THIS TIME WE'RE GOING TO MOVE INTO THE PRESENTATIONS AND OUR FAVORITE DIRECTOR OF VIRGINIA DEPARTMENT OF TRANSPORTATION OR REGIONAL DIRECTOR.

MR. ROSSI, CAROL, MR. CARROLL, YOU COULD GIVE US A PRESENTATION ON WHAT'S GOING ON WITH THE TRANSPORTATION.

I SEEN OTHER DISTINGUISHED MEMBERS OF THE BOARD.

THIS, UH, TUESDAY AFTERNOON, I'M GOING TO PROVIDE THE QUARTERLY UPDATE FOR YOUR COUNTY V DOT.

UM, WE'VE COMPLETED 500 OR 714 MAINTENANCE WORK ORDERS THAT HAVE WE HAVE RECEIVED AT THIS PERIOD, WHICH IS ABOUT 70% OF THE WORK ORDERS THAT HAVE COME IN FROM RESIDENTS OR THINGS THAT WE'VE SEEN, YOU KNOW, THAT NEED TO BE CORRECTED IN THE AREA.

UM, MOST OF THE ONES THAT ARE OUTSTANDING AS QUARTERS BEFORE HAS BEEN DRAINAGE, UM, A LOT OF DRAINAGE CONCERNS OUT THERE.

A LOT OF DRAINAGE, UH, WORK THAT NEEDS TO BE ACCOMPLISHED, UH, THROUGHOUT THE COUNTY.

UM, I WILL SAY THAT WE'VE CLEANED, UM, PIPES AND SIX MILES OF ROADWAY DRAINAGE THIS QUARTER, UH, THROUGH OUR ACCOMPLISHMENTS.

UM, WE'VE PATCHED ROADWAYS DONE UNPAVED SHOULDER MACHINING.

THAT'S, THAT'S REALLY SHOULDER PULLING TO CLEAR THE ROADWAY.

UM, AND WE ARE IN THE PROCESS OF DOING OUR COUNTYWIDE.

WE DIDN'T NOTICE, PROCEED FOR COUNTYWIDE MOWING AND LITTER PICKUP.

UM, WE ALSO, UH, HAVE A LOT OF PROJECTS GOING ON IN THE AREA, UH, THE ASCE 64 WIDENING PROJECT, WHICH I WON'T REALLY GO INTO THAT, BUT, UH, THAT IS MOVING ALONG, UH, VERY WELL.

WE HAVE THE 1 99 I 64 QUARTER TECH IT'S REALLY, UM, PUTTING FIBER OPTIC TO GET SOME CONNECTIVITY FOR OUR SIGNALS, UH, SO THEY CAN COMMUNICATE SO THAT THEY'RE ON THE SAME, UH, TIMESTAMP PER SE.

UM, AND WE'LL HELP, SHOULD HELP WITH, UH, HAVING SPECIFIC CORRIDORS TIMING WITH EACH OTHER TO LET TRAFFIC, UH, MOVE A LITTLE BETTER.

UM, WE ALSO HAVE THE PLANT MIX PROJECT THAT HAS STARTED.

UM, WE HAVE, UH, THE BIG BETHEL ROAD AND THE PTAB HIGH SCHOOL BUS LOOP THAT HAS BEEN PAVED, STILL LEFT TO BE MARKED.

UM, IN OUR TWO WEEK, LOOK AHEAD, WE'RE LOOKING AT, UH, UH, 1 43 FROM LIKE THE PENNIMAN 1 62 AREA, THAT AREA.

UM, WE ALSO HAVE THE, THE, THE COMMONS WAY, UH, JOSHUA LANE THAT'S BEEN MILLED, BUT IT'S GETTING READY TO GET PAID.

THAT'S OFF OF 60 BYPASS, I BELIEVE.

AND THEN WE HAVE, UH, THEATER ROAD WAS THEATER ROAD AND JOSHUA LANE, AND THEN WATER COUNTRY PARKWAY, UM, FROM LIKE 1 99 GOING BACK, UM, TOWARDS PENNIMAN ROAD.

SO WE HAVE THOSE IN THE NEXT, LET'S SAY BETWEEN NOW AND SEPTEMBER SIX.

UH, EVEN THOUGH OUR TWO WEEK LOOK AHEAD, GOES A LITTLE BIT FARTHER THAN TWO WEEKS, BUT, UM, THAT'S, WHAT'S IN THE SCHEDULE AND, UH, WE STILL HAVE A LOT OF PLANT MIX WORK TO DO A LOT, UH, COOK ROAD.

SO, UH, THE CONTRACTOR IS ACTUALLY, UM, UTILIZING TWO CREWS, UM, TO TRY TO GET THE, THE TONNAGE THAT NEEDED TO KEEP STAY ON SCHEDULE.

UM, SO WE'RE, WE'RE MOVING ALONG, GETTING BACK ON SCHEDULE WITH THAT AND, UH, HOPEFULLY WE'LL BE, UH, COMPLETED BY NOVEMBER TIMEFRAME WITH ALL OF OUR PLANT MAKE SCHEDULE, UM, THROUGHOUT THE COUNTY, UM, A FEW UPCOMING PROJECTS.

UM, WE DID, UH, H SIP, UM, PEDESTRIAN CROSSING AND THAT'S THAT'S, UH, TO INSTALL PEDESTRIAN CROSSINGS ON 1 34 FIRST STREET, INDIAN SUMMER DRIVE AND LONG GREEN BOULEVARD.

UM, WE HAVE ABOUT 90% PLANS ON THAT, UM, AND SHOULD BE COMPLETED BY THE SPRING OF 2022.

UH, WE ALSO HAVE THE PEDIMENT ROAD, GOVERNMENT ROAD, UH, ROADWAY, ROADWAY IMPROVEMENTS.

UM, THAT'S GOING INTO WHAT WE CALL THE UTILITY RELOCATION PHASE, UM, FOR ABOUT A YEAR STARTING THIS MONTH FOR ABOUT A YEAR TO THE NEXT MONTH.

SO, UH, THAT YOU'LL SEE SOME MOVEMENTS WITH THAT, WITH THAT PHASE.

UH, WE HAVE THREE SMART SCALE PROJECTS THAT ARE IN, UH, PRELIMINARY ENGINEERING, AND THAT IS THE ROUTE 17 WIDENING BETWEEN SIX 30 AND 1 73.

UH, THE, THE VICTORY, THE VICTORY BOULEVARD RIDING BETWEEN 17 AND 1 34.

AND THEN WE HAVE THE, UH, ROUTE 1 71 VICTORY BOULEVARD, CAST CAPACITY IMPROVEMENTS, UH, BETWEEN 1 34.

AND I THINK IT'S

AND THAT IS, UH, WE DID A STUDY AT LIKE COOK ROAD AND FALCON ROAD, UM, AND BOWMAN TERRACE AT VICTORY BOULEVARD, UM, LOOKING AT RECOMMENDATIONS, UM, TO IMPROVE SAFETY.

THOSE POPPED UP AS SORT OF HOT AREAS FOR US, AND WE'RE GOING TO INCREASE THE, UH, STOP SIGN SIGNAGE SIZE AND PUT THOSE REFLECTIVE MARKERS AT THE STOP SIGNS.

AND INSTEAD OF INTERSECTION AHEAD SIGNS, WE'RE GOING TO PUT UP THE, UH, WATCH FRATERNITY VEHICLES, UM, JUST TO TRY TO GET A LITTLE MORE, UH, AWARENESS OF THOSE INTERSECTIONS, A LITTLE MORE AWARENESS ABOUT STOPPING AT THE STOP SIGN, UM, AND MAKING SURE THAT WE HAVE PROPER SIGHT DISTANCE.

UM, WE HAVE A COUPLE COUNTY, UH, SAFETY AND OPERATIONAL PROJECTS THAT ARE MOVING ALONG VERY WELL.

UH, THAT'S THE PEDESTRIAN CROSSWALKS ON ROUTE 60 BYPASS ROAD AT WALLACE MILL AND PALACE LANE.

UM, WE ARE VERY CLOSE AND WAITING FOR THE FINAL DESIGN TO COME FROM OUR CENTRAL OFFICE.

AND, UH, WE HAVE A CONTRACTOR THAT WE THINK WILL BE READY SEPTEMBER, OCTOBER TIMEFRAME START WORKING ON THIS.

SO, UM, HOPEFULLY, HOPEFULLY WE CAN GET THAT MOVING, UM, THIS FALL.

AND, UH, WE ALSO HAVE THE PEDESTRIAN CROSSWALKS ON KILLING CREEK PARKWAY.

I THINK IT'S TWO NEW ONES AND REPLACEMENT OF, UH, AN EXISTING, UM, FROM THE RAPID FLASHING BEACON TO THE SOLAR, UH, RAPID FLASHING BACON.

SO, UH, THOSE ARE IN THE WORKS AND, UH, HOPEFULLY, UM, I THINK THERE'S SOME CONCRETE WORK THAT HAS TO BE DONE.

SO WE'RE LOOKING, HOPEFULLY ALL OF THAT IS COMPLETED OR SPRING OF 20, 22.

UM, WE HAD SUBMITTED FOR FEDERAL AUTHORIZATION BACK IN JULY OF 28TH AND, UH, AND NORMALLY TAKES ABOUT 20 DAYS WE'VE, WE'VE REACHED BACK OUT TO THEM, TRY TO HURRY THAT UP AND GET IT, UM, SO WE CAN GET THE SIGNATURES NECESSARY AND PROJECT, UH, ADVERTISED AND AWARDED ON TIME.

SO THAT'S A LITTLE BIT OF THE, I KNOW THAT Y'ALL HAVE SOME REV SHARE PROJECT, UM, ON YOUR AGENDA FOR TONIGHT, UH, FOR FUTURE PROJECTS.

IT'S, IT'S NOT, IT'S NOT JUST, YOU CAN'T EXTEND THE PAVEMENT.

I HEAR SO MANY TIMES THAT YOU'RE PAVING THIS ROAD.

WHY DON'T YOU ADD TWO OR THREE FOOT ON EACH SIDE? EVEN IF THE SHOULDERS THERE, IT'LL NEVER, IT'LL NEVER LAST.

UM, IT HAS TO HAVE SOME SORT OF TRENCH WIDENING PROJECT, SOMETHING OF THAT NATURE, UM, THAT WE DO, UM, TO, TO, TO MAKE IT LAST, YOU KNOW, FOR SOMETHING OF THAT NATURE.

BUT, UM, YOU KNOW, WE HAVE A LITTLE BIT OF MONEY EVERY YEAR THAT WE TRY TO PUT IN TO TRENCH WIDENING.

AND, UM, THE BAD NEWS IS THE AMOUNT OF CASES IN VIRGINIA AND THE EASTERN PART OF VIRGINIA HAS GONE UP QUITE A BIT.

UM, IT'S NOW AT A WEEKLY RATE THAT IS THE HIGHEST SINCE FEBRUARY.

UM, IT IS STARTING TO LEVEL OFF IN NORTHERN VIRGINIA AND CENTRAL VIRGINIA STILL GOING UP PRETTY FAST AROUND HERE PROBABLY WOULD THAT THAT'S TOURISM RELATED, UH, SOMEWHAT OF A SIMILAR PATTERN LAST SUMMER, UH, IN THE EASTERN PART OF THE STATE.

UM, AND, UH, THE HOSPITAL SYSTEMS REPORTED THAT, UH, ABOUT 20% OF THE, UH, PEOPLE IN THE HOSPITALS AROUND HERE, UH, WITH COVID SYMPTOMS, UH, HAD BEEN VACCINATED.

AND SO THAT WAS A LITTLE BIT CONCERNING, UH, ALTHOUGH THE VAST MAJORITY OF THE FOLKS THAT HAVE BEEN VACCINATED CONTINUE TO HAVE ONLY MILD OR NO SYMPTOMS. SO THE, THE CONCERN IS STILL WITH THE POTENTIAL FOR SERIOUS CASES WITH THE UNVACCINATED.

BUT BASED ON THAT INFORMATION, UH, WE ARE IN COUNTY BUILDINGS DOING WHAT MANY OF THE LARGE EMPLOYERS AROUND HERE ARE DOING, WHICH IS ASKING OUR EMPLOYEES TO WEAR A MASK WHEN THEY'RE IN A PUBLIC SPACES, COMMON AREA SPACES IN OUR BUILDINGS.

SO WILL WE BE GOING BACK TO THAT AS OUR, UH, MOST OF THE LOCAL GOVERNMENTS AND IN SCHOOL SYSTEM IN THIS REGION, NOT TO BE TOO DISCOURAGING.

UM, I WILL ALSO SHARE THAT, UM, UH, BASED ON, UH, RIVERSIDE REGIONAL HEALTH SYSTEMS, DATA, WHICH COMBINES STATE HEALTH DEPARTMENT DATA AND THE DOD INFORMATION, UH, THEIR PROJECTION IS THAT 76% OF THE CITIZENS OF YOUR COUNTY THAT ARE ELIGIBLE TO BE VACCINATED HAVE BEEN.

SO THAT PUTS US VERY NEAR THE, UH, THE TOP, UH, WHEN IT COMES TO HAMPTON ROADS.

SO HOPEFULLY WITH THAT IN A LITTLE, UH, PRECAUTION, UH, WE CAN KNOCK THIS SPIKE DOWN, UM, AND GET CLOSER TO NORMAL IN THE NEAR FUTURE.

THE REASON IT TAKES SO LONG IS BECAUSE THE MAST ARMS HAVE TO BE SPECIALLY FABRICATED BASED ON THE STRUCTURAL DESIGN LENGTH, WHEN LOAD, UM, TRAFFIC SIGNALS ARE INHERENTLY COMPLICATED.

UH, THAT'S THE SHORT ANSWER YOU'VE AWARDED THE CONTRACT AND IT'S GOING FORWARD, WHO THOSE ALARMS COMING OUT OF CHINA OR RUSSIA, OR, UH, WHEREVER THEY COME FROM THAT YOU CAN'T, YOU CAN'T ORDER THEM UNTIL THE DESIGN IS APPROVED BY VDI.

RATHER, WE NEED TO WORK TOGETHER, ALL COLORS, ALL RACES, ALL PARTIES TO RESTORE TRUTH AND PERSPECTIVE TO OUR CLASSROOMS AND STOP THE INDOCTRINATION OF OUR YOUNG CHILDREN.

HIS ANSWER WAS YOU WON'T FIND THE WORDS, CRITICAL RACE THEORY IN OUR CURRICULUM AND LEFT IT AT THAT.

RIGHT? SO AGAIN, YOU MIGHT ASK ME WHY THE HELL AM I INVOLVED OR CONCERNED ABOUT OUR S OR K THROUGH 12 SCHOOLS? I THINK THE ANSWER IS OBVIOUS.

I DON'T HAVE ANY CHILDREN IN SCHOOL SYSTEM.

THERE WILL LONG GONE.

OKAY, WHAT WERE ARE THE BOARD OF SUPERVISORS? AND IF I CAN DO THE ANALOGY CHILLY, YOU KNOW, THIS ONE, WELL, BUT THE TOP OF THE SHIP IN TERMS OF THE CHAIN OF COMMAND IS THE CAPTAIN.

THE SCHOOL DIVISION, THE SCHOOL BOARD IS RESPONSIBLE FOR THE LEARNING OF OUR YOUNG PEOPLE.

50% OR THEREABOUTS OF THEIR BUDGET COMES FROM THE BOARD OF SUPERVISORS.

AND WE HAVE AN IMPLIED RESPONSIBILITY, IF NOT A DIRECT RESPONSIBILITY TO MAKE DANG SURE WHAT HAPPENS WITH YOUR ACCOUNTING NOT REALLY AFFECTS OUR PUBLIC SAFETY, THE BEAUTY OF THE COUNTY, BUT ALSO OUR SCHOOLS AS WELL.

UM, IF YOU HAVE YOUNG ONES IN THE SCHOOL SYSTEM OR YOUNG ONES IN THE COUNTY, BECAUSE THEY'RE TRYING TO GATHER THAT INFORMATION TO COME BACK AND BRING BACK TO THE BOARD CONCERNS YOUTH MAY HAVE RIGHT HERE IN THE COUNTY, UH, TO SHARE WITH US SO WE CAN, WE CAN LISTEN TO IT AND MAYBE TAKE SOME ACTION.

SO BE ON THE LOOKOUT FOR THAT.

UM, HRSD HAS BEEN, UM, WORKING TO AS A, AS THEY SAID THEY WOULD TO, UM, DEVELOP A CONCEPT FOR HOW, UH, THEY COULD INSTALL THE PRESSURE REDUCING STATION AND THE TWO TANKS.

UM, AND SO THEY'VE COMPLETED A 30 BY 30%, UH, DESIGN.

UH, SO FOR EXAMPLE, UM, TO ME, UH, ONE OF THE EQUITY THINGS WE HAVE THE AMERICAN DISABILITY ACT, ALL RIGHT.

I MEAN, I DON'T KNOW ANYBODY WOULD ARGUE ABOUT THAT.

I'M SURE THERE'S PROBABLY SOMEBODY, BUT THAT'S, THAT'S AN EXAMPLE

WE SPENT A TON OF MONEY ON, UH, CHILDREN WITH DISABILITIES.

UM, BECAUSE YOU KNOW, YOU COULD ACTUALLY END UP WITH A TEACHER FALLING ONE SINGLE STUDENT THROUGH THEIR WHOLE 12 YEAR CAREER IN SCHOOL, PE UH, AND IT COSTS US A BUNCH OF MONEY.

I MEAN, THESE THINGS, AND I DON'T KNOW EVERY, I DON'T WANT ANYONE COMPLAINING ABOUT THAT.

SO, I MEAN, THERE'S, I COULD GO THROUGH, I MEAN, THERE WAS A LOT OF STATISTICS, YOU KNOW, IF YOU, IF YOU, IF YOU, IF, WHEN WE TALK ABOUT RACISM, UH, IS A RACISM.

YES.

I THINK WE HAVE TO RECOGNIZE THERE SOME OF THAT AND, OR MAYBE A LOT, BUT WE ALSO HAVE TO RECOGNIZE THE ISSUES THAT ARE ASSOCIATED WITH CERTAIN CATEGORIES OF PEOPLE.

I MEAN, HOW, IF YOU LOOK AT THE RATE OF EMPLOYMENT OR UNEMPLOYMENT AND ANOTHER GOOD ONE IS THE HALF OF OUR POPULATIONS ARE WOMEN AND THE WOMEN ON THE, IF HISTORICALLY DON'T RECEIVE THE SAME EQUAL PAY, UH, THAT MEN DO.

SO THERE IS WHAT CAUSES THESE SORT OF THINGS.

SO I, YOU KNOW, AS A, AS A GRANDPARENT AND A PERSON IN OUR SCHOOL SYSTEM, I'M VERY PROUD OF OUR SCHOOL SYSTEM.

I THINK WE ARE, MAN.

I TELL YOU WHAT IT IS, THE FRANCHISE PLAYER FOR OUR, FOR OUR SUCCESS, LOW CRIME RATE, LOW TAXES, GREAT QUALITY OF LIFE.

SO WHEN WE, WHEN WE KEEP BEATING THE DRUM ABOUT SOMETHING THAT IS, I MEAN, I HAVE NOT FOUND A GOOD EXPLANATION YET.

I'M TRYING TO UNDERSTAND WHAT EXACTLY DO YOU WANT DONE? WAS THAT A QUESTION OR A DISTRICT? THAT'S THE QUESTION? WHAT DO YOU WANT TO KNOW? DOES THE EMPHASIS ON SOCIAL, EMOTIONAL LEARNING TO THE, TO THE DETRIMENT OF LEARNING, HOW TO DO MATH, HOW TO WRITE ENGLISH, HOW TO DO ALL THE THINGS THAT YOU AND I, AND THIS BOARD LEARNED AS WE WERE GOING THROUGH K THROUGH 12.

THIS IS REALLY JUST A WORDING CHANGE THAT IS NOW REQUIRED BY STATUTE THE 2020 GENERAL ASSEMBLY ADOPTED SENATE BILL 5 88 AND, UM, INDICATING, UH, FOR THOSE LOCALITIES THAT HAD THAT ADOPT TRANSIENT OCCUPANCY TAXES IN EXCESS OF 2%, THAT THE ADDITIONAL AMOUNT MUST BE USED ONLY FOR TOURISM.

THAT'S ALWAYS BEEN THE CASE AND WE'VE DONE IT.

WE JUST DIDN'T SAY IT IN THE ORDINANCE.

WE KNEW WHAT THE RULE WAS.

WE DID IT, BUT THE REVISED STATUTE SAYS, UM, LOCALITIES THAT NOW HAVE, UM, A TAX A GREATER THAN THE 2% HAVE TO ACTUALLY SAY IN THEIR ORDINANCE THAT THE ADDITIONAL MONIES WILL GO FOR THOSE PURPOSES.

SO ALL WE'VE DONE IS ADD THAT LANGUAGE INTO YOUR ALL RIGHT.

UM, AND WE DON'T WANT IT TO BE TOO LOW BECAUSE WE DO WANT PEOPLE TO HAVE AN INCENTIVE TO, YOU KNOW, PAY ON TIME.

SO WE THINK THAT'S FAIR AND REASONABLE.

UM, AND, UM, PARTICULARLY DURING THE WORST OF THE PANDEMIC, A LOT MORE PEOPLE WERE PAYING THINGS ELECTRONICALLY.

AND SOME OF YOU ALL GOT COMPLAINTS FROM PEOPLE THAT, UH, GOT A, UM, A BAD CHECK FEE, UH, NOT BECAUSE THEY BOUNCED THE CHECK, BUT BECAUSE THEY KEYED IN WRONG.

AND SO, UH, THIS CHANGE WOULD ALSO TAKE CARE OF THAT.

SO IF YOU ACTUALLY WRITE US A RUBBER CHECK, DO YOU STILL GET THE FEE? BUT IF IT WAS JUST OPERATOR ERROR AND YOU ENTERED THE WRONG THING, UM, THEN YOU CAN RESUBMIT IT.
