THE FIRST ONE I WILL CALL ON OUR COUNTY ADMINISTRATOR TO INTRODUCE DOUG SMITH, THE PRESIDENT AND CEO OF HAMPTON ROADS ALLIANCE.

SO WHILE DOUG'S COMING UP, I JUST WANTED TO COMMENT.

SOME OF YOU MAY NOT BE FAMILIAR WITH MR. SMITH, BUT HE'S A, UM, A PUBLIC SERVANT AND A PRIVATE SECTOR, BUSINESS PERSONALITY.

THAT'S LONG BEEN PART OF HAMPTON ROADS.

I'VE KNOWN DOUG FOR A COUPLE OF DECADES AND THE LAST THREE OR FOUR GIGS HE'S BEEN INVOLVED IN.

AND I THINK, UH, THE ALLIANCE IS VERY FORTUNATE TO HAVE A LEADER LIKE HIM THAT UNDERSTANDS BOTH THE ECONOMY AND LOCAL GOVERNMENT IN THE FUTURE.

YOU WON'T NEED AN INTRODUCTION, BUT SINCE THIS IS HIS FIRST TIME HERE, I WANTED TO SAY THAT.

SO WELCOME TO THANK YOU, MR. MORGAN, AND THEN, UH, MADAM CHAIR AND MEMBERS OF THE COMMISSION.

IT'S REALLY A PLEASURE TO BE WITH YOU.

I'M GOING TO GIVE YOU AN OVERVIEW OF THE ALLIANCES EVENING, BUT WOULD LOVE ANY COMMENTS, QUESTIONS, UM, AS WE WORK THROUGH, UM, UH, THIS PRESENTATION, OBVIOUSLY WE'RE THRILLED TO HAVE YOU ALL JOIN THE ORGANIZATION, UH, BUT I WANT YOU TO UNDERSTAND KIND OF WHAT WE'RE UP TO.

AND, UH, WE'RE A VERY DIFFERENT ORGANIZATION TODAY THAN WE WERE A FEW YEARS AGO.

SO I THINK IT'S IMPORTANT FOR FOLKS TO UNDERSTAND, UH, WHAT THOSE CHANGES ARE.

UH, TODAY WE'VE REPRESENT 14 LOCALITIES, INCLUDING YOUR COUNTY.

UM, I WILL TELL YOU THAT THE CITY OF PORTSMOUTH HAS DECIDED TO STEP OUT OF THE ALLIANCE, SO IT WILL BE 13 GOING FORWARD.

AND, UH, WE'RE CERTAINLY HAPPY TO TALK ABOUT THAT, BUT FRANKLY, THERE'S A LOT OF, UM, CANDID DISSENSION WITHIN THE POLITICS IN PORTSMOUTH.

AND THAT JUST IS WHAT IT IS RIGHT NOW.

UM, SO IN TERMS OF, OF KIND OF WHO WE ARE, UH, OUR MISSION AT THE END OF THE DAY IS REALLY TO GROW THE ECONOMY AND IT'S TO GROW THE TRADED SECTOR JOBS HERE, RIGHT? SO, UH, ANOTHER PIZZA PAULER, IF YOU'RE AN ATTORNEY, NOTHING AGAINST CHILLED ATTORNEYS OR ACCOUNTANTS, BUT ANOTHER ATTORNEY'S OFFICE, ANOTHER ACCOUNTANTS OFFICE DOESN'T GROW THE ECONOMY.

WE'RE TRYING TO BRING IN, UH, ORGANIZATIONS, GROW ORGANIZATIONS THAT ARE SELLING THEIR GOODS AND SERVICES OUTSIDE OF THE REGION.

SO THAT'S OUR SIMPLEST, UH, UH, TASK, IF YOU WILL.

UM, WE DON'T DO ANYTHING BY OURSELVES.

WE DON'T, UH, WE MAY START SOME THINGS.

WE, WE DON'T CLOSE ANYTHING.

YOUR STAFF CLOSES DEALS, OTHER ECONOMIC DEVELOPMENT OFFICES, CLOSED DEALS.

WE ARE, UM, WE TRY TO BE A CATALYST THAT WORKS BETWEEN, UH, THE LOCALITIES AND, UH, PROSPECTS AND BUSINESSES, ALSO WORKING WITH THE VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP.

AND YOU CAN SEE

ON THE RIGHT HAND SIDE, THERE'S SORT OF WHAT OUR VALUES ARE.

AND, AND IT REALLY IS ABOUT EMPOWERING PEOPLE, EMPOWERING COMPANIES, EMPOWERING EMPLOYEES, UH, BUT ALSO THAT, THAT, THAT SECOND WORD OF COLLABORATION, IT REALLY IS.

WE TRY TO AGGRESSIVELY COLLABORATE, UH, WITH THE REST OF THE REGION, UM, AND THE REST OF THE ORGANIZATIONS.

AND ONE OF THE, AND I, AND I THINK ONE OF THE THINGS THE REGION HAS DONE REALLY WELL THE LAST FEW YEARS IS FIND THE RIGHT SWIM LANES FOR THE DIFFERENT ORGANIZATIONS.

SO WHETHER IT'S A CHAMBER OF COMMERCE OR REINVENT HAMPTON ROADS, UH, CHAMBER WOMEN, AND WE'RE TALKING ABOUT THE, THE WORKFORCE COUNCIL, UH, WE, WE, WE TALK REGULARLY AND IT REALLY STARTED BEFORE COVID, BUT DURING COVID THE HEADS OF ALL THE REGIONAL ORGANIZATIONS FROM HER ON FOOT TO MY ORGANIZATION, TO THE CHAMBERS, UH, WERE LITERALLY ON THE PHONE THREE DAYS A WEEK TALKING AND MAKING SURE THAT WE WERE COORDINATING SORT OF THE ACTIVITIES THAT WE WERE, UH, THAT WE WERE UNDERTAKING.

AND SO I THINK TODAY, UM, A BUNCH OF US ARE CLIMBING ON A PLANE TOMORROW MORNING TO GO TO CHARLOTTE ON A CHAMBER EXCHANGE.

UH, AND YOU'VE GOT A LOT OF PEOPLE GOING THAT AGAIN, MAKE SURE THAT WE ARE REINFORCING ONE ANOTHER AND WORKING WITH ONE ANOTHER.

THIS IS WHAT I WOULD CALL THE MONEY SLIDE, IF YOU WILL, IF YOU, IF YOU WERE FAMILIAR WITH THE ALLIANCE BEFORE, AND WE'LL SPEND A LITTLE BIT OF TIME ON THIS, IT IS A, IT'S A NEW ORGANIZATION WITH A NEW MISSION WITH NEW LEADERSHIP, WITH NEW FUNDING.

AND WE'LL TALK THROUGH THAT A LITTLE BIT.

UM, WE, WE, EVERYTHING WE DO IS, AND I'LL TALK ABOUT THIS A LITTLE BIT IN THE NEXT SLIDE IS GUIDED BY SOME, UH, TWO AGREEMENTS.

UH, ONE WAS A STUDY THAT, UH, IBM DID FOR US BACK IN 2018 AND REALLY CAME IN AND SAID, AMONG OTHER THINGS, YOU'RE CHASING AN OLD MODEL.

YOU KNOW, A LOT OF THE OTHER REASONS HAVE REALLY CHANGED WHAT THEY DO AROUND ECONOMIC DEVELOPMENT, AND Y'ALL HAVE BEEN SLOW TO CHANGE AND YOU NEED TO MAKE SOME CHANGES AND I'LL TALK YOU THROUGH WHAT SOME OF THOSE WERE.

UH, PROBABLY THE MOST IMPORTANT ONE WAS, UM, GETTING INVOLVED WITH EXISTING BUSINESS BUSINESS EXPANSION.

AND, AND I WAS A BANKER FOR A LOT OF YEARS BEFORE I GOT INTO LOCAL GOVERNMENT.

AND, UM, WE WOULD ALWAYS SAY IT'S A WHOLE LOT EASIER TO HANG ON TO A CUSTOMER THAN IT IS TO GO GET A NEW ONE.

RIGHT.

AND I WOULD TELL YOU THE SAME THING IN ECONOMIC DEVELOPMENT.

YOU KNOW, IF WE CAN, WE WERE TALKING ABOUT SB ROW D ROBOTICS BEFOREHAND, A COMPANY THAT STARTED IN JAMES CITY COUNTY AND, UM, NOW HAS, UH, UH, UH, DOZENS OF EMPLOYEES AND THEN LITERALLY 50 OPENINGS TRYING TO HIRE FOLKS IN AT HIGHWAYS JOBS.

WE'VE MOVED HEAVEN AND EARTH TO MOVE THAT COMPANY HERE, THEY'RE ALREADY HERE.

SO LET'S DO EVERYTHING WE CAN TO HELP THEM BE SUCCESSFUL.

THAT'S, UH, THAT'S BEEN A BIG CHANGE FOR US.

I'M GONNA TALK A LITTLE BIT ABOUT OFFSHORE WIND, CAUSE IT'S A, IT'S A GENERATIONAL OPPORTUNITY TO JUST COME OUR WAY THAT WE'RE SPENDING A LOT OF TIME ON.

UM, SO AGAIN, THE MISSION IS A LITTLE BIT DIFFERENT AND I'M ACTUALLY A LOT DIFFERENT THAN, THAN WHAT IT WAS.

UM, THE GOVERNANCE IS ALSO DIFFERENT IF YOU THINK BACK, UH, WE, WE HAD A 70 MEMBER BOARD, RIGHT? SO I SEE NEIL SHAKING HIS HEAD AND MATCHING 70 PEOPLE SITTING UP THERE.

IT IS, IT WAS ON, UM, UNWORKABLE, RIGHT? AND SO THE BOARD, UH, FRANK IS TODAY, IT'S A 13 MEMBER BOARD.

UM, IT IS, UH, SEVEN PRIVATE SECTOR, UH, EXECUTIVES AND, UM, SIX OF THE MAYORS AND CHAIRS.

AND YOU CAN SEE ON THE SHEET THERE, SORT OF THE, THE OTHER THING WE DID WITH THE, WITH THE PRIVATE SECTOR IS ECONOMIC DEVELOPMENT.

I WOULD ARGUE THAT, UM, THIS REGION SEEDED ECONOMIC DEVELOPMENT TO THE PUBLIC SECTOR FOR, FOR A LONG, LONG TIME IN THE PRIVATE SECTOR, WASN'T AS ENGAGED AS THEY NEEDED TO BE.

AND THOSE THAT WERE ENGAGED DID IT OUT OF THEIR CIVIC DUTY.

UH, THEY DID IT BECAUSE IT WAS THEIR TURN TO TAKE A SHOT AT SUPPORTING AN ORGANIZATION OR BEING THE CHAIR.

WHAT WE WANT YOUR COMPANY INVOLVED IN ECONOMIC DEVELOPMENT, OUT OF SELF INTEREST, YOUR COMPANY IS GOING TO GROW.

YOUR COMPANY IS GOING TO IMPROVE YOUR COMPANY IS GOING TO MAKE MORE MONEY IF WE DO OUR JOB WELL.

AND SO IF YOU LOOK AT THAT LIST ON THE LEFT-HAND SIDE, OUR CHAIR IS, UH, THE, UH, THE WAS THE HEAD OF HR FOR HUNTINGTON INGLESBY ALARM ATTENDER, UH, KEITH VANDER, VENNET FROM FERGUSON.

AND YOU CAN ROB WON'T RUN YOU DOWN THE LIST, BUT IT'S IT'S, THEY ARE SIGNIFICANT C-SUITE EXECUTIVES.

DIANE LEOPOLD IS THE CHIEF OPERATING OFFICER OF DOMINION ENERGY.

SO IT HAD BEEN A HUGE ASSET FOR US.

AND THEN ON THE RIGHT HAND, YOU CAN SEE THAT WE'VE GOT, UH, SIX MAYORS WERE CHAIRS, UH, THAT REPRESENT THE PUBLIC SECTOR.

I TALKED A LITTLE BIT ABOUT THE, THE, UH, THE REGIONAL COLLABORATION PART OF WHERE THAT HAPPENS IS THAT THE RED TEAM, UH, THE REGIONAL ECONOMIC DEVELOPMENT TEAM, THAT'S ALL OF THE, UM, ECONOMIC DEVELOPMENT DIRECTORS, AS WELL AS THE UTILITIES, UH, REINVENT HAMPTON ROADS, THE HR PDC, UH, EXECUTIVE DIRECTOR, UH, BOB CRUMB.

AND, UH, WE'RE AT A ROOM ONCE A MONTH TALKING ABOUT KIND OF WHAT WE'RE DOING AND WHAT WE'RE TRYING TO EMPHASIZE.

AND THAT'S REALLY WHERE A LOT OF THE STRATEGY HAPPENS.

AND FRANKLY, WHEN Y'ALL WERE NOT MEMBERS, WE INVITED JIM AND VAUGHN AND, AND, UH, THEIR PEERS TO COME TO ALL OF THOSE MEETINGS, BECAUSE CANDIDLY, WE SAID, LISTEN, WE'RE, WE'RE ONE REGION, YOU'VE GOT A SEPARATE ORGANIZATION, BUT WE'RE ALL CHASING SOME OF THE SAME THINGS.

AND THE REST OF THE WORLD LOOKS AT US AS ONE ORGANIZATION AND ONE, EXCUSE ME, ONE REGION.

AND SO, UM, THOSE FOLKS, SO, SO JIM CAME TO EVERY ONE OF OUR RED TEAM MEETINGS.

AND, UM, AND THEN THE FUNDING IS A BIG DIFFERENCE.

THAT'S THE OTHER THING WE SAID TO THE PRIVATE SECTOR WAS WE WANT YOUR, WE WANT YOUR, UM, UH, YOUR INFLUENCE.

WE WANT YOUR NETWORK, WE WANT YOUR PARTICIPATION, AND WE ALSO WANT YOUR MONEY.

AND SO WE WENT AND, UM, RAISED, UH, ALMOST $2 MILLION OF PRIVATE MONEY ANNUALLY.

UH, THAT NUMBER HAD BEEN CLOSER TO $500,000.

SO WE MORE THAN TRIPLED THE AMOUNT OF PRIVATE MONEY, UH, WITH THE, UH, UNDERSTANDING THAT WE WOULD MATCH THAT WITH PUBLIC MONEY.

SO IT REALLY IS A 50 50, UH, PUBLIC PRIVATE ORGANIZATION TODAY.

UM, I'VE MENTIONED THE IBM STUDY.

THERE'S A MASTER AGREEMENT THAT, UH, NEIL WILL PUT BEFORE YOU ALL AT THE RIGHT TIME.

THAT'S REALLY EACH OF THE LOCALITIES ASSIGNED THAT.

AND WHAT'S NICE ABOUT THIS MASTER AGREEMENT IS IT SAYS WHAT WE'RE GOING TO DO.

IT SAYS IT HAS THE METRICS OF HOW WE'RE GOING TO PERFORM.

IT ALSO SAYS WHAT, WHAT THE PUBLIC SECTOR IS GOING TO DO.

AND PARTICIPATING IN THAT RED TEAM MEETING IS A REALLY IMPORTANT PIECE OF THAT.

UM, AND I MENTIONED THAT IBM STUDY THAT REALLY CAME IN AND, AND THE, THE SORT OF FOUR HEADLINES FROM THAT STUDY WERE, THE ALLIANCE HAS GOTTA BE A DRIVER FOR REGIONAL COLLABORATION.

AND I'LL ALWAYS SAY NOBODY GETS ELECTED TO REPRESENT THE REGION, RIGHT? AND SO IT IS REALLY IMPORTANT THAT YOU'VE GOT ORGANIZATIONS AND PEOPLE THAT ARE REALLY TAKING A LOOK AT HOW THE REGION WORKS TOGETHER.

A LOT OF TIME WAS SPENT ON OUR TARGET INDUSTRIES.

AND ONE OF THE THINGS THAT WE'VE LEARNED IN ECONOMIC DEVELOPMENT LAST SEVERAL YEARS IS YOU'RE, YOU'RE MORE THAN, UM, GENERALLY KNOWLEDGEABLE ABOUT A LOT OF THINGS.

YOU HAVE TO HAVE DEEP IF YOU WANT TO GO AFTER UNMANNED SYSTEMS, RIGHT? BUT REAL TARGET FOR YOU ALL, YOU BETTER UNDERSTAND THAT INDUSTRY.

YOU BETTER UNDERSTAND WHAT THE TRENDS ARE IN THAT INDUSTRY.

YOU BETTER UNDERSTAND, UH, WHAT'S HAPPENING IN THAT INDUSTRY.

WE'RE ALSO REALLY THE ONLY GROUP THAT PROMOTES HAMPTON ROADS.

AND WE DO IT WITH A MODEST AMOUNT OF MONEY.

I'LL ALWAYS SAY, WE'LL NEVER KNOW IF HAMPTON ROSE WAS A GOOD NAME FOR THE REGION OR NOT BECAUSE WE DIDN'T SPEND 50 CENTS TRYING TO MAKE IT STICK.

AND THAT THAT'S A CONVERSATION FOR ANOTHER DAY IS, AND THEN THE STATE OF VIRGINIA, FRANKLY, HAS SPENT VERY LITTLE MONEY.

UH, MARKETING.

THE STATE OF VIRGINIA IS A LITTLE BIT MORE MONEY IN THIS NEW BUDGET FOR THE VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP TO ACTUALLY SPEND MARKETING DOLLARS.

BUT THAT'S A CONVERSATION FOR ANOTHER DAY IS HOW WE PROMOTE THE REGION BEYOND WHAT WE DO.

AND THEN MARKET INTELLIGENCE.

AGAIN, BACK TO THAT IDEA OF YOU REALLY GOT TO UNDERSTAND, UM, THE INDUSTRIES THAT YOU'RE GOING AFTER AND BE, UH, REALLY SHARP.

AND ONE OF THE THINGS I THINK FOR YOU ALL, AND I'LL TOUCH ON THIS IN A MINUTE IS SOME OF THE SOFTWARE PROGRAMS THAT WE HAVE ACCESS TO THAT YOU DON'T HAVE TO BUY, UM, ARE REALLY IMPORTANT.

AND YOU'LL MEET STEVE HARRISON.

UM, STEVE HARRIS, ONE OF THE THINGS WE DID RECENTLY WAS WE HAVE SOMEBODY FROM A VICE-PRESIDENT FROM OUR STAFF, ATTEND EVERY ECONOMIC DEVELOPMENT, UM, AUTHORITY MEETING EVERY YEAR OR EVERY COMMISSION MEETING.

SO THAT WE'RE, WE'RE ENGAGED.

ONE OF THE THINGS WE LEARNED DURING COVID, UM, COMING OUT WAS, UM, THE COUNCIL MEMBERS, THE, THE, THE 14 COUNCILS, THE MEMBERS THEMSELVES REALLY DIDN'T UNDERSTAND THE LIVES REALLY WEREN'T GETTING ENOUGH COMMUNICATIONS.

I HOPE, YOU KNOW, I KNOW, I KNOW HOW MUCH COMES IN YOUR BOXES, BUT EACH OF YOU GOT A LETTER FROM ME SAYING, JUST THAT SAYING, HEY, YOU KNOW WHAT, WE NEED TO DO A BETTER JOB.

WE NEED TO GO BEYOND, UH, THE CITY MANAGER, THE COUNTY EXECUTIVE, AND THE ECONOMIC DEVELOPMENT DIRECTORS, AND COMMUNICATE DIRECTLY TO YOU ALL.

SO YOU SHOULD BE GETTING COMMUNICATION FROM US.

YOU SHOULD BE GETTING INVITATIONS TO OUR INVESTOR EVENTS.

UH, THIS I'LL TOUCH ON ONE IN A MINUTE.

THERE'S A REALLY INTERESTING ONE WE'RE GOING TO DO WITH THE NEW MENTAL HEALTH HOSPITAL FOR CHILDREN'S HOSPITAL OF THE KING'S DAUGHTERS HERE IN JULY.

THAT'S GOING TO BE AN AMAZING, UNFORTUNATELY, A FACILITY THAT COULD BE TWICE AS BIG AS IT'S GOING TO BE.

THE DEMAND IS SO HEAVY.

WE WANT FOLKS TO UNDERSTAND, UH, THAT FACILITY.

UM, SO WHAT CAN ENHANCE THAT COMMUNICATION DIRECTLY TO YOU ALL IN THE, IN THE PUREST FORM, WHAT WE DO, WE, YOU KNOW, WE MARKET THIS REGION TO, UH, CURRENT AND, AND OUTSIDE BUSINESSES.

UH, WE TRY TO FACILITATE THAT DECISION MAKING PROCESS FOR THEM AT THE END OF THE DAY, UM, YOUR TEAM, UH, MATT AND CHRISTIE AND NEIL ARE GONNA CLOSE THE DEAL.

THEIR JUNE PER PERSONAL PROPERTY TAX STATEMENT.

MY CASE, THE TAX INCREASE FOR THE SAME VEHICLES FROM JUNE, 2021 WAS 64 AND A HALF PERCENT, DESPITE EVERY MECHANICAL AND COSMETIC ASPECT OF MY VEHICLES BEING MORE DETERIORATED TODAY THAN THEY WERE A YEAR AGO.

I'M QUITE CERTAIN THAT AN ANALYSIS OF VALUE OVER TIME WOULD SHOW A CONSISTENT PATTERN OF DIMINISHING VALUE FOR ALMOST EVERY VEHICLE LISTED IN THE NADH USED CARD GUIDE.

THE REDUCTION IN NEW VEHICLE INVENTORY DO NOT THE COVID, BUT RATHER THE RESULT OF GOVERNMENT INTRUSION AND OVERREACH CAUSED THE SPIKE IN DEMAND FOR USED VEHICLES, CREATING ENORMOUSLY INFLATED USED CAR VEHICLE VALUES TO ADD INSULT TO INJURY AND INJURY.

THE COUNTY ADMINISTRATOR AND THE BOARD OF SUPERVISORS KNEW THIS WAS COMING.

AND I GET THAT NO ONE KNEW EXACTLY THE IMPACT OR MAGNITUDE OF THE INCREASE, BUT NEIL MORGAN, IN HIS 15 MARCH FISCAL YEAR, 2023 BUDGET MEMO TO THE BOARD OF SUPERVISORS MADE IT CLEAR PERSONAL PROPERTY TAX REVENUES ARE EXPECTED INCREASE OVERALL THAT SHOULD HAVE PROMPTED SOME PROACTIVE COURSE OF HIS COURSES OF ACTION.

THIS GOES, HE GOES ON TO ASSERT THAT OWNERS OF HIGH VALUED VEHICLES WILL SEE LARGER INCREASES THAN OWNER OWNERS OF LESS VALUABLE VEHICLES, GENERALLY IMPACTING LOWER INCOME FAMILIES, LESS ON WHAT DO YOU BASE THAT ASSERTION? AND ARE YOU ASSERTING THAT FAMILIES WHO DON'T GENERALLY FALL INTO THE LOWER INCOME CATEGORY AREN'T EQUALLY IMPACTED? I'VE HEARD THERE'S SOME PRELIMINARY DISCUSSIONS ABOUT DEVELOPING AN ALGORITHM TO PROVIDE A PERSONAL PROPERTY TAX CREDIT IN DECEMBER'S BILL.

WHILE IN MY OPINION, THE MOST EQUITABLE SOLUTION IRRESPECTIVE OF INCOME LEVEL IS TO TEMPORARILY ADJUST THE PERSONAL PROPERTY TEXT SO THAT THOSE EGREGIOUSLY INFLATED ASSESSMENTS RESULT IN A TAX MORE IN LINE WITH HISTORICAL VALUATIONS AND ALSO RETURNS THE TAXPAYER, THE OVERAGE TAX FROM THEIR JUNE 22, BILL KUDOS FOR PROVIDING RELIEF TO THOSE MOST IN NEED.

HOWEVER, THAT WAS TOTALLY REACTIVE AND FALLS SHORT OF, OF A REAL SOLUTION.

LASTLY, I STRONGLY RECOMMEND THAT YOU TAKE A LOOK AT WHAT HENRICO COUNTY DID TO MITIGATE THIS EXORBITANT TAX INCREASE.

THERE ARE NO APPROVED SHORT-TERM RENTALS IN THE DARE AREA WHERE THE SUBJECT PROPERTY IS LOCATED.

THE NEAREST APPROVED SHORT-TERM RENTAL IN OPERATION IS LOCATED ON OLD LANDING ROAD IN MAREL BANK FARMS, A DRIVING DISTANCE OF 6.2 MILES FROM THE SUBJECT PROPERTY.

A CLOSER APPROVED SHORT-TERM RENTAL IS LOCATED AT 1.9 MILES AWAY ON YORKVILLE ROAD, BUT IT'S NO LONGER AN OPERATION.

THE SUBJECT PROPERTY IS A RELATIVELY LARGE PARCEL IN A LOW DENSITY NEIGHBORHOOD WHERE THERE ARE NO OTHER TOURIST HOMES.

AND IT'S SEPARATED FROM ALL SURROUNDING HOMES BY STREETS.

GIVEN THAT THE TOURIST HOME WOULD BE A ONE BEDROOM RENTAL WITH A MAXIMUM OF TWO GUESTS AT A TIME STAFF BELIEVE IT WOULD NOT BE AN INTENSIVE OPERATION.

FURTHERMORE, THE OWNER WOULD RESIDE IN THE DWELLING WHILE RENTALS ARE TAKING PLACE, UH, WHICH WOULD ENSURE THAT GUESTS BEHAVIOR WOULD BE MONITORED FOR THESE REASONS.

STAFF BELIEVED THE PROPOSED TOURISM WOULD NOT HAVE AN ADVERSE IMPACT ON NEARBY PROPERTIES OR ON THE RESIDENTIAL CHARACTER OF THE SURROUNDING NEIGHBORHOOD.

OUR GOAL FOR THE SHORT-TERM RENTAL IS TO MAINTAIN FLEXIBILITY FOR OUR PERSONAL USE, BUT MAKE GOOD USE OF THE SPACE DURING ITS DOWNTIME.

WE WILL NOT RENT THE SPACE.

IF WE ARE TRAVELING, WE WILL NOT RENT TO MULTIPLE PARTIES.

WE ALSO DO NOT PLAN TO ADVERTISE THE RENTAL MORE THAN A MONTH OR TWO IN ADVANCE AGAIN.

OF COURSE, I DESCRIBED THE GENERAL IDEA AND THE JUNE 3RD, THIRD, UH, MEMO, UH, AND WE'VE DONE TWO THINGS, UH, TO MITIGATE THE, THE JUNE BILLING CYCLE, MODEST, ALBEIT, UM, MEANINGFUL.

UH, WE, WE STOOD UP A HARDSHIP PROGRAM, WHICH IS RUN THROUGH OUR COMMUNITY SERVICES DEPARTMENT IN COOPERATION WITH, UH, THE TREASURY AND THE COMMISSIONER OF REVENUE.

THUS FAR, WE'VE HAD, UH, 11 APPLICATIONS AND 10 OF THOSE HAVE BEEN ACCEPTED THE PROGRAM.

AND, UH, WITH YOUR SUPPORT, THE TREASURER HAS A EXTENDED PERIOD OF THE 2% TAX PENALTY, UH, UNTIL THE END OF SEPTEMBER, WHICH MEANS THAT IF SOMEBODY WAS CAUGHT BY SURPRISE WITH THEIR BILL, THEY COULD BASICALLY, UH, FINANCE THAT OVER THE SUMMER, UH, AT VERY COST, A FEW DOLLARS.

AND, UM, WE DON'T HAVE ANY DATA ON THAT YET BECAUSE OF COURSE IT NEVER HAVE A DEADLINE YET.

SO LATER IN THE SUMMER WE'LL BE ABLE TO REPORT ON, WELL, HOW MANY FOLKS TOOK ADVANTAGE OF, OF THAT? UH, THE BIG, UH, LIFT OBVIOUSLY IS FIGURING OUT A WAY TO DO A BILL REDUCTION FOR THE DECEMBER PAYMENT CYCLE.

AND, UM, UH, IT'S A TEAM OF STAFF FOLKS WORKING ON THAT, INCLUDING FINANCE, UH, COMMISSIONER TREASURER, COUNTY ATTORNEY'S OFFICE.

AND, UH, I BELIEVE WE'LL BE IN A POSITION TO SEND YOU A PRETTY DETAILED REPORT AROUND THE BEGINNING OF AUGUST.

AND THEN IT IS MY PRELIMINARY INTENTION TO, AT OUR AUGUST WORK SESSION, UH, SORT OF GO INTO THE SAUSAGE MAKING OF WHAT WE'VE COME UP WITH AND HOW IT WOULD WORK AND ABOUT HOW IT WOULD IMPACT PEOPLE.

UM, YOU'D LIKE TO THINK IT WOULD BE SIMPLE, BUT IT'S NOT THE, UM, I'LL JUST GIVE YOU, UM, A FEW OF THE THINGS WE'RE DEALING WITH.

SO THE BASIC IDEA IS TO TAKE THE EXTRA REVENUE FROM THE JUNE PAYMENT AND RECYCLE IT TO LOWER THE DECEMBER PAINT.

THAT'S KIND OF WHAT WE'RE WORKING TO DO, BUT THEN IF YOU THINK ABOUT IT, THERE'S A WHOLE LOT OF SUBSETS TO THAT QUESTION.

AND CLEARLY THERE'S MANY ADVANTAGES TO FIGURING IT OUT.

SO THE DECEMBER BILL INCLUDES WHATEVER RELIEF WE'RE GOING TO HAVE RATHER THAN ATTEMPTING TO SEND OUT SOME SEPARATE BILL REBATE CHECK OR SOMETHING OF THAT NATURE.

UM, SO JUST LIKE THE IMPACT OF THE HIGHER TAX IN JUNE WAS, UM, VERY INDIVIDUAL SPECIFIC.

YOU KNOW, WE TALKED IN TERMS OF AVERAGES, SOME PEOPLE, UH, HAD A VERY BIG HIT.

OTHER PEOPLE WAS, YOU KNOW, NONE OR, OR VERY SMALL.

AND SO IN WORKING IN A, IN A EQUITABLE WAY TO SEND SOME OF THAT MONEY BACK, YOU KIND OF HAVE THE SAME, SOME SORT OF A MIRROR IMAGE OF THAT,

THE SAME THING IN REVERSE.

SO WE'LL BE HAVING TO TALK IN TERMS OF AVERAGES AND PERCENTAGES, BUT WE'LL ALSO WANT TO GIVE YOU SPECIFIC EXAMPLES.

YOU KNOW, THIS IS WHAT IT WOULD MEAN IF A VEHICLE LIKE THIS, UM, SOME OF THE BIGGER EXAMPLES, SOME OF THE SMALLER EXAMPLES.

UM, SO RIGHT NOW THIS IS STILL SUBJECT TO, UM, SOME MORE INPUT FROM, FROM SOME SMART PEOPLE THAT ARE LOOKING AT THIS.

WE ARE THINKING THAT WE OUGHT TO FOCUS THE BENEFIT ON THE APPROXIMATELY 80% OF THE VEHICLES, UH, THAT WERE OWNED AND TAXES WERE PAID ON IN DECEMBER, UH, BY THE SAME INDIVIDUAL OR ENTITY THAT PAID IT IN JUNE, BECAUSE AFTER ALL THE BASIC ISSUE WAS A SURPRISE INCREASE.

SO YOU HAD TO HAVE THE VEHICLE AND PAY THE TAX IN DECEMBER FOR JUNE TO BE A SURPRISE.

SO WE, WE DON'T THINK IT WOULD BE RIGHT TO CAPTURE, FOR EXAMPLE, PEOPLE THAT HAVE MOVED TO THE COMMUNITY OR BOUGHT A NEW CAR SINCE THEN.

UM, AND OBVIOUSLY IF WE NARROW THE FOCUS IN THAT WAY, THE BENEFIT COULD BE SOMEWHAT HIGHER.

UH, ANOTHER THING WE'RE LOOKING AT IS ONE OF THE REASONS, UM, PEOPLE EXPERIENCED AN INCREASE WAS THE STATE P P R P P T R A MONEY DIDN'T GO AS FAR AS IT DID LAST YEAR AS VALUES GO UP AND NUMBER OF VEHICLES INCREASED.

UM, SO THAT PERCENTAGE ON YOUR FIRST 20,000 WENT DOWN, UH, EIGHT OR 9%.

SO WERE YOU BELIEVE THAT IT WOULD BE SMART TO USE THAT MECHANISM IN REVERSE, UH, FOR A PARTIAL, UH, CALCULATION THEN COMBINED WITH LOOKING AT THE ACTUAL VALUE OF PARTICULAR KINDS OF VEHICLES THAT SORT OF PUTTING THOSE THINGS TOGETHER? UM, WHETHER OR NOT BUSINESS PERSONAL PROPERTY IS INCLUDED? THAT'S MY FIRST INSTINCT WAS, UM, IT SHOULD NOT BE, UM, BUT A LOT OF PEOPLE THAT HAVE LOOKED AT IT BELIEVE THAT THE COMPLEXITIES AND THE ISSUES OF LEAVING THEM OUT, UH, ADDS TO THAT.

SO BY THE TIME WE GET TO AUGUST, I'LL HAVE A FIRM RECOMMENDATION ON THAT.

AND THEN OTHER LITTLE THINGS LIKE, UM, WELL, WHAT IF YOUR VEHICLE WAS PRORATED? YOU BOUGHT IT BETWEEN BILLING CYCLES AND HOW DOES THE EQUATION, YOU KNOW, CAPTURE THAT.

AND THEN THERE ARE OTHER, UM, THINGS LIKE THAT THAT WE'LL HAVE TO SORT OUT.

SO MY HOPE IS TO, UH, COME UP WITH WHAT AT LEAST I THINK IS FAIR AND REASONABLE.

AND OF COURSE THE OTHER PIECE OF THAT AS WE'VE DISCUSSED IS WHAT IS THE DOLLAR AMOUNT THAT PLUG INTO THAT.

AND, UH, WE'LL HAVE TO MAKE OUR BEST ESTIMATE BY THE MIDDLE OF AUGUST BECAUSE IT WON'T BE ABSOLUTELY FINAL, BUT IT'LL BE, UH, PRETTY CLOSE.

SO WE'LL HAVE TO PICK A NUMBER AND PLUG IT IN.

NOW, I HAVEN'T HEARD ANYTHING FROM HIM, FROM ANYBODY SINCE THAT TIME, UH, WHICH MAKES ME THINK THAT THERE'S NOT A LOT OF EXCITEMENT ABOUT CREATING A DOG PARK, A PLACE THAT YOU CAN BRING YOUR DOG.

IT'S OBVIOUSLY FENCED IN, IT ALLOWS THE DOG TO RUN WILD.

I SAY WILD FREE DO THE EXERCISE AND THAT HE MAY NOT BE ABLE TO GET, UH, IN THE HOME IN THE LOCAL AREAS WHERE WE LIVE.

AND, UH, AGAIN, I, I HAVEN'T HEARD ANYTHING FROM YOU, UH, YOU KNOW, WHY CONSIDER SOMETHING LIKE THAT IN THE UPPER COUNTY? THE FIRST THING THAT COMES TO MY MIND IS JUST OVER 200 ACRES OF MARVELOUS, NEW QUARTER PARK.

I HAD THE ENTIRE LEFT KNEE, TOTALLY REPLACED WITH A, UH, AN ORDER OFFICIAL NEEDS TO TAKE HIS PLACE.

UH, THEY DON'T KEEP YOU IN THE HOSPITAL VERY LONG.

AND SO THE NEXT MORNING, UH, I WAS BASICALLY EXITING, GETTING READY TO EXIT THE HOSPITAL, UH, AND, UH, PACKING.

I DECIDED TO GO TO THE RESTROOM AND I HAD TWO NURSES IN MY ROOM WITH ME.

I THINK PART OF THEIR RESPONSIBILITY WAS MAKING SURE I DIDN'T FALL BECAUSE AGAIN, THIS LEFT KNEE HAD NO SUPPORT WHATSOEVER.

AND AS I WENT INTO THE BATHROOM, I ALMOST FELL AND RANCHED THE SAME KNEE THAT I HAD OPERATED ON IT HEADED MY PLACE.

SO ANYWAY, LONG STORY, SHE WENT THURSDAY OF THIS WEEK.

I'M BACK TO SEE THE SURGEON YESTERDAY.

UH, LAUREL AND I WERE DOWN AT PORT SMITH, UH, CENTER MEDICAL CENTER DOWN THERE.

UH, THEY DID A, UH, A ULTRA, UM, I THINK THEY CALL IT A BOLT SOUND.

BASICALLY IT PROVIDED THE SURGEON WITH PICTURES OF MY MUSCLE DAMAGE.

AND AS IT TURNED OUT, THERE WAS A COMPLETE TEAR OF WHAT'S CALLED THE FLAWED TENDER TENDON, UH, WHICH REALLY IS THE MAJOR, UH, UH, MUSCLE THAT RUNS FROM THE TOP OF THE, THE KNEE BACK SOMEWHERE TO THE THIGH ALLOWS YOU TO PICK UP THE DELAY.

I CAN MOVE LEFT.

I CAN WRITE, I CAN GO FORWARD.

I CAN'T PICK UP THE LEFT LEG UP.

AND SO THURSDAY WE'LL GET THE READING IN TERMS OF WHAT, WHAT DEGREE HE'S GOT TO GO BACK IN THERE AND FIX IT.

UH, IN 1996, OUR GOVERNOR, UH, JIM GILMORE RAN ON THE PLEDGE TO DO AWAY WITH THE CAR TAX RIGHT NOW, RICHMOND SITS ON A VERY LARGE BUDGET SURPLUS, AND I BELIEVE IT'S TIME FOR THEM TO GET ON BOARD WITH GETTING RID OF THE CAR TAX STATEWIDE.

UH, WITH THIS EXTRA MONEY, IT'S GOING TO TAKE A STATE, THE STATE ACTION TO FILL THE VOID THAT NOT HAVING A CAR TAX LEAVES AND OUR BUDGET.

AND I'M CALLING ON OUR STATE REPRESENTATIVES TO DO SOMETHING, TO ALLEVIATE THIS AND FULFILL THE PROMISE OF GOVERNOR GILMORE, THAT THE DISTRICT OF COLUMBIA CAN DO IT IN 24 STATES CAN DO IT.

AND CARS ARE NOT A LUXURY ITEM.
