THIS TIME, UH, WE ARE RECOGNIZING SOMEBODY THAT'S BEEN VERY, VERY IMPORTANT TO YORK COUNTY AND, UH, FOR THE TREMENDOUS SERVICE. MR. DIGGS, WOULD YOU PLEASE COME FORWARD? THAT'S SO HARD TO SAY. SURE. WHAT WE HAVE HERE, SHERIFF, IT'S A RESOLUTION. YEAH. . WE'RE KIND OF HAVING FUN HERE ON THIS ONE. SO, BUT IT'S A RESOLUTION, UH, FROM THE BOARD SUPERVISORS. IT'S QUITE LONG, BUT, YOU KNOW, WHEN SOMEBODY, UH, DOES SUCH A TREMENDOUS SERVICE TO THE COMMUNITY, I THINK WE, EVERYBODY NEEDS TO HEAR THIS CUZ IT'S, IT REALLY IS REALLY, UM, UM, TALKS ABOUT THE HISTORY OF ITS INDIVIDUAL AND THE IMPORTANCE OF HIS ACTIVITIES, UH, IN HELPING CITIZENS OF YORK COUNTY AND PROTECTING THE CITIZENS OF YORK COUNTY. SO THE RESOLUTION, UH, COMMENDS AND CONGRATULATE SHERIFF DIGGS, UH, DANNY DIGGS, THE YORK COUNTY SHERIFF'S OFFICE ON THE OCCASION OF HIS RETIREMENT. UM, WHEREAS I'M GONNA SKIP MOST OF THE, WHEREAS I'LL SAVE YOU THAT. PLEASE DO IT. . UH, DANNY DIGGS IS A DEDICATED LEADER WHO HAS PROTECTED THE COMMUNITY AS THE SHERIFF OF YORK COUNTY AND CITY OF PSON. UH, WE'LL RETIRE FROM HIS POSITION OF JANUARY THE FIRST, 2023. SO HE'S NOW MR. DIGGS, BORN AND RAISED IN PACOS AND SHERIFF DIGGS BEGAN HIS CAREER IN 1976 AT THE AGE OF 19, WORKING AS A DISPATCHER FOR THE PACOIN POLICE DEPARTMENT. THE FOLLOWING YEAR HE WAS SWORN INTO THE YORK COUNTY SHERIFF'S OFFICE AS A DEPUTY UH, SHERIFF DURING HIS 45 YEARS OF LAW ENFORCEMENT CAREER. WHILE AT THE YORK PACOS AND SHERIFF'S OFFICE, SHERIFF DANNY DIGGS SERVED UNDER TWO SHERIFFS. AND LET'S SEE, SHERIFF DIGGS LEADERSHIP SKILLS SAW HIM RISE STEADILY THROUGH THE RANKS AS [00:05:01] A LAW ENFORCEMENT OFFICER. HE SERVED AS A JAILER, UNIFORM PATROL DEPUTY, AND INVESTIGATOR WITH THE YORK COUNTY, UH, WITH YORK COUNTY BEFORE JOINING THE GLOUCESTER COUNTY SHERIFF'S OFFICE, WHERE HE ATTAINED THE RANK OF MAJOR SHERIFF DIGGS WAS ELECTED SHERIFF OF YORK COUNTY IN PACOIN IN THE YEARS SINCE HE HAS WON REELECTION FIVE TIMES IN WHICH FOUR WERE UNOPPOSED AND EARNED THE RESPECT OF HIS DEPUTIES AND COLLEAGUES FOR HIS INTEGRITY AND INTEGRITY AND DEVOTION TO DUTY. UH, DANNY'S TENURE AS SHERIFF, THE, UH, YORK COUNTY OF THE YORK COUNTY, EXCUSE ME, YORK PACOS SHERIFF'S OFFICE ACHIEVED ITS FIRST ACCREDITATION FROM THE VIRGINIA LAW ENFORCEMENT PROFESSIONAL STANDARDS COMMISSION AND WAS REACCREDITED ANOTHER FIVE TIMES. HE ALSO INSTITUTED NEW TECHNOLOGIES FOR USE BY THE SHERIFF DEPUTIES AND OVERSAW PUSH FOR USE OF SOCIAL MEDIA MEDIA TO COMMUNICATE WITH THE PUBLIC. IT'S PROBABLY, PROBABLY ONE OF THE MOST DYNAMIC PARTS. IT REALLY WAS. GREAT. UH, LET'S SEE. SHERIFF DIGS, UH, GREW THE SHERIFF'S DEPARTMENT FROM 75 LAW ENFORCEMENT OFFICERS IN 20, IN 2000 TO 114 AND 2022. HE BROUGHT BACK THE K NINE PROGRAM AND STARTED A DRONE TEAM, AN IT DEPARTMENT, AND A COMMUNITY SERVICES DIVISION. UH, MR. UH, MR. DIGGS, SHERIFF DIGGS HAS BROUGHT HIS WIDE RANGING EX UH, EXPERIENCE TO A VARIETY OF ORGANIZATIONS. HE HAS SERVED MULTIPLE TIMES AS CHAIRMAN OF THE BOARD OF DIRECTORS FOR THE VIRGINIA PENINSULA REGIONAL JAIL. SERVED AS CHAIRMAN OF THE HAMPTON ROADS CRIMINAL JUSTICE TRAINING ACADEMY, SERVED ON THE C J I S. WHAT DOES THAT STAND FOR? CRIMINAL JUSTICE INFORMATION SYSTEMS. OKAY. THEN TECHNOLOGY COMMITTEE AND THE LEGISLATIVE AFFAIRS COMMITTEE OF THE NATIONAL SHERIFF'S ASSOCIATION AND PREVIOUSLY SERVED AS PRESIDENT OF THE VIRGINIA SHERIFF'S ASSOCIATION. GOVERNOR BOB MCDONALD APPOINTED HIM TO THE COMMONWEALTH WIRELESS E 9 1 1 SERVICE BOARD AND GOVERNOR WARNER APPOINTED HIM TO THE STATE INTEROPERABILITY, UH, EXECUTIVE COMMITTEE. SHERIFF DIG HOLDS A DEGREE IN POLICE SCIENCE AND IS A GRADUATE OF THE FBI NATIONAL ACADEMY. HE IS A MEMBER OF THE FBI NATIONAL ACADEMY ASSOCIATES, THE VIRGINIA SHERIFF ASSOCIATION, THE INTERNATIONAL ASSOCIATION OF CHIEFS OF CHIEFS OF POLICE, THE VIRGINIA CITIZENS DEFENSE LEAGUE, AND THE RIFLE, THE NATIONAL RIFLE ASSOCIATION SHERIFF DIG HAS SERVED ON THE BOARD OF DIRECTORS OF THE BOYS AND GIRLS CLUB OF YORK COUNTY, THE YORK PACOS, AND RED CROSS, THE YORK COUNTY CHAMBER OF COMMERCE, AND IS A MEMBER OF THE KIWANIS CLUB OF GRAFTON. SHERIFF DIGGS HAS EARNED NUMEROUS HONORS AND AWARDS THROUGHOUT THE YEARS, INCLUDING THE POLICE OFFICER OF THE YEAR BY THE EXCHANGE CLUB OF YORK. SO, UH, ABLELY SERVED, I'M NOT GONNA GO THROUGH THE REST OF IT QUITE A BIT, BUT THE POINT IS, YOU GOT TO HEAR ABOUT THIS AND PEOPLE, HE WON, HE WINS THE AWARD, BUT PEOPLE RECOGNIZE HIM FOR THE TREMENDOUS SERVICE AND DEDICATION THAT, THAT YOU, YOU JUST KIND OF PERMEATE THE WHOLE COUNTY. ADDITIONALLY, CHRIS SERVES AS ACTING STATION OFFICER WHEN NEEDED AND IS PART OF THE ROVER TEAM, WHICH IS ALSO KNOWN AS THE DRONE TEAM IN THE LIBRARY, SUSAN BOOTH, SUSAN WORKS AS A LIBRARY ASSISTANT, AND WHEN SHE'S NOT AT THE LIBRARY HELPING PATRONS, SHE ENJOYS GARDENING, VOLUNTEERING AT THE VIRGINIA LIVING MUSEUM AND BEING THE GRANDMOTHER OF FOUR MANNING FREEMAN. THROUGHOUT HIS YEARS OF SERVICE, HE HAS SERVED AT MULTIPLE FIRE STATIONS AS A MEMBER OF THE DEPARTMENT'S TECHNICAL RESCUE TEAM. ADDITIONALLY, RICKY SERVES AS THE ACTING BATTALION CHIEF WHEN NEEDED, AND HE IS ALSO AN ACCOMPLISHED PARAMEDIC. AMY WHITAKER, SENIOR FIREFIGHTER WHITAKER IS CURRENTLY ASSIGNED TO FIRE STATION NUMBER ONE ON A SHIFT WHERE SHE PERFORMS THE DUTIES OF ONE OF THE SENIOR FIREFIGHTERS AND ROUTINELY OPERATES AS ASSIGNED ON THE ENGINE MEDIC UNIT, A LADDER TRUCK AND RESCUE TRUCKING. SEE, SHE'S QUITE TALENTED. ADDITIONALLY, AMY SERVES AS THE ACTING STATION OFFICER WHEN SHE'S NEEDED. [00:15:01] CHRISTIE IS, UH, SEEN IN THE LAST YEAR A STEWARDING A NEW DEPARTMENT, NEW BUSINESSES, AND NEW EVENTS IN YORKTOWN. SO, MRS. OLSON IS CAPPING OFF A GREAT OPENING YEAR AS DIRECTOR, CONCLUDING HER FIRST 20 YEARS, ONE OF HER WEEKEND JOBS INCLUDES HORSE SHOW MOM WHILE SUPPORTING THE REST OF HER CHILDREN AND THEIR ACTIVITIES. BERNARD CANTERBURY, 20 YEARS IN DEPARTMENT OF PUBLIC WORKS. UH, MR. CANTERBURY IS A SECOND GENERATION COUNTY EMPLOYEE. HIS FATHER WAS A MEMBER OF THE GENERAL SERVICES DEPARTMENT, ANIKA VIRGIN. SHE WORKS IN THE COMMONWEALTH ATTORNEY OFFICE AS THE VICTIM WITNESS DIRECTOR. SHE'S A MOTHER OF THREE, AND I UNDERSTAND A RABID FOOTBALL FAN AND SPECIFICALLY THE EAGLES. MR. RON. WE'LL MOVE ON TO 25 YEARS. WE HAVE THREE EMPLOYEES THAT HAVE BEEN THERE 25 YEARS. LORI HALPERN HAS BEEN WITH US FOR 25 YEARS NOW. MANY OF YOU WILL KNOW LORI FOR HER WORK AND WASTE MANAGEMENT. SHE ALSO WORKS WITH THE BEAUTIFICATION COMMITTEE. SHE'S RESPONSIBLE FOR PUTTING OUT THE ANNUAL CALENDAR AND SHE DOES A REALLY GREAT JOB. SHE'S VERY WELL APPRECIATED IN THE COMMUNITY. ALSO, WITH 25 YEARS AS RANDALL ESK, HE WORKS IN THE STORMWATER OPERATIONS AS A SUPERINTENDENT. UH, RANDY HAS SOME GREAT TECHNICAL EXPERTISE WITH HEAVY EQUIPMENT AND CONCRETE, AND HE IS A REAL ASSET TO THE DEPARTMENT. HE IS A GET IT DONE KIND OF GUY. WENDY CURTIS WORKS FOR THE COMMISSIONER OF REVENUE. SHE ALSO SERVES AS THE FOIA FOIA OFFICER FOR THE COMMISSIONER REVENUES OFFICE. SHE HOLDS MASTER DEPUTY COMMISSIONER OF THE, OF THE REVENUE DESIGNATION FROM THE COMMISSIONER OF REVENUE ASSOCIATION OF VIRGINIA. I HOPE I GOT ALL THAT RIGHT. UH, IN HER EXTRA TIME, SHE ENJOYS VOLUNTEERING AT LIBERTY LIVE CHURCH AND SPENDING TIME WITH HER FAMILY. MOVING ON TO 30 YEAR EMPLOYEES, TRACY PAYNE IN THE FIRE DEPARTMENT. MS. THROUGHOUT HER YEARS OF SERVICE, TRACY HAS SERVED IN ADMINISTRATIVE ASSISTANT AND ADMINISTRATIVE TECHNICIAN POSITIONS AND NOW OVERSEES ALL THE DEPARTMENT'S ADMINISTRATIVE FUNCTIONS. SOME OF THE BREAKDOWNS, 258 INDIVIDUALS WERE ASSISTED THROUGH OUR EMPLOYMENT SERVICES AND CHILDCARE PROGRAMS. 4,116 REQUESTS FOR ASSISTANCE WERE RECEIVED AND PROCESSED FOR BENEFITS. UM, CERTAINLY GOING THROUGH WITH COVID 19, WE'RE STILL NOT OUT OF THAT YET. 1073 CHILD PROTECTIVE AND ADULT PROTECTIVE SERVICES CALLS, THEY WERE ANSWERED AND MANAGED BY, BY OUR SERVICES STAFF. 617 INDIVIDUALS WERE ASSISTED THROUGH OUR SERVICE INTAKE PROGRAM. ADULT SERVICES, ADULT PROTECTIVE SERVICES, RECEIVES AND INVESTIGATES REPORTS OF ABUSE, NEGLECT, AND EXPLOITATION OF ADULTS 60 YEARS OF AGE OR OLDER AND INCAPACITATED ADULTS. AGE 18 OR OLDER. AN APS WORKER CAN ARRANGE FOR A WIDE VARIETY OF HEALTH, HOUSING, SOCIAL, AND LEGAL SERVICES TO STOP THE MISTREATMENT OR TO PREVENT FURTHER MISTREATMENT OF ADULTS. IN FISCAL YEAR 2022, OUR AGENCY RESPONDED TO A TOTAL OF 302 APS. CALLS OUT OF THOSE 212 BECAME ACTIVE APS INVESTIGATIONS. ADULT SERVICES DIFFERENT THAN ADULT PRODUCTIVE SERVICES, ASSIST OLDER AND INCAPACITATED ADULTS WHO HAVE IMPAIRMENTS. THESE RESIDENTS REQUIRE SERVICES AND SUPPORT TO ENHANCE SELF-SUFFICIENCY AND TO IMPROVE THEIR QUALITY OF LIFE. LEGAL INTERVENTION SERVICES MAY ALSO BE OFFERED IF IT'S DEEMED NECESSARY. THE AGENCY HAD A TOTAL OF 283 ADULT SERVICES CLIENTS DURING FISCAL YEAR 2022 AND 256 WERE IN YORK COUNTY AND 27 IN PACOIN. THE AGENCY IS [00:25:01] ALSO MANDATED TO MONITOR ADULT GUARDIANSHIP CASES, AND WE HAD AN UNPRECEDENTED 158 CASES THIS PAST FISCAL YEAR. THE ELDERLY SIMPLIFIED APPLICATION PROGRAM IS A PROGRAM THAT WAS LAUNCHED THIS YEAR ON MARCH 1ST, 2022. IT FOCUSES ON PERSONS WHO ARE SIXTIES, YEARS OF AGE OR OLDER, AND IT'S PART OF THE SUPPLEMENTAL NUTRITIONIST ASSISTANT PROGRAM, ALSO KNOWN AS SNAP. UM, IT HELPS FAMILIES TO BUY FOOD. THERE ARE DIFFERENT REQUIREMENTS FOR ESAP. ALL HOUSEHOLD MEMBERS MUST BE 60 YEARS OF AGE OR OLDER, AND IF THE BENEFITED INDIVIDUAL LIVES WITH OTHERS WHO ARE NOT APPLYING WITH THEM, THEY'RE REQUIRED TO BUY AND EAT FOOD SEPARATELY FROM EVERYONE ELSE. NO HOUSEHOLD MEMBER MAY BE WORKING OUT OF THAT. EVEN THOUGH IT LAUNCHED IN MARCH AND BEGAN IN APRIL OF 2022, WE WERE STILL ABLE TO HELP 148 HOUSEHOLDS THIS YEAR. IT INCLUDES A PHYSICIAN, APS STAFF, LAW ENFORCEMENT OFFICIALS, COMMONWEALTH ATTORNEYS, MENTAL HEALTH PROFESSIONALS, PSYCHOLOGISTS, VICTIM WITNESS PROTECTION STAFF, AND OTHER AGENCY IN THE ELDER ABUSE FIELD. THE CENTER SERVES EACH LOCALITY ON THE PENINSULA. NEWPORT NEWS, HAMPTON YORK, PACOS, AND WILLIAMSBURG, JAMES CITY COUNTY, GLOUCESTER, AND IS WHITE. IT IS ONE OF THE STRONGEST AND MOST RECOGNIZED M D T, UM, COMMITTEES IN THE REGION. THE PENINSULA ELDER ABUSE FORENSICS CENTER. THEY WERE AWARDED A THREE YEAR GRANT IN THE AMOUNT OF 299,000 FROM THE DEPARTMENT OF JUSTICE OFFICE OF VICTIMS OF CRIME TO PROVIDE TRAUMA-INFORMED SERVICES TO OLDER ADULT VICTIMS OF FINANCIAL EXPLOITATION SERVICES UTILIZED, INCLUDE ANALYSIS OF BANK RECORDS BY THE FORENSIC ACCOUNTANT, COUNSELING SERVICES TO VICTIMS OF FINANCIAL EXPLOITATION AND PSYCHOLOGICAL ASSESSMENTS AND REFERRAL TO A CIVIL ATTORNEY FOR LEGAL SERVICES, EMPLOYMENT SERVICES AND FINANCIAL ASSISTANCE. CHILDCARE ASSISTANCE HELPS TO OFFSET THE COST OF CHILDCARE SO THAT A PARENT MAY ATTEND EDUCATION OR TRAINING PROGRAMS. THESE SERVICES ARE CHILD-CENTERED AND FAMILY FOCUSED. WE HAVE 176 CHILDCARE CLIENTS THAT WE HAVE SERVED IN THIS PAST YEAR. YORK COUNTY, UH, ACCOUNTED FOR 157 BOSEN FOR 19. IT'S A GREAT NEED FOR CHILDCARE ASSISTANCE ACROSS THE STATE. EMPLOYMENT SERVICES AND FINANCIAL ASSISTANCE, UH, VIEW, UH, WHICH IS AN ACRONYM FOR THE VIRGINIA INITIATIVE FOR EDUCATION AND WORK, A PROGRAM OF EMPLOYMENT EDUCATION AND TRAINING OPPORTUNITIES TO ASSIST INDIVIDUALS IN ATTAINING THE GOAL OF SELF-SUFFICIENCY. THERE ARE 82 PROGRAM ENROLLEES, 77 OF THEM ARE ACCOUNTED FOR FOR YOUR COUNTY, AND FIVE FOR PSEN EMPLOYMENT SERVICES AND FINANCIAL ASSISTANCE. SNAP. WE PROVIDES NUTRITIONAL BENEFITS TO SUPPLEMENT THE CURRENT FOOD BUDGET FOR LOW INCOME FAMILIES. 5,169 SNAP RECIPIENTS. 4,547 OF THOSE WERE FOR YORK COUNTY EMPLOYMENT SERVICES AND FINANCIAL ASSISTANCE WHEN IT REFERS TO TANF, WHICH IS TEMPORARY ASSISTANCE TO NEEDY FAMILIES. UM, FOR THIS PAST YEAR, 339 TANF RECIPIENTS, 317 OF THOSE WERE YORK COUNTY RESIDENTS. UM, ENERGY ASSISTANCE. THREE COMPONENTS FOR ENERGY ASSISTANCE THAT WE OFFER THROUGHOUT THE YEAR. THAT'S FUEL ASSISTANCE, CRISIS ASSISTANCE, AND COOLING ASSISTANCE. COOLING ASSISTANCE HELPS TO OFFSET THE COOLING COST FOR MID-JUNE TO MID-AUGUST. FUEL ASSISTANCE HELPS WITH HEATING COSTS FROM MID-OCTOBER THROUGH MID-DECEMBER 696 HOUSEHOLDS REQUESTING ASSISTANCE, MEANING APPLICATIONS THAT WERE RECEIVED 449 WERE QUALIFIED AND RECEIVED ASSISTANCE. UM, IN 2022 MEDICAL ASSISTANCE, THE COMMONWEALTH OF VIRGINIA OFFERS THESE PROGRAMS. MEDICAID FAMOUS, WHICH IS FAMILY ACCESS TO MEDICAL INSURANCE AND SECURITY. AND FAMOUS PLUS MEDICAID FOR CHILDREN PROVIDES MEDICAL AND HEALTH RELATED SERVICES TO ELIGIBLE LOW INCOME INDIVIDUALS AND FAMILIES. 11,378 CLIENTS RECEIVING ASSISTANCE IN 2022. 9,783 WERE FROM YORK COUNTY 2022. ENERGY ASSISTANCE SNAPSHOT, $300,247 WAS THE TOTAL AMOUNT OF BENEFITS PAID TO AREA INDIVIDUALS AND FAMILIES. YOU CAN SEE THE BREAKDOWN FOR THE FUEL ASSISTANCE, THE COOLING ASSISTANCE, AND THE CRISIS ASSISTANCE. OBVIOUSLY WITH FUEL ASSISTANCE BEING THE LARGEST FOSTERING FUTURES PROGRAM, UH, THAT IS PROGRAM THAT WE'RE VERY PROUD OF HERE, UM, IN [00:30:01] YORK COUNTY AS WELL AS PACOS. AND, AND DURING FISCAL YEAR 2022. IN RESPONSE TO THE COVID 19 PANDEMIC CHAFFEE FUNDS EXTENDED COVID SUPPORT AND FUNDING FOR OLDER YOUTH IN AND THOSE FORMALLY IN FOSTER CARE. THE CHAFFEE FOSTER CARE PROGRAM PROVIDED LOCAL DEPARTMENTS AND SOCIAL SERVICES, EXCUSE ME, WITH ADDITIONAL FUNDING WE SHARED IN DISTRIBUTED FUNDS TO HELP SUPPORT THE USE WE SERVE WITH THEIR TRANSPORTATION COSTS. THE FOSTERING FUTURES PROGRAMS ALSO APPLIED AND WE WERE AWARDED ADDITIONAL TRANSPORTATION ASSISTANCE PROGRAM FUNDS. THE FUNDS MADE IT POSSIBLE TO PROVIDE ONE FOSTERING FUTURES YOUTH WITH $2,000. THIS ENABLED THE YOUTH TO PAY HIS AUTO INSURANCE PREMIUMS FOR AN ENTIRE YEAR. ANOTHER FOSTERING FUTURES YOUTH WAS AWARDED $4,000 WITH THE ADDITIONAL FUNDS. THEY PURCHASED AN AUTOMOBILE. THE AUTOMOBILE MADE IT POSSIBLE FOR THEM TO PARTICIPATE IN A SUMMER INTERNSHIP IN KENTUCKY. AND THAT INDIVIDUAL WHO IS CURRENTLY GETTING READY TO GRADUATE OUT FROM OUR PROGRAM ALSO, UM, WAS AWARDED SCHOLARSHIPS THROUGH ODU IS CURRENTLY STILL ATTENDING RESOURCE AND ASSISTANCE PROGRAM. SERVICE INTAKE HELPS OUR CITIZENS BY PROVIDING REFERRAL SERVICES AND ADVOCACY FOR THE INDIVIDUALS WITH LIMITED RESOURCES OR THOSE IN CRISIS. THERE REALLY ARE FRONTLINE IN RECEIVING PHONE CALLS AND REQUESTS FOR NEED. THEY MAKE REFERRALS TO APPROPRIATE IN-HOUSE UNITS AS WELL AS TO OTHER COMMUNITY AGENCIES OUTSIDE OF OUR AGENCY AS NEEDED FOR SERVICES, WE HAD 617 CASES IN 2022. 560 OF THOSE WERE FOR YORK COUNTY AUXILIARY GRANTS. IT'S AN INCOME SUPPLEMENT FOR INDIVIDUALS WHO RECEIVE SSI OR SUPPLEMENTAL SUPPLEMENTAL SECURITY INCOME AND CERTAIN OTHER AGE BLIND OR DISABLED INDIVIDUALS WHO RESIDE IN A LICENSED FACILITY ASSISTED LIVING FACILITY OR AN APPROVED ADULT FOSTER CARE HOME. 18 TOTAL CLIENTS RESOURCE AND ASSISTANCE PROGRAMS. UM, WE DO HAVE A FRAUD UNIT WITHIN OUR DEPARTMENT OF SOCIAL SERVICES. NOT ALL DO, UM, BUT OUR LOCALITY DOES. AND THE PURPOSE OF THE YORK PACOIN DEPARTMENT OF SOCIAL SERVICES FRAUD TEAM IS TO PREVENT, IDENTIFY, AND REDUCE PUBLIC ASSISTANCE, FRAUD, WASTE, AND ABUSE. THERE WERE 66 REFERRALS RECEIVED OF THOSE 56 WERE FROM YORK COUNTY RESOURCE DEVELOPMENT PROGRAM DEVELOPS PARTNERSHIPS WITH INDIVIDUALS, COMMUNITIES, CIVIC GROUPS, AND BUSINESSES TO PROVIDE THE MEANS TO MEET THE NEEDS OF CITIZENS THROUGH IN-KIND AND MONETARY DONATIONS AND SERVICES OF THIS, OF WHICH WE ARE MOST PROUD FOR BOTH LOCALITIES IN OUR PARTNERSHIPS THAT WE HAVE DEVELOPED ANNUAL DONATIONS FOR 2022, TOTALED $38,367 AND ANNUAL VOLUNTEER TIME TOTALED $16,566 THIS PAST HOLIDAY SEASON. WE WERE ABLE TO SAY THAT NO ONE WAS TURNED AWAY THAT NEEDED ANY TYPE OF ASSISTANCE, UM, FOR THE HOLIDAYS OR FOR THEIR FAMILIES SUPPORTING THE COMMUNITY. UM, WE BELIEVE IN GIVING BACK TO THE COMMUNITY THAT SUPPORTS US. SO IN THE PICTURE THAT YOU CAN SEE DEMONSTRATED ABOVE, UH, THE EMPLOYEES, WE GOT TOGETHER AND WE DONATED 1200 BOTTLES OF WATER TO SUPPORT THE FOUR STAY SERVICES AND LEARNING CENTERS EFFORT TO HELP THE LOCAL HOMELESS. ANOTHER AREA THAT WE FOCUS THIS YEAR ON SUPPORTING THE COMMUNITY AS WE PARTICIPATED IN THE WEEKLONG SAFETY TOWN. IT'S A GOVERNMENT AND COMMUNITY PARTNERSHIP DESIGNED TO TEACH CHILDREN GOING INTO KINDERGARTEN, VARIOUS ASPECTS OF LIFE SAFETY. UH, WE REALLY ENJOYED THAT PARTICIPATION AND PLAN ON DOING THAT ONGOING THROUGHOUT THE YEARS. IT'S A GREAT WAY TO GET A FRIENDLY FACE IN THE DOOR OF SOCIAL SERVICES TO CHILDREN IN NEED. THE CHILDREN'S SERVICES ACT, ALSO KNOWN AS CSA. UM, IT ESTABLISHES A SINGLE STATE POOL OF FUNDS TO SUPPORT SERVICES FOR AT RISK OR DISTRESSED YOUTH AND THEIR FAMILIES. UM, CHILDREN SERVED WERE 58 TOTAL FOR BOTH LOCALITIES. 51 OF THOSE WERE FROM NEW YORK. SO WE'RE, UH, IN DECEMBER, WE, WE FOUND OUT WITH SOME CERTAINTY HOW THE YEAR THAT ENDED LAST JULY LOOKED, AND THEN OF COURSE, WE'RE HALFWAY THROUGH FY 23, THE YEAR WE'RE IN, WHICH TOOK INTO ACCOUNT SOME OF THE THINGS WE LEARNED ABOUT FY 22. AND NOW WE'RE THINKING ABOUT FY 24. AND, UM, THIS IS MAINLY TO GET INPUT ON, UH, EITHER THE EXPENDITURE OR THE REVENUE SIDE OF THE BUDGET. UH, AS WE HAVE ABOUT A 120 DAY PROCESS TO THINK ALL THIS THROUGH BEFORE WE ACT. ONE OF THE CHALLENGES THAT EVERYBODY NEEDS TO KEEP IN MIND IS, UH, WE COME UP WITH, UH, A PLAN OF REVENUE AND EXPENDITURES, SAY IN FEBRUARY AND EARLY MARCH, AND IT DOESN'T EVEN BEGIN UNTIL JULY. AND SOME OF THOSE, UH, EXPENDITURES AND REVENUES ARE OCCURRING ALMOST A YEAR AND A HALF AFTER WE, UH, PROPOSED SOMETHING. SO NOT SURPRISINGLY, UH, THINGS END UP LOOKING A LITTLE DIFFERENT, UH, AND OVER THE LAST SEVERAL YEARS, A LOT DIFFERENT WITH, UH, THE, YOU KNOW, THE WILD SWINGS ASSOCIATED WITH COVID AND, AND FEDERAL AID. SO I'D LIKE TO SAY THAT WE'RE PLANNING FOR A MORE TYPICAL BUDGET YEAR. FINGERS CROSSED, PROCESS-WISE, OF COURSE, YOU ALL AS A BOARD GIVE THE STRATEGIC GUIDANCE. THE PART THAT'S ALREADY WELL UNDERWAY IS THE DEPARTMENTS AND AGENCIES, UH, WORKING WITH OUR BUDGET STAFF AND THE FINANCE DEPARTMENT ON WHAT THEY SEE, WHAT THEIR NEEDS, PROBLEMS, OPPORTUNITIES ARE. UM, OF COURSE, UH, ULTIMATELY BY LAW IT HAS TO BE A BALANCED BUDGET PLAN ON THE REVENUE AND THE EXPENDITURE SIDE. UH, AFTER THAT, THERE'S PUBLIC HEARING WORK SESSION AND, UH, TYPICALLY VOTE ON THE, UH, BUDGET, THE FIRST MEETING IN MAY. WE BASICALLY TALKED IN THE, THE DIFFERENCE BETWEEN INFLATION ADJUSTED AND NOMINAL DOLLARS WAS NOT THAT SIGNIFICANT. BUT NOW WE REALLY, REALLY GOTTA THINK ABOUT THAT, UM, BECAUSE, UM, IF YOU LOOK AT SOME REVENUE LINE ITEM AND YOU SAY, YOU KNOW, OH, THE SALES TAX WENT UP BY 5%, HMM, THAT SOUNDS PRETTY GOOD. OH, WELL, IF INFLATION WENT UP 8% MM-HMM. , THAT'S ACTUALLY A DECLINE IN REAL DOLLARS. SO HOW WE DEAL WITH THAT IS SORT OF A CHALLENGE ON BOTH THE REVENUE AND THE EXPENDITURE SIDE. NO QUESTION. AS WE ALL READ AND UNDERSTAND, THE LABOR MARKET CONTINUES TO BE TIGHT, EVEN AS OTHER PARTS OF THE ECONOMY APPEAR TO BE SLOWING. AND, UM, MANY IMPORTANT SERVICES THAT WE PROVIDE, UH, REQUIRE US TO, UH, UH, RETAIN AND RECRUIT, UH, A CAPABLE WORKFORCE. AND, AND CERTAINLY DEALING WITH THAT WILL BE PART OF THIS BUDGET. UH, THE SUPPLY AND OPERATIONAL COST, THAT'S A LITTLE BIT RELATED TO INFLATION. AND WE HAVE THIS NEW TWIST NOW WHERE, UM, THERE'S SUPPLY CHAIN CHALLENGES AND THINGS WE PLAN TO DO. WE HAVE TO FACTOR IN, YOU KNOW, HOW MUCH TIME IT TAKES IN ORDER TO GET STUFF. UH, HOPEFULLY THAT WILL ABATE. UM, BUT RIGHT NOW AS WE'RE CONCEIVING, THIS BUDGET IS STILL GOING ON. SO, YOU KNOW, WE HAVE TO, WE HAVE TO AT LEAST ASSUME SOME OF THAT'S GOING ON. IT'S SORT OF THE SAME COMMENT ON CONSTRUCTION COSTS. THOSE ARE SORT OF ON THE EXPENDITURE SIDE. ON THE REVENUE SIDE, UH, IT SEEMS LIKE, UH, FROM EVERYTHING WE KNOW ABOUT THE ECONOMY, AND ACTUALLY THIS WEEK, UH, HAMPTON ROADS PLANNING [01:00:01] DISTRICT COMMISSION WILL GIVE THEIR UPDATED HAMPTON ROADS ECONOMIC FORECAST. SO, UH, SOME OF US WILL BE THERE TO LISTEN TO THAT AND WE'LL FACTOR THAT IN. SEEMS LIKE, UM, IT'S PROBABLY NOT GONNA BE A, A DYNAMIC GROWTH YEAR. IT'S PROBABLY NOT GONNA BE, YOU KNOW, A TERRIBLE RECESSION YEAR, SORT OF A, UH, KIND OF YEAR IN TERMS OF, UH, FINANCIAL PLANNING. UM, THERE'S A COUPLE OF THREATS ON THE REVENUE SIDE THAT WE HAVE TO THINK ABOUT. ONE THAT WE DON'T REALLY HAVE ANY CONTROL OVER, OR VERY LITTLE IS THERE'S TALK, UH, AT THE STATE LEVEL OF CUTTING THE LOCAL GROCERY TAX. THERE WAS TALK LAST YEAR AND IT DID NOT HAPPEN. UH, JUST HAVE TO SAY CANDIDLY, UH, THAT'S BETWEEN TWO AND A HALF AND $3 MILLION OF OUR 165 MILLION GENERAL FUND BUDGET. IF YOU LOOK AT WHERE ALL THE GROCERY STORES ARE IN YORK COUNTY, PROBABLY HALF OF THAT MONEY ISN'T EVEN PAID BY YORK COUNTY RESIDENTS. MM-HMM. . UH, BUT IT'S AN AMA, IT'S A MAJOR PART OF OUR BUDGET. SO IT IS CERTAINLY MY HOPE THAT THE GENERAL ASSEMBLY AND THE GOVERNOR DO NOT TAKE AWAY, UH, THAT $3 MILLION. AND SO UNTIL THE GENERAL ASSEMBLY IS DONE, UH, I GOT A LITTLE ANXIETY ABOUT THAT. AND THE OTHER ONE THAT EVERYBODY, UH, ON THE BOARD AND MOST OF THE CITIZENS ARE FAMILIAR WITH IS THE SORT OF THE CRAZY USED CAR VALUE THING THAT HAPPENED LAST YEAR. FISCAL YEAR 23 OVER FISCAL YEAR 22, VEHICLE TAX WILL BE UP BY 16%. THE 16 MILLION SURPLUS RECORDED IN THE, UH, PAST FISCAL YEAR, NEARLY 40% OF IT COMING FROM PROPERTY TAX AND PERSONAL PROPERTY TAX. FURTHER IN, UH, ILLUSTRATES MY POINT OF VIEW THAT THIS BOARD NEEDS TO FREEZE THE INCREASES IN BOTH TAX REVENUES. I HAVE THREE RECOMMENDATIONS THAT I WOULD LIKE TO SEE IMPLEMENTED BY THE BOARD IN THESE BUDGET DISCUSSIONS. FIRST, A TAX CREDIT OR REBATE OF 2 MILLION APPLIED ON THE SECOND PERSONAL PROPERTY TAX PAYMENT IN THE CURRENT FISCAL YEAR. SO THE JUNE INVOICES SECOND, A PERSONAL PROPERTY FLAT TAX OF 17,250,000. IN OTHER WORDS, RETURN TO THE 22 20 22 LEVEL OF TAXATION AND MANAGE PERSONAL PROPERTY TAX THE SAME WAY WE MANAGE PROPERTY TAX. DECREASE THE TAX RATE TO OFFSET LARGE INCREASES IN VEHICLE ASSESSMENT IF THAT IN FACT OCCURS, TAXPAYERS DESERVE CONSISTENCY. AND THAT 36% JUMP I SAW LAST YEAR ON MY VEHICLE TAX WAS NOT A PROPER WAY OF ADMINISTERING TAX. THE FINAL THIRD, UH, POINT I'D MAKE IS A DECREASE IN THE REAL ESTATE TAX. GIVEN THE ABSENCE OF SIGNAGE, THE SMALL SIZE OF THE HOME, AND THE LOW NUMBER OF RENTERS THAT WOULD BE ALLOWED AT ANY ONE TIME, UH, AND THE PROXIMITY OF THE RESPONSIBLE PARTY STEP DOES NOT BELIEVE THE PROPOSED TAURUS HOME IS LIKELY TO HAVE A SIGNIFICANT IMPACT ON THE SURROUNDING NEIGHBORHOOD. FURTHERMORE, THE APPLICANT SUBMITTED A LETTER SIGNED BY HER NEIGHBORS AFFIRMING THEIR SUPPORT FOR HER APPLICATION. MORGAN, UH, WE HAD TALKED ABOUT THIS A COUPLE MONTHS BACK, IF YOU GIVE US A, A STATUS UPDATE ON, UH, HOW THE DEFIBRILLATORS ARE COMING OUT. I KNOW WE, WE ALL SAW HOW VALUABLE DEFIBRILLATORS WERE, UH, WITH, UH, MR. HAMLIN OUT, UH, IN, UH, THE NFL. SO, UH, THESE COULD ALSO SAVE THE LIVES OF OUR CITIZENS HERE IN YORK COUNTY. UH, THE NEXT THING IS, AS WE COME INTO BUDGETARY TIMES, HAD A LONG TALK WITH THEIR CHAIRWOMAN OF THE SCHOOL BOARD. AND, UH, ONE OF THE BIG ISSUES WAS SCHOOL SAFETY. SO, UH, WE MIGHT WANT TO LOOK INTO UPPING THEIR CONTRIBUTION, UH, FOR SCHOOL SAFETY, ALONG WITH, UH, THE SHERIFF'S OFFICE WITH, UH, SHERIFF MONTGOMERY. AND I KNOW THEY'VE GOT SOME, UH, INNOVATIVE THI THINGS THAT THEY ARE DOING BEHIND THE SCENES TO MAKE SCHOOLS SAFE. AND I HEARD ABOUT A, UH, A GUN SNIFFING DOG, UH, TODAY, WHICH, UH, THAT MIGHT BE A, UH, A NEAT ADDITION, ESPECIALLY, UH, WHEN YOU'RE DEALING WITH, UH, YOUNGER POPULATIONS. SO, THANK YOU MR. ZBA.
