THE PURPOSE OF WHICH IS TO ADVISE THE BOARD OF SUPERVISORS ON LAND USE AND PLANNING ISSUES AFFECTING THE COUNTY.

THE RESPONSIBILITY IT'S EXERCISE THROUGH RECOMMENDATIONS, CONVEYED BY RESOLUTIONS OR OTHER OFFICIAL MEANS AND ALL ARE MATTERS OF PUBLIC RECORD.

THE COMMISSION IS COMPRISED OF CITIZEN VOLUNTEERS APPOINTED BY THE BOARD REPRESENTING EACH VOTING DISTRICT AND TWO AT LARGE MEMBERS.

IT'S ALSO LOCATED WITHIN THE WATERSHED MANAGEMENT AND PROTECTION AREA OVERLAY DUE TO THE FACT THAT IT'S WITHIN THE DRAINAGE AREA FOR A WALLER MILL RESERVOIR.

AND IT'S ALSO WITHIN THE HISTORIC RESOURCES MANAGEMENT OVERLAY.

UH, THERE WAS A, OR IS A ART ARCHEOLOGICAL SITE ON THE PROPERTY.

AND I'LL TALK ABOUT THAT A LITTLE BIT LATER.

BUILDING ON THE LEFT IS, UM, FERGUSON ENTERPRISES AND STANDING ON THE APPLICANT'S PROPERTY, LOOKING INTO THE, UH, INTERSECTION THERE, LOOK IN THE OPPOSITE DIRECTION DOWN, UM, UM, HONOR LANE APPLICANT'S PROPERTY ON THE RIGHT.

SO THEY WOULD CONNECT THAT WITH THE SIDEWALK FROM THE SITE, THE APPLICANT SKETCH PLAN SHOWING SIX, UM, THESE DIAGONAL SIX PARKING PLACES FOR THE BUSES WOULD INCLUDE A BUS SHELTER IN THE CENTER.

AND THEN, UH, A BUILDING THAT WOULD HAVE CUSTOMER SERVICE AND A DRIVER'S LOUNGE FOR THE DRIVERS THERE, PEDESTRIAN PEDESTRIAN CONNECTIONS, THE SIDEWALK, THE SKETCH PLAN IS SHOWING IT GOING OUT TO THE MORE TOWN, UM, PORTER LANE INNER SECTION.

WE HAVE, UH, REQUESTED A APPROVAL CONDITION THAT WOULD HAVE THE SIDEWALK COME ACROSS ALL OF HORNER LANE TO FACILITATE FUTURE CONNECTIONS OVER, ACROSS MORE 10TH AT THE EXISTING MULTI-USE PATH.

THEY'RE ON OLD WATERTOWN ROAD.

I'M ALSO SHOWING, UH, AS I MENTIONED, THE CONNECTION, A SIDEWALK CONNECTION, PEDESTRIAN CONNECTION, BACK TO THE YMCA SITE ON OLD MORE TOWN ROAD, THERE IS A REQUIRED A 45 FOOT TRANSITIONAL BUFFER THAT'S SHOWN ON THE PLAN AND A GREENBELT ALONG MORE TOWN ROAD.

THEY'RE ALSO SHOWING A POTENTIAL STORM WATER, UM, FACILITY, AND, UM, THEY'LL NEED TO SUBMIT DETAILED ENGINEERING DRAWINGS FOR STORMWATER MANAGEMENT AT THE TIME OF SITE PLAN APPROVAL.

THE APPLICANT DOES NOT HAVE A SPECIFIC ARCHITECTURAL PLANS DRAWN UP YET AT THIS AT THIS TIME, BUT THEY DID SUBMIT SOME OF THE CONCEPTUAL FACADE PLANS FOR THE FACILITIES THAT THEY PLAN TO, UH, TO INSTALL THERE.

AND WE DO HAVE A CONDITION OF APPROVAL, UH, RECOMMENDING A CONDITION OF APPROVAL THAT, UM, ARCHITECTURE FOR THE SITE IS, UH, IN ACCORDANCE WITH THIS IN SUMMARY, BE A BUS TRANSFER STATION 4.3 ACRES.

THE FACILITY IS GOING TO REPLACE A TRANSFER AREA.

THEY HAVE, UH, OVER IN THE WALMART PARKING LOT.

SO TH THIS WOULDN'T GET THEM OFF THE WALMART PROPERTY ONTO THEIR OWN PROPERTY IMPROVEMENTS INCLUDE A 1500 SQUARE FOOT CUSTOMER SERVICE DRIVER'S LOUNGE BUILDING 1,380 SQUARE FOOT BUS SHELTER, SIX BUS PARKING SPACES AND PARKING FOR EMPLOYEES AND CUSTOMERS ACCESS WOULD BE ONLY OFF A FOREIGNER LANE, UH, NORMAL HOURS OF OPERATION, 6:00 AM TO 8:30 PM ON OCCASION.

IT MAY RUN LATER THAN THAT, DEPENDING ON THE SEASON.

AS I MENTIONED, IT IS IN THE WATERSHED MANAGEMENT PROTECTION AREA, UH, STORMWATER FACILITY, UH, SHOWN ON THE PLAN AND THEY'LL GET MORE DETAILED PLANS FOR SITE PLAN.

IT IS IN THE HISTORIC RESOURCES MANAGEMENT OVERLAY DISTRICT.

THERE'S A SMALL, UM, ARCHEOLOGICAL SITE ON THE PROPERTY.

UH, THERE WAS A STUDY DONE ON THAT SITE PREVIOUSLY THAT INDICATED IS NOT ELIGIBLE FOR EITHER THE VIRGINIA LANDMARKS HISTORIC RECORD OR NATIONAL REGISTER OF HISTORIC PLACES.

SO THEREFORE IN ACCORDANCE WITH THAT OVERLAY DISTRICT, NO FURTHER ARCHEOLOGICAL STUDY WOULD REQUIRED BEFORE DEVELOPMENT OF THE SITE.

AS I MENTIONED, 35 FOOT TRANSITIONAL BUFFER ALONG OLD MORE TOWN, WE HAVE REQUESTED A, AN APPROVAL CONDITION THAT THAT'D BE SUPPLEMENTED WITH A SOLID BOARD FENCE, WHICH IS WHAT WE NORMALLY DO WHEN IT'S, UH, WHEN YOU'VE GOT, UH, RESIDENTIAL BUILDINGS ACROSS THE WAY TO HELP SCREEN THAT A 45 FOOT GREENBELT LANDSCAPE WILL BE REQUIRED ALONG MORE TOWN.

AND AS I MENTIONED, SIDEWALKS ALONG THE FULL LENGTH OF CORNER AND A CONNECTION TO THE Y M C A LOT.

IN, UH, TRAFFIC SUMMARY, UM, ACCORDING TO INFORMATION SUBMITTED BY THE APPLICANT, THAT WOULD BE, UH, AN AVERAGE OF EIGHT BUS TRIPS PER HOUR ON THE PROPERTY.

UH, NO MORE THAN THREE EMPLOYEES ON SITE AT ANY ONE TIME WITH THIS BEING A TRANSFER AREA, WE'RE NOT ANTICIPATING A MUCH CUSTOMER TRAFFIC ON IT.

UM, OUR ESTIMATED AVERAGE DAILY VEHICLE TRIPS, UH, BASED ON THAT INFORMATION WOULD BE 128.

ACCORDING TO VIETA REPORTS, MORE TOWN ROAD, ANNUAL DAILY VEHICLE TRAFFIC IS 8,700 ON THIS PART OF MORE TOWN ROAD AND HORNER LANE, UH, IS ABOUT 120.

UM, THE APPLICANTS INDICATED THAT THE BUS ACCESS IS PLANNED TO BE JUST FROM MORRISTOWN ROAD AND HORNER LANE.

SO THEY WOULDN'T BE ACCESSING FROM A OLD, MORE TANA.

UH, MOSTLY IT WAS SOME EMERGENCY OR, OR A SPECIAL ISSUE.

SO WE DON'T ANTICIPATE ANY ADVERSE EFFECTS ON ANY OF THE EXISTING TRAFFIC UP THERE WITHOUT SMALL NUMBER OF TRIPS.

UH, ALSO NOTE THE S THERE WILL BE A SIGNAL AT THE MORE TOWN HORNER OLEFINS BOULEVARD INTERSECTION, THEN COORDINATE TO OUR PUBLIC WORKS DEPARTMENT SHOULD BE COMPLETED WITHIN A YEAR INCLUSION.

UH, IT'S A NEEDED REGIONAL FACILITY, UH, CERTAINLY A BETTER IMPROVEMENT FOR SAFETY AND CONVENIENCE THAN THE WALMART PARKING LOT, UM, WOULD HELP EXPAND PEDESTRIAN CONNECTIONS IN SIDEWALKS OFF THE PROPERTY TO THE COMMERCIAL AREAS, UH, ADJACENT TO IT.

OUR COMPREHENSIVE PLAN SPECIFICALLY HAS A RECOMMENDATION IN THE TRANSPORTATION ELEMENT TO SUPPORT EXPANSION OF, UH, WATER FACILITIES IN THE NORTHERN END OF THE COUNTY.

SO, AND WITH THAT, WE WOULD RECOMMEND APPROVAL IN ACCORDANCE WITH RESOLUTION PC 21 DASH 14.

SO, UM, THE WAYNESBURG AREA TRANSIT AUTHORITY, WE ACTUALLY STARTED AS JAMES CITY COUNTY TRANSIT BACK IN 1977, AS THINGS STARTED REGIONALIZED, AS YOU ALL KNOW, LIKE A LOT OF THINGS, THINGS LIKE TRANSPORTATION DON'T RECOGNIZE JURISDICTIONAL LINES, JUST LIKE EMPLOYMENT AND THINGS LIKE THAT.

SO AS I STARTED TO REGIONALIZE BECAME WILLIAMSBURG AREA TRANSPORT, UM, WHICH REALLY INVOLVED THOSE ENTITIES THERE, UH, ALONG WITH JAMES CITY COUNTY, YORK COUNTY CITY WILLIAMSBURG, AND WE'VE BEEN MARRIED, KIND OF JOINED IN AT THAT POINT.

UM, AND IN 2006 IT WAS, YOU KNOW, THE, SOME OF THE LOCAL OFFICIALS HAD THE FORESIGHT TO CREATE AN AUTHORITY THAT BASICALLY ALLOWED US WE'RE A POLITICAL SUBDIVISION.

UM, BUT WE'RE ABLE, SO WE'RE ABLE TO APPLY FOR SOME OF THE FUNDING AND STATE, UM, STATE STREET, EXCUSE ME, FEDERAL AND STATE FUNDING THAT'S AVAILABLE, UM, TO HELP US OPERATE OUR SERVICES.

AND THEN SOME, WE GET LOCAL FUNDING TO MATCH THAT AND ALLOW US TO LEVERAGE THOSE FUNDS.

UM, OFFICIALLY WE BEGAN OPERATIONS AS THE, AS WADA IN 2008 AFTER, YOU KNOW, GOING THROUGH A TRANSITION PERIOD OF, OF, UM, OF THE FOUNDING BASICALLY, AND, UH, DEVELOPING THE, UM, THE ADMINISTRATIVE AND OPERATIONS STRUCTURE.
