, JUST TO GO THROUGH THE COLUMNS QUICKLY.

UM, THAT, UH, SECOND COLUMN FROM THE LEFT, THE TOTAL COST IS JUST THE TOTAL COST OF THAT PROJECT.

THE COST HERE PROVIDED, UM, THAT IS THE STATE FUNDING THAT WE WERE ABLE TO BRING IN AND HELP OFFSET THOSE COSTS FOR THE LANDOWNER LANDOWNER THEMSELVES.

UM, AND LASTLY, THE LAST COLUMN IS THAT REMAINING LANDOWNER EXPENSE.

UM, SO YOU CAN SEE AT THE BOTTOM, OVER THE PAST SEVERAL YEARS, WE HAVE BROUGHT IN OVER $140,000 OF STATE FUNDING SPECIFICALLY TO HELP YORK COUNTY RESIDENTS ADDRESS, UM, STORMWATER ISSUES AND, UH, WITH THE LIVING SHORELINES, UM, EROSION ISSUES AS WELL.

SO WE'RE QUITE PROUD OF THAT AND WE HOPE TO CONTINUE TO SEE THOSE NUMBERS GROW.

JUST SOME QUICK PHOTOS OF SOME OF THOSE PRACTICES.

UM, THE TWO ON THE FARTHEST LEFT, OF COURSE, ARE LIVING SHORELINES, THE MIDDLE PHOTO ON THE BOTTOM, BOTTOM.

I LIKE THIS IS A LIVING SHORELINE AS WELL.

UM, THOSE ARE ALL VERY NEWLY PLANTED, SO WE HOPE TO SEE IN THE NEXT COUPLE OF YEARS A REALLY DENSE MARSH GRASS FILLING IN, UM, ON THOSE PROJECTS.

AND THEN WE HAVE OUR, UM, PERMEABLE PAVEMENT PROJECT UP IN THE SECOND FROM THE LEFT, AND THEN OUR RAIN GARDEN ON FARTHEST ON THE RIGHT.

THIS IS JUST ANOTHER NEW PROGRAM THAT WE'VE STARTED UP THAT WE HOPE TO BRING, UM, FURTHER INTO YORK COUNTY.

UM, AGAIN, GOING ALONG WITH THE AMOUNT OF REQUESTS WE'VE SEEN FOR SHORELINE ASSISTANCE, UM, WE RECOGNIZE THAT EVEN BEYOND VCAP, THERE'S A LOT OF OPPORTUNITIES TO EDUCATE FOLKS ABOUT THEIR SHORELINE AND TO PROVIDE, UM, EVEN MORE OUTREACH ASSISTANCE.

UM, SPECIFICALLY LOOKING AT SHORELINES.

SO THIS IS A PROGRAM WE'VE DEVELOPED IN THE PAST COUPLE OF YEARS WITH THE, UM, WILLIAMSBURG MASTER GARDENERS, AND WE HAVE JUST LAUNCHED THAT AS OF JULY OF, UM, THIS PAST YEAR.

SO WE'RE HOPING TO BRING EVEN MORE INTEREST IN THAT IN YORK COUNTY AS WELL.

SO, UM, THAT'S A LITTLE BIT ABOUT SOME OF THE PROGRAMS WE'VE BEEN WORKING ON.

OF COURSE, WE'RE ALWAYS LOOKING AT THE HORIZON AS WELL.

UM, WE DO RECOGNIZE THAT WE, WE SEEK SUPPORT FROM ALL OF OUR LOCALITIES, ALL OF OUR MEMBER LOCALITIES TO CONTINUE THESE EFFORTS EVERY YEAR.

UM, SO YOU'LL CONTINUE TO SEE THAT IN YOUR, UM, BUDGET REQUEST.

WE ARE, AGAIN, ALWAYS LOOKING AT GRANT OPPORTUNITIES.

I MENTIONED THE FARM TO SCHOOL GRANT OPPORTUNITY THAT WE'VE BEEN WORKING ON NOW.

UM, WE'RE CONTINUOUSLY LOOKING AT WAYS TO BRING, UM, EVEN MORE STATE AND FEDERAL FUNDING INTO THE REGION TO HELP MORE FOLKS OUT.

UM, AND THEN AGAIN, WITH THE URBAN GROWTH, WE ARE ALWAYS LOOKING AT MORE, UM, URBAN AND SUBURBAN FOCUSED PROJECTS.

UM, AND WE'RE ALWAYS LOOKING AT NEW PARTNERSHIPS AND COLLABORATIONS AS WELL.

BUT WE'RE STARTING TO SEE MORE AND MORE, YOU KNOW, WE'VE GOT THE GRASSES WE HAVE MEANS WE HAVE FEEDER FISHES, MORE CRABS, THAT MEANS THERE'S FOOD FOR BALD EAGLES.

SO IT'S REALLY, REALLY STARTING TO WORK OUT.

AND WHAT I LOVE ABOUT THIS ORGANIZATION, IT'S NOT AN ORGANIZATION THAT FORCES PEOPLE TO, TO, TO DO SOMETHING.

UM, SO THAT IS AN EDUCATIONAL PROGRAM, UM, FOR FOLKS WHO ARE LOOKING AT MAINTAINING THEIR LAWNS IN A MORE ENVIRONMENTALLY RESPONS, UH, RESPONSIBLE MANNER.

UM, SO WE DO QUITE A FEW SITE VISITS AND HOME VISITS WITH FOLKS WHO PARTICIPATE THERE.

UM, WE'VE WORKED WITH MEGAN TIERNEY, UM, ESPECIALLY SINCE SHE'S BEEN ON THE BOARD NOW FOR A FEW YEARS, TO MAKE SURE THAT OUR PROGRAM KIND OF ALIGNS WITH, WITH HER, UM, HEALTHY VIRGINIA LAWNS PROGRAM HERE IN YORK COUNTY AS WELL.

SO WE'VE GOTTEN A LOT OF GREAT, UM, RESOURCE SHARING AND, AND INFORMATION SHARING OUT OF THAT PARTNERSHIP TOO.

SO THAT HELPS, THAT HELPS TO REDUCE THE NUTRIENT LOAD THAT'S GOING INTO THE BAY.

SO WE DON'T HAVE ANY OF THOSE, UH, ALGAE BLOOMS THAT COME INTO THE BAY, UH, EVERY SEASON.

SO REDUCING THE SEDIMENTATION AND RUNOFF WITH THE LIVING SHORELINES, UH, FARMLANDS THAT WE ARE REDUCING NUTRIENT LOAD INTO THE BAY.

UH, ALL THIS IS IMPROVING THE QUALITY AND THE, THE HABITAT ENVIRONMENT FOR THE BAY.

UH, ONE OTHER THING I'D LIKE TO MENTION IS THAT WE HAD, UH, ONE OF OUR ENVIROTHON TEAMS THAT WENT TO THE, UH, NATIONAL INTERNATIONAL COMPETITION, AND THEY WON THAT COMPETITION IN 2019.

THAT WAS JAMESTOWN HIGH SCHOOL, SO MM-HMM.

, I'D REALLY LIKE TO SEE SOME OF THE SCHOOLS HERE IN YORK COUNTY BECOME MORE INVOLVED IN IT.

IT GETS SOME OF YOUNG FOLKS MORE INVOLVED IN, UH, ENVIRONMENTAL, ECOLOGICAL, UH, AND SCIENTIFIC TYPE OF BACKGROUNDS THAT, UH, WE'RE, WE'RE SEEING A LOT MORE JOB GROWTH IN THAT TYPE OF, UH, UH, JOBS IN THE FUTURE.

THE TRUCKS BRING IT IN, THEY LOAD IT INTO THE BACK OF 18 WHEELER TRUCKS, AND THEY TRUCK IT TO A REGIONAL LANDFILL IN KING AND QUEEN COUNTY'S BACK OVER THERE.

UH, ONE OF THE OTHER PROGRAMS THAT WE OVERSEE ARE, IS LEAF COLLECTION.

WE JUST FINISHED LEAF COLLECTION OPERATIONS FOR THIS YEAR, 20 22, 20 23, AND WE COLLECTED AN ALL-TIME HIGH OF 819.32 TONS.

THAT'S WITH THREE TRUCKS AND THREE DRIVERS AND SIX HELPERS.

50, ABOUT 40, 50 POUNDS AT A TIME.

THE OTHER, ANOTHER PROJECT THAT WE WORK ON ARE STORM DEBRIS CLEANUPS.

AND IN ADDITION TO THE DRUG TAKEBACK, WE HAVE PAPER SHREDDING AND WE COLLECT FOOD FOR THE, UM, FOOD DRIVES.

THEY JUST COMPLETED A MAJOR CLEANUP WHERE THEY COLLECTED 645 BAGS, 50 GALLON BAGS AT A TIME, AND COVERED 68 MILES.

UM, AND JUST SO YOU KNOW, THAT EQUALS TO ABOUT KEEP AMERICA BEAUTIFUL, HAS A SORT OF, UM, METHOD OF CONVERTING THE BAGS INTO TONS.

AND BASED ON THEIR METHOD, THEY COLLECTED JUST OVER EIGHT TONS OR 16,125 POUNDS, 50 GALLON BAGS AT A TIME.

AND FINALLY, LOW LOCALS WHO ARE FAMILIAR WITH, UH, OUR LOCATION AFFECTIONATELY REFER TO US AS THE DUMP .

I'LL DRAW YOU BACK TO THE APPLICATION BY MID-ATLANTIC LAND MANAGEMENT ON THE 20TH OF MARCH, 2018 TO REZONE AN 80 ACRE LOT FOR 213 UNITS, SENIOR HOUSING DEVELOPMENT AT 2000 SPRINGFIELD ROAD.

IT WAS APTLY NAMED TRANQUILITY.

OF COURSE, MID-ATLANTIC HAS LONG SINCE GONE AND THEIR PROMISES, COMMITMENTS TO THIS BOARD LARGELY FORGOTTEN.

BUT WHAT HAPPENS WHEN PUBLIC POLICY GOES TERRIBLY WRONG? LAMONT MYERS REPRESENTING MID-ATLANTIC LAND MANAGEMENT AND HIS PRESENTATION TO THIS BOARD SAID, AND I QUOTE, REGARDING ACCESS FOR THE RESIDENTS OF SPRINGFIELD ROAD.

THERE WILL BE SOME TEMPORARY ISSUES.

WE ARE TALKING A VERY LIMITED AMOUNT OF TRAFFIC, A VERY LIMITED NUMBER OF TRUCKS THAT WOULD HAPPEN ON ANY GIVEN DAY.

TWO CARS CAN PASS, BUT IT WOULD HAPPEN SO INFREQUENTLY THIS WOULDN'T BE A PROBLEM.

MID-ATLANTIC TRAFFIC CONSULTANT THEN STATED THAT THERE WOULD BE ROUGHLY 20 CONSTRUCTION VEHICLES ON A TYPICAL DAY.

WE PICKED TWO DAYS AT RANDOM TO COUNT THE NUMBER OF CONSTRUCTION VEHICLES ON THE 9TH OF FEBRUARY OF THIS MONTH.

THERE WERE 67 VEHICLES ON THE 10TH OF FEBRUARY, THERE WERE 57 VEHICLES.

NOW GRANTED, THESE AREN'T ALL DUMP TRUCK SIZE, BUT THE FLOW OF COMMERCIAL TRAFFIC IS CONTINUOUS THROUGHOUT THE DAY.

NOW ISN'T THAT AN OXYMORON? THE BOARD AUTHORIZED THE REZONING IN PART DUE TO THE COMMITMENTS MADE BY LAMONT MYERS TO THE QUESTIONS RAISED BY OUR CHAIRMAN, MR. SHEPHERD, ON THE VOLUME OF CONSTRUCTION TRAFFIC THAT BECAME THE PUBLIC RECORD.

YOU KNEW AT THE TIME OF APPROVAL THAT YOU WERE CREATING A PROBLEM, BUT YOU COULDN'T ROUTE THE TRAFFIC DOWN TRANQUILITY DRIVE AS THAT WAS A PRIVATE ROAD.

YOUR ONLY OPTION WAS SPRINGFIELD DAMAGING AS THAT MIGHT BE.

I CAN'T FAULT THE BOARD.

BUT WHY IS THERE NO ACTIVE MEASUREMENT BY THE COUNTY? WHY IS THE CONSTRUCTION PERMIT NOT BEING PULLED? HENDERSON IS A CONSTRUCTOR OF THIS PROJECT.

WHY ARE THEY ALLOWED TO SO FLAGRANTLY VIOLATE THE LIMITS SET BY THIS BOARD IN THE APPRO IN THE APPROVAL OF THE REZONING? MR. CHAIRMAN, I CAN'T TELL YOU HOW TO PROCEED.

THAT'S FOR THE BOARD TO DETERMINE.

BUT AS A PRIVATE CITIZEN, I CAN DEMAND ACCOUNTABILITY.

YOU'VE DONE ENOUGH OF A DISSERVICE TO THESE RESIDENTS.

I WANT TO SEE SOME OF THE ACTIONS THAT CORRECT FOR THESE MISTAKES AND THE LACK OF OVERSIGHT ON THE CONSTRUCTOR.

SIR, I AM RECOMMENDING TWO, TWO THINGS THAT A VEHICLE LIMIT BE IMPOSED ON SPRINGFIELD ROAD IN LINE WITH A COMMITMENT MADE DURING THE APPLICATION APPROVAL PROCESS.

CAMERAS WORK VERY WELL FOR THAT PROCESS.

THE COUNTY COULD EASILY, UH, MONITOR IT REMOTELY.

I ALSO NOTE THAT YOU HAVE SEVERAL APPLICATIONS LATER IN THIS MEETING IN YOUR CONSENT CALENDAR.

UH, FOR, FOR TAX REBATES, IT WOULD BE A MAGNA MAGNANIMOUS GESTURE BY THIS BOARD TO PROVIDE A PROPERTY TAX REBATE TO THE RESIDENTS OF SPRINGFIELD ROAD FOR THE PAST YEAR.

I THINK THAT'S A SIMPLE ACTION THAT THE BOARD CAN TAKE THAT WOULD SHOW THEIR RESPECT.

WE WERE TOLD IT WAS ONLY GONNA BE AN EMERGENCY ENTRANCE, YET LOGGING TRUCKS CAME DOWN OUR ROAD OVER AND OVER.

THAT'S WHEN WE FOUND OUT THAT NOT A SINGLE CONSTRUCTION VEHICLE WILL GO DOWN TO THE MAIN ENTRANCE.

EVERY SINGLE ONE WILL GO ON SPRINGFIELD ROAD.

DURING THE FIRST PHASE, HENDERSON HAD TRUCKS ON OUR ROAD ACCESSING 200 TIMES A DAY.

MANY BLOCKING OUR ROAD AS IT'S ONLY ONE CAR WIDTH WIDE.

WE HAVE HAD TRUCKS GET STUCK, TRY TO PASS ONE ANOTHER.

THIS WILL MAKE ANY EMS UNABLE TO REACH ANYONE ON THE STREET.

MEDICAL ATTENTION.

FIRE RESCUE, THESE WON'T BE ABLE TO GET THROUGH DUE TO THE SIZE OF THE ROAD.

THE OLDER RESIDENTS OF SPRINGFIELD ROAD DO NOT DESERVE TO SPEND THEIR GOLDEN YEARS DEALING WITH THIS TRAFFIC.

I COME TO YOU TODAY TO PROVIDE A BIT OF INSIGHT OF WHAT THE SMALL COMMUNITY ALONG SPRINGFIELD ROAD WHERE I LIVE HAS BEEN SUBJECTED TO ALONG THE COURTS OF THE PAST YEAR AND A HALF.

DURING THE CONSTRUCTION OF THE NEW SUBDIVISION TRANQUILITY AT QUEENS CREEK, WE WERE INITIALLY GREETED WITH THE SOUND OF GRINDING DOWN OF COUNTLESS TREES FOR AROUND THREE MONTHS WITH THE EQUIPMENT USED TO DO SO, PARKED VERY CLOSE TO TWO OF THE RESIDENCES ALONG SPRINGFIELD ROAD AND THEY WOULD NOT BE MOVING THOSE.

THEN ONCE THAT WORK WAS DONE, WE WERE SUBJECTED TO THE NOISE OF CLINGING EXCAVATORS AND THE OBNOXIOUS DRONE OF A TAMPING MACHINE.

A SOUND I LIKEN TO HAVING A HELICOPTER HOVER OVER YOUR HOUSE FROM LOW ALTITUDE MANY DAYS.

THESE SOUNDS ARE CONTINUOUS FOR EIGHT TO NINE HOURS WITH LITTLE OR NO INTERVALS OR BREAKS.

WITH THE WORK BEING PERFORMED, TYPICALLY SIX DAYS A WEEK, THIS IS ONLY A SMALL PART OF WHAT OUR COMMUNITY HAS BEEN SUBJECTED TO.

THE 13 FOOT WIDE ROAD HAD DETERIORATED, HAS DETERIORATED RAPIDLY OVER THE LAST YEAR, HAS NOT HAD THE SPEED LIMIT FOLLOWED BY WORKERS, ESPECIALLY THOSE IN LARGER VEHICLES LIKE 18 WHEELERS AND DUMP TRUCKS, AND HAS SEEN SOME WORKERS PEEL OUT OF THE NEIGHBORHOOD.

AFTER WE VOICED OUR CONCERNS, I HAVE SEEN COUNTLESS CONSTRUCTIONS VEHICLES GET STUCK ALONG THE NARROW SHOULDERS.

HEAVEN FORBID SOMEONE NEED MEDICAL ATTENTION, PASS ONE OF THOSE LARGE WORK VEHICLES THAT FREQUENTLY TRAVEL THE ROAD BECAUSE EMS AND THAT LARGE WORK VEHICLE WOULD NOT BE ABLE TO SAFELY PASS ANOTHER WITHOUT ONE OR BOTH VEHICLES BACKING UP THE ENTIRE LENGTH OF THE THE ROAD.

OVERALL, BECAUSE OUR STREET WAS CHOSEN AS THE INLET FOR THIS CONSTRUCTION SITE, I NO LONGER FEEL SAFE WALKING DOWN OUR STREET.

WOULD NOT FEEL SAFE HAVING SMALL CHILDREN, NO ALONG OUR ROAD AND FEEL WORRIED FOR THOSE THAT DO HAVE SMALL CHILDREN.

THERE'S BEEN A LACK OF CONCERN FOR THOSE MOST AFFECTED BY THIS PROJECT.

AND IT IS NOT JUST FELT BY MYSELF MANY OTHER RESIDENTS ALONG SPRINGFIELD ROAD.

THE MAIN ENTRANCE FOR THIS SUBDIVISION IS NOT BEING USED FOR CONSTRUCTION TRAFFIC WHILE OUR SMALL ROAD IS BEING USED FOR ALL OF IT.

AND WE WERE TOLD BY A DEVELOPER BACK IN 2017, OUR ROAD WAS ONLY GONNA BE USED AS EMERGENCY ACCESS.

SO WE SOUGHT NO NEED TO, UH, VOICE THOSE CONCERNS.

I TELL YOU THIS, TO URGE CHANGE TOWARDS WHAT IS HAPPENING IN THE SMALL COMMUNITY, I'VE MADE A HOMAN.

I'VE SEEN ALSO MOST RECENTLY THE CASINO INTEREST AND THE MARIJUANA INTERESTS WORKING TOWARDS CONSOLIDATION AND MINOR OLIGOPOLIES IN VIRGINIA, CONTROLLING THE MARKET, CUTTING OUT VIRGINIA FARMERS AND OTHER INTERESTS AT THE LOCAL LEVEL.

I'VE SEEN MOST RECENTLY, I THINK IN THE LAST YEAR, THE NORFOLK SHERIFF WAS CONVICTED OF PUBLIC CORRUPTION.

I'VE SEEN OTHER CONSTITUTIONAL OFFICERS WHO HAD TO RESIGN OR WERE CONVICTED OF, UM, ISSUES INCLUDING A CITY COUNCILMAN IN ROANOKE.

AND I COULD GO ON AND ON ON THAT FRONT.

YOU KNOW, I WAS GONNA TALK TO YOU ABOUT THE SOLAR DEVELOPMENTS AND BOARDS, ESPECIALLY IN CENTRAL, UH, SOUTHWESTERN VIRGINIA AND IN THE VALLEY.

AND THE WAY THESE SOLAR PROJECTS HAVE BEEN SORT OF RAPIDLY PUSHED THROUGH PLANNING, UH, COMMISSIONS AND THROUGH THEIR BOARDS BEHIND CLOSED SCENES.

UH, NOBODY REALLY KNOWS WHAT'S GOING ON IN THE COMMUNITY.

AND THEN ALL OF A SUDDEN THESE THINGS ARE DONE.

I'VE SEEN, UH, NON-COMPETITIVE BIDS GIVEN OUT IN MAJOR CITIES LIKE RICHMOND FOR MAJOR, MAJOR PROJECTS, MULTI-BILLION DOLLAR PROJECTS, ALL THESE THINGS HAVE OCCURRED.

AND IT TURNS OUT THAT I THINK FIVE OF THE SEVEN THAT THIS AGREEMENT ENVISIONED, UH, WERE NEVER REALLY, UH, UTILIZED AND YET, SO WE COULD, WE CAN CALL 'EM UP AND SAY, COME MAKE SURE THIS IS WORKING AT SOME PLACE THAT WE WEREN'T USING IT.

SO THIS WAS RECOGNIZED.

THE CHICK-FIL-A RESTAURANT IN QUESTION IS LOCATED ON THE EAST SIDE OF MOORE TOWN ROAD IN FRONT OF, UH, HOME DEPOT.

UP THERE AT, UH, WHAT USED TO BE WILLIAMSBURG MARKET CENTER, THE VICTORY VILLAGE SHOPPING CENTER.

UH, ALL THE PROPERTY UP THERE IS ZONED ECONOMIC OPPORTUNITY.

CHICK-FIL-A WAS APPROVED THROUGH A SPECIAL USE PERMIT BACK IN, UH, 2005, I BELIEVE.

SO THE ZONING ORDINANCE REQUIRES A 45 FOOT BUFFER ALONG MORE TOWN ROAD, AND THE BUFFER MUST BE LEFT IN AN UNDISTURBED NATURAL STATE UNLESS THE BOARD AUTHORIZES CLEARING OR DEVELOPMENT AFTER HOLDING A PUBLIC HEARING.

UH, THERE ARE A NUMBER OF COMMERCIAL CORRIDORS IN THE COUNTY, WELL, NOT JUST COMMERCIAL, BUT CORRIDORS IN THE COUNTY THAT ARE DESIGNATED AS GREEN BELT, UH, ROADS.

AND MOORE TOWN ROAD IS ONE OF THEM.

UH, IF THE BOARD DOES AUTHORIZE CLEARING, THE ORDINANCE STATES THAT ANY MODIFICATION, UH, THE MODIFICATION MUST PRESERVE THE FEELING AND SENSE OF THE NATURAL CHARACTER OF THE GREEN BELT AS IT CURRENTLY EXISTS.

UH, THIS IS KIND OF UNUSUAL.

WE HAVEN'T HAD VERY MANY OF THESE REQUESTS.

THERE HAVE ONLY BEEN TWO SINCE THE GREEN BELT.

UH, RULES, PROVISIONS HAVE BEEN IN EFFECT.

UH, BOTH OF THOSE WERE APPROVED.

SO THE REQUEST THAT'S BEFORE YOU TONIGHT INVOLVES AN ENCROACHMENT OF ABOUT SIX AND A HALF FEET INTO THE 45 FOOT BUFFER, UH, TO ALLOW, AND I'LL SHOW A, A SKETCH, BUT IT'S TO ALLOW A WIDENING OF THE DRIVE-THROUGH LANES, GET MORE CARS THROUGH THE, UH, THROUGH THE DRIVE-THROUGH.

THE TOTAL AREA OF THE ENCROACHMENT IS 325 SQUARE FEET, UH, WHICH REPRESENTS JUST 3.6% OF THE ENTIRE BUFFER AREA.

SO FAIRLY LIMITED, UH, CLEARING.

SO HERE'S A BIRD'S EYE VIEW, UH, OF THE RESTAURANT.

UH, YOU CAN SEE THE, UH, EVEN IN THIS PICTURE, YOU CAN SEE THE TWO LANES OF, UH, OF, OF, UH, VEHICLES AT THE DRIVE-THROUGH, UH, QUEUED BACK INTO THE PARKING AREA.

UH, BUT IT PROVIDES A BUNCH MORE AESTHETICALLY PLEASING, UH, APPEARANCE WITH ALL THE GREENERY THAT YOU SEE THERE.

SO THIS IS DIRECTLY IN FRONT OF THE CHICK-FIL-A.

UH, THIS IS THE VIEW IF YOU'RE HEADED, UH, SOUTHBOUND, UH, AWAY FROM, UH, LOWE'S OR ROUTE 1 99.

AND THEN HERE'S A VIEW COMING THE, THE OTHER DIRECTION HEADED NORTHBOUND, UH, UP TOWARD LOWE'S.

UH, BUT THEY STILL EXPERIENCE THOSE BACKUPS.

SO, UM, THIS IS THE, UH, THE CURRENT SITUATION AND THIS IS WHAT THEY'RE PROPOSING.

AS YOU CAN SEE, YOU'VE GOT TWO-LANE DRIVE-THROUGH GOING ALL THE WAY THROUGH FROM THE, WHERE YOU PLACE YOUR ORDER TO WHERE YOU PICK UP YOUR ORDER.

AND THE IDEA IS THE VEHICLES WILL MOVE THROUGH MORE QUICKLY.

UH, AND YOU WON'T HAVE THESE BACKUPS OUT HERE IN THE PARKING LOT AND BACK INTO THE DRY VILE, UH, THAT CURRENTLY TAKE PLACE.

UH, THEY ARE NOT REMOVING ANY TREES, UH, AS PART OF, UH, THAT ARE IN THE GREEN BELT BUFFER.

UH, IN FACT THEY'RE ADDING VEGETATION.

UH, THEY WILL BE PLANTING THIS, UH, AN AMERICAN ELM HERE, UH, IN THIS LOCATION, 1214 FOOT HEIGHT, UH, AT PLANTING.

AND SO IN ORDER TO AMELIORATE THAT, CHICK-FIL-A WOULD LIKE TO MAKE THAT DRIVE THROUGH TWO LANES ALL THE WAY AROUND, WHICH WOULD ALLOW US NOT ONLY ADDITIONAL QUEUING AREA, I THINK IT'S UP TO EIGHT CARS TO CAPTURE ONSITE SO THEY DON'T SPILL OUT OF THE SITE, BUT ALSO JUST HELP EVERYTHING, UH, WORK A LITTLE BIT SMOOTHER AND MORE EFFICIENTLY SO WE CAN GET, CAN GET PEOPLE IN AND OUTTA THAT SITE A LITTLE BIT MORE QUICKLY.

UM, THAT WOULD, WOULD REQUIRE AN ENCROACHMENT INTO THAT 45 FOOT, UH, GREEN BELT.

UH, AND WHAT WE'VE DONE TO COMPENSATE FOR THAT ENCROACHMENT AS, AS TIM SHOWED, IS TO PROPOSE A LINE OF LANDSCAPING THAT IN CURRENTLY THERE, UH, TO HELP, YOU KNOW, THE CAR LEVEL VIEWS OF THE SITE TO TRY TO TRY TO BETTER, UH, AND ENHANCE THE GREEN BELT, THE VISUAL IMPACT OF THE GREEN BELT, UH, ON THIS SITE.

SO EVEN THOUGH YORK COUNTY'S 4% OF THE POPULATION OF HAMPTON, THE ROADS, OUR, OUR FIRE CHIEF CHAIRS, THAT, AND THE SUBCOMMITTEE ON, UH, EMERGENCY COMMUNICATIONS IS CHAIRED BY OUR EMERGENCY COMMUNICATIONS DIRECTOR.

SO YORK COUNTY HAS, UM, A MODERATE AMOUNT OF WEIGHT IN THOSE DISCUSSIONS, BUT I'M NOT GONNA TELL YOU MORE.
