Approve Minutes – December 13, 2017

Request to amend the York County Zoning Map by reclassifying approximately 83.7 acres of land located at 2000 Springfield Road (Route 687), further identified as Assessor’s Parcel No. 11-4-1, from EO (Economic Opportunity) to PDR (Planned Development Residential) for the purpose of establishing a 213-unit senior housing-independent living development consisting of a mix of single-family detached houses, duplexes, and triplexes (a maximum density of 2.5 units per acre). The applicant has voluntarily proffered to provide age-restricted housing intended for occupancy by persons age 55 years of age or older and with no persons under age 19 allowed. The Comprehensive Plan designates this property as Economic Opportunity. The Economic Opportunity designation is intended to guide a mix of office, light industrial, commercial, and tourist-related uses to certain portions of the County that have or are planned to have the access and infrastructure necessary to support both capital- and labor-intensive uses.

These applications request the following for four parcels of land located at 2029 and 2031 George Washington Memorial Highway (Route 17), 102 Pine Street (Route 800) and 103 Oak Street (Route 796) and further identified as Assessor’s Parcel Nos. 37A-1-16, 37A-1-17, 37A-1-18, and 37A-1-19: 1) amendment of the York County Zoning Map by reclassifying the two parcels located at 102 Pine Street and 103 Oak Street from R13 (High density single-family residential) to GB (General Business) subject to proffered conditions that would limit development of the property to a car wash; and 2) approval of a Special Use Permit, contingent on approval of the rezoning request, to authorize the establishment of a car wash on the subject property pursuant to Section 24.1-306 of the York County Zoning Ordinance (Category 12, No. 1). The four parcels are located on the west side of Route 17 between Pine Street and Oak Street, have a total area of approximately 1.6 acres, and are designated General Business in the Comprehensive Plan. The General Business designation is intended to provide opportunities for retail and other commercial uses oriented primarily toward supplying goods or services for a community or regional market.
