DEAR HEAVENLY FATHER, I THANK YOU FOR THIS NIGHT AND FOR GIVING US THE OPPORTUNITY TO COME TOGETHER AS A COMMUNITY THAT STRIVES FOR UNITY, STRENGTH, AND PURPOSE.

THANK YOU FOR OUR ABILITY TO BE INVOLVED IN MEANINGFUL WORK THAT IS CENTERED AROUND THE WELLBEING OF THE PEOPLE IN THIS COUNTY.

FIRST OFF, I'D LIKE TO THANK THE BOARD OF SUPERVISORS, THE YORK COUNTY YOUTH COMMISSION LIAISON, MS. LISA HANKS, MY FELLOW YOUTH COMMISSIONERS AND MEMBERS OF THE PUBLIC FOR JOINING US TONIGHT.

MY NAME IS CAROLINE MORRIS AND I'M THE CHAIR OF THE YORK COUNTY YOUTH COMMISSION.

TONIGHT I WILL BE PRESENTING ON ACTIVITIES THAT WE HAVE PARTICIPATED IN OVER THE PAST SEVERAL MONTHS, AS WELL AS INITIATIVES WE WOULD LIKE TO IMPLEMENT IN THE FUTURE.

OUR MOTTO IS YOUR COMMUNITY, YOUTH COMMUNITY.

THROUGHOUT THE YEAR, WE OFFER A VARIETY OF OPPORTUNITIES FOR COMMUNITY SERVICE AND INVOLVEMENT, INCLUDING THE YORKTOWN MARKET DAYS AND OTHER EVENTS.

WE ALSO HAVE A STUDENT RELATIONS COMMITTEE THAT, THAT CONDUCTS SURVEYS AT EACH OF THE FOUR HIGH SCHOOLS.

OUR MISSION IS TO BRING LOCAL HIGH SCHOOLERS TOGETHER TO COLLABORATE CONTR, CONTRIBUTE TO THE GOOD OF THE COMMUNITY, AND HAVE A VOICE IN LOCAL GOVERNMENT.

WE STARTED OFF OUR ORIENT BY HAVING OUR ORIENTATION IN AUGUST AT THE FREIGHT SHIP BUILDING.

MR. RON FROM THE BOARD OF SUPERVISORS AND SEVERAL OTHER GUESTS CAME TO SPEAK TO THE YOUTH COMMISSION.

WE ALSO ESTABLISHED OUR COMMITTEES AND OUR CALENDAR FOR THE FIRST QUARTER.

IN ADDITION, WE DID SOME TEAM BUILDING ACTIVITIES AND GOT THE OPPORTUNITY TO GO ON A SEGUE TOUR OF THE HISTORIC YORKTOWN AREA.

THIS YEAR, Y C YC PARTNERED WITH KEVIN RICHIE FROM THE TOURISM DEVELOPMENT DEPARTMENT TO CREATE VOLUNTEER OPPORTUNITIES FOR YORK COUNTY YOUTH.

WE STARTED BY VOLUNTEERING AT THE FALL FESTIVAL AND PAINTING PUMPKINS.

THIS YEAR WE CHOSE TO DO A DISNEY THEME FOR OUR BOOTH AND PASSED OUT CANDY AT THE PO, THE RIVER DAY PARADE.

WE ALSO HELPED WITH CRAFT PROJECTS AT THE MARITIME AND HARVEST DAY FESTIVALS.

WE REC, WE RECEIVED LOTS OF POSITIVE FEEDBACK FROM YOUTH AND PARENTS FOR HELPING WITH THESE OPPORTUNITIES.

IN OCTOBER, THE YOUTH COMMISSION WORKED WITH THE PARKS AND RECREATION

DEPARTMENT ON A PUMPKIN HUNTING ACTIVITY FOR YOUTH.

THESE ARE JUST A FEW PICTURES OF OUR COMMISSIONERS VOLUNTEERING AND FOR OUR WINTER EVENT, WE DECIDED TO PLAN A BINGO NIGHT AT THE SENIOR CENTER.

THE YOUTH COMMISSION DONATED PRIZES AND CAME TO PLAY BINGO WITH SOME OF OUR SENIORS, AND THE EVENT HAD A VERY SUCCESSFUL TURNOUT.

WE ALSO PARTICIPATED IN THE CHRISTMAS TREE LIGHTING.

MM-HMM.

AT YORKTOWN BEACH.

AND Y C Y C HELPED TO WRITE HOLIDAY CARDS FOR SERVICE MEN, WOMEN, AND FIRST RESPONDERS AT THE FREIGHT SHED.

THE YOUTH COMMISSION WILL ALSO BE OFFERING FOUR $1,000 SCHOLARSHIPS TO OUT OUTSTANDING YOUTH IN YORK COUNTY.

THE COMMITTEE SELECTING RECIPIENTS WILL CONSIST OF TWO YOUTH COMMISSIONERS AND ONE REPRESENTATIVE FROM THE SCHOOL BOARD.

NOMINATIONS ARE DUE TO THE PARKS AND RECREATION OFFICE BY FRIDAY, FEBRUARY 17TH, 2023 AT 5:00 PM APPLICATIONS FOR NEXT YEAR'S YOUTH COMMISSION WILL ALSO BE DUE TO THE PARKS AND RECREATION OFFICE BY FRIDAY, MARCH 25TH TO 2023 AT 5:00 PM BOTH CAN BE FOUND ON THE Y C Y C INSTAGRAM PAGE AND THE YORK COUNTY BOARD OF SUPERVISORS AND YOUTH COMMISSION WEBSITES.

OUR FUTURE PLANS FOR THE UPCOMING MONTHS INCLUDE CREATING AND SENDING SURVEYS TO ALL YORK COUNTY HIGH SCHOOL STUDENTS.

WE'LL ALSO BE CONDUCTING OUR TOWN HALL MEETING IN APRIL, AND THE YOUTH COMMISSION IS ALSO PLANNING ON DOING OUR ANNUAL ADOPT THE HIGHWAY CLEANUP ON SEAFORD ROAD IN THE SPRING.

UM, AND, UH, AND SO THE EFFORTS YOU PUT IN AND THE THINGS YOU DO AND TALK TO US, AND PARTICULARLY THOSE SURVEYS ARE, ARE REALLY IMPORTANT TO THE BOARD OF SUPERVISORS.

CUZ IT TELLS US, UH, FROM YOUR EFFORTS, ONE, HOW WELL YOU'RE DOING AND TWO, WHAT IS GOING ON.

SO I, I NOTICED YOU, YOU SAID THAT, UH, YOU WERE PLANNING ANOTHER, YOU'RE PLANNING A SURVEY, RIGHT? YES.

SO HOW ARE YOU DOING THE SURVEYS DIFFERENT THIS YEAR THAN WHAT YOU'VE DONE IN THE PAST? WE'RE ACTUALLY GOING TO BE REVIEWING, UM, SOME OF OUR SURVEYS WITH THE PRINCIPALS AT THE HIGH SCHOOLS MM-HMM.

, AND WE'RE GONNA BE GOING OVER THE QUESTIONS AND SEEING HOW WE CAN WORD THEM DIFFERENTLY FROM LAST YEAR AND, UM, REVIEWING THE RESULTS TO BETTER IMPLEMENT THEM THIS YEAR.

OKAY.

SO WE'VE BEEN, UH, OVER THE YEARS, I MEAN, OVER MANY YEARS, WE'VE BEEN FOCUSED A LOT ON BULLYING BEING AN ISSUE.

UM, SOME SOC UH, UH, SOCIAL PRESSURES AND STRESSES THAT THAT STUDENTS HAVE.

AND, YOU KNOW, WE, WE ALL HEAR THINGS ABOUT, WELL, WHAT THEY WANT TO HAVE IN, UH, ACTIVITIES IN YORK COUNTY.

UM, AND SO ALL THOSE, ALL THOSE, UH, RECOMMENDATIONS AND ALL THE INPUTS THAT YOU GET FROM THOSE STUDENTS, INCLUDING YOURSELVES, IS, UM, VERY IMPORTANT FOR US TO BE ABLE TO FIGURE OUT HOW WE PLAN FOR WHAT WE'RE GONNA DO IN THE FUTURE.

OKAY.

SO, I MEAN, SOME OF IT'S LONG TERM.

I MEAN, MANY OF YOU WILL, MAY HAVE ALREADY GRADUATED FROM COLLEGE BY THE TIME THAT SOMETHING COULD BE IMPLEMENTED, AND THAT'S TRUE.

WE, AND WE'VE SEEN THAT.

BUT IT ALL STARTED WITH THE YOUTH GIVING AN INPUT THROUGH YOU GUYS TO THE BOARD OF SUPERVISORS.

WANNA SAY, UH, BRIAN FULLER AND I GOT TO MEET WITH THE YOUTH COMMISSION LAST WEEK AND REALLY ENJOY GETTING TO KNOW EVERYONE.

IT WAS A GOOD EXPERIENCE.

SO EVERY YEAR ABOUT THIS TIME, UH, WE GO OVER THE PROPOSED, UH, SIX YEAR CAPITAL IMPROVEMENT PROGRAM IN SOME DETAIL WITH THE BOARD, THE STAFF WORK ON.

THIS BEGINS IN LATE SUMMER AND ENDS AROUND THE MIDDLE OF NOVEMBER.

UH, WE SENT THE COMPLETE DOCUMENT TO THE BOARD, AND IT'S PUBLICLY POSTED AS OF A COUPLE OF WEEKS AGO.

UH, JUST AS A REMINDER, UH, THE SIX YEAR PLAN, UH, IS PART OF THE OPERATING BUDGET PROCESS.

SO YOU HAVE SEVERAL MONTHS TO THINK ABOUT IT.

UH, BUT THIS PRESENTATION KIND OF REPRESENTS, UH, THE END OF THE BEGINNING OF THE PROCESS WHERE STAFF HAS SAID, THIS IS WHAT WE HAVE COME UP WITH.

AND JUST A FEW OF THE HIGHLIGHTS, UH, THAT YOU WILL RECOGNIZE.

SO OF COURSE, IT'S A MULTI-YEAR PLAN, AND THESE ARE THINGS THAT WE DON'T TYPICALLY PAY FOR OUT OF THE OPERATING BUDGET, USUALLY BECAUSE OF THE LENGTH OF TIME THAT IT TAKES TO EITHER CONSTRUCT, RECONSTRUCT, OR THE LENGTH OF TIME THAT IT WILL LAST.

UM, HISTORICALLY, CAPITAL BUDGETS HAVE MAINLY BEEN ABOUT BUILDINGS AND INFRASTRUCTURE IN THE MORE MODERN ERA.

UH, WE ALSO HAVE TO FIGURE OUT A WAY TO PAY FOR EXPENSIVE TECHNOLOGY, UH, AND FIND A LITTLE ROOM FOR THAT IN OUR C I P AS WELL.

YEAR ONE, UH, IS ACTUALLY APPROPRIATED AS PART OF THE OPERATING BUDGET.

SO A WAY TO THINK ABOUT THE SIX YEAR PLAN IS THE FURTHER TO THE LEFT, THE CLOSER TO YEAR ONE, THE MORE PRECISE AND CLOSER TO FINAL THE NUMBERS ARE, AND THE FURTHER TO THE RIGHT YOU GO, UH, THE MORE SPECULATIVE MM-HMM.

AND SORT OF MORE LIKE PRELIMINARY PLANNING FOR WHAT WE THINK WOULD PROBABLY HAPPEN IN FUTURE YEARS.

AND OF COURSE, EACH YEAR, UH, THERE'S A ROLLING ONE YEAR ADJUSTMENT, UH, BASED ON TIMING, COST CHANGES, ACTIONS WITH THE BOARD AND EXTERNAL ENVIRONMENTS THAT WE HAVE NO, UH, FACTORS THAT WE HAVE NO CONTROL OVER.

SO, SO REAL BROAD BRUSH IN MANY WAYS.

THE, UH, 2024 BY, UH, PROPOSED CIP P THE FIRST YEAR OF THE PLAN IS SOMEWHAT OF A RETURN TO NORMAL, I HATE TO USE THAT WORD, BUT AFTER SORT OF THE WILD SWINGS IN OUR ASSUMPTIONS ABOUT WHAT WAS GOING ON DURING THE, THE WORST OF THE COVID PERIOD.

UH, HOPEFULLY IT'S GONNA LOOK A LITTLE BIT MORE LIKE, UH, REGULAR TIMES, BOTH IN TERMS OF FINANCIAL PLANNING AND ALSO IN TERMS OF THINGS LIKE, UH, SUPPLY CHAIN AND CONSTRUCTION INFLATION AND THINGS LIKE THAT.

UH, WE ALWAYS TRY TO, UH, PUT AN EMPHASIS ON THINGS THAT ARE PART OF THE BOARD'S SIX STRATEGIC PRIORITIES.

AND, UM, YOU WILL NOTICE MOST OF THE THINGS THAT I'M GONNA GO OVER ARE THINGS YOU'VE ALREADY HEARD ABOUT MORE THAN ONCE.

UH, MANY OF THESE THINGS ARE THINGS THAT HAVE SORT OF BEEN SET IN OUR FACILITIES PLANNED FOR A NUMBER OF YEARS, BUT IN THE OUT YEARS, WE DO IDENTIFY SOME THINGS THAT WE THINK NEED CONSIDERATION IN THE FUTURE THAT HAVEN'T MADE THE CUT PREVIOUSLY.

AND FUNDAMENTALLY OF THE PHILOSOPHY THAT YOU SEE HERE IS ONE OF INVESTING IN FACILITIES AND ASSETS WE ALREADY HAVE.

AND PROTECTING THE ASSETS WE HAVE IS OUR, IS OUR FIRST PRIORITY.

THE ADMINISTRATIVE SERVICES CATEGORY FOR SOME HISTORICAL REASON IS WHERE MOST OF THE LARGE CONSTRUCTION PROJECTS SHOW UP IN THE CIP P.

AND THE ONE THAT IS MOST SIGNIFICANT BY FAR IS WE'RE PROPOSING THE FUNDS NEEDED TO COMPLETE THE SHERIFF'S HEADQUARTERS LAW ENFORCEMENT BUILDING.

AND IF YOU LOOKED AT THIS YEAR'S CIP P YOU WOULD SEE THAT WE HAD A NUMBER OF 1.5 MILLION IN 2024, WHICH WAS, UM, INTENDED FOR THE FIT UP COSTS.

THAT MOSTLY FOR THE TECHNOLOGY AND THE FURNITURE AND THINGS THAT IT DIDN'T MAKE SENSE TO PAY FOR JUST WHEN CONSTRUCTION WAS BEGINNING.

UH, THE REALITY IS WE'VE HAD, UH, LOTS OF INFLATION IN THESE ITEMS. AND SO THIS IS THE NUMBER WE BELIEVE THAT WILL BE NECESSARY TO COMPLETELY FINISH THE BUILDING WITH ALL THE EQUIPMENT, ANY POTENTIAL CHANGE ORDERS, ALL OF THE FURNITURE.

UH, SO THAT ABOUT 14 MONTHS FROM NOW, THAT BUILDING IS OPEN AND FULLY OPERATIONAL.

NOW, WHAT POSITIVE ABOUT THIS IS WITH OUR RECOMMENDATION, UH, THERE IS NO ADDITIONAL DEBT PROPOSED.

SO WE

WOULD BE USING, UH, CASH FROM THE 2022 OPERATING SURPLUS TO COMPLETE THE PROJECT.

I HAVE A QUESTION.

YOU KNOW, IN, IN THE YEARS WHEN THINGS WERE NORMAL AND WE WATCHED THE BUDGET, UH, WE WATCHED THINGS FLOW THROUGH THE, THE CIP P UM, THEY WERE VERY PREDICTABLE BECAUSE THE LAST, I WOULD SAY PROBABLY EIGHT, EIGHT YEARS, MAYBE 10 YEARS, BECAUSE IT WASN'T A BIG INFLATION THING.

UM, NOW, UH, OVER TIME IT APPEARS TO ME THAT WHAT'S HAPPENING IS THE INFLATION IN, IN GOODS AND SERVICES THAT WE RECEIVE, LIKE AT THE GOVERNMENT LEVEL, LOCAL GOVERNMENT LEVEL, UH, EXCEED THE INFLATION THAT WE'RE HEARING ABOUT IN A BROAD, YOU KNOW, THE GENERALIZED INFLATION, UH, OVERALL BY JUST A MAGNITUDE OF A BUNCH, LET'S PUT IT THAT WAY.

AND IS SOME OF THAT, UH, HOW IS THAT BEING DRIVEN? UM, IS IT THAT A LOT OF PEOPLE NOW ALL ASKING FOR STUFF, OR IS IT, DO YOU THINK THERE'S SOME GOUGING GOING ON? OR, OR SHOULD WE COUNTER SOME OF THAT? MAYBE THINK ABOUT DELAYING PROJECTS UNTIL THE INFLATION BECOMES MORE NORMALIZED? SO THERE'S PROBABLY AS MANY DIFFERENT EXPLANATIONS AS, AS ONE COULD IMAGINE.

I MEAN, CERTAINLY ONE PART OF IT, UH, WAS ALL OF THE FEDERAL ASSISTANCE TO STATE AND LOCAL GOVERNMENT MEANS THAT CITIES AND COUNTIES AND TOWNS AND UNIVERSITIES ALL OVER THE COUNTRY ARE BUILDING THINGS AND BUYING THINGS.

AND SO TO SOME DEGREE, THAT'S PUT PRESSURE ON DEMAND, UH, FOR THINGS LIKE INSTITUTIONAL FURNITURE, SECURITY SYSTEMS, CAMERAS, UH, COMPUTERS, THINGS LIKE THAT.

UH, SOME OF THE, UH, CONSTRUCTION SIDE OF IT, WHICH WE PRETTY SUCCESSFULLY MANAGED IN THE CASE OF THIS BUILDING, ALSO HAS TO DO WITH THE LABOR MARKET CONTRACTORS HAVING TROUBLE GETTING THE PEOPLE.

UH, IN HAMPTON ROADS, THERE'S KIND OF A SPECIALIZED ISSUE OF THE HAMPTON ROADS BRIDGE TUNNEL PROJECT.

MM-HMM.

IS SO GIGANTIC THAT IT'S SUCKING ALL OF THE CONTRACTORS, SUBCONTRACTORS, THE CEMENT SUPPLY, EVERYBODY WITH A COMMERCIAL DRIVER'S LICENSE.

THAT'S KIND OF A, THE, THE TOP TIER OF THE ECONOMY.

UM, I GUESS MOSTLY WE BELIEVE THAT, UH, THINGS WILL SORT OF GRADUALLY GET BACK TO SOMETHING LIKE WE'RE MORE FAMILIAR WITH.

SO WHAT I FEEL GOOD ABOUT IN THIS PLAN, AND WE'VE DISCUSSED THIS INDIVIDUALLY, IS SOME OF THE INFLATIONARY INCREASE IN OUR BUDGET PERFORMANCE.

WE'VE BASIC, WHAT WE'VE DONE IS BASICALLY HE CALLED THAT, PUT IT BACK INTO OUR CONSTRUCTION PROGRAM SO THAT WE CAN COMPLETE THE THINGS WE'VE PLANNED ON WITHOUT ANY TAKEN ON ANY ADDITIONAL DEBT.

MM-HMM.

, SO WE KIND OF RECYCLED IT, UM, IS THE WAY WE'RE APPROACHING IN THIS CASE.

UH, WE'RE BUILDING THE BUILDING, WE OBVIOUSLY WANT TO COMPLETE IT.

AND THE GOOD STORY IS WE'VE GOT A, WE'VE GOT A TEAM WORKING ON ALL THOSE DETAILS ON THE TECHNOLOGY AND THE FURNITURE AND, UM, UM, WE DON'T HAVE TO BORROW ANY MORE MONEY TO GET IT DONE.

IN PARTICULAR, UH, THE STAFF BELIEVES THAT THE SO-CALLED SCHOOL SITE AT THE MARQUEE, WE SHOULD USE THE KILN CREEK MODEL AND PUT SOME, UM, YOU KNOW, PASSIVE RECREATION AREA AT MINIMUM THERE FOR THE FOLKS WHO ARE, ARE, ARE BUYING BACK IN THERE AND LIVING BACK IN THERE SO THEY CAN, UM, THROW A BALL AROUND OR RUN AROUND.

AND THAT WOULD ALSO REQUIRE SOME DESIGN WORK FIRST.

UH, 10 YEARS AGO, MAYBE, MAYBE MAYBE 12 YEARS AGO, YOU COULD BUILD A, UM, TAB.

YOU COULD BUILD AN ELEMENTARY SCHOOL FOR ABOUT 25 MILLION.

SO JUST ADDING EIGHT CLASSROOMS ONTO THIS, COSTING THAT MUCH MONEY, WHERE, WHEREAS THIS 15 YEARS AGO, YOU COULD BUILD A WHOLE SCHOOL.

THAT'S AMAZING.

SO I TAKE YOUR POINT, ALTHOUGH IN THE CASE OF QUEENS LAKE, I BELIEVE THEIR PLAN IS TO SUBSTANTIALLY REHABILITATE THE EXISTING SCHOOL AS WELL AS ADDING THE CLASSROOM.

SO IT'S, IT'S GONNA KIND OF BE LIKE WALLER MILL WHEN IT'S DONE.

IT'S GONNA BE ESSENTIALLY A NEW SCHOOL, SOME OTHER, UH, BIG TICKET ITEMS YOU SEE THERE, A MIX OF EXPANSIONS AND PREVENTIVE MAINTENANCE.

AND, UH, OBVIOUSLY WE'LL RECEIVE THE SCHOOL'S, UH, PRECISE RECOMMENDATION AND WE'LL MAKE SOME, YOU KNOW, MINOR ADJUSTMENTS, UM, IN THE DOCUMENT THAT BECOMES PART OF YOUR OPERATING BUDGET.

NOW, IT JUST SO HAPPENS THAT ON THE COUNTY SIDE, A MUCH HIGHER PERCENTAGE IS CASH AND MORE OF OUR BORROWING IS ON THE SCHOOL SIDE.

ONE OF THEM IS WE HAVE MORE, UH, FLEXIBILITY TO RECYCLE CASH INTO OUR PROGRAM, UH, THAN THEY DO.

IT HAS TO BE, THE COUNTY SCHOOL PROJECTS GO THROUGH ONE STATE CORPORATION THAT'S BEEN CREATED FOR FUNDING, UH, WITH, I FORGET WHAT THAT ACRONYM IS, UH, VIRGINIA RESOURCE AUTHORITY, AUSTIN, VIRGINIA RESOURCE AUTHORITY.

AND WHAT'S THEIRS? THIS IS SCHOOLS LITERALLY FINE, VIRGINIA.

SO, SO THEY'RE BASICALLY TWO PARALLEL AGENCIES AND A LOT OF COUNTIES DO THEIRS THROUGH, UH, THE ONE AND SCHOOLS DO THE OTHER.

BUT IN TERMS OF BASIS POINTS, THEY'RE, THEY'RE ABOUT THE SAME.

YEAH, THEY'RE BOTH ABOUT THE SAME.

YEAH.

SO IT DOESN'T REALLY MATTER, JUST THE ONES FOR SCHOOLS AND ONES FOR FEDERAL GOVERNMENT.

SO ON PAPER WE COULD SHOW WHERE WE GOT, WHERE THE MONEY CAME FROM, BUT IT, IT ALL HAS TO ADD UP, YOU KNOW? YEAH.

IN THE SAME PLACE.

SO THERE ARE TWO MAJOR METRICS, UH, THAT WE ASK OURSELVES, YOU KNOW, CAN WE AFFORD THIS PLAN? AND ONE OF THEM IS, UH, AND BOTH OF THESE ARE, YOU ALL HAVE ADOPTED AS BOARD POLICY MM-HMM.

36% ON ONE OF THEM, 24% ON THE OTHER.

I HAD THOUGHT PERHAPS ERRONEOUSLY THAT WE WERE GETTING A REBATE ON PERSONAL PROPERTY TAX THAT WOULD APPLY AGAINST DECEMBER BILLING.

SO WHEN I FOUND OUT THAT I WAS STILL PAYING A WHOPPING INCREASE, IT BOTHERED ME.

NOW I GOT A, A NOTE BACK FROM NEIL, MR. MORGAN, INDICATING THAT THE SURPLUS FROM THE PREVIOUS FISCAL YEAR COULD ONLY BE APPLIED, UH, ON THE, UH, AS A CREDIT ON THE CURRENT YEAR.

SO WE HAD NO WAY OF GOING BACK AND ADJUSTING THE MAY UH, INCREASE THAT WE'D SEEN.

WE WERE ONLY ABLE TO IN, UH, AFFECT THE DECEMBER INCREASE THAT LEFT US WITH A SIZABLE INCREASE IN MAY THAT NEVER REALLY GOT REDUCED.

SO THE TWO OF THEM TOGETHER OVER A THREE YEAR PERIOD, 21, 22, AND 23.

NOW, THE 21 AND 22 NUMBERS ARE THE ACTUAL REVENUES AS, UH, AS, UH, RECEIVED BY THE COUNTY.

AND THAT, UH, THOSE FIGURES PRESENTED TO ME BY MS. WHITAKER, THE 23 NUMBERS COME OUT OF OUR, UH, APPROVED OPERATING BUDGET.

I'LL BEGIN WITH THE PROPERTY TAX BECAUSE I THINK THAT'S A GOOD STORY.

THE BOARD AND THE ADMINISTRATION SHOULD BE PROUD OF THE FACT THAT THAT NUMBER HAS STAYED VERY CONSTANT BETWEEN THE 75 TO 77 MILLION RANGE OVER THE LAST THREE, THREE YEARS.

IT'S WELL MANAGED.

IT'S ABOUT 2% INCREASE A YEAR, AND YOU SPEND A LOT OF TIME REVIEWING THAT.

AND IF, AND ESSENTIALLY MANAGING THE TAX AND THE TAX RATE SO THAT EVEN IF THERE'S BIG SWINGS AND ASSESSMENT VALUE, WE ARE CONSTANT IN TERMS OF THE AMOUNT OF TAX WE PAY.

BUT WHEN WE LOOK AT PERSONAL PROPERTY TAX, WHICH IS THE BLUE GRAY BAR AT THE TOP, 17 MILLION IN 20 21, 22 0.8, ALMOST 23 MILLION IN 2022, AND FROM THE BUDGET YEAR 20, 23, 28 AND A HALF MILLION, THAT'S A 65% INCREASE OVER TWO YEARS.

NOW IN FAIRNESS, THE REBATE HAS TO COME OFF OF THAT.

SO THE 28.5 DROPS BACK TO ABOUT 25 MILLION IF YOU INCLUDE THE, UH, THE CREDIT THAT WAS RECEIVED IN DECEMBER BY THE TAXPAYERS.

BUT THAT'S STILL A 45% INCREASE.

I HAVE TWO RECOMMENDATIONS.

I THINK WE NEED TO CARRY OVER THE REBATE INTO THE MAY JUNE PAYMENT.

SO THE REST OF THE 23 YEAR IS FLAT AGAINST THE 22 YEAR.

AND, AND THE, THE OTHER POINT I WOULD MAKE IS I BELIEVE WE NEED TO GO TO A FLAT

, YORK COUNTY PUBLIC SCHOOLS SPENDS $12,416 PER STUDENT OUT OF 132 SCHOOL DIVISIONS IN YORK ARE IN THE STATE OF VIRGINIA FOR YORK COUNTY RANKS 98TH.

THAT'S 98TH IN PER PUPIL EXPENDITURES.

UM, OUR LOCAL EXPENDITURES PER PUPIL ARE 4,380, WHICH GIVES US A RANKING OF 68TH IN THE STATE.

WE SPEND LESS PER PUPIL THAN OUR NEIGHBORS IN HAMPTON, NEWPORT NEWS, WILLIAMSBURG, JAMES CITY COUNTY, AND GLOUCESTER.

AND WE KNOW THAT THE STATE GREATLY UNDERESTIMATES THE COST OF RUNNING A SCHOOL DIVISION, AND MOST LOCALITIES DO INVEST ABOVE AND BEYOND THE LOCAL REQUIRED MATCHING FUNDS.

YORK COUNTY INVESTS 74% ABOVE THE STATE REQUIREMENTS.

HOWEVER, THE STATE AVERAGES 104, 105% WILLIAMSBURG, JAMES CITY, COUNTY, AND GLOUCESTER INVEST MORE LOCAL FUNDS THAN YORK COUNTY.

WE'VE SEEN ABOUT A 9% DROP IN LOCAL PER STUDENT SPENDING BETWEEN 2014 AND 2021.

YORK COUNTY SCHOOL DIVISION IS COMMITTED TO PROVIDING ENGAGING AND MEANINGFUL LEARNING EXPERIENCES.

TO DO THIS, WE NEED APPROPRIATE MONETARY SUPPORT FROM THE COMMUNITY.

YORK COUNTY SCHOOL DIVISION HAS THE SECOND LOWEST AVERAGE TEACHER SALARY AMONG OUR NEIGHBORS, AND WE ARE RANKED 52ND IN THE STATE.

OUR AVERAGE TEACHER SALARY IN YORK COUNTY IS $7,781 BELOW THE STATE AVERAGE.

LET ME TELL YOU WHERE WE RANK HIGH, VERY HIGH.

OUR ON TIME GRADUATION RATE IS 98%.

WE RANK NINTH IN THE STATE FOR THAT.

THIS BUILDING IS, IS A TENANT OCCUPIED BUILDING, AND AS TENANTS CHANGE, THERE IS A NEED FOR NEW SPECIAL USE PERMITS SO THAT THOSE TENANTS ARE IN COMPLIANCE MM-HMM.

WITH THE COUNTY ZONING.

SO SOME OF THESE VIOLATIONS, UH, THAT, UH, EXISTED HISTORICALLY.

FOR EXAMPLE, THERE WAS A LAWN CARE BUSINESS THAT WAS OPERATING OUT OF THIS FACILITY VIOLATION NOTICE WAS ISSUED PART OF THAT, IN ORDER TO CORRECT THAT VIOLATION, A SITE PLAN HAD TO BE SUBMITTED AND THE SPECIFIC ZONING ISSUES, THIS SPECIAL USE PERMIT APPLICATION WOULD, WOULD NEED TO BE SUBMITTED IN ORDER TO BRING THAT TENANT INTO COMPLIANCE.

THEY'VE ADDED A, UH, TOPOGRAPHICAL MAP, UH, TO OUR, TO OUR GIS, UM, UH, SERVICES SO THAT PEOPLE CAN LOOK AND SEE CONTOUR LINES ON PROPERTY ALL ACROSS THE COUNTY WHERE THEY SIT ABOVE WATER LEVEL OR MAYBE BELOW WATER LEVEL, DEPENDING ON THEIR PROPERTY AND MAKE BETTER PROPERTY PURCHASE DECISIONS OR PROPER PROPERTY IMPROVEMENTS.

SO THAT'S A GREAT ADDITION TO SERVICES WE'RE ADDING TO THE COUNTY.

NOW, THE CAVEAT WITH THAT IS WE, AFTER TALKING WITH 10 FOR A WHILE ON THIS AND GETTING MORE DETAILS ON IT, THAT DATA'S FROM 2007.

DOESN'T CHANGE A LOT, BUT IT HAS CHANGED SOME.

SO IN ORDER TO BRING THAT UP TO DATE, WE NEED TO ENGAGE SERVICES WITH A COMPANY THAT PROVIDES, PROVIDES LAID RADAR SERVICES TO REMAP THE ENTIRE COUNTY.

NOW TO THAT END COUNTY STAFF AND TIM'S OFFICE HAS PARTNERED WITH THE CITY OF NEWPORT NEWS, WHO NEEDS TO DO THE SAME THING SO THAT WE CAN COMBINE THE EFFORTS TO DO NEWPORT NEWS AND YORK COUNTY AT THE SAME TIME, THEREBY REDUCING THEIR TOTAL COST BURDEN, UM, FOR THAT SERVICE TO GET THE MAPS UPDATED.

UM, I THINK, I THINK WE TALKED ABOUT A $50,000 SAVINGS IF HELP.

HELP ME OUT HERE.

SO YEAH, THE ACQUISITION'S $55,000, THE SAVINGS, BECAUSE WE'RE GOING WITH ANOTHER JURISDICTION, THERE'S A PRICE BREAK POINT AT 500 TILES THAT NEWPORT NEWS COULD NOT MAKE BY THEMSELVES, NOR COULD YORK COUNTY BY THEMSELVES.

BUT BY FLYING BOTH OF OUR REGIONS TOGETHER, WE REACH THAT PRICE THRESHOLD.

IT TAKES THE TILE PRICE FROM A HUNDRED NINETY SIX SEVENTY 2 CENTS DOWN TO $122 40 CENTS.

SO A NET SAVINGS THROUGH THAT FOR THE COUNTY FOR 30,000.

IN ADDITION, BECAUSE WE SHARE A BORDER WITH NEWPORT NEWS AND SOME OF THOSE TILES HIGHLY OVERLAP US, NEWPORT NEWS IS ALREADY FLYING IT FOR ADDITIONAL SERVICES.

SO THEY'RE GIVING US ALL THOSE, THAT TILE 32 TILES FOR FREE, WHICH IS AN ADDITIONAL 6,000 SAVINGS TO YORK COUNTY.

UM, SO IT BENEFITS NEWPORT NEWS AND HIGHLY BENEFITS THE CITIZENS OF YORK COUNTY.

SHOULD YOU CHOOSE TO, RIGHT.

TELL US WHAT A TILE IS.

A TILE IS A SECTION THAT THEY BREAK DOWN OF YORK COUNTY AND IT'S A GRID PATTERN THAT THEY KIND OF FLY OUT.

UM, SOME OF THE TIMES WE, IN PRIOR YEARS, EVEN THAT IN THE 2007 DATA, WE DID NOT DO THE PERIMETER CUZ ONLY ONE SMALL SECTION MAY HAVE BEEN HERE.

BUT WITH THIS PROPOSAL, WE'LL BE FLYING ALMOST EVERY SQUARE INCH, MINUS THE MILITARY BASES AND THE ISLAND OFF A KIND OF GOODWIN NECK SINCE THAT'S, YOU KNOW, NO ONE LIVES OUT THERE.

SO WE'LL HAVE A COMPLETE COVERAGE.

WE ALSO HAVE A PLAN KIND OF IN THE FUTURE THAT WE WANT TO TRY TO MAINTAIN THIS DATA SO IT DOESN'T GO OUT OF, YOU KNOW, OUT OF DATE.

SO IF THERE'S NEW CONSTRUCTION, WE MIGHT BE ABLE TO COME UP WITH A NET, ANOTHER METHODOLOGY SO WE DON'T HAVE SUCH ANOTHER HUGE CHUNK FOR THE BOARD TO HAVE TO APPROVE AND FLY THE ENTIRE COUNTY.

THIS WILL BE GIVING YORK COUNTY CITIZENS ONE FOOT CONTOURS, WHICH SUBSTANTIALLY INCREASES THE ACCURACY AND PROJECTIONS AND MODELINGS WE CAN DO WITH RAIN, OFF RAIN, UH, OVERFLOW WATER, STORM WATER, THINGS LIKE THAT.

SO NOT ONLY ARE WE GETTING OUR CONTOUR DATA

SO FAR AS I KNOW WE HAVEN'T PAID ANY RANSOMS TO ANYBODY, BUT, UH, WE, IT IT'S JUST SAD THAT, UH, THERE'S, THERE ARE PEOPLE OUT THERE CONSTANTLY TRYING TO PREY ON, ON OTHER FOLKS TO TAKE THEIR MONEY, TO TAKE THEIR ASSETS, TO PUT 'EM IN JUST TOTAL DISREGARD OF, UH, THE CONDITIONS THAT THIS LEAVES PEOPLE IN.

AND, UH, IT BEHOOVES EVERYONE, EVERYONE TO PAY ATTENTION.

WE'RE NOT OUR, WE'RE A SOCIETY OF KINDNESS.

I, I REALLY BELIEVE THAT WHEN PEOPLE REALLY GO OUT OF THEIR WAY TO, TO GIVE TO CHARITIES TO HELP OTHERS.

UM, BUT AS ALWAYS, I DON'T CARE IF YOU GO BACK TO THE VERY BEGINNING OF OUR COUNTRY, ANYWHERE IN THE MIDDLE OF THE COUNTRY, THE ROARING TWENTIES OR ANYTHING ELSE, THERE'S ALWAYS SOMEBODY TRYING TO BREAK THE LAW.

AND PART OF THAT BREAKING THE LAW IS TAKING MONEY AND STEALING IT FROM, FROM, UH, HARDWORKING AND, UH, AND, UH, CITIZENS THAT REALLY, UH, APPRECIATE OUR DEMOCRACY.

SO JUST PLEASE PAY ATTENTION, OKAY? PROTECT YOUR ASSETS, UH, BOTH ON THE COMPUTER WHO YOU'RE TALKING TO AND IN YOUR CARS.

BECAUSE LARCENY FROM A VEHICLE STILL OUR NUMBER ONE CRIME.

UM, AND IF YOU'RE OUT DRIVING AROUND, I MEAN, KNOW, I, I GUESS THE ONLY THING I CAN REALLY TELL YOU IS, IS DON'T DRIVE AND DRINK.

ALL RIGHT? BECAUSE WE'VE SEEN SOME PRETTY TERRIBLE ACCIDENTS THIS YEAR AT THAT.

WE JUST DON'T WANNA, THAT WE JUST DON'T NEED, OKAY? AND IT MAKES IT, AND THIS TIME OF THE YEAR, THOSE KIND OF THINGS ARE VERY SAD.

BUT ANYWAY, ON A POSITIVE NOTE, I WANT TO WISH EVERYONE A, UH, MERRY CHRISTMAS, HALF A HANUKKAH, WHATEVER YOU'RE GONNA CELEBRATE.

AND, UH, A HAPPY NEW YEAR CUZ WE'RE GONNA COME OUT THE OTHER SIDE AND WE'VE GOT ANOTHER YEAR AGO.

AND IF YOU'VE WATCHED THE STATE OF THE COUNTY REPORT THAT THE COUNTY ADMINISTRATOR AND I DID, I HOPE YOU AS A PROUD, AS AS PROUD AS I AM FOR WHAT OUR STAFF UNDER, UNDER HIS LEADERSHIP HAS BEEN ABLE TO ACCOMPLISH THIS PA PAST YEAR.

AND IT COULDN'T HAVE HAPPENED WITHOUT THE SUPPORT OF MY FELLOW SUPERVISORS.

SO ON MY BEHALF, I SAY THANK YOU TO YOU ALL FOR WHAT YOU'VE BEEN ABLE TO DO TO HELP OUR STAFF DO THEIR JOB AS WELL.

I WANNA WISH YOU AND THOSE YOU LOVE, A VERY MERRY CHRISTMAS.

A HAPPY HANUKKAH HAD A KWANZA AND A JOYOUS HOLIDAY SEASON.

WE HAVE SO MUCH FOR WHICH WE CAN BE THANKFUL THAT SOMETIMES IT GETS LOST IN THE BUSTLE OF THE HOLIDAY THAT WE ARE TRYING TO PREPARE FOR.

SO LET ME GIVE YOU A FEW REASONS TO BE THANKFUL.

WE LIVE IN THE LAND THAT ENJOYS FREEDOM OF EXPRESSION.

WE LIVE IN THE LAND WHERE FREEDOM OF RELIGION IS AN ACTUALITY.

WE LIVE IN A LAND THAT RESPECTS THE RIGHTS OF OTHERS AND ONE THAT APPRECIATES DIVERSITY.

WE LIVE IN A LAND WHERE WE DON'T HAVE TO SPEAK WITH ONE VOICE AND WE DON'T.

WE LIVE IN THE LAND WHERE OUR CHILDREN CAN GET A GOOD EDUCATION.

WE LIVE IN THE LAND WHERE WE CAN RAISE OUR CHILDREN IN RELATIVE SAFETY AND ONE WHERE WE NEED NOT FEAR OUR NEIGHBORS.

WE LIVE IN THE LAND WHERE WE HAVE MANY OPPORTUNITIES OF EMPLOYMENT.

WE LIVE IN THE LAND WHERE MANY LIVE TO ENJOY THE FRUITS OF THEIR LABOR.

AND WE LIVE IN THE LAND WHERE MANY OF OUR MILITARY FAMILIES WILL BE ABLE TO ENJOY CHRISTMAS TOGETHER BECAUSE WE ARE NO LONGER INVOLVED IN ARMED CONFLICTS.

AND IF YOU THINK ABOUT IT YOURSELVES, THERE ARE MANY OTHER THINGS THAT YOU CAN SAY THAT YOU ARE THANKFUL FOR THIS YEAR.

AND SO PLEASE, IF YOU HAVE ANY I CAN ADD TO MY LIST, I'D BE VERY HAPPY TO HAVE THEM.

BUT MAY THE COMING YEAR OF 2023 BLESS US ALL WITH GOOD HEALTH, HAPPINESS, PROSPERITY, AND THE TIME TO ENJOY BECAUSE LIFE IS MUCH TOO SHORT NOT TO.
