SO IS THE APPLICANT SKETCH PLAN A WOULD BE A WHOLE HOUSE RENTAL, NO RENTAL LIVE INDIVIDUAL BEDROOMS. ACCORDING TO THE COUNTY ASSESSOR'S RECORD RECORDS, IT'S APPROXIMATELY 1,900 SQUARE FEET IN FLOOR AREA.

SINGLE STORY, FOUR BEDROOMS, TWO BATHROOMS, KITCHEN LIVING ROOM, DINING ROOM, AND AN ENCLOSED PATIO IN THE BACK IN SUMMARY, 1,900 SQUARE FOOT DWELLING.

IT WOULD BE RENTED AS A SINGLE UNIT MAXIMUM OF EIGHT GUESTS AT ANY ONE TIME.

THAT'S TWO GUESTS PER BEDROOM, WHICH IS THE STANDARD APPROVAL CONDITION THAT WE HAVE FOR TOURIST HOMES.

THE APPLICANT, UH, WHO IS THE OWNER, UM, WOULD BE THE RESPONSIBLE PARTY, UH, REQUIRED FOR CONTACT, UH, PER THE ZONING ORDINANCE.

THEY RESIDE ABOUT 7.9 MILES AWAY.

ACCORDING TO A CURRENT INSTITUTE OF TRANSPORTATION, ENGINEERS RE REPORTS, AN AVERAGE DAILY VEHICLE TRIP FOR A SINGLE FAMILY DWELLING IS 9.4 TRIPS.

UH, THEY DON'T DESIGNATE, UM, TOURIST TOM'S THE NEXT CLOSEST THING WOULD BE A TIMESHARE, WHICH IS 8.1 TRIPS PER DAY, OR A HOTEL ROOM, WHICH IS 4.4 TRIPS PER DAY.

ACCORDING TO V DOT TRAFFIC ESTIMATES.

UH, THIS SECTION OF ALAN'S MILL ROAD HAS APPROXIMATELY 1,500 AVERAGE DAILY VEHICLE TRIPS, UH, ON IT.

SO WE DON'T FEEL THAT THIS USE WOULD IMPACT THE TRAFFIC OUT THERE PROPOSED THE APPROVAL CONDITIONS, UH, OPERATE THE TOURISM IN ACCORDANCE WITH THE APPLICANT'S NARRATIVE MAXIMUM OF FOUR BEDROOMS, EIGHT GUESTS AT ANY ONE TIME LAYOUT BE MAINTAINED IN ACCORDANCE WITH THE APPLICANT'S FLOOR PLAN DRIVEWAY AND, UH, PARKING AREA BE IMPROVED WITH GRAVEL OR OTHER DUST-FREE SURFACE, NO PARKING SIGNS ALONG THE DRIVEWAY.

THE SUP WILL EXPIRE UPON CHANGE AND OWNERSHIP OF THE PROPERTY, WHICH HAS BECOME STANDARD PRACTICE FOR, UH, TOURIST TOWNS.

AND IT IS SERVED BY A PRIVATE SEPTIC SYSTEM.

UM, SO WE HAVE A CONDITION THAT, UH, GET APPROVAL FROM THE PENINSULA HEALTH DISTRICT PRIOR TO THE COMMENCEMENT OF THE USE, WHICH AGAIN IS A STANDARD APPROVAL CONDITION.

IN THESE CASES, CONCLUSION, WE FIND THE OPERATION IS CONSISTENT WITH PREVIOUSLY APPROVED TOURS, TONES.

SO, AND PEOPLE, UM, IN FAMILIES, NOT PEOPLE, FAMILIES HAVE EITHER A HARD TIME GETTING INTO HOTELS FOR THAT PERIOD FOR THAT LENGTH OF TIME.

UM, THEY'RE LOOKING AT, YOU KNOW, RENTING A PLACE FOR A FEW MONTHS.

PEOPLE WANT A ONE-YEAR LEASE.

UM, SO THERE SEEMS TO BE A LOT OF ISSUES WITH THE, AND THERE'S MANY DIFFERENT PCS

CYCLES, WHICH IS PERMANENT CHANGE OF STATION CYCLES.

UM, AND I, AND I SEE THIS AS AN OPPORTUNITY TO BE ABLE TO HELP THAT SITUATION, UM, WHILE IT IS A TOURIST HOME QUOTE, UNQUOTE, OUR GOAL IS TO BE ABLE TO PROVIDE THIS AS AN ALTERNATIVE TO FAMILIES THAT COME INTO THE, TO THE CITY THAT ARE STATIONED HERE AND NOT HAVE, YOU KNOW, AND, AND I HAVE TO WAIT A YEAR OR SIX MONTHS OR WHATEVER IT MAY BE TO GET ON BASE HOUSING.

THIS IS AN ALTERNATE FORM FOR THEM TO BE ABLE TO NOT WORRY ABOUT A ONE-YEAR LEASE WHEN THEY'RE, YOU KNOW, BASED HOUSING IS AVAILABLE WITHIN THREE MONTHS, FOUR MONTHS OR WHATEVER IT MAY BE.

SO THAT'S OUR BIGGER FOCUS, BUT ADDITIONALLY, THIS IS A HOME THAT'S BEEN ABANDONED FOR OVER FIVE YEARS.

UM, AND WE ARE BRINGING IT BACK TO LIFE.

WE ARE WORKING DILIGENTLY WITH, UH, WITH THE, WITH THE INSPECTORS, UH, MAKING SURE THAT WE HIT EVERY SINGLE TIMELINE AND IT'S A VERY BIG PROJECT AND WE WANT TO BRING IT TO LIFE.

AND WE ALSO WANT TO SHOW THE BEAUTY THAT YORKTOWN HAS TO OFFER.

SO I THINK WE WOULD, WHAT WE WOULD ADVERTISE ON AIRBNB AND THE BEAUTY OF AIRBNB IS THAT YOU'RE ABLE TO, UM, CHOOSE WHO YOU ALLOW TO STAY IN YOUR, IN YOUR DWELLING.

UM, SO I BELIEVE THAT'S ONE PLACE WE WOULD ADVERTISE AND THEN WORD OF MOUTH AND THE FACEBOOK GROUP, THE SPOUSE, FACEBOOK GROUPS.

IT'S ALLOWED TO, UH, PUT IN APPLICATIONS FOR USES OF PROPERTY IT'S SPECIFICALLY PROVIDED FOR UNDER VIRGINIA LAW AS AN LLC.

SO THERE WOULD BE ZERO RESTRICTIONS ON AN LLC, UH, OWNING LAND, APPLYING FOR A USE, RUNNING A BUSINESS, ANYTHING LIKE THAT, AS LONG AS THE LLC IS IN THIS, IN THIS INSTANCE IS ESSENTIALLY TREATED AS IF IT WAS AN INDIVIDUAL OR A PERSON FOR THAT PURPOSE.

SO, UM, IN ADDITION TO THE LLC CONCERNS AND, UH, THE CONCERNS OF THE DISTANCE, UH, I DON'T FEEL RIGHT ABOUT IT EITHER.

GIVEN THAT THE TOURIST HOME WOULD BE A ONE BEDROOM RENTAL WITH A MAXIMUM OF TWO GUESTS AT A TIME, STEPH BELIEVED THE PROPOSED TOURIST HOME WOULD HAVE A MINIMAL IMPACT.

THE FACT THAT THE OWNERS WOULD RESIDE IN THE DWELLING WHILE RENTALS ARE TAKING PLACE ENSURES THAT GUESTS BEHAVIOR WOULD BE MONITORED.

THE HOME IS LOCATED ON A LARGE PROPERTY THAT A BUTTS I 64, THE 2.3 ACRE PROPERTY HAS AMPLE SPACE ENTRIES BETWEEN NEIGHBORS AND THE DRONE OF TRAFFIC NOISE FROM THE NEARBY INTERSTATE WOULD LIKELY DROWN OUT ANY NOISE.

GUESTS MIGHT GENERATE.

THEY APPROVED THE MOBILE RYAN MOBERLY APPLICATION TO AMEND THE CONDITIONS OF HIS, THEY USE FARMERS FOR HIS TOURIST HOME ON EDL AVENUE.

SO ALL THREE OF THOSE APPLICATIONS WERE APPROVED.

UH, WE LITERALLY WENT FROM THE UPPER COUNTY AND MARCHED ALL THE WAY DOWN TO THE LOWER COUNTY.

AND, UH, WE DID AN OVERVIEW OF WHAT THE COMMUNITY AGREED TO CHANGE, UM, TO BE HONEST, AND MOST OF THE ITEMS THAT WERE CHANGED WERE A RESULT OF, UH, EXISTING DEVELOPMENT AND JUST MATCHING THAT FUTURE LAND USE WITH WHAT'S ON THE GROUND TODAY.

THERE WERE SOME OTHER CHANGES THAT WE MADE, UH, AND IT WAS PRETTY ROBUST, UH, DISCUSSION ABOUT MIXED USE.

UM, WE TALKED ABOUT IT FOR QUITE A BIT.

UH, WE'RE ACTUAL WE'RE ACTUALLY, WE'RE ABLE TO REACH A CONSENSUS AND, UH, THE COMMITTEE DETERMINED THAT THEY PREFER TO REMOVE MIXED USE OFF THE MAP, ALTHOUGH IT'S STILL IN A ZONING ORDINANCE AND IT ALWAYS WAS.

UM, SO YOU CAN PROPOSE A MIXED USE ANYWHERE IN THE COUNTY, UH, THE PREVIOUS FUTURE LAND.

WELL, THE CURRENT FUTURE LAND USE MAP HAD IDENTIFIED CERTAIN LOCATIONS OUT IN THOSE AREAS SEEM TO BE CONTROVERSIAL.

THERE WAS A LOT OF DISCUSSION ABOUT HOW MIXED USE WORKS, DOESN'T WORK, UH, WHETHER IT'S THE RIGHT PLACE.

AND SO, UM, WE ACTUALLY HAD TO CALL A VOTE AND, UH, AND, UM, WE DECIDED TO REMOVE IT OFF THE MAP.

AND HOWEVER WE WANTED TO KEEP THE BAR KEY DEVELOPMENT, UH, AS TARGETED FOR THIS SUCH USE.

UM, AS YOU KNOW, IT'S NOT BEEN TOO SUCCESSFUL AND WE ONLY THINK THE, THE ONLY WAY TO THAT WOULD BE ABLE TO SURVIVE WOULD BE IF YOU ADDED RESIDENTIAL, SO, OR SOME OTHER COMPONENTS TO MAKE IT A MIXED USE.
