DEAR GLORIOUS AND MERCIFUL, GOD, AS WE GATHER THIS EVENING IN THIS CHAMBER, WE COME TO DISCUSS THE MATTERS OF THE PEOPLE OF YOUR COUNTY.

BUT BEFORE THIS DISCUSSIONS BEGIN WITH GOD, WE PAUSED BEFORE YOU IN REVERENCE AND IN GRATITUDE.

TONIGHT A PRESENTATION IS GOING TO BE HOLIDAY EVENTS IN YOUR TOWN.

AND FOR THAT, WE HAVE TWO MEMBERS OF THE ECONOMIC AND TOURISM DEVELOPMENT STAFF, DARREN WILLIAMS AND KEVIN RICHIE, WHO WILL LEAD US IN THIS STORY THAT'S GOING TO COME WHEN SANTA CLAUS COMES.

GOOD EVENING, CHAIRMAN NULL DISTINGUISHED MEMBERS OF THE BOARD, MR. BELLAMY.

MR. BARNETT, THANK YOU FOR ALLOWING US TO JOIN YOU TONIGHT.

UM, ON BEHALF OF ECONOMIC AND TOURISM DEVELOPMENT, ALONG WITH OUR MINI COMMUNITY PARTNERS, WE'D LIKE TO PROVIDE YOU WITH A BRIEF UPDATE ON OUR FALL SUCCESSES, AS WELL AS SOME UPCOMING, UH, HOLIDAY EVENTS AND PROGRAMS. AT THE END OF FALL INTO THE BEGINNING OR AT THE END OF SUMMER INTO THE BEGINNING OF FALL, WE PRESENTED OUR 18TH SEASON OF THE RHYTHMS ON THE RIVER WALK CONCERT SERIES.

THIS UNIQUE CONCERT SERIES FEATURES A VARIETY OF MU MUSICAL GENRES SUCH AS COUNTRY, BLUEGRASS, RHYTHM AND BLUES, AS WELL AS BIG BAND.

NOW, FOR THIS YEAR, WE ADDED THREE NEW ACTS, AND THAT WAS REALLY WELL RECEIVED BY OUR CONCERT GOERS.

BUT OF COURSE, WE BOUGHT BACK SOME, YOU KNOW, ANNUAL FAVORITE SESSIONS.

GOOD SHOT, JUDY.

AND, AND AS YOU GUYS WELL KNOW, THEY REALLY PACKED THE TOWN EVERY SINGLE TIME.

AND AFTER A TWO YEAR HIATUS, THE VIRGINIA SYMPHONY ORCHESTRA RETURNED TO THE YORKTOWN WATERFRONT.

THE CELEBRATE YORKTOWN COMMITTEE OF THE YORKTOWN FOUNDATION BRINGS THIS WONDERFUL ANNUAL, ANNUAL EVENT, UH, TO THE YORKTOWN WATERFRONT.

THIS YEAR, THE CONCERT TOOK PLACE ON LABOR DAY SATURDAY OVER THE LABOR DAY WEEKEND, SATURDAY, SEPTEMBER 3RD.

AND, AND AS ALWAYS, THIS WOULDN'T BE POSSIBLE WITHOUT ALL THE, THE KYC VOLUNTEERS THAT THAT REALLY WORKED VERY HARD TO BRING THIS EVENT TO THE COMMUNITY.

AT THE RIVER WALK LANDING PI, WE HAD ANOTHER REALLY ACTIVE YEAR FOR RIVALS BY TALL SHIPS AND OTHER VISITING VESSELS.

TO BEGIN WITH THE US NAVAL ACADEMY, ANNAPOLIS YARD PATROL CRAFTS MADE TWO VISITS TO THE PEERS THIS YEAR AND BROUGHT OVER 3,500 VISITORS FOR DECK TOURS TO THE PEERS.

AND RECENTLY WE HAD THE NILE TRINIDAD, WHICH MANY OF YOU MIGHT HAVE SEEN DOWN AT THE DOCKS.

SO OVER THEIR TWO WEEKS DAY, WE HAD OVER 15,000 VISITORS COME TO THE PIERS FOR DECORS.

JUST SUPER IMPRESSIVE NUMBERS.

AND NOW A LITTLE ABOUT THE, UH, NOW TRINIDAD, THE VESSEL'S ACTUALLY A REPLICA VESSEL OF MAGELLAN'S SHIP THAT HE TOOK ON THE FIRST CIRCUM NAVIGATION OF THE GLOBE.

SO IT WAS A REALLY NEAT OPPORTUNITY TO TELL THAT STORY OF MAGELLAN AND, AND REALLY THE, SOME, SOME HISTORY OF, OF, UH, GLOBAL NAVIGATION.

UM, ALSO, YOU KNOW, THE, THE TALL SHIPS COMMITTEE CONTINUES TO WORK DILIGENTLY TO BRING BEAUTIFUL VESSELS SUCH AS THE TRINIDAD TO YORKTOWN.

SO WE'RE SUPER APPRECIATIVE, APPRECIATIVE OF THEM.

SOMETHING NEW FOR THIS YEAR HAPPENED THIS PAST WEEK AND ACTUALLY DURING OUR MARITIME FESTIVAL WHERE WE HAD AN EXHIBITION OF WORK BOATS AT THE PEERS, WHICH ALLOWED VISITORS TO REALLY GAIN A DEEPER UNDERSTANDING OF HOW WORK BOATS PLAN TO OUR REGIONAL CULTURE.

UM, LAST BUT CERTAINLY NOT LEAST, OCTOBER SAW THE RETURN OF CRUISE SHIPS TO THE WATERFRONT.

AND THAT'S ALWAYS A WELCOME SITE AS I BRING A TON OF ACTIVITY TO THE RESTAURANTS, THE SHOPS, AND THE AREA ATTRACTIONS HERE IN YORKTOWN.

SPEAKING OF OCTOBER, IT WAS A BUSY MONTH WITH A RETURN OF OUR FALL THEMED MARKET LINEUP.

THE LINE STARTED WITH OUR FALL FESTIVAL, WHICH FEATURED A HAY MACE PUMPKIN PAINTING, PETTING ZOO, FACE PAINTERS, BALLOON ARTISTS, AS WELL AS THE POPULAR ANNUAL GUESTS AWAY TO THE PUMPKIN CONTEST.

THIS YEAR WE ACTUALLY HAD TWO WINNERS, ONE IN PERSON AND ONE ONLINE, AND THEN ALL THE PRIZES WERE GENEROUSLY DONATED THROUGH OUR MARKET VENDORS.

UM, NEXT UP WAS OUR PAUSE AT THE RIVER MARKET, WHICH BENEFITS THE HERITAGE HUMANE SOCIETY.

THIS EVENT PROVIDED VISITORS WITH FREE PET PORTRAITS AN OPPORTUNITY TO PARTICIPATE IN OUR ANNUAL PET PARADE, AND ADDITIONALLY, KIDS WERE ABLE TO TRICK OR TREAT AT VARIOUS BUSINESSES.

IN HISTORIC YORKTOWN.

TO KICK OFF NOVEMBER, THE VINTAGE MARKET RETURNED TO THE MAC WITH ANTIQUES FOLK ART, A CLASSIC CAR SHOW AND LIVE ENTERTAINMENT AT THE MARITIME FESTIVAL I MENTIONED EARLIER, WHICH HAPPENED LAST WEEKEND.

OF COURSE, WE HAD THE WORK BOAT EXHIBITION AS WELL AS A PIRATE ENCAMPMENT, A MARITIME HISTORY DISPLAY IN THE FREIGHT SHED, A REENACTMENT OF THE YORKTOWN TEA PARTY, WHICH HAD HUGE ATTENDANCE THIS YEAR AND MUCH MORE.

THIS EVENT ALSO CON COINCIDED WITH THE TWO DAY C SHANTY FESTIVAL THAT WAS BROUGHT TO THE PUBLIC BY THE WATERMAN'S MUSEUM TO WRAP UP THE FALL THEMED MARKETS.

THIS COMING SATURDAY, WE HAVE A HARVEST FESTIVAL, WHICH VISITORS CAN WATCH LIVE LOG CARVING, DEMONSTRATIONS, AND EVEN TEST THEIR SKILLS WITH AN INFLATABLE AX THROWING ACTIVITY.

SO MAY WANNA COME TRY THAT OUT.

AS YOU CAN IMAGINE, NOVEMBER WAS BUSY, BUT IT'S ACTUALLY BEEN MADE BUSIER THIS YEAR CUZ WE HAD, DUE TO THE POSTPONEMENT OF THE YORKTOWN WINE FESTIVAL AND THE YORK TOBER FEST BEER FESTIVAL DUE TO INCLEMENT WEATHER.

ALTHOUGH WE DID HAVE TO POSTPONE BOTH EVENTS TO SUNDAYS IN NOVEMBER, THEY STILL HAD FANTASTIC ATTENDANCE.

OTHER HAPPENINGS THIS FALL INCLUDED THE PREMIERE OF THE YORKTOWN EPISODE OF THE FOLLOW THE FRENCHMAN YOUTUBE SERIES, ECONOMIC AND TOURISM DEVELOPMENT STAFF WORKED WITH JULIE NASHER, THE FOUNDER AND PRESIDENT OF THE LAFAYETTE TRAIL, UM, TO NOT ONLY BRING A LAFAYETTE TRAIL MARKER TO THE WATERFRONT, BUT ALSO PRODUCE A YORKTOWN EPISODE OF THE SERIES, WHICH HIGHLIGHTED THE IMPORTANCE OF LAFAYETTE'S RETURN TO YORKTOWN IN OCTOBER OF 1824.

NOW, IF YOU HAVEN'T HAD A CHANCE TO ALREADY SEE THIS, I HIGHLY RECOMMEND YOU TAKE A MOMENT TO CHECK IT OUT.

IT'S A FANTASTIC SERIES AND HAVE SOME GREAT INFORMATION ABOUT LAFAYETTE'S CONTRIBUTION TO YORKTOWN AND THE REVOLUTION.

AND THEN ALSO IN OCTOBER, WE SAW THE RETURN OF THE ZU BURKIN DELEGATION TO YORKTOWN ECONOMIC AND TOURISM DEVELOPMENT STAFF WAS FORTUNATE TO SPEND THE DAY WITH THE DELEGATION THAT WAS FILLED WITH SEGWAY, TOURS, ECONOMIC AND DEVELOPMENT, ECONOMIC DEVELOPMENT AND TECHNOLOGY PRESENTATIONS, FOLLOWED WITH ROUND TABLE DISCUSSION AND ALSO DINING AT THE PUB, A TOUR OF GREAT WOLF LODGE AND MANY OTHER GREAT ACTIVITIES.

YOU KNOW, THIS IS A REALLY GREAT OPPORTUNITY FOR STAFF TO RECONNECT WITH SOME OLD FRIENDS, BUT ALSO BUILD SOME NEW LONG LASTING RELATIONSHIPS AS WELL.

AS YOU CAN SEE, WE HAD A VERY ACTION PACKED FALL SEASON, BUT THERE'S STILL MORE TO COME WITH THE HOLIDAY SEASON RIGHT AROUND THE CORNER.

PUBLIC WORKS CREWS OUR HARD AT WORK, PREPARING THE TOWN FOR ALL THE HOLIDAY SEASON WITH THE INSTALLATION OF GREENERY AND RIBBONS ON THE LIGHT POLES AND NEW THIS YEAR.

AND SOME OF YOU MAY HAVE ALREADY SEEN IT FOR A PORTION OR OF THE WATER, UH, WATER STREET CORRIDOR.

WE ACTUALLY HAVE SOME OF THE LIGHT POSTS WRAPPED WITH CHRISTMAS SITES.

IT LOOKS REALLY, REALLY NEAT DOWN THERE.

MONDAY WE'LL ALSO BEGIN INSTALLING YORKTOWN'S CHRISTMAS TREE AT THE WATERFRONT.

NOW THIS TREE THAT STANDS 20 FEET TALL IS A REALLY CLEAR INDICATOR THAT THE HOLIDAY SEASON HAS ARRIVED IN YORKTOWN.

WHEN FOLKS GO TO THE FREIGHT SHOW, THEY'LL BE ABLE TO, UH, CREATE A CAR FOR SERVICEMEN OR MEMBERS, OR WRITE A LETTER TO SANTA.

AND IF YOU, UH, LOOK DOWN AT THE WATERFRONT, YOU MIGHT SEE A SPECIAL GUEST.

THIS EVENT IS SPONSORED BY THE LIGHTED BOAT PARADE COMMITTEE OF THE YORKTOWN FOUNDATION, AND IS A VERY BIG UNDERTAKING.

KIDS WILL BE ABLE TO VISIT WITH SANTA, TAKE A PICTURE AND DROP OFF THEIR CHRISTMAS WISHLIST FOR DELIVERY TO THE NORTH POLE, PARENTS CAN SHOP THE GALLERY FOR UNIQUE GIFTS MADE BY LOCAL AND REGIONAL ARTISTS.

NEW THIS YEAR, AN ENCHANTED EVENING ON MAIN STREET.

THE PARCEL CURRENTLY IS MOSTLY UNDEVELOPED, CONSISTING OF MATURE, HEALTHY WOODLANDS AND IS ADJACENT TO A FLOODPLAIN LOCATED NEAR A NATURAL HIGH WATER TABLE.

THIS LAND CURRENTLY SERVES AN IMPORTANT PURPOSE IN THE PRE-DEVELOPED CONDITION.

THE WOODS CONTROL POLLUTION, INCLUDING BUT NOT LIMITED TO, NOISE, LIGHT AND AIR, AS WELL AS SERVING AS A NATURAL FILTER AS WOODS AND GOOD CONDITION AT LOW SLOPE.

AND THAT, THAT CONCERNS ME, THAT THAT KIND OF CHANGE CAN TAKE PLACE WITHOUT EVER HAVING TO COME BACK FOR PUBLIC HEARINGS.

UH, A FEW MONTHS AGO, STEVE CAST WAS HERE.

STEVE IS THE EXECUTIVE DIRECTOR OF UNITED WAY, UH, HERE ON THE PENINSULA.

AND HE MADE A PRESENTATION TO YOU ABOUT THE IMPORTANT THINGS THAT THE UNITED WAY IS UP TO.

BUT I WANTED TO MAKE SURE THAT YOU ALL KNEW THAT, UH, THE EMPLOYEES HAVE HAD A FUNDRAISING CAMPAIGN GOING AND, UH, THANKS TO THEIR EFFORTS WE'RE ABOUT 80% OF OUR WAY TO OUR GOAL OF $30,000 FOR THE UNITED WAY.

AND, UH, A LOT OF THIS WAS ACHIEVED THROUGH PAYROLL DEDUCTIONS.

AND THEN THEY HAD SOME OUTSTANDING FUNDRAISING THINGS.

WE HAD SOME LUNCHES THAT THE STAFF PUT ON AND GIVE A LITTLE MONEY TO UNITED WAY AND GET A NICE LUNCH AND THE OPPORTUNITY TO, YOU KNOW, VISIT WITH OUR FELLOW STAFF.

SO THIS IS A GREAT PROGRAM AND A GOOD CAUSE AND WE APPRECIATE BEING ABLE TO PARTICIPATE.

UH, THE NEXT ITEM THAT I WANTED TO MENTION WAS, UH, AND KEVIN AND, UH, DARREN TALKED A LITTLE BIT ABOUT WHY BROOK.

AND, YOU KNOW, IN, IN OCTOBER THEY WERE HERE FOR YORKTOWN DAY.

I PERSONALLY GOT TO STAND WITH THEM AND WATCH THE PARADE.

WE HAD A GREAT TIME AND VISIT WITH THEM, UH, WHILE THEY WERE HERE.

AND THE LIBRARY IS THE NEXT TOPIC I WANTED TO MENTION FOR YOU.

UH, WE'RE GONNA HAVE A DEDICATION CEREMONY ON THE 20TH OF DECEMBER, AND THEN WE'LL HAVE A FOLLOW UP, UH, LITTLE CELEBRATION ONCE WE GET THE LIBRARY BACK TO THE CONDITION.

IT NEEDS TO BE IN ALL THE BOOKS AND RESOURCES THAT ARE THERE.

AND SO, AS MR. CHAMBERLAIN POINTS OUT, IT WAS SOLD, RIGHT? AND THE INITIAL INDIVIDUAL, UH, BEFORE THE BOARD, HIS PRESENTATION MENTIONED THE F THE RENTAL FEES THAT MR. CHAPMAN ALLUDED TO.

AND SOME OF THE NEW ACTIVITIES HAVE PLANNING COMING IN.

I DON'T KNOW IF PEOPLE REALIZE IT OR NOT, BUT THOSE SHIPS THAT YOU SEE ON THE WATERFRONT, THE CRUISE SHIPS AND NEO TRINIDAD, THEY DON'T JUST SHOW UP OUT OF THE BLUE.

THE ONLY THING IS THEY START OFF AT $180,000 BACK.

THAT'S SO BACK IN THE DAY AND NOW THEY'RE FOUR 50,000, $500,000.

YOU, YOU CAN TAKE A HOTEL, YOU CAN TEAR IT DOWN, YOU CHANGE THE WINDOWS, WHATEVER, AND ALL OF A SUDDEN A SMALL APARTMENT IS GONNA COST YOU, UH, TO RENT MORE THAN IT WOULD BE TO ACTUALLY LIVE, GET A MORTGAGE AND LIVE IN YOUR OWN HOUSE.

SO WE'RE SEEING A LOT OF THAT TODAY.

OKAY? BUT I DON'T KNOW WHAT THE OPTIONS WERE.

BUT ANYWAY, THAT WAS NEVER A GOOD SOLUTION.

SURE ENOUGH, WE SAW THE NEGATIVE SIDE OF THAT.

BUT ONE OF THE THINGS THAT IS IMPORTANT IN THAT REPORT, THAT NATIONAL REPORT CARD, IS THAT IT WAS CREATED FOR ALL THE STATES.

THAT WAS IT.

AND YOU CAN'T TELL ME THAT 40 TO 80 STUDENTS IS AN INDICATION OF HOW WELL OUR EDUCATION SYSTEM'S DOING.

IT JUST DOESN'T WORK.

AND MANY OF OUR EDUCATION SYSTEMS IN THE STATES ACROSS THE UNITED STATES ACTUALLY SEE IT.

IT'S NICE.

AND NO ONE WANTS TO BE TOLD THEIR THEIR SCHOOL SYSTEM SUCKS, BUT IT'S, YOU KNOW, IT'S, IT'S NICE TO COME OUT.

ACTUALLY, ONE OF THE THINGS YOU MENTIONED, THE BLUE RIBBON, THE FEDERAL DEPARTMENT OF EDUCATION, US DEPARTMENT OF EDUCATION IDENTIFIED THOSE OUTSTANDING SCHOOLS.

MM-HMM.

BEST SCHOOLS IN THE NATION.

YEP.

WE GOT ONE.

WE'VE GOT ONE HERE TO HAVE ELEMENTARY SCHOOL.

OH, BY THE WAY, THE YORK COUNTY SCHOOL DIVISIONS NUMBER ONE IN ALL OF HAMPTON ROADS AND THEN CONSTITUTES 17 JURISDICTIONS.

UM, THERE WERE AWARDS FOR OUTSTANDING TEACHERS.

UM, I, THERE'S JUST SO MUCH OF IT.

UH, IN 2022, THE YORK COUNTY SCHOOL DIVISION, UM, HAD THE GRADUATION ON TIME, GRADUATION RATE AT 97, OVER 97%.

THE STATE'S AVERAGE IS 92%.

SO OUR SYSTEM, OUR SYSTEM IS REALLY GOOD HERE.

I BELIEVE THAT WAS IN 2018, TO SERVE AS A NOISE BUFFER BETWEEN THEIR OPERATION AND THE SINGLE FAMILY DETACHED HOMES.

UH, OVER, UH, IN TA LAKES.

AND, UH, EVENTUALLY, ASSUMING IT'S APPROVED, ALSO SUBMIT A SITE PLAN FOR, FOR THESE, UH, CHANGES.

SO THAT'S THE APPLICATION THAT'S BEFORE YOU TONIGHT.

IT'S A REQUEST TO ALLOW THEM TO CONTINUE TO KEEP THOSE SHIPPING CONTAINERS IN PLACE, UH, FOR NOISE MITIGATION, AND ALSO THE, UH, THE ASPHALT, UH, STORAGE AR AREA.

WE OBVIOUSLY HAVE NO EXPERIENCE WITH THIS IN THE COUNTY.

AND SO THEY, UH, DID SUBMIT, UH, AN ANALYSIS, EXCUSE ME, THAT WAS, UH, INCLUDED IN YOUR AGENDA PACKAGE, UH, FROM AN ACOUSTIC ACOUSTICAL ENGINEER, UH, WHO STATES THAT, UH, BASED ON THE GEOMETRY AND THE HEIGHT, UH, OF THE SHIPPING CONTAINERS, AND ALSO WITH, UH, UH, THE CEILING OF THE GAPS BETWEEN THE CONTAINERS WITH, UH, WITH METAL, UM, IT WOULD ACHIEVE A, UH, A, UH, REDUCTION OF 35 DECIBELS.

REDUCTION OF NOISE, 35 DECIBELS, UH, MIGHT SEEM KIND OF, UH, COUNTERINTUITIVE, UH, THAT, THAT, THAT WE'D BE RECOMMENDING APPROVAL OF AN EXPANSION OF A NON-CONFORMING USE THAT A LOT OF NEIGHBORS REGARD AS A NUISANCE.

UH, SO THE EXPANSION IS ONLY TO ALLOW THEM TO KEEP THOSE, UH, SHIPPING CONTAINERS IN PLACE, ADD THAT SECOND, THAT OTHER THIRD ROW OF SHIPPING CONTAINERS ALONG THE SOUTHERN PROPERTY LINE, UH, AND KEEP THOSE, UH, ASPHALT STORAGE AREAS THAT THEY HAVE THERE.

SO, UM, BASICALLY, UH, IN A NUTSHELL, UH, IF THE APPLICATION IS APPROVED, THE CONTAINERS WILL REMAIN IN PLACE.

UH, THEY'LL BE AUGMENTED, UH, TO PROVIDE ADDITIONAL NOISE ATTENUATION.

IF THE APPLICATION IS DENIED, THEN THE CONTAINERS WILL HAVE TO BE REMOVED AND THERE WILL BE NO NOISE ATTENUATION.

HISTORICALLY, THE BOARD IS APPROVED TWO GUESTS PER BEDROOM.

UH, BUT GIVEN THAT THE UH, HOME HAS FOUR BEDROOMS, STAFF HAS PROPOSED A CONDITION OF APPROVAL THAT WOULD LIMIT THE TOTAL NUMBER OF GUESTS TO NO MORE THAN EIGHT.

THE STANDARDS FOR SHORT TERM RENTALS, UH, REQUIRE THE OWNER SLASH PROPRIETOR TO RESIDE IN THE HOME OR IN AN ADJACENT PREMISES OR DESIGNATED RESPONSIBLE PARTY WHO CAN PROMPTLY RESPOND TO PROBLEMS THAT ARISE WHILE RENTALS ARE TAKING PLACE.

UH, THE APPLICANT RESIDES AT 1 25 SHIRLEY ROAD JUST 453 FEET EAST OF THE SUBJECT PROPERTY OR A TWO MINUTE WALKING DISTANCE.

A CONDITION OF APPROVAL HAS BEEN PROPOSED THAT WOULD REQUIRE THE APPLICANT TO BE BE PRESENT WHENEVER RENTALS ARE TAKING PLACE TO ENSURE OUR GUEST BEHAVIOR IS MONITORED.

ACCORDING TO THE ZONING ORDINANCE, FIVE PARKING SPACES ARE REQUIRED FOR THE PROPOSED USE, ONE SPACE PLUS ONE FOR EACH SLEEPING ROOM.

THE APPLICANT'S NARRATIVE, HE PLANS TO MEET THIS REQUIREMENT BY PARKING ONE VEHICLE IN THE GARAGE, ONE IN AN 18 FOOT WIDE AREA ON THE EAST SIDE OF THE PROPERTY, UH, ONE IN FRONT OF THE GARAGE AND TWO ON THE LEFT AND AN APPROXIMATELY 20 BY 25 FOOT AREA OF THE DRIVEWAY.

HOWEVER, STAFF BELIEVE THIS PARKING CONFIGURATION IS TOO TIGHT AS IT APPEARS SOME VEHICLES WOULD NEED TO BACK OUT TO ALLOW ONES IN FRONT OF THEM TO LEAVE.

FOR THIS REASON, STAFF HAS PROPOSED A CONDITION OF APPROVAL THAT WOULD LIMIT THE NUMBER OF VEHICLES ALLOWED ON THE PROPERTY AT ANY ONE TIME TO FOUR.

ACCORDING TO THE INSTITUTE OF TRAFFIC ENGINEERS TRIP GENERATION MANUAL, A TYPICAL SINGLE FAMILY DETACH DWELLING GENERATES AN AVERAGE OF 9.4 TRIPS PER DAY.

WHILE NO TRIP GENERATION ESTIMATES ARE AVAILABLE FOR SHORT-TERM RENTALS.

SIMILAR USES FOR WHICH THIS INFORMATION IS AVAILABLE ARE TIMESHARE UNITS WHICH GENERATE AN AVERAGE OF 8.6 TRIPS PER DAY AND OCCUPIED MOTEL ROOMS, WHICH GENERATE AN AVERAGE OF 4.4 TRIPS PER DAY.

THE NUMBER OF PEAK HOUR TRIPS FOR BOTH USES IS LESS THAN ONE STAFF.

DOES NOT BELIEVE THE PROPOSED TOURIST HOME WOULD HAVE A NOTICEABLE IMPACT ON THIS SECTION OF SHIRLEY ROAD, WHICH ACCORDING TO 2020 VIDOT ESTIMATES CARRIES APPROXIMATELY 970 VEHICLES PER DAY.

UH, THERE'S ONE APPROVED SHORT TERM RENTAL HOME IN THE SEAFORD AREA, THE BED AND BREAKFAST ESTABLISHMENT BAY TREE MANOR IS LOCATED ON SEAFORD ROAD, A DRIVING DISTANCE OF 2.1 MILES FROM THE SUBJECT PROPERTY.

SOME ADDITIONAL PROPOSED CONDITIONS INCLUDE THE FOLLOWING, THE ORDINANCE ALLOWS FOR PROPERTY SIGNAGE, BUT THE APPLICANT HAS STATED HE DOESN'T WANT ANY.

THUS, A CONDITION OF APPROVAL HAS BEEN PROPOSED TO PROHIBIT SIGNS ADVERTISING THE TOURIST HOME.

THE APPLICANT STATED HE WOULD RENT THE WHOLE HOUSE TO GUESTS FOR A MAXIMUM OF 30 AND A MINIMUM OF THREE CONTINUOUS DAYS.

A CONDITION OF APPROVAL HAS BEEN PROPOSED TO REQUIRE THIS AS WELL.

UH, FINALLY, ALTHOUGH SPECIAL USE PERMITS NORMALLY RUN WITH THE LAND AND NOT WITH THE PROPERTY OWNER STAFF IS RECOMMENDING A CONDITION OF APPROVAL THAT WOULD CAUSE THE USE PERMIT TO TERMINATE.

IF WAYNE D HAREN TRUSTEE CEASES TO OWN THE SUBJECT PROPERTY, IN STAFF'S OPINION, UH, THIS NEIGHBORHOOD WOULD BE AN APPROPRIATE AREA FOR A SHORT TERM RENTAL.

HOWEVER, STAFF HAS CONCERNS ABOUT THE PARKING PLAN FOR THE PROPOSED TORRES HOME.

GIVEN THE SMALL SIZE OF THE LOT, STAFF BELIEVED IF LIMITED TO FOUR VEHICLES, UH, THE PROPOSED TOURIST HOME WOULD BE OF SIMILAR INTENSITY TO OTHER SHORT TERM RENTAL HOMES APPROVED BY THE BOARD AND WOULD NOT GENERATE ACTIVITY OR IMPACTS THAT WOULD BE INCOMPATIBLE WITH THE SURROUNDING AREA.

THE FACT THAT THE OWNER WOULD BE REQUIRED TO RESIDE JUST 453 FEET FROM THE SUBJECT PROPERTY WHILE RENTALS ARE TAKING PLACE WOULD ENSURE THAT GUEST BEHAVIOR WOULD BE MONITORED.

FOR THESE REASONS, STAFF DOES NOT BELIEVE THE PROPOSED TORRES HOME WOULD HAVE AN ADVERSE IMPACT ON NEARBY PROPERTIES OR IN THE RESIDENTIAL CHARACTER OF THE SURROUNDING NEIGHBORHOOD.

THEREFORE, BASED ON THE CONSIDERATIONS AND CONCLUSIONS, AS NOTED, STAFF RECOMMENDS APPROVAL OF THIS APPLICATION SUBJECT TO THE CONDITIONS SET FORTH AND PROPOSED RESOLUTION NUMBER R 22 DASH 1 58.

AND WE HAVE, NOW THAT THE BUILDING'S CURRENTLY VACANT, WE'VE ACTUALLY HAD DEA AND SWAT IN THERE DOING TRAININGS.

NINE IS THE EMPLOYER OF THE QUARTER, DAVID BROOKS.

AND NUMBER 10 IS THE COMMENDATION OF A RETIREMENT EMPLOYEE, MICHAEL DUNSTON.

AND IT'S, IT'S PRETTY IMPRESSIVE WHEN YOU, WHEN YOU THINK ABOUT IT, AND MR. SUTTON REMINDED ME, OR MR. OR MR. WORTHON, I THINK REMINDED ME THAT, UH, IT'S PROBABLY MAYBE THE SINGLE BIGGEST, UH, PHYSICAL ASSET OF, OF THE COUNTY IS THEIR ENTIRE, UM, SEWER SYSTEM.

AND IN PARTICULAR, THIS PUMP STATION, I THINK WAS ESTABLISHED BACK IN THE SEVENTIES.

SO IT HAS SERVED IT TIME AND WE'VE GOTTEN OUR MONEY'S WORTH OUT OF IT.

AND WHILE IT'S GONNA BE NO SMALL ENDEAVOR AND, AND NOT EXACTLY A, A CHEAP DEAL, UH, TO REPLACE IT, WHAT I, WHAT I SAW, IT DEFINITELY NEEDS ATTENTION AND A REHABILITATION AND, AND NOW IS THE RIGHT TIME TO DO IT.

SO AGAIN, APPRECIATION TO TIM AND RICHARD TO SHOW ME, RYAN TO GIMME BEHIND THE SCENES LOOK AND HELP ME UNDERSTAND THE WHOLE INFRASTRUCTURE BETTER.
