AND I THINK MANY OF YOU MIGHT KNOW, BUT I AM NOW A PROUD RESIDENT OF YORK COUNTY. SO I CAN SAY 1 0 7 EAST BRANCH ROAD. THANK YOU. UM, I WANTED TO MAKE SURE I ACCOMPLISH ONE THING TONIGHT. UM, AND I WANTED TO TALK ABOUT THE CHANGES WITH THE UNITED WAY, BUT THE THING THAT I REALLY WANTED TO, UM, TO DO IS I WANT TO RECOGNIZE ONE OF YOUR STAFF, PEOPLE WHO, WHEN I FIRST CAME TO UNITED WAY, I WAS TOLD SHE IS THE MODEL COORDINATOR FOR UNITED WAY COORDINATORS OF ANY BUSINESS OR COUNTY, CITY, GOVERNMENT, ANYWHERE. AND PAULA HIRSCH KNOCKS IT OUT OF THE PARK FOR THE COUNTY OF YORK, HER COMPASSION FOR HELPING PEOPLE AND CONNECTING FOLKS TO THOSE RESOURCES IS AMAZING. SO, PAULA, THANK YOU. THANK YOU. WERE THERE AT BUSH GARDENS WHEN WE AWARDED YOUR COUNTY BECAUSE OF PAULA'S EFFORTS AND OTHERS. SO THANK YOU FOR THAT. UM, AFTER A 32 YEAR CAREER WITH BOYS AND GIRLS CLUBS, I WAS ON MY BOAT FISHING AND THE POQUOSON RIVER MINDING MY OWN BUSINESS AND I GOT A PHONE CALL AND IT WAS SOMEONE WHO SAID, STEVE, WE WANT YOU TO COME TAKE OVER THE UNITED WAY. AND I WAS REALLY ENJOYING MY RETIREMENT, BUT I SAID, NO, I'M NOT INTERESTED IN THAT. THIS PERSON SAID, STEVE, YOU'VE BEEN SO CRITICAL OF OVER THE YEARS OF UNITED WAY AND THE THINGS THAT NEEDED TO CHANGE IT'S TIME TO PUT UP OR SHUT UP. SO, UM, I CAME TO UNITED WAY AND I SAID, WE NEED TO MAKE SOME MAJOR CHANGES IN ORDER TO HELP OUR COMMUNITY WHEN IT NEEDS US THE MOST. AND ONE OF THOSE CHANGES THAT WE MADE WAS WHAT I USED TO CALL THE UNITED WAY TAX. IF SHEILA WANTED TO GIVE A THOUSAND DOLLARS OF SHEILA $10,000 TO HER FAVORITE ORGANIZATION IN THE COMMUNITY, THE UNITED WAY WAS TAKING 25 TO 28% OFF THE TOP OF THAT. SO HER $7,500 TO SAVE $800 TO GO INTO HER FAVORITE CHARITY AT OUR FIRST BOARD MEETING THE BOARD. AND I DECIDED THAT THROUGH OUR CONTRIBUTIONS, WE WOULD OFFSET ALL FUNDRAISING AND ADMINISTRATIVE COSTS SO THAT SHEILA'S AND OTHER PEOPLE'S GENEROSITY WOULD GO DIRECTLY WHERE IT NEEDED TO GO. IT, AND I KNEW THIS, BUT, UM, I SHARED WITH THE COMMUNITY HAD BEEN 20 YEARS SINCE OUR UNITED WAY HAD DONE A NEEDS ASSESSMENT. UH, UNITED WAY IS KNOWN FOR ADDRESSING THE GREATEST NEEDS WITHIN THE COMMUNITY. I DON'T KNOW HOW THEY WERE GOING TO GO ABOUT DOING THAT WORK WITHOUT DOING A NEEDS ASSESSMENT. SO WE DID A DEEP DIVE WITHIN THE COMMUNITY. AND WHAT CAME BACK AT THAT POINT WAS OUR COMMUNITY WAS CONCERNED ABOUT THE FRIENDS AND NEIGHBORS WHO WERE EITHER IN POVERTY OR IN ALICE. AND ALICE IS AN ACRONYM FOR ASSET LIMITED INCOME CONSTRAINED, EMPLOYED, SIMPLY PUT IT'S THOSE FOLKS THAT ARE WORKING TWO OR THREE JOBS JUST TO MAKE ENDS MEET. SO WE WENT ABOUT SETTING A GOAL OF WITH THE COMMUNITY GOVERNMENT NONPROFIT AND A CORPORATE COMMUNITY AND MOVING 10% OF OUR COMMUNITY OUT OF POVERTY OR OUT OF ALICE. AND, UM, THAT WAS IN 2017. AND AT THAT POINT, 43% OF OUR COMMUNITY WAS IN POVERTY OR ALICE. NOW IT'S 41%. UM, [00:05:01] AS MANY PEOPLE SAY COVID HAD A LITTLE BIT OF AN IMPACT ON THE WORK THAT OUR COMMUNITY WAS DOING, BUT WE ARE STILL MAKING INCREDIBLE PROGRESS. AND SOME OF THOSE EARLY DECISIONS LIKE HONORING SHEILA'S WISHES AND HER DONATION GOING REALLY MADE A CHANGE IN HOW PEOPLE FELT ABOUT UNITED WAY. THEY WERE CONCERNED ABOUT THEIR FRIENDS AND NEIGHBORS, AND THEY KNEW THAT THEIR MONEY WAS GOING WHERE THEY WANTED IT TO GO. AND SO WE WENT FROM THE YEAR BEFORE I CAME TO UNITED WAY OF A $2.8 MILLION CAMPAIGN TO LAST YEAR, WE RAISED $11 MILLION IN THE COMMUNITY ALL DIRECTLY BACK TO THE COMMUNITY, BUT NOT ALL WAS WELL, UM, SOMETHING THAT WE WRESTLED WITH. AND, UH, WHEN YOU TALK ABOUT SLEEPLESS NIGHTS, IT'S ALWAYS STRUGGLING WITH RESOURCE AND REFERRAL. WE HAVE AN AMAZING GROUP OF NONPROFITS PARTNERS WITHIN THE COMMUNITY, GOVERNMENT PARTNERS, EVERYTHING ELSE, BUT IF YOU NEEDED HELP AND YOU LOOKED AROUND, YOU COULD FIND AT LEAST 12 OR 13 PHONE NUMBERS TO CALL. AND WHEN YOU CALL THAT PHONE NUMBER, YOU WERE PROBABLY GIVEN ANOTHER PHONE NUMBER AND ANOTHER PHONE NUMBER. SO IF YOUR FAMILY WAS IN CRISIS BY TWO OR THREE CALLS, YOU PROBABLY ARE GOING TO GIVE UP. SO JUST LAST YEAR AND I WISH WE'D HAVE SOLVED IT BEFORE THEN, BUT WE OPENED THE COMMUNITY ASSISTANCE NETWORK. AND I'LL TELL YOU ABOUT THE BUILDING, WHICH YOU GUYS HAVE PROBABLY PASSED, UM, IN OUR OWN BEAUTIFUL COUNTY HERE. BUT, UM, THE COMMUNITY ASSISTANCE NETWORK IS MANNED BY UNITED WAY. EMPLOYEES WHO ARE ADVOCATES, WHO TAKE THESE PHONE CALLS AND THEY WORK WITH FAMILIES TO WEAVE TOGETHER THE RESOURCES AND REFER THEM TO AGENCIES THAT CAN TAKE CARE OF THEIR NEEDS. IT MIGHT BE FOOD INSECURITY MIGHT BE HOUSING, UH, MENTAL HEALTH COUNSELING, BUT THEY PUT TOGETHER THOSE RESOURCES IN ORDER TO TAKE CARE OF THESE FAMILIES AND THEN A SUSTAINABILITY PLAN TO MAKE SURE THESE FOLKS CAN GET HELP MOVING FORWARD. SO IT'S ONE PHONE NUMBER, NOT MULTIPLE PHONE NUMBERS, AND IT'S AN ADVOCATE. AND THE KEY TO THAT, WHEN I SAY ADVOCATE IS THEY STAY WITH THIS FAMILY UNTIL THEY MAKE SURE THAT THEY HAVE THE RESOURCES THAT THEY NEED IN ORDER TO, UM, TO MOVE FORWARD. SO WE'RE VERY PROUD OF THAT. WE'RE ALSO PROUD THAT, UM, WE ARE, UH, PURCHASING THE BUILDING. THAT'S AT 1 0 1 YOU'RE CROSSING THAT'S, UH, RIGHT ACROSS FROM, UH, ACE HARDWARE. AND, UH, WE WOULD HAVE BOUGHT IT LAST YEAR, BUT THE MARY IMMACULATE OWNED, IT HAD SOME FINANCING RESTRICTIONS. THEY COULDN'T SELL IT UNTIL OCTOBER OF THIS YEAR. SO, UM, WE REMODELED THE BUILDING AND WE ARE OPERATING IN IT WITH OUR ADMINISTRATIVE OFFICES AND THE COMMUNITY ASSISTANCE NETWORK. WE MERGED WITH THE UNITED WAY GREATER WILLIAMSBURG THREE, FOUR YEARS AGO. AND WE HAD MULTIPLE OFFICE LOCATIONS AND, UM, REFERRAL NETWORKS, TWO, ONE, ONE FIRST CALL AND ALL THESE THINGS. SO EVERYTHING IS MERGED INTO ONE OPERATION AND I'M HAPPY TO REPORT THAT CONGRESSWOMAN LAURIA HELPED US WITH A MILLION DOLLAR EARMARK IN ORDER TO HELP OFFSET THE PURCHASE OF THAT BUILDING. SO WE WENT FROM MULTIPLE LEASES WITH A LOT OF COSTS TO ALMOST WE'RE GOING TO HAVE ZERO COSTS IN WITH THAT BUILDING, EXCEPT FOR, YOU KNOW, THE NORMAL OPERATIONS OF THAT. SO, UM, I AM HAPPY TO TELL YOU THAT UNITED WAY IS BACK AND IT'S DOING THE THINGS OF SERVING THE COMMUNITY. WE LISTENED, WE'RE DOING THE RIGHT THINGS, AND WE ARE HONORING THE PEOPLE THAT ARE GIVEN THEIR HARD, EARNED DOLLARS THROUGH THE WORKPLACE CAMPAIGN OR OTHER WAYS. AND, UH, I WANT TO THANK YOU GUYS FOR BEING SUCH GREAT PARTNERS. UM, NEIL IS SOMEONE THAT HE PROBABLY GETS TIRED OF ME CALLING, BUT I LEAN ON HIM QUITE OFTEN FOR ADVICE. WELL, THE 11 MAY, I JUST WANT TO START THE $11 MILLION IS THE RESOURCES UNITED WAY WORKED TO HELP US PARTNER AGENCIES FOR THEIR SUSTAINABILITY AND TO HELP THE COMMUNITY. NOW, EACH, LIKE YOU MENTIONED, THE FOOD BANK HAS THEIR OWN RESOURCES TO BRING TO THIS. SO THE BEAUTY OF THE COMMUNITY ASSISTANCE NETWORK IS ALL THE PARTNERS WORKING TOGETHER, WHICH IN ESSENCE WOULD PROBABLY BE OVER A HUNDRED MILLION DOLLARS COMING TOGETHER TO HELP THESE FAMILIES. SO I JUST USE ONE EXAMPLE. WHEN YOU TALK ABOUT SUSTAINABILITY, UH, THERE'S, WE'RE ANSWERING CALLS EVERY DAY ABOUT SOMEONE LOOKING FOR HOUSING, UH, IS GOING TO BE EVICTED, YOU KNOW, EVERYTHING AROUND THE HOUSING CRISIS AND THE COST OF RENTALS AND EVERYTHING ELSE. UM, WE'RE HAVING TO TRIAGE SOME OF THOSE FOLKS. AND EITHER YOU HAVE TO PROVE THAT YOU HAVE INCOME GOING FORWARD. SO WE'RE NOT JUST POURING MONEY DOWN A HOLE THAT THEY'RE NOT ABLE TO SUSTAIN OR THEY'LL PARTICIPATE THE WORKFORCE DEVELOPMENT PROGRAMS, OR WE HAVE, AS YOU CAN IMAGINE, UH, WE HAVE A NETWORK OF ABOUT, I THINK THE LAST THING, IT WAS LIKE 78,000 AVAILABLE JOBS ON THE PENINSULA THAT WE CAN REFER FOLKS OUT TO. SO WE DO A LOT OF SUSTAINABILITY EFFORTS. IT DOESN'T MEAN THAT WE DON'T CARE ABOUT THOSE FOLKS WHO DON'T HAVE INCOME THAT ARE FACING EVICTION AND ALL THAT. THEY GET DIVERTED IN DIFFERENT WAYS, UH, TO DIFFERENT PROGRAMS, BUT ALSO THE SUSTAINABILITY EFFORTS. WHEN YOU GO IN CLEARLY PANDEMICS, NOT EVER MORE VARIANTS ARE GOING TO BE COMING UP OR GOING INTO FLU SEASON. AND I THINK, UNFORTUNATELY, IT'S STILL GOING TO BE A PROBLEM. SO THERE'S STILL GOING TO BE A LOT OF PEOPLE THAT STILL DO NOT FEEL COMFORTABLE COMING IN AND CLOSED ENVIRONMENT AND EATING THE MAJORITY OF OUR CUSTOMERS, OUR COUNTY RESIDENTS. WE DO GET SOME TOURISTS CONSIDERABLY, BUT MAJORITY OF MURRAY COUNTY RESIDENTS, THEY STILL HAD A LOT OF COVID CONCERNS. ALL RIGHT. IF THE OPTION TO DINE OUTDOORS IS TAKEN AWAY, MANY OF THEM MAY GO DIFFERENT COUNTIES, DIFFERENT MUNICIPALITIES TO EAT CUSTOMERS, DEVELOP NEW PATTERNS AND HABITS. IF THEY CHOOSE TO GO TO OTHER PLACES TO DINE, THEY MAY NOT COME BACK EVER. I'VE BEEN IN BUSINESS FOR 35 YEARS, 10 WITH A MAJOR RETAILER. AND TRUST ME, I KNOW PEOPLE DEVELOP HABITS. AND THERE'S SOME SAFETY ISSUES AND VISIBILITY ISSUES, SOME PEDESTRIAN ISSUES, UH, SOME, UH, OPPORTUNITIES MAY BE FOR SOME SCREENINGS, SOME LANDSCAPING MAYBE REDOING THE PARKING. UM, AND I'M GOING TO ATTEMPT TO EXPLAIN AGAIN, UH, SORT OF THE CORE IDEA. SO THIS, UH, PUBLIC HEARING AND THIS ORDINANCE REALLY ADDRESSES THREE THINGS. TWO OF THEM YOU'VE ALREADY WITH AND KNOW ABOUT, UH, WE, YOU INFORMALLY DIRECTED ME TO WORK WITH THE TREASURER, UM, TO EXTEND THE 2% PENALTY PERIOD AND ALSO TO STAND UP A HARDSHIP PROGRAM AND, AND THOSE THINGS HAVE BEEN DONE. UH, BUT OUR LEGAL ADVICE WAS THAT WE NEED TO FORMALIZE THOSE PREVIOUS DECISIONS AS PART OF THIS ORDINANCE. SO THAT'S REALLY ALL I'M PLANNING TO SAY ABOUT THOSE TWO THINGS. OKAY. UH, THEN I WANT TO JUST FOCUS FOR A MINUTE ON, UH, OUR PROPOSAL TO RETURN SOME FUNDS. AND IF WE TAKE ACTION TONIGHT, UH, THE TIMELINESS OF YOUR ACTION WOULD ALLOW A TEAM OF STAFF INVOLVING THE TREASURER, UH, THE COMMISSIONER OF REVENUE, OUR LEGAL OFFICE IN FINANCE TO, TO FULLY IMPLEMENT [01:15:01] THIS SO THAT THE REGULAR BILLS FOR THE DECEMBER PERSONAL PROPERTY TAX REFLECT THIS REDUCTION. AND, UH, CAN YOU, DO I CONTROL THESE SLABS? IT'S A LITTLE BIT WEIRD TONIGHT. OH, APPARENTLY I DID, EVEN THOUGH I DON'T SEE THEM, UH, OH, THERE THEY ARE. THERE'S A, WE WERE HAVING SOME TECHNICAL DIFFICULTIES TONIGHT IF ANYBODY DIDN'T NOTICE. SO, UM, THAT REALLY JUST KIND OF RESTATES WHAT I JUST SAID. SO I WANT TO FOCUS JUST A LITTLE BIT ON THE PROPOSED DECEMBER, UH, REBATE. SO AT THE WORK SESSION YOU SAW THIS SLIDE, WHICH ILLUSTRATES, SO I KNOW YOU CAN'T REALLY SEE THE NUMBERS, BUT THE BAR GRAPHS REPRESENT, UH, NUMBERS OF VEHICLES IN, UM, IN DIFFERENT AMOUNTS. SO THE TALLER, THE BAR GRAPH THE LARGER, THEIR NUMBER OF VEHICLES. AND THAT IS A PICTURE OF HOW A CAR TAXES AFFECTED CITIZENS. SO ABOUT A QUARTER OF EVERYBODY'S BILL BASICALLY HARDLY WENT UP AT ALL. UH, AND IF IT WENT UP AT ALL, IT WAS JUST BECAUSE THERE WASN'T A, NOT AS MUCH STATE MONEY, UH, IN THE SUBSIDY TO GO AROUND. SO THAT'S WHAT YOU SEE IN THAT REAL TALL PART. AND THEN, UH, BUT YOU SEE, THERE WERE SIGNIFICANT CHUNKS, THREE, FOUR, 5,000 CARS IN THE MIDDLE PART OF THAT GRAPH WHERE, UH, THEIR BILL WAS 30, 40, EVEN SOME CASES, 50% MORE IN JUNE THAN IT WAS THE PRIOR TO DECEMBER. UH, AND WE STRUGGLED WITH UNDERSTANDING THAT AND THE BUDGET PROCESS, UH, AND AGAIN, THE, THE RESULTS WERE HIGHLY VARIABLE DEPENDING ON WHAT PARTICULAR VEHICLE YOU HAPPEN TO OWN. AND AGAIN, AS A REMINDER, UM, THE WAY THE COMMISSIONER BY LAW HAS TO ASSIGN VALUE TO THESE VEHICLES, IT'S WHAT IT WAS THE NATIVE BOOK VALUE ON JANUARY 1ST. THAT DIDN'T MATTER WHAT IT WAS WORTH, UH, IN MAY, OR IT WAS WHAT IT WAS ON THAT DATE. SO THE BOARD, UH, ONCE WE UNDERSTOOD THIS, UH, DIRECTED THE STAFF TO TRY TO COME UP WITH A WAY TO, UH, UNDER THE LAW TO RETURN SOME OF THESE FUNDS FROM THIS SORT OF SURPRISE, UH, REVENUE, AND TO SEE IF WE COULD DO IT IN A WAY THAT WE COULD SIMPLY, UH, APPLY IT TO, UH, THIS UPCOMING DECEMBER BILL. AND, UM, SO THROUGH A LOT OF REALLY GOOD WORK BY SOME STAFF, UH, THAT WE TALKED ABOUT AT THE LAST MEETING, WE HAVE COME UP WITH A PRETTY GOOD PLAN. THERE'S ONE PROBLEM WITH IT. IT'S HARD AS HECK TO EXPLAIN. UH, BUT THE RESULT IS I THINK A VERY EQUITABLE, FAIR AND GOOD. SO THIS SLIDE SHOWS THE RESULT OF THE PROGRAM THAT WE BRIEFED YOU ON. THIS REFLECTS THE PROPORTIONAL REDUCTION FROM YOUR JUNE BILL TO YOUR DECEMBER BILL, SHOULD YOU ALL VOTE TO AUTHORIZE THIS REDUCTION TONIGHT? NOW, AGAIN, IT'S HARD TO EXPLAIN THE AMOUNT OF MONEY THAT IS AVAILABLE TO APPLY TO THIS PROGRAM IS DEFINED BY STATE LAW. UH, IF IT'S A DOLLAR AMOUNT THAT OUR FINANCE DIRECTOR WAS ABLE TO IDENTIFY AS, UH, ESSENTIALLY, UH, SURPLUS REVENUE OR WINDFALL REVENUE IN THE FIRST HALF OF THE CALENDAR YEAR, THAT IS THE ONLY SOURCE OF FUNDS WE COULD GO TO, TO COME UP WITH THIS PROGRAM. SO JUST TO FLIP BACK, WHAT I THINK WE'RE PRETTY EXCITED ABOUT IS HOW CLOSELY THE REBATE PROGRAM, UH, MIRRORS IN REVERSE WHAT HAPPENED BETWEEN DECEMBER AND JUNE. NOW WE'RE REVERSE ENGINEERING THAT FROM JUNE TO DECEMBER. SO WE SET OUR GOAL WAS TO TRY TO COME UP WITH A PROGRAM THAT WAS THE MIRROR IMAGE GOING DOWN OR WHAT WENT UP. UM, AND THAT'S, YOU KNOW, THAT'S PRETTY COOL. IT WOULD HAVE BEEN A LOT EASIER TO EXPLAIN TO EVERYBODY TO SAY, EVERYBODY'S GETTING A 15% CUT OR EVERYBODY'S GETTING A CERTAIN DOLLAR AMOUNT, BUT HAD WE DONE IT THAT WAY? WELL, THEN EASY TO EXPLAIN, UM, THE BENEFIT WOULD NOT HAVE TRACKED WITH THE BURDEN, WHEREAS THE WAY IT LOOKS LIKE WE'RE GOING TO DO IT WITH YOUR SUPPORT, UH, IT WILL. SO THE SIMPLEST WAY I COULD EXPLAIN IT TONIGHT IS IF YOUR BILL WENT UP A WHOLE LOT IN JUNE COMPARED TO DECEMBER, IT'LL GO DOWN A WHOLE LOT IN DECEMBER. IF IT WENT UP A LITTLE BIT, IT'LL GO DOWN A LITTLE BIT. [01:20:02] SO, UM, EVERYONE I'M SURE WOULD LIKE TO KNOW EXACTLY, UH, HOW IS THIS GOING TO AFFECT ME? UM, HOWEVER WE HAVE DONE TESTS AND, UH, WE'RE PRETTY CONFIDENT IT'S GOING TO TRACK LIKE THAT GRAPH I SHOWED YOU. SO I'M PLEASED TO REPORT THAT, UH, THE STAFF IS WORKING ON, UH, A TOOL THAT WILL BE AVAILABLE ON OUR WEBSITE, UH, BY EARLY SEPTEMBER.
