UH, SO WE, WE FEEL LIKE THIS AREA, UH, THE COMP PLAN DESIGNATES THIS AREAS FOR A MIX OF COMMERCIAL AND HIGH DENSITY, RESIDENTIAL THAT'S ALL CLOSE PROXIMITY TO EACH OTHER IN A RELATIVELY COMPACT AREA, WHICH CREATES A POTENTIAL FOR A PEDESTRIAN ORIENTED MIXED USE KIND OF VILLAGE ACTIVITY CENTER. UM, AND YOU CAN SEE THAT THAT AREA IS KIND OF DEVELOPING IN THAT WAY. UM, IT'S A LITTLE UNDEVELOPED UNDERDEVELOPED AT THIS TIME, BUT AS DEVELOPMENT COMES IN, UH, THE HOPE IS THAT IT WOULD BE MORE PEDESTRIAN ORIENTED, UM, IN THAT WAY. UH, THIS IS THE SKETCH PLAN THAT THE APPLICANT HAS PROVIDED. UH, THEY WANT TO SPLIT THE PROPERTY INTO TWO PIECES. THE RED BEING WHAT'S UNDER APPLICATION TONIGHT FOR A SPECIAL USE PERMIT FOR THE CARWASH AND THE YELLOW BEING THE REMAINING PARCEL OF ABOUT 0.19 ACRE. UM, THEY'RE OUT OF IT. UM, THEY PLANNED TO PUT A 30 FOOT WIDE ACCESS ROAD DOWN THE MIDDLE, SO YOU CAN SEE WHERE THOSE, THE RED AND YELLOW LINE COMES TOGETHER. AND THAT'S WHERE THE ACCESS ROAD WOULD GO THROUGH. UH, THEY WOULD BE THE BUILDING CARWASH BUILDING ABOUT 3,500 SQUARE FEET OF AREA WITH 120 FOOT TUNNEL CARWASH. AND THEN THEY WOULD ALSO HAVE, UH, MULTIPLE, UH, VACUUM STATIONS, A DUMPSTER PAD, AND FOUR PARKING SPACES FOR EMPLOYEES DIRECTLY OFF THAT ACCESS ROAD. EXCUSE ME, ACCORDING TO THE APPLICANT'S COMMUNITY IMPACT ASSESSMENT CUSTOMERS WOULD REMAIN IN THEIR VEHICLES WHILE THEY GO THROUGH THE CARWASH. UM, THEN AFTERWARDS THEY WOULD HAVE THE OPTION OF USING EITHER ONE OF THE 15 CANOPY VACUUM SPACES OR ONE OF THE EIGHT THAT'S OUT IN THE OPEN VACUUM SPACES. THERE WOULD BE ABOUT TWO TO FOUR EMPLOYEES ONSITE AT ONE TIME. UM, THE, THEY WOULD BASICALLY BE GUIDING CUSTOMERS ONTO THE CONVEYOR SYSTEM, WHICH LEADS THEM THROUGH THE TUNNEL AND KEEPING THE PREMISES CLEAN HOURS OF OPERATION WOULD BE 8:00 AM TO 8:00 PM, SEVEN DAYS A WEEK. THEY WOULD HAVE SOME OCCASIONAL EXTENDED HOURS IN SUMMER, WHICH KIND OF MAKES SENSE WITH SUN BEING OUT. THEY WANT TO STAY OPEN A LITTLE LATER. THE PERFORMANCE STANDARDS FOR CAR WASHES, UM, REQUIRE THAT THEY USE A LOW VOLUME WATER RECYCLING SYSTEM, WHICH PROVIDES FOR AN AVERAGE OF AT LEAST 80% RECYCLED WATER PER WASH. THE APPLICANTS HAVE SUBMITTED THEIR ENGINEERING ANALYSIS OF THEIR SYSTEM, WHICH RECYCLES 81% OF THE WATER. UM, THE REST OF THE WATER WOULD THEN GO INTO THE SEWER OR THE STORM DRAIN THAT HASN'T BEEN, UM, THAT WON'T COME ABOUT UNTIL THEY GET INTO THEIR ENGINEERING PHASES. UH, THE PROPERTY IS WHOLLY LOCATED WITHIN THE ROUTE 17 CORRIDOR. UH, THIS CORRIDOR IS A SPECIAL CORRIDOR, UH, OVERLAY THAT WAS CREATED TO PROVIDE SPECIAL ARCHITECTURAL AND DESIGN STANDARDS, UH, INTENDED TO PROTECT THE AESTHETIC AND VISUAL CHARACTER OF THE ROUTE 17 QUARTER, ESPECIALLY LIMIT LEADING TO THE YORKTOWN HISTORIC AREA. THE APPLICANT DID SUBMIT THESE, UM, BUILDING ELEVATIONS THAT ARE ON THE SCREEN NOW, AND A COUPLE OF PHOTOGRAPHS, WHICH I'LL SHOW YOU DEPICTING WHAT THE ARCHITECTURAL STYLE WILL LOOK LIKE. UH, YOU CAN SEE THEY'RE USING A MIX OF GLASS, WHICH WOULD BE ALONG THE MARTIN FARM ROAD SIDE. SO YOU'D BE ABLE TO SEE THROUGH, UH, SEE THE EQUIPMENT, SEE THE CARS GOING THROUGH THE GLASS. AND THEN THERE'S ALSO STONE IFAS, THE NEAR AND SPLIT FACE BLOCK. UH, THIS IS A PHOTO OF ANOTHER STORE THAT THEY HAVE, WHICH SHOWS THE SIMILAR MATERIALS THAT THEY WOULD USE ON THIS SITE. UM, THE PROPOSED [00:10:01] BUILDING AND SIGNAGE MATERIALS AND THE COLORS THAT THEY'RE PROPOSING ALL MEET THE CORRIDOR STANDARDS. UH, THE SUN, THE TUNNEL SIDE OF THE PROPOSED BUILDING DOES MEET THE REQUIREMENTS FOR BREAKING UP FACADES. YOU'RE NOT SUPPOSED TO HAVE VERY LONG FACADES THAT ARE JUST BLANK WALL SPACE. UM, AND THEY DO THAT VERY WELL WITH THE VARIETY OF, UH, ROOF STYLE BREAKUPS, AS LONG AS WELL AS PLAYING DIFFERENT PLAINS, ALONG WITH THE GLASS AND THE, AND THE ROCK. IN ADDITION, THE CORRIDOR PROVISION STATE THAT CANOPIES WITHIN THE PROPOSED DEVELOPMENTS MUST BE INTEGRALLY RELATED TO THE OVERALL BUILDING DESIGN BY USING THE SAME OR COMPLIMENTARY ROOF FORMS, MATERIALS, COLORS, AND ARCHITECTURAL TREATMENTS. THE PROPOSED CANOPIES, WHICH YOU SEE HERE ARE MADE OF METAL. THERE HAVE ROUNDED BLOCKY KIND OF STYLE, UH, CANOPY. IT IS THE SAME COLOR. IT IS THE SAME TYPE OF MATERIAL, UH, BUT IT DOESN'T REALLY MESH WELL WITH THE NICE METAL GABLE, GABLES AND ROOFS THAT THE TUNNEL AND THE REGULAR BUILDING HAS. SO WE DON'T FEEL THAT'S VERY COMPLIMENTARY AND STYLE TO IT, AND IT DOESN'T INTEGRALLY RELATE TOGETHER TO THEM. ADDITIONALLY, THE PROPOSED, UH, PLAN SHOWS A SIX-FOOT BOARD ON BOARD FENCE RUNNING ALONG ROUTES. I'M SORRY, LONG GRAFTON DRIVE OUTSIDE OF THE REQUIRED 25 FOOT, UH, TRANSITIONAL BUFFER. SO YOU CAN SEE IT HERE. I'VE OUTLINED IT HERE IN ORANGE. UM, AND THEN BEYOND THAT AS THE 25 FOOT TRANSITIONAL BUFFER, UH, WE FEEL LIKE THIS SHOULD BE SWITCHED. AND SO WE PUT A CONDITION IN THERE THAT THE FENCE GO ON THE INSIDE OF THE 25 FOOT. SO BASICALLY IF THEY PUT THE FENCE THERE, THEN IT'S JUST BASICALLY LOCKING, BLOCKING ALL THE LANDSCAPING FROM GRAFTON DRIVE. SO WE WANT, WE PUT A CONDITIONER TO FLIP-FLOP IT SO THAT THE FENCE IS ON THE INSIDE OF THE LANDSCAPING SO THAT PEOPLE DRIVING BY WOULD BE ABLE TO SEE THE LANDSCAPING RATHER THAN A FENCE. ADDITIONALLY, THEY'RE SHOWING A THREE FOOT BERM WITH A DOUBLE ROW OF EVERGREEN LANDSCAPING, UH, WITH EIGHT, EIGHT FOOT EVERGREEN TREES ALONG THE MARTIN FARM, IT WOULD EXTEND FROM GRAFTON DRIVE ALONG MARTIN FARM AND STOP AT ROUTE 17, UH, TO PROVIDE ADDITIONAL SCREENING AND THAT AREA FROM THE SIDE. AND THEN ALONG ROUTE 17, THEY'RE PROPOSING SHRUB, MINOR SHRUBS AND DECIDUOUS TREES, UM, LEAVING THE CARWASH TUNNEL PRETTY MUCH EXPOSED TO ROUTE 17 AND PASSER BY TRAPPING. UH, THE SIZE OF THE PARCEL WOULD ALLOW THE REORIENTATION OF THE BUILDING. UM, HOWEVER, THE APPLICANT STRONGLY FAVORS SUBDIVIDING THE PROPERTY TO ALLOW FOR COMMERCIAL DEVELOPMENT ON BOTH SIDES OF THE PROPERTY. HOWEVER, THERE IS PLENTY OF ROOM IF THEY, YOU KNOW, TO, TO MOVE THE TUNNEL AWAY FROM 17, IF, UH, IF THEY, IF THEY WANTED TO, UH, LAR AND THE CORRIDOR GOES ON TO SAY LARGE WORK BAY DOORS AND OPEN BAYS SHOULD NOT, SHOULD BE AVOIDED OR BUFFERED FROM VIEW FROM ROUTE 17. AND AS I'VE STATED, THEY'RE NOT REALLY DOING THAT HERE. UH, LANDSCAPING IS VERY LIMITED AND THEY'RE USING DECIDUOUS TREES, WHICH LOSE THEIR LEAVES IN THE WINTER TIME. SO THE TUNNEL ENTRANCE FROM 17 WOULD BE VERY VISIBLE. UH, WE HAVE PUT A CONDITION OF APPROVAL IN THERE TO REQUIRE THOSE TREES TO BE EVERGREEN, AND TO INCREASE THE NUMBER OF TREES TO GO OUT THERE. IF YOU DECIDED TO, UH, MOVE THIS APPLICATION FORWARD. LASTLY, THE CORRIDOR OVERLAY PROVIDES A COMPROMISE THAT YOU HAVE TO SUBMIT A COMPREHENSIVE SIGN PACKAGE. UH, THE ZONING ORDINANCE DOES ALLOW FREESTANDING MONUMENTS TYPE SIGNS OF 664 SQUARE FEET WHERE THE MAXIMUM HEIGHT OF 10 FEET, UM, THE SIGNS THAT THEY'VE SUBMITTED IN THEIR PACKAGE, UH, MEET THOSE GUIDELINES, UM, FOR THE ONES THAT ARE UNDER 10 FEET. AND, UH, THEY WOULD BE ABLE TO, UM, THEY'RE VERY, THEY'RE WITHIN THE STYLES THAT ARE ALLOWED IN THE CORRIDOR. THE ZONING ORDINANCE REQUIRES TRANSITIONAL BUFFERS BETWEEN THE GENERAL BUSINESS AREAS AND RESIDENTIAL MULTIFAMILY AND PLANNED DEVELOPMENT IN BOTH CASES, UH, THE RMF IS 25 FEET TRANSITIONAL BUFFER, AND THE PD IS 35 FEET. UH, THE AFRICANS HAVE SHOWN THAT ON THEIR PLAN AND I'VE HIGHLIGHTED IT HERE CAUSE THEY DO A BUT TOWNS OF MARTIN FARM AND A LITTLE BIT OF THE RAIN BROOKE VILLA AREA. SO THEY ARE, THEY HAVE PROVIDED THAT. BUT AS I STATED BEFORE THAT, UM, TPMG PROPERTY HAS LIKE A POINT THAT GOES BACK ONTO THIS SIDE OF THE PROPERTY. UM, SO THIS OTHER PORTION OF THE GB PROPERTY WOULD NOT HAVE TO HAVE A TRANSITIONAL BUFFER ON IT. UH, BUT THEY WOULD HAVE TO HAVE ONE WHERE THEY CONNECT TO, UH, THE ADJACENT PROPERTIES. UM, AND THEY ARE SHOWING THAT ON THEIR APPLICATION. AND THEY ALSO NOTED THAT 75% OF THAT BUFFER WOULD EVERGREEN TREES. SO WE WOULD HAVE A YEAR ROUND BUFFER THERE. UH, THE, THE APPLICANT SKETCH PLAN, [00:15:01] UM, SHOWS THAT 30 FOOT ACCESS ROAD SPLITTING THE PROPERTY, UH, HAS THREE ACCESS POINTS INTO THE CARWASH, UH, HERE CLOSER TO 17, UH, THEN FURTHER UP AND THEN THE ENTRYWAY INTO THE ACTUAL TUNNEL CARWASH, UH, PROPOSED ACCESS ONTO 17 WOULD BE A RIGHT IN AND RIGHT OUT ONLY. SO NO LEFT TURN MOVEMENTS. THE, UH, DRIVE OFF, UM, INTO GRAFTON DRIVE WOULD BE A FULL TURN. SO IT WOULD BE A LEFT RIGHT OR RIGHT IN LEFT IN, UH, IT WOULD BE A FULL AND OPEN, OPEN ACCESS ACCESS WAY AS SHOWN. UH, ADDITIONALLY THE REGIONAL BIKEWAY PLAN SHOWS A PROPOSED MULTI-USE PATH ALONG ROUTE 17, AND THE APPLICANT HAS INCLUDED THAT ALONG THE FRONTAGE. UH, THE SKETCH MAN SHOWS THE PATH IT'S A 10 FOOT WIDE PATH. UM, ALONG 17, ACCORDING TO THE INSTITUTE OF TRANSPORTATION, ENGINEERS GENERATION MANUAL, THE PROPOSED CARWASH CAN BE EXPECTED TO GENERATE ABOUT 78 VEHICLE TRIPS IN THE AM OR PM PEAK HOUR. THOSE ARE THE RUSH HOUR TIME PERIODS IN THE MORNING AND IN THE AFTERNOON, AND THEN NO MORE THAN 780 DAILY VEHICLE TRIPS IN AND OUT OF THE SITE. UM, THESE ARE WELL BELOW THE THOUSAND AND A HUNDRED, UH, PEAK AND DAILY TRIPS THAT THE ZONING ORDINANCE REQUIRES A FULL IMPACT ANALYSIS. HOWEVER, WITH ALL AUTOMOTIVE USES, YOU'RE REQUIRED TO SUBMIT A FULL ANALYSIS, WHICH THE APPLICANT HAS DONE THAT, UH, THEY SUBMITTED THEIR TRAFFIC IMPACT ANALYSIS, UH, WHICH SHOWED THAT THE INTERSECTIONS WOULD OPERATE AT LEVELS OF SERVICE WITH, OR WITHOUT THIS CARWASH, UH, WITHOUT A PROBLEM, UH, VDI DID REVIEW IT AND THEY CONCURRED WITH, UH, THE, UH, CONCLUSIONS FROM THAT REPORT, UM, THAT, THAT IT WOULD NOT IMPACT TRAFFIC IN THAT AREA. UM, THE APPLICANT SUBMITTED A VERY MINOR INFORMATION ON STORMWATER BECAUSE AT THIS POINT THEY DON'T DO A FULL ENGINEERING ANALYSIS THAT COMES LATER IF IT'S APPROVED, WHEN THEY GO THROUGH THE SITE PLAN PROCESS, AND THEY'LL HAVE TO MEET ALL FEDERAL STATE AND LOCAL REQUIREMENTS FOR WATER QUALITY AND QUANTITY THAT COMES ON OR OFF THAT SITE, UM, EXCUSE ME. SO THAT WOULD, UH, THEY DID A VERY MINOR ANALYSIS, WHICH BASICALLY SAID THEY WOULD PUT SOME STORMWATER INTO THE EXISTING STORM WATER SYSTEM. THEY WOULD HOLD SOME ON THE PROPERTY EITHER THROUGH UNDERGROUND TANKS OR SOMETHING OF THAT SCENT, BUT THEY HAVEN'T DONE A FULL ANALYSIS YET. ONE OF THE PARTICULAR CONCERNS WAS NOISE CREATED BY THE EQUIPMENT WITHIN THE TUNNEL WASH AREA, ESPECIALLY BY THE AIR DRYERS AND THEIR CLOSE PROXIMITY TO RESIDENTIAL USES. UH, THESE APPLICANTS, THESE COMMENTS WERE PROVIDED TO THE APPLICANT, UH, BUT WE NEVER RECEIVED A RESPONSE BACK FROM THEM ON HOW THEY PLAN TO HANDLE THE NOISE. UM, OUR ZONING ENFORCEMENT STAFF DID GO OUT, UM, TO MONITOR THE EXISTING SIDE THERE, THEY HAVE AN EXISTING LOCATION ON MORE TOWN ROAD, EXCUSE ME, WITH A SIMILAR, UH, CARWASH SET UP. AND THEY DID MEASURE IT. UH, THEY HAD, THEY HAD A READING OF, UH, BACKGROUND, NO NOISE COMING FROM THE, THE CARWASH THAT WAS 53 DECIBELS IN THE AREA. WHEN THE BLOWERS CAME ON, IT WAS 81 DECIBELS FOR CARS AND 90 DECIBELS FOR LARGE VEHICLES, SUV'S VANS, THINGS OF THAT NATURE. SO IT DID REACH INTO THAT LOUD SOUND AREA, WHICH WOULD BE SIMILAR TO A HAIRDRYER OR A TRUCK GOING BY. UH, SO IT WAS A VERY, UH, LIMITED AMOUNT. AND IT WAS ONLY ON DURING, DURING THE DRYER PHASE, EXCUSE ME, WHILE THE PROSPECTS OF A MIXED USE ACTIVITY CENTER IN THIS AREA OF GRAFTON DRIVE AND ROUTE 17 MAY BE REMOTE. THE COMPREHENSIVE PLAN CLEARLY ENVISIONS PEDESTRIAN ORIENTED MIX OF USES WITH BUSINESSES THAT ARE ACCESSIBLE BY FOOT FROM NEARBY HIGH DENSITY, RESIDENTIAL AREAS CONSISTENT WITH THIS VISION. THE COUNTY IS PLANNING TO UTILIZE FEDERAL FUNDS TO EXTEND THE EXISTING SIDEWALK ON THE WEST SIDE OF GRAFTON DRIVE FROM THE SCHOOL COMPLEX PAST MARTIN FARM ROAD, ALL THE WAY TO TIMBERLINE LOOP GREATLY ENHANCING THE WALKABILITY OF THIS AREA, GIVEN ITS LOCATION WITH FRONTAGE ON GRAFTON DRIVE ROUTE 17 AND MARTIN FARM ROAD, THE SUBJECT PARCEL AS WELL, SITUATED FOR THE KIND OF DEVELOPED COMMERCIAL DEVELOPMENT ENVISIONED BY THE COMPREHENSIVE PLAN. STAFF WAS CONCERNED THAT FOR THIS PROPERTY TO BE DEVELOPED [00:20:01] WITH A USE THAT WOULD BE LIMITED EXCLUSIVELY TO VEHICULAR TRAFFIC. WHAT CONSTITUTE A LOST OPPORTUNITY FOR USE, WHICH WILL COMPLIMENT THE EXIST EXISTING RESIDENTIAL USES PROVIDE BY PROVIDING OF A USE, WHICH IS MORE PEDESTRIAN ORIENTED. IN STAFF'S OPINION, THE PROPOSED CARWASH WOULD NOT BE AN ATTRACTIVE ADDITION TO THE ROUTE 17 CORRIDOR. THE LIMITED LANDSCAPING ALONG ROUND 17, VARYING THE VARYING INCOMPATIBLE RUE STYLES ON THE BUILDING AND THE CANOPY AND THE VISIBILITY OF THE VACUUM EQUIPMENT DO NOT MEET THE REQUIREMENTS OF THE ROUTE 17 CORRIDOR OVERLAY DISTRICT. FURTHERMORE, THE NOISE LEVEL OF THE EQUIPMENT, APPROXIMATELY 150 FEET FROM RESIDENTIAL AREAS COULD HAVE ADVERSE EFFECTS ON THE QUALITY OF LIFE OF THESE RESIDENTS. THEREFORE, BASED ON THAT CONSIDERATIONS AND CONCLUSIONS AS NOTED STAFF IS RECOMMENDING DENIAL OF THIS APPLICATION IN YOUR RECOMMENDATION TO THE BOARD OF SUPERVISORS. WE MET ALL THOSE REQUIREMENTS AND WE'VE BUILT A BEAUTIFUL CARWASH. UM, YOU KNOW, I WAS OUT THERE TODAY IN SOME THINGS THAT I NOTICED THAT WE COULD DO BETTER AT THE SITE LEADER. I WENT OVER WITH HIM ABOUT, YOU KNOW, AGING, THE GRASS AND THINGS LIKE THAT. WE COULD DO A LITTLE BIT BETTER. UH, BUT HE'S A NEW SITE LEADER WITH TRYING TO TRAIN EMPLOYEES. JUST TO GIVE YOU SOME FACTS ABOUT NOISE AND DECIMALS. WE'VE HAD NOISE STUDIES DONE AND AT, AT 50 FEET FROM THE CARWASH, ROUGHLY 55 FEET, WE, YOUR EMPLOYEE HAD STATED THAT WE HAD A SPIKE OF 90 DECIBELS WHEN A LARGE CAR CAME THROUGH A LARGE TRUCK OR A VAN. UH, WHEN WE DID OUR STUDY IN SHARPSBURG GEORGIA, WE WERE VERY SIMILAR AND THAT WE HAD 85.7 DECIBELS. UM, AGAIN, YOU KNOW, THE DECIBEL LEVEL IS DETERMINED AT THE [00:25:01] EXIT END OF THE TUNNEL. THE AREA THAT IS BEING CONSIDERED IS A RESIDENTIAL SETTING. UM, OUR HOMES WITHIN THE SINGLE FAMILY HOMES WITHIN THE EDGE HILL SUBDIVISION PROPERTY IS ZONED GB GENERAL BUSINESS, UM, TO THE WESTERN AND NORTHWEST IS, ARE 20 MEDIUM DENSITY, SINGLE FAMILY, RESIDENTIAL. THERE IS A CLIFFS AUTO REPAIR LOOKING NORTH, UM, DOWN ROUTE 17 AND THE OPPOSITE DIRECTION, UH, LIBRARY UNDER CONSTRUCTION, UH, AND CLIPS. AND THIS IS STANDING ROUGHLY IN THE CENTER OF THE APPLICANT'S PROPERTY, LOOKING ACROSS 17 LIBRARY, UM, TO THE RIGHT AND SERVICE MASTER TO THE LEFT, LOOKING AT, UH, FOR THE SIDE PROPERTY LINE AGAINST CLIFFS AND LOOKING TO THE, THIS IS THE ALONG THE REAR BOUNDARY OF THEIR PROPERTY. AS I NOTED HEAVY, UH, HEAVY [01:30:01] VEGETATION ALONG THERE AND LOOKING TOWARD HUCKLE TOWN ROAD, AGAIN, PRETTY HEAVY VEGETATION ACROSS MOST OF THE FRONTAGE THERE, STANDING ON THE CORNER OF THE PROPERTY, UH, ACROSS COCKLE TOWN ROAD TO THE NON-CONFORMING RESIDENTS. I MENTIONED, AND THIS IS LOOKING DOWN COCKLE TONE, COCKLE TOWN ROAD, UM, APPLICANT'S PROPERTY TO THE LEFT PROPERTY CORNER CORNERS, ROUGHLY WHERE THAT TELEPHONE POLE IS THAT UTILITY POLE ON THE LEFT SIDE THERE, UM, ON TACO TOWN, LOOKING TOWARD THE REAR OF THOSE NON-CONFORMING HOUSES, ADJACENT HOUSE ACROSS COCKLE TOWN. THIS IS STANDING AT THE CORNER OF HARRIS GROVE APPLICANTS ON SITE PROPERTY THERE. AND THIS IS, UH, ALONG THE REAR BOUNDARY OF THE HOUSE THAT'S ADJACENT TO THE REAR OF THE PROPERTY PROPERTY LINE IS ROUGHLY, ROUGHLY ABOUT WHERE THAT UTILITY CABINET IS JUST TO THE APPLICANT SKETCH PLAN, UH, PROPOSED DEVELOPMENT, WHICH CONSISTS OF A 8,400 SQUARE FOOT CONTRACTOR'S SHOP WITH WAREHOUSE AND OFFICES ON 2.2 ACRES OF LAND WITH A APPROXIMATELY 7,000 SQUARE FOOT OUTDOOR STORAGE YARD. AND, UH, THIS IS THE REASON FOR THE SPECIAL USE PERMIT. UH, IF HE DID NOT HAVE THE OUTSIDE STORAGE, THIS WHOLE DEVELOPMENT WOULD BE ALLOWED AS A MATTER OF RIGHT WOULDN'T NEED TO BE BEFORE YOU, THE, UH, OUTDOOR STORAGE AREA WOULD BE SCREENED IN CLOSED BY EIGHT FOOT SOLID OPAQUE FENCE. IT WOULD BE SUPPLEMENTED WITH EVERGREEN TREES AROUND THE OUTSIDE. THE IS SHOWING A BAY DOOR, UM, AT THE WESTERN END OF THE BUILDING. AND THAT WOULD BE SCREENED, UH, AS IS REQUIRED BY THE ROUTE 17 OVERLAY, UH, REQUIREMENTS WITH, UH, THE TRANSITIONAL BUFFER AND ALSO PLANTING THAT'LL BE REQUIRED ALONG THE ROUTE 17 FRONTAGE OF THEIR PROPERTY. THE APPLICANT HAD INITIALLY SUBMITTED A SKETCH PLAN THAT SHOWED THE DRIVEWAY, UH, GOING OUT TO ROUTE 17, UH, VIA DOTTED. IT INDICATED THAT, UM, IT DOES NOT MEET SPACING REQUIREMENTS. THERE HAS TO BE A MINIMUM DISTANCE BETWEEN A NEW DRIVEWAY, EXISTING DRIVEWAYS AND AN INTERSECTION LIKE HUCKLE TACO TOWN ROW, WHICH IS, UH, FOR A ROAD THAT CARRIES A TRAFFIC UP ROUTE 17 WOULD BE 500 FEET. SO HE COULDN'T MEET THOSE SPACING REQUIREMENTS. AND, UH, VIA THAT INDICATED THAT THEY WOULD NEED TO, UH, HAVE THEIR ACCESS ON COCKLE TOWN ROAD AT THE EXACT LOCATION. AND, UM, WITH THE DRIVEWAYS WOULD BE IN ACCORDANCE WITH, UH, V DOT ACCESS REQUIREMENTS THAT DRIVEWAY THE LEFT-HAND DRIVEWAY, THERE IS ACTUALLY GOING TO NEED TO BE NARROW THE NARROWER THAN WHAT IS SHOWN THE ERRAND AS PART OF THEIR SITE PLAN APPROVAL. THEY WOULD NEED TO SUBMIT ENGINEERING DRAWINGS THAT VETO WOULD REVIEW AND APPROVE. THERE ARE 12 PARKING SPACES REQUIRED FOR THE USE, AND THEY'VE GOT MORE THAN ENOUGH ROOM ON THE PROPERTY TO BE ABLE TO ACCOMMODATE THOSE REQUIRED LANDSCAPING. UH, AS I MENTIONED, 35 FOOT TRANSITIONAL BUFFERS ALONG COCKLE TOWN ROAD, FRONTAGE, AND 35 FOOT TRANSITIONAL BUFFER ACROSS THE BACK WHERE IT IS ADJACENT TO THE ZONING DISTRICT IN DEFERENCE TO THE NON-PERFORMING RESIDENTS. ON THE OTHER SIDE OF, UH, COCKLED TOWN UP BY THE, UH, ROUTE 17 INTERCHANGE HERE, WE, UM, HAD PROPOSED WE'RE PROPOSING A CONDITION OF APPROVAL THAT, THAT 35 FOOT TRANSITIONAL BUFFER CARRY THE FULL LENGTH OF HOCKEYTOWN TOWN ROAD. AND THE APPLICANT INDICATED THEY ARE AMENABLE TO THAT. IN ADDITION, UH, LANDSCAPING WILL BE REQUIRED 20 FOOT LANDSCAPE YARD ALONG 17, AND ALSO A 10 FOOT LANDSCAPE YARD ALONG THE SIDE YARD AGAINST, UH, WHERE CLIFF SITS. AND THE APPLICANT IS SHOWING A STORMWATER BMP AREA, UH, IN THE BACK CORNER OF THE SITE, THE EXACT LOCATION SIZE OF THAT IT'LL BE TURNED, UH, BE DETERMINED WHEN ENGINEERING, UH, STORMWATER ENGINEERING PLANS ARE, ARE, UH, DONE DURING SITE PLAN REVIEW TRAFFIC IN ACCORDANCE WITH THE INSTITUTE OF TRANSPORTATION ENGINEERS. THIS, UH, THIS USE THIS TYPE OF USE WOULD CARRY APPROXIMATELY 82.5 WEEKDAY AVERAGE VEHICLE TRIPS. WEEKDAY MORNING PEAK WOULD BE 13.9 [01:35:02] AND WEEKDAY EVENING PEAK HOURS WOULD BE 16.2 COURTNEY TO A V DOT TRAFFIC COUNTS ROUTE. THIS SECTION OF ROUTE 17 HAS AN AVERAGE DAILY VEHICLE COUNT OF 22,000 VEHICLES AND COCKLE TOWN ROAD AS AN AVERAGE COUNT OF 430 VEHICLES TYPES OF VEHICLES ACCESSING THE SITE, THE COMPANY VEHICLES WOULD INCLUDE PICKUP TRUCKS, STANDARD VANS AND TRANSIT FANS WOULD ALSO BE A COMMERCIAL DELIVERY VEHICLES, UPS, FEDEX TRUCKS, AS WELL AS OCCASIONAL TRACTOR TRAILER TRUCKS. AND THE MAJORITY OF THE TRAFFIC IS GOING TO COME FROM 17 DOWN TO SHORT STRETCH OF COCK OUT COCKLE TOWN TO THE DRIVEWAYS FOR THE BUSINESS. THERE WOULDN'T BE ANY TRAFFIC WITHIN EDGE HILL EXCEPT POSSIBLY UPS TRUCK OR, UH, A COMPANY VEHICLE THAT WOULD BE SERVICING, UH, HOUSES IN THAT, IN THAT NEIGHBORHOOD. THE APPLICANT SUBMITTED A COUPLE OF CONCEPTUAL ELEVATIONS FOR THE PROPOSED BUILDING. UH, HE IS THE, UH, CONTRACT PURCHASER. SO HE DOES NOT HAVE A DETAILED ARCHITECTURAL RENDERINGS AT THIS POINT. SO THESE ARE A COUPLE OF, UM, CONCEPTUAL EXAMPLES, UM, IN ACCORDANCE WITH THE ROUTE 17 OVERLAY DISTRICT, THEY WOULD BE LIMITED TO A NUMBER OF COLORS THAT WOULD BE ALLOWED OUT THERE AS WELL AS FACADE MATERIALS, UM, LIMITED TO STONE, UM, BRICK OR WOOD, OR, UM, COMPOSITES LIKE A HARDY PLANK IN, UH, THESE WOULD MEET THOSE REQUIREMENTS, PROPOSED APPROVAL CONDITIONS. THERE'D BE MONUMENT TYPE BUSINESS ID SIGN ON 17. UH, THAT WOULD BE DESIGNED WITH MATERIALS THAT ARE COMPATIBLE WITH THE, UM, BUILDINGS. THE BUILDING AT THE OUTDOOR STORAGE AREA WOULD BE SCREENED WITH SOLID OPAQUE FENCING SUPPLEMENTED BY EVERGREEN TREES OR ALONG THE OUTSIDE, AND NO STORAGE MATERIALS VISIBLE ABOVE THE FENCING, THE VEHICLE ACCESS TO ME V DOT MINIMUM OUT STANDARDS, TYPE 35, TRANSITIONAL BUFFER ALONG THE ENTIRE LENGTH OF COCKLE TOWN ROAD AND FIRE AND LIFE SAFETY REQUIREMENTS AS PER THEIR REQUESTS, ADEQUATE WATER SUPPLY AND FIRE HYDRANTS, ADEQUATE EMERGENCY VEHICLE AND APPARATUS ACCESS, AND A HAZARD MATERIALS CONTINGENCY PLAN THAT WOULD BE SUBMITTED IN CONCLUSION OF THIS WOULD FILL A VACANT COMMERCIAL SPACE. SO IT WOULD HAVE A POSITIVE ECONOMIC IMPACT. THERE WOULD BE ADDITIONAL LANDSCAPE BUFFERING ALONG KUNKLETOWN ROAD. OUTDOOR STAIRWAY STORAGE AREA WOULD BE SCREENED FROM VIEW OF THE ADJACENT PROPERTIES. AND IT CONFORMS WITH COMPREHENSIVE RECOMMENDATIONS FOR THE GB DISTRICT, WHICH INCLUDES COMMERCIAL SERVICE BUSINESSES, UH, AND IMPROVED ROUTE 17 STREETSCAPE. WE WOULD HAVE A LOT OF NEW LANDSCAPING ALONG 17 AND ALSO IN BETWEEN THEIR PROPERTY AND, AND CLIFFS THAT WOULD ENHANCE THE AREA. AND THEREFORE WE WOULD RECOMMEND APPROVAL IN ACCORDANCE WITH RESOLUTION PC 22 DASH 19. AND I HAD A RESPONSE, I GAVE THEM INFORMATION ABOUT THE 35 FOOT TRANSITIONAL BUFFER THAT WOULD BE MAINTAINED THERE. AND ALSO THEY, UH, QUESTIONED ABOUT DRIVEWAYS ON 17 AS OPPOSED TO COCKLE TOWN, WHICH IT'S INDICATED THAT WOULDN'T WORK. OKAY. AND WITH THAT, I CAN ANSWER ANY QUESTIONS AND THE APPLICANT IS HERE AS WELL. QUESTIONS, A FEW, UM, THE COVER THE DRIVEWAY AGAIN. SO WE'RE, SO THAT THE DRIVE WILL BE OFF OF COPPER TOWN ROAD, NOT OFF OF 17. CORRECT. AND SO HOW DOES THAT, THE BUFFER GOING ALONG THAT ROAD, WHICH WE ACTUALLY, ONE OF YOUR CONDITIONS IS THAT WE HAVE ADDITIONAL BUFFER FOR THAT PARTICULAR FOR THE NON-CONFORMING DWELLING, BUT THAT ALSO SHOWS WHERE A DRIVEWAY WOULD BE KIND OF CURIOUS HOW WE'RE SUPPOSED TO MEET THAT CONDITION. WELL, DRIVEWAYS ARE PERMITTED TO GO THROUGH THE BUFFER AREA, UM, AND WHAT WOULD HAPPEN, THE BUFFER YOU'RE REQUIRED TO HAVE A MINIMUM VALUE LANDSCAPE VALUE. SO THAT WOULD BE STRETCHED OUT ACROSS THAT, UH, THE AREA THAT WOULD BE, UH, EXT THE BUFFER BE EXTENDED WOULD BE FROM THIS POINT HERE ON DOWN. SO I NOTICED IN ONE OF THE CONDITIONS, UM, [01:40:03] I HAVE TO LOOK AT IT AGAIN. NOW I CAN'T FIND IT, UH WHAT'S THAT THERE WOULD BE ADDITIONAL VEGETATION BECAUSE OF THAT NON-CONFORMING DWELLING, BUT THEN THAT WOULD BE EXTENDING THE 35 FOOT TRANSITIONAL BUFFER UP ACROSS TO THE FULL LENGTH OF THE FRONTAGE, THE COCKLE TOWN ROAD IN FRONT OF YOU. THAT'S UP IN THIS AREA HERE, RIGHT? WITHOUT THE CONDITION THAT 35 TRANSITIONAL BUFFER WOULD ACTUALLY END RIGHT HERE AND ALONG HERE, THAT WOULD JUST BE A 20 FOOT LANDSCAPED YARD. SO, NO.
