MR. BARNETT, I INVITE YOU TO BOW YOUR HEADS AND JOIN ME IN PRAYER.

ALMIGHTY GOD, WE PRAISE YOUR HOLY NAME AS WE COME TO THE END OF ANOTHER YEAR, THE SECOND YEAR OF A GLOBAL PANDEMIC TO WHICH THERE IS NO END IN SIGHT.

WE THANK YOU FOR GUIDING US SAFELY TO THIS TIME AND PLACE.

EVEN AS WE PREPARE TO CELEBRATE THE HOLIDAYS WITH FAMILY, FRIENDS, AND LOVED ONES, WE KNOW THAT THERE ARE THOSE WHO ARE SUFFERING FROM ILLNESS OR LOSS.

WE LIFT THEM UP TO YOU AND ASK FOR YOUR HEALING.

GRACE AND LORD, WE PRAY FOR OUR COUNTY LEADERS GATHERED HERE THAT THE DECISIONS THEY MAKE AND THE ACTIONS THEY TAKE WILL BE GUIDED BY WISDOM AND COMPASSION IN ACCORDANCE WITH YOUR WILL.

AT THIS TIME, IF STEVE AND KAREN BARS WOULD COME FORWARD, UH, MANY OF, YOU KNOW, STEVE BARS, UH, AND KNEW HIS FATHER, A CA BARS WHO WAS A LONGTIME BUSINESSMAN AND, UH, HERE IN THE COUNTY, AND THIS IS A PROCLAMATION FROM THE YORK COUNTY BOARD OF SUPERVISORS, UH, COMMANDING CA BARS CONTRACTING ON THE ANNIVERSARY OF THEIR 50 YEAR ANNIVERSARY.

AND THAT'S, THAT'S HUGE TO BE IN BUSINESS FOR THAT LONG.

YOU'RE DOING SOMETHING RIGHT.

UM, AND I, I WON'T BORE YOU WITH READING THE RESOLUTION, UH, BUT I WILL SAY THIS, THAT, UH, WE CELEBRATE CA BAR'S 50TH YEAR IN BUSINESS, PROVIDING THE CUSTOMERS FROM YOUR COUNTY AND BEYOND WITH EXPERTISE WITH LAND ROAD AND SITE WORK MAINTENANCE.

THEREFORE NOW BE IT PROCLAIMED BY THE YORK COUNTY BOARD OF SUPERVISORS ON THIS THE 17TH DAY OF AUGUST.

YEAH, IT WAS WAY BACK THEN THAT THE BOARD OF SUPERVISORS IT'S GREAT PLEASURE AND THE RECOGNITION AND CELEBRATING CA BAR'S 50TH ANNIVERSARY IN BUSINESS.

THE HELM HERE FOR THE EMPLOYEE RECOGNITION, CERTAINLY VERY EXCITED.

SO, UH, PRIOR TO THE PANDEMIC, WE GENERALLY WOULD INVITE EMPLOYEES TO ADD SIGNIFICANT, SIGNIFICANT TENURE HERE WITH THE COUNTY TO COME VISIT WITH THE COUNTY AND BE RECOGNIZED FOR THAT SERVICE, UH, IN LIGHT OF WHAT'S GOING ON TODAY, WE FEEL LIKE THIS IS PROBABLY A BETTER WAY TO HANDLE THAT.

AND I THINK SOME OF THE EMPLOYEES APPRECIATE IT AS WELL.

SO WE'D LIKE TO TALK ABOUT THE EMPLOYEES WHO'VE BEEN HERE WITH A MINIMUM OF 20 YEARS.

THE FIRST ONE THAT WE HAVE IS DANA.

LANCE DANA STARTED WITH US BACK IN 2001 AS A SECRETARY ONE SHE'S RECENTLY MOVED, UH, TO THE FLEET DEPARTMENT AND WORKING WITH THE FLEET MANAGER THERE AS AN INTERIM STOP.

SHE STOPPED IN WASTE MANAGEMENT AND REALLY SHOWCASE SOME OF HER TERRIFIC CUSTOMER SERVICE SKILLS.

SO DANA IS AN ALL AROUND EMPLOYEE THERE.

ANOTHER 20 YEAR EMPLOYEE IS ALAN BARNA CASKEY WHO WORKS AT THE SHERIFF'S OFFICE.

AGAIN, HE STARTED BACK IN 2001 AND JULY SPECIFICALLY, AND HE STARTED AS A SHERIFF'S LIEUTENANT, EXCUSE ME, SHERIFF'S DEPUTY AND LAW ENFORCEMENT.

AND TODAY HE WORKS COMMUNITY SERVICES.

SO ALLEN HAS BEEN WITH US 20 YEARS NOW.

SEAN JACKSON STARTED OFF AS A DEPUTY IN 2001.

AND TODAY HE'S LIEUTENANT OF THE OPERATIONS

DIVISION.

JIM MCCONNELL CAME TO WORK ALSO 2001 AS A SERVICE TECHNICIAN.

TODAY, HE WORKS IN THE FLEET DEPARTMENT AS A MASTER SERVICE TECHNICIAN AND THAT'S IN PUBLIC WORKS.

CHARLES JAMES CAME TO WORK ALSO 2001 AS A CONSTRUCTION MAINTENANCE WORKER.

ONE TODAY HE IS A CONSTRUCTION MAINTENANCE WORKER TWO, AND HE WORKS IN THE UTILITIES DEPARTMENT, EMPLOYEES WITH 25 YEARS OF SERVICE, WE START OFF WITH TANYA ISAACSON.

SHE WORKS IN THE COMMISSIONER REVENUE'S OFFICE.

SHE STARTED BACK IN 1996 AND, UH, STARTED AS A REVENUE SPECIALIST.

AND TODAY SHE IS A DEPUTY COMMISSIONER OF THAT DEPARTMENT.

TRICIA RITTER WORKS IN THE LIBRARY, ALSO STARTED BACK IN 1996 AS A LIBRARY ASSISTANT.

SHE CONTINUES IN THAT ROLE WITH THE LIBRARY TODAY.

AND YOU MAY KNOW THAT, UH, UH, PATRICIA RITTER'S HUSBAND ALSO WORKED WITH THE COUNTY AND BUILDING REGULATIONS.

KG RUSSELL IS A FIREFIGHTER OF THE SAME TENURE, 1996.

AND TODAY HE'S A SENIOR FIREFIGHTER, KRISTA NELSON, WHO MANY OF YOU ARE FAMILIAR WITH, STARTED AS A CLERK BACK IN 1996.

AND TODAY SHE'S THE CLERK OF THE CIRCUIT COURT.

RYAN SMITH CAME TO WORK ALSO IN 1996 AS A GROUNDS TO KEEP HER ONE TODAY.

HE'S THE GROUNDS MAINTENANCE SUPERVISOR.

AND HE WORKS ON KEEPING THOSE SPECIAL AREAS THAT YOU ALL LIKE SO MUCH NICE AND TIDY LIKE THE ROADWAYS.

YES, YES.

WE HAVE 30 YEARS TONIGHT AS WELL.

OUR OWN TEAM, OUR OWN TERRY HALL, WHO HAPPENS TO BE WITH US TONIGHT IS HERE.

HE STARTED 1991 AS A COMMUNICATIONS MANAGER.

AND TODAY HE SERVES AS A DIRECTOR OF EMERGENCY COMMUNICATIONS.

ANGELA RIGLER, WHO'S BEEN WITH US SINCE 1991 AS WELL STARTED AS A SECRETARY ONE TODAY.

SHE WORKS IN IT AS THE ADMINISTRATIVE COORDINATOR.

AND I HAD THE PLEASURE OF WORKING WITH ANGIE FOR ABOUT 12 OR 13 YEARS OF MY CAREER.

WE ALSO HAVE 35 YEARS, UH, EMPLOYEES HERE, RALPH MOTLEY, WHO WAS A PLUMBER WHEN HE CAME TO WORK WITH THE COUNTY BACK IN 1986, TODAY HE WORKS WITH BUILDING SAFETY AND HE IS A BUILDING INSPECTOR, TROY WORLDLY, WHO IS NOW A SHERIFF'S DEPUTY STARTED OFF AS A GROUNDSKEEPER.

SO THEY DO MAKE TRANSITIONS.

SOMETIMES, SOMETIMES THEY'RE RATHER DRAMATIC AS IN THIS CASE.

AND, UH, SO HE'S BEEN AROUND HERE FOR 35 YEARS.

DOROTHY, JULIAN IS WITH US AS WELL FOR 35 YEARS.

AND HEADSTART STARTED AS A TEACHER AND NOW HOLDS THE ROLE OF TEACHER TO SEAN SAGER.

BLOOM STARTED WITH US, UH, BACK IN OCTOBER OF 86 AS A FIREFIGHTER RECENTLY, SEAN WAS PROMOTED TO ASSISTANT CHIEF AND HE WORKS AS A DEPUTY COORDINATOR FOR EMERGENCY MANAGEMENT.

IN THAT ROLE, WE HAVE SOME, WE HAVE A 40 YEAR EMPLOYEE AS I RECALL SHERRY.

WELL, SHE WORKS IN IT.

SHE STARTED AS AN OFFICE ASSISTANT AND HER FIRST DAY WITH THE COUNTY WAS 1981.

DO YOU REMEMBER WHERE YOU WERE IN 1981? SO SHERRY HAS BEEN DOING SOME GREAT THINGS FOR THE COUNTY IN TERMS OF SOFTWARE FOR QUITE SOME TIME.

AND WE EVEN HAVE A 45 YEAR EMPLOYEE, TONY DIAZ, WHO WORKS WITH MR. WOODWARD OVER HERE AS A PUMP STATION MECHANIC.

HE WORKS IN THE UTILITIES DEPARTMENT.

HE STARTED IN 1976 AND STILL GOING STRONG.

SO WE'RE REALLY EXCITED ABOUT THAT 40 IT IS MR. CHAIRMAN.

THOSE ARE THE SERVICE RECOGNITIONS FOR THIS EVENING.

UM, WE'VE COMPLETED 363 WORK ORDERS THIS QUARTER AND WE RECEIVED 511 IN YORK COUNTY THIS QUARTER.

UM, THAT'S A 71% COMPLETION RATE.

WE STILL HAVE 148 OUTSTANDING FROM THIS PAST QUARTER.

THE QUARTER, UM, THAT WE'RE DOING IS SEPTEMBER 1ST TO NOVEMBER THE 30TH, UH, DECEMBER HASN'T FINISHED FOR US.

SO IT'S HARD TO GET, UH, EXACT NUMBERS.

SO I JUST DID SEPTEMBER ONE TO NOVEMBER 30TH DRAINAGE, STILL THE TOP REQUEST, UM, WORK ORDER RECEIVED.

AND, UM, AND THAT HAS BEEN THE, UH, THE TOP ALL FOUR QUARTERS THIS YEAR.

SO, UH, UH, MOST, I WOULD SAY 50% OF, UH, OF ALL WORK ORDERS ARE DRAINAGE RELATED.

UM, SO THEN WE HAVE, YOU KNOW, A LOT OF VEGETATION SIGNS, UM, POTHOLES, 10 EIGHTIES, THOSE TYPES OF THINGS, BUT 50% OF ALL THE WORK ORDERS RECEIVED ARE DRAINAGE.

A FEW HIGHLIGHTS OF THE ACCOMPLISHMENTS THIS QUARTER.

UM, WE DID A LOT OF DITCHING, UM, RELATED TO DRAINAGE, UH, ON LAWSON DRIVE, ELLA TAYLOR ROAD, UM, ROUTE 1 34 BIG BETHEL, UM, AT HEATH PLACE, LAKELAND CRESCENT STONE LAKE COURT, UH, DID A LOT OF BRUSH CUTTING AND TREE TRIMMING AND SIGN, UM, DAYLIGHTING.

SO YOU CAN SEE YOUR SIGNS WHEN YOU'RE GOING DOWN THE ROAD OR AS YOU'RE COMING UP TO INTERSECTIONS FOR STOP SIGNS DID A LOT OF THAT, UH, SAINT COLE REPAIRS, UM, AND, AND A LOT OF PIPE CLEANING RELATED TO DRAINAGE, YOU KNOW, MAKING SURE THAT THE PIPES ARE CLEAN, CAN TAKE THE RAIN WHEN IT COMES LUCKILY ENOUGH.

WE'VE HAD A FAIRLY DRY QUARTER.

UM, UNLIKE WHAT WE SAW, YOU KNOW, PREVIOUS, UH, WHICH HAS GIVEN US THE OPPORTUNITY TO GO OUT AND TRY TO GET CAUGHT UP ON SOME OF THOSE DELINQUENT, UH, OR WORK ORDERS THAT WE HADN'T GOTTEN TO BEFORE.

SO, UM, IT'S, IT'S GIVEN US AN OPPORTUNITY, UH, COMPLETED PROJECTS.

WE'VE COMPLETED THE, UH, PLANT MIX PROJECT, UH, THE ASPHALT OVERLAY HERE IN YORK COUNTY, UH, THAT WAS COMPLETED, UM, ABOUT MID NOVEMBER.

UH, THEY STILL HAD SOME PUNCH LIST ITEMS TO DO SOME STRIPING, LITTLE THINGS CLEAN UP, YOU KNOW, THAT THEY WERE WORKING ON.

UM, BUT ALL THE ROADS THAT WERE ON OUR LIST, UH, WHICH ARE STILL IN YOUR PACKET, UM, WERE COMPLETED.

WE ALSO, UM, HAVE, UH, A, UH, 64 SEGMENT THREE, UM, JUST HAD A RIBBON CUTTING FOR IT.

UM, AND THAT IS THE SECTION THERE, YOUR COUNTY UP, UH, ALL THE WAY TO 1 99 OR BETWEEN THE ONE 90 NINES.

UM, SO THAT IS, UH, THAT STILL HAS A FEW PUNCH LISTS ITEMS THAT THERE'LL BE WORKING ON, BUT ALL THREE LANES IN EACH DIRECTION ARE OPEN TO TRAFFIC.

UM, SO THAT'S, UH, THAT'S A GOOD THING RIGHT HERE BEFORE THE HOLIDAYS.

AND, UH, AS TRAFFIC PICKS UP, IT SHOULD BE ABLE TO, UH, SLIP ON IN AT LEAST TO THE HRBT AND BACK OUT PRETTY QUICKLY.

UM, ALSO, UH, WE HAVE THE 1 99, UH, AS 64.

UM, IT'S A FIBER, UH, PROJECT WHERE WE'RE PUTTING FIBER OPTIC LINES ON 1 99 REALLY TO IMPROVE THE COMMUNICATIONS, UM, NOT ONLY SIGNALS, BUT OUR, UH, OUR MESSAGE SIGNS AND, AND, AND THE, IN THAT AREA FROM 1 99, WHICH COMES INTO YOUR COUNTY AND JAMES CITY COUNTY.

SO, UH, THAT THAT'S EXCITING TO US, UM, THAT CONSTRUCTION IS UNDERWAY.

IT SHOULD BE COMPLETED ABOUT SPRING OF 2022.

AND, UM, WE, WE HAVE A FEW UPCOMING PROJECTS.

WE HAVE THE H SIP, UM, PEDESTRIAN CROSSING THAT'S INSTALLED PEDESTRIAN CROSSINGS ON ROUTE 1 34, UH, AT FIRST STREET, INDIAN SUMMER DRIVE AND LONG GREEN BOULEVARD.

UH, THAT'S SCHEDULED TO ADVERTISE MARCH OF 2022.

UH, WE ALSO HAVE OUR PAVING SCHEDULE FOR NEXT YEAR THAT JUST WENT TO ADVERTISEMENT DECEMBER THE 14TH.

UH, THOSE, UH, ROUTES WE INCLUDE MERRIMACK TRAIL 1 43 NORTHBOUND AND SOUTHBOUND FROM 64 RAMP WESTBOUND TO JAMES CITY COUNTY LINE.

IT'S ABOUT TWO MILES SECTION THERE, UM, VICTORY BOULEVARD, UH, EASTBOUND AND WESTBOUND FROM THE NEWPORT NEWS, UH, CITY LIMITS TO, UH, MILES, WE'LL SAY ROUTE 17 IS A PAVEMENT JOINT RIGHT BEFORE YOU GET THERE, THAT'LL TIE INTO IT.

UM, THAT'S ABOUT A MILE SECTION, UH, GOODWIN NECK ROAD FROM ONE SEVEN, UM, ROUTE 1 73 FROM ROUTE 17 TO DANIEL

LOOP, UH, THAT'S 4.4 MILES, UM, ORIANA ROAD FROM ROUTE 6 22, THE NEWPORT NEWS CITY LIMITS.

UM, THAT IS 2.5 MILES.

AND THEN WHILE OUR MILL ROAD FROM ROUTE 17, I MEAN, WHILE OUR MILL ROAD, UH, FROM ROUTE 60 BYPASS TO THE DEAD END, UM, THAT IS, THAT IS ON A SCHEDULE THAT'S ABOUT 1.8 MILES AND THEN CARRIES CHAPEL ROAD, UH, ROUTE 7 82, UH, FROM CITY LIMITS TO, UH, TO VICTORY BOULEVARD OR TO NORTH, JUST NORTH OF VICTORY BOULEVARD.

THESE ARE REPAID.

YOU CAN REPAVE CURIOUS CHAPEL.

SO, UH, THAT PROJECT, UH, WAS ADVERTISED ON, UH, NOVEMBER THE NINTH, AND WE EXPECT TO GET BEDS, UH, JANUARY THE 19TH.

AND, UH, THAT SHOULD BE MOVING, MOVING PRETTY GOOD.

UM, NEXT SUMMER YOU'LL START SEEING SOME CONSTRUCTION STARTING THERE.

UM, I GUESS MORE PARENTS ARE, YOU KNOW, THE, THE AREA IS GROWING.

SO YOU HAVE MORE STUDENTS, YOU HAVE SCHOOLS THAT ARE AT THEIR MAX.

UM, AND YOU HAVE THAT 45 MINUTES FROM THE TIME THAT YOU ALLOWED TO, YOU KNOW, PICK UP YOUR, YOUR CHILD OR DROP OFF YOUR CHILD.

UH, THAT, THAT YOU'RE RIGHT.

IT JUST KIND OF BECOMES A PARKING LOT AND IT BACKS UP, UM, THE ROADS WERE, WERE BUILT TO MANAGE TRAFFIC AS DEVELOPMENT, YOU KNOW, AS WE PUT SCHOOLS IN, AS WE DO DO DEVELOPMENT AND PROVIDE AN, ADD MORE TRAFFIC TO IT, UM, THERE'S OPPORTUNITIES THERE WHERE WE COULD HAVE THE DEVELOPER MAKE IMPROVEMENTS UPON ROADWAYS.

UM, ANOTHER THING THAT WE'VE SEEN, UM, WE'VE WORKED ON A COUPLE OF CASES, UH, LIKE YOU SAID, BRUTON IS OFF THE ROAD, SO IT HAS PLENTY OF STORAGE.

A LOT OF YOUR SCHOOLS DO NOT HAVE ANY STORAGE.

AND WHEN I SAY STORAGE IS NO ONE CAN GET OFF THE ROAD BECAUSE YOU DON'T HAVE ENOUGH ROOM FOR THE PARENTS THAT ARE PICKING UP, UM, THEIR STUDENT OR THEIR CHILD TO GET OFF OF THE ROAD.

SO THEY HAVE TO SIT IN LINE OUT ON THE PUBLIC ROADWAY UNTIL THEY CAN GET INTO THE SCHOOL.

ONE OF MY NEIGHBORS TALKED ABOUT IN THE OLD DAYS, HER FAMILY WAS BROUGHT DOWN TO THE PENNIMAN AREA TO FIND STARTER HOMES, BECAUSE THAT'S WHERE YOU COULD FIND AN AFFORDABLE HOME, UH, IN YOUR FIRST HOME.

AND MY NEIGHBORS HAVE BEEN WAITING FOR HOURS FOR THE CHILDREN TO EITHER CATCH THE BUS OR COME HOME FROM THE BUS BECAUSE THEY DON'T HAVE WORKERS BECAUSE WE CAN'T FIND BUS DRIVERS.

AND WE CAN'T FIND OTHER FOLKS WHO, UM, WORK IN THESE JOBS BECAUSE THEY CAN'T FIND, UH, AFFORDABLE HOUSING IN THE AREA.

NOW, THE COUNTY HAS STATED IN THEIR COMPREHENSIVE PLAN THAT THEY REALLY WANT TO PRESERVE THE HIGH DENSITY.

THAT, THAT IS AN OPPORTUNITY FOR KIDS IN YOUR COUNTY, HIGH SCHOOL KIDS IN YORK COUNTY TO GO AND GET A ONE YEAR, TWO YEAR PROGRAMS, CERTIFICATIONS IN A NUMBER OF DIFFERENT ASPECTS, DIFFERENT DISCIPLINES, HVAC, PLUMBING, UM, DENTAL SERVICES, ORTHOPEDIC, UM, AUTOMOTIVE, UH, LIKE ELECTRICAL AND OTHERS.

I'M NOT EVEN, I CAN'T EVEN RECALL AT THE MOMENT.

SO IF YOU'RE A PARENT WITH ANYBODY IN HIGH SCHOOL, I WOULD HIGHLY RECOMMEND THAT YOU TAKE LOOK AT TO WHAT NEW HORIZONS OFFERS AND, UM, WORK WITH A GUIDANCE COUNSELOR AND SEE, THERE ARE SOME OPPORTUNITIES THERE.

THEY ASKED THE STAFF TO COME UP WITH, UM, GUIDANCE TO, UH, PROVIDE MORE, UM, UH, BASIS FOR DECISIONS FOR THE BOARD OF SUPERVISORS TO MAKE AND REALLY TO, UM, CONSTRAIN THE SCOPE OF THE STRS AND WERE TO MAINTAIN THE USE PRIMARILY AS RESIDENTIAL AND SECONDARILY AS COMMERCIAL, JUST AS ALL OTHER BUSINESSES ARE REQUIRED TO DO IN RESIDENTIAL AREAS.

AND MY QUESTION FOR YOU TONIGHT IS HOW MANY IS TOO MANY, RIGHT? THERE'S ONE TONIGHT.

THERE ARE 11 IN THE COUNTY.

THERE'S TWO MORE COMING UP WITHIN A MILE OF THIS ONE.

SO HOW MANY IS TOO MANY OLD HOUSE RENTALS THAT STILL MAINTAIN THE COMMUNITY FEEL? AND THE PRESERVE PRESERVATION OF THE COMMUNITY THAT THE BOARD OF SUPERVISORS HAS VERY CLEARLY STATED THEY WANT TO PRESERVE.

AND JUST TO POINT OUT, THIS IS JUST THREE AND A COUPLE OF MONTHS OF APPLICATIONS, BUT A LOT OF THESE APPLICANTS AND OTHER PROPERTY OWNERS IN THE AREA ON MANY OTHER PROPERTIES.

SO THIS IS NOT THE END OF THE APPLICATIONS.

THIS IS JUST THE BEGINNING.

JUST TO GIVE YOU AN EXAMPLE OF THE DEMAND FOR WHOLE HOUSE RENTALS, UH, KINGS CREEK.

WE KNOW THAT'S A TOURIST COMMUNITY THAT HAS, UH, 68, UM, UM, ADS ON AIRBNB ALONE, 68, JUST IN KINGS CREEK.

NOW THAT'S A GREAT PLACE FOR A WHOLE HOUSE RENTAL.

I'M A HUGE PROPONENT OF THEM IN TOURIST COMMUNITIES.

AND, UM, THE REASON WHY THEY'RE SO POPULAR IS BECAUSE FOR OWNERS, COMMERCIAL INVESTORS IS BECAUSE THEY CAN MAKE UP TO FOUR TIMES THE REVENUE IN A SHORT TERM RENTAL THAN THEY CAN WITH A LONG-TERM RENTAL, THE LONGTERM RENTAL BEING PEOPLE WHO WORK AND LIVE IN OUR COMMUNITY.

SO THE QUESTION IS, UM, WHY WOULD WE, WHY WOULD WE ALLOW ANY, WHY WOULD WE ALLOW ONE? HOW MANY IS TOO MANY? WHEN DOES IT START TO CHANGE THE COMMUNITY? AND THAT HAS NOT BEEN DEFINED.

AND UNTIL IT'S DEFINED, YOU'RE NOT GOING TO BE ABLE TO DENY ONE OR APPROVE ANOTHER BECAUSE THERE'S NO BASIS FOR THE DECISION AND ANY DENIAL WOULD BE ARBITRARY AND CAPRICIOUS.

SO I ASK YOU TO MAINTAIN THE RESIDENTIAL, FEEL OF THE COMMUNITY, TO CLOSE THIS LOOPHOLE AND DENY THIS APPLICATION.

WE, UH, WE HAD ONE, I THINK IN QUEENS LAKE THAT TURNED OUT TO BE A, JUST A NIGHTMARE.

AND IT WAS A SITUATION WHERE A PERSON WAS DOING THIS AND HAD NOT APPLIED, BUT THEY, THE PEOPLE THAT WERE RENTING, IT WERE MAKING NOISE TO RUDE, ERASING THEM DOWN, THEY'RE PARKING ON HIS GRASS.

THEY WERE DOING, THEY WERE JUST ABOUT THE, YOU KNOW, THE WORST THING YOU WANTED.

AND SO WE SHUT IT DOWN AND IT DIDN'T HAVE A, IT DID NOT HAVE AN, UH, IN, IN RESIDENT TO A PERSON, THEY HAD A MANAGER THAT LIVED, YOU KNOW, 30 MINUTES AWAY COULD RUN OVER AND DO STUFF.

SO THERE'S EACH ONE OF THESE CASES OVER TIME.

UH, WE'VE HAD THEM COME UP BEFORE THIS BOARD AND THE NEIGHBORS TALK TO EACH OF THE SUPERVISORS TO A POINT WHERE WE KNEW THAT SAME WASN'T GOING TO FLY.

I THINK IT'S IMPORTANT FOR SHORT-TERM RENTALS THAT THE HOME, THE PROPERTY OWNERS ARE RESIDENT IN THE HOME, OR IN THIS CASE NEXT DOOR BEING AN HOUR DOWN THE ROAD, OR EVEN OUT OF STATE TRYING TO MANAGE THAT.

I DON'T THINK THAT'S A GOOD FIT FOR THE COMMUNITY OR, OR YOUR COUNTY.

I THINK WE CAN DO THINGS WE COULD DO BETTER THERE.

AND I THINK WE SHOULD SET THAT EXPECTATION.

SO, UM, THEY WILL CONTINUE TO DEVELOP OVER TIME.

AND I THINK THEY'LL GET BETTER OVER TIME AS WE LOOK INTO MORE AND MORE OF THESE, THEY'RE ALSO UNIQUE.

AND THE GOAL WAS TO INCREASE SERVICES AND SAVE MONEY.

AND ABOUT FIVE YEARS LATER, WE DID THE SAME WITH GLOUCESTER, BROUGHT THEM INTO OUR CONSORTIUM.

SO OUR SYSTEM RIGHT NOW IS OVER 20 YEARS OLD, AND WE'RE GOING TO PROBABLY KEEP THIS UP AND OPERATIONAL FOR ANOTHER 10 PLUS YEARS BY DOING THIS LIFE CYCLE PROJECT.

SO THIS WAS FORECAST FIVE YEARS AGO THAT EVERY FIVE YEARS WE'RE GOING TO COME INTO THE BOARD WITH A NEW SET OF, UH, WHAT'S NEXT IN THE CONTINUATION OF THE PROJECT.

I'LL TELL YOU THAT WE'VE WORKED, UH, FOR ABOUT A YEAR AND A HALF ON THIS AND WORKING WITH MR. MORGAN AND, UH, MR. STEELE WITH GLOUCESTER COUNTY AND MR. STEVENS WITH, UH, JAMES CITY COUNTY.

A LOT OF THAT EQUIPMENT IS 15 PLUS YEARS OF AGE AND IS OBSOLETE AND NO LONGER SUPPORTED WITH HARDWARE AND SOFTWARE.

WHAT IS IT? W WHAT ARE WE GOING TO DO WITH THE OLD HARDWARE GOING OUT? IS THERE, IS THERE A MARKET FOR THAT, THEN WE GET TO TAKE IT BACK TO, THERE'S ABSOLUTELY NO MARKET.

IT'S A 20, YOU KNOW, 15 TO 20 YEAR OLD TECHNOLOGY AND EVEN THIRD WORLD COUNTRIES, AREN'T USING IT ANY LONGER.

UH, WE ARE GETTING OUT OF THIS BEFORE WE START BUYING PARTS OFF OF EBAY.
