Consider adoption of proposed Resolution R16-69 to authorize the County Administrator to execute a lease of the County’s Transfer Station and Scales House located at 145 Goodwin Neck Road, with access and parking easements, to BFI Transfer Systems of Virginia, LLC, for a period of 20 years beginning July 1, 2016, with a possible 5-year extension, for an annual lease payment of $144,000, such lease to provide for an extension of the terms and conditions of the County’s existing roadside trash collection service with BFI Waste Services, LLC, for 5 years and a possible 5-year extension, and the establishment of rates to be charged to the County for disposal services. a.
